Start with the planning authority’s application record, not a rumour or a rendering. Read the submitted plans and reports, identify the decision being requested, test the proposal against the adopted plan and zoning, inspect how the site would operate, and submit a focused comment through the authority’s stated process. The relevant rules, deadlines and valid planning grounds depend on your jurisdiction and the particular application.
1. Find the complete application record
Search the official register
Use your local planning or development register and search by the site address, application number or map, if those options are available. Brisbane City Council’s Development.i register, for example, allows searches by application number, address or map location and shows application details and status. Other authorities use different portals, naming conventions and document layouts.

Confirm that you have the current application and all amendments. A project may have several document sets, revised drawings or a changed status. Save the application number, the date you accessed the record and the authority contact shown on the page. Those details make later questions precise.

Read the drawings before forming a view
At minimum, open the site plan, floor plans, elevations, sections, landscape plan, parking and servicing drawings, planning statement and every technical report that relates to your concern. A perspective image cannot show the height of a retaining wall, the location of a loading bay or the path a refuse vehicle takes. The application record is the evidence of what is actually proposed.

Make a one-page inventory as you read:
- Number of buildings and their proposed uses.
- Building heights, storeys and roof forms shown on plans and elevations.
- Entrances, pedestrian paths, driveways and internal roads.
- Parking, bicycle spaces, loading, waste storage and service areas.
- Setbacks and interfaces with each neighbouring property.
- Landscaping, trees, communal open space and public-facing edges.
- Reports covering transport, drainage, flooding, ecology, heritage, noise or other site-specific effects.
If a drawing is difficult to interpret, record the sheet number and ask the planning officer a narrowly framed question rather than relying on an assumption.
Check the application status and decision maker
The register should indicate whether the application is under review, amended, scheduled for a meeting, decided or subject to another process. Identify who will decide it: planning staff under delegated authority, a planning committee, a council, a hearing body or another agency. The decision route affects where a comment must be sent and whether a public meeting is available.
2. Identify exactly what approval is being requested
Apartment proposals do not all present the same planning question. Determine whether the applicant seeks permission under existing zoning, or whether the package also includes a rezoning, official-plan or local-plan amendment, variance, special exception, subdivision, site-plan approval or another discretionary consent.
Separate policy, zoning and detailed design questions
An adopted official or local plan sets broad land-use policy, such as where housing and services should be located. Zoning rules translate that policy into controls such as permitted uses, height, density, setbacks, parking or landscape requirements. A site-plan or design review usually examines how an allowed project is arranged and serviced on its particular parcel.
Ontario’s citizen guidance describes an official plan as the framework for municipal land-use decisions and explains that zoning bylaws implement it. Use the equivalent documents in your jurisdiction and verify the version in force for this application. A proposal can be desirable in principle yet still require a specific amendment; conversely, a project may be permitted in the zone while its detailed layout remains subject to review.
Build a rule-to-drawing checklist
For each relevant rule, note the exact provision, the proposal’s response and the sheet or report where the response appears. Distinguish a requirement from an objective or guideline. If the application requests relief from a standard, identify the requested amount and the planning reason offered for it. Do not treat a guideline as an automatic veto or a zoning permission as proof that every design detail is acceptable.

3. Test the proposal against its policy context and surroundings
Evaluate the project on the same questions a planning reviewer must answer: Is the use consistent with the plan’s intent for the area? Does the scale fit the planned pattern of development? Does the design relate to the street and neighbouring properties? Does the project connect safely to public routes and services?
| Evaluation axis | Questions to answer from the plans and adopted policy |
|---|---|
| Land-use fit | Is multifamily housing identified or supported at this location, and does the requested use match the plan designation and zoning? |
| Height and bulk | How do storeys, roof form, building depth and massing compare with the planned and existing context? |
| Street relationship | Where are entrances, windows, blank walls, setbacks and active frontages, and how will they shape the public realm? |
| Neighbour interfaces | What faces each adjoining lot, and are privacy, shadow, overlooking, retaining walls and grade changes addressed? |
| Movement connections | Can pedestrians, cyclists, emergency vehicles, residents, visitors and service vehicles reach the site without conflicting movements? |
| Public benefits and obligations | What open space, landscaping, streetscape work or infrastructure contributions are proposed, and which are secured by the application? |
Brisbane guidance identifies policy consistency, compatible scale and design, street connections and relationships with adjoining properties as legitimate subjects for comment. San José guidance likewise points to whether an apartment project lies in an area designated for multifamily development. These examples illustrate the questions; your own plan and zoning text control the outcome.
Use the real context, not a single neighbouring building
Walk or map the block and record the prevailing building heights, front setbacks, lot pattern, street trees, sidewalks, crossings and bus or cycling connections. A proposal need not copy every nearby building, particularly where the adopted plan anticipates change. Context evidence is most useful when you explain the specific relationship: for example, a proposed blank wall beside a narrow side path, or a driveway crossing a heavily used sidewalk.
4. Read the site plan as an operating diagram
Access and pedestrian safety
Trace every route from the public sidewalk to the main entrance, accessible entrance, parking, bicycle storage, waste area and communal open space. Check gradients, crossings, gates, visibility and whether a vehicle crossing interrupts a direct pedestrian route. Toronto’s site-plan description includes access, accessibility and protection of adjoining lands among the matters reviewed.
Look for conflicts at the driveway throat, loading area and garage ramp. Ask whether delivery, moving and emergency vehicles can manoeuvre without blocking the sidewalk or queueing onto the street. If the plan shows separate entrances for residents, visitors or commercial space, make sure each is legible and connected to the public route.
Parking, loading and servicing
Count the spaces shown and identify how they are reached; then compare those figures with the applicable local standard. Check accessible spaces, visitor parking, bicycle parking, charging infrastructure if proposed, loading bays and the hours or routes for servicing described in the reports. A plan that fits cars on paper can still create queuing, reversing or sight-line problems at the street.

Locate waste and recycling storage, collection vehicle access, transformers, mechanical equipment and other service infrastructure. Note enclosure doors, odour-sensitive neighbours, noise sources and whether collection requires vehicles to cross pedestrian areas.
Landscape, trees and open space
Use the landscape plan and tree information rather than a promotional illustration. Identify trees to be retained, removed or planted; soil zones; irrigation or maintenance access; shade; play or seating areas; and the treatment of the site edges. Ask how planting will survive above a garage, beside retaining walls or under utility constraints. Distinguish a concept planting palette from a condition that will actually be secured.
Edges, grades and adjoining land
Sections reveal grade changes that a plan view hides. Check retaining walls, basement excavation, drainage outlets, fences, balconies and windows along each property line. Consider privacy, reflected light, shadow, construction access and the risk of water being directed toward a neighbouring lot. Record the drawing and dimension for each concern.

Planning comments are stronger when they connect a documented feature to a likely effect and an applicable policy, standard or review topic. Brisbane’s public guidance tells commenters to state clearly which aspect of the plan they are addressing and why. Use that structure for every point.
Traffic and transport
Read the submitted transport or traffic report for its study area, count dates, assumptions, access points, trip scenarios and mitigation. Compare its figures and conclusions with the actual street layout. A useful comment identifies a particular junction, sight line, pedestrian crossing, bus stop or queue location and explains the conflict shown by the plans or report. Do not assert a universal traffic threshold; authorities use different standards and may assess impacts through a broader network model.
Drainage, flooding and stormwater
Find existing and proposed levels, overland flow paths, basins, pipes, discharge points and maintenance responsibilities. Ask whether the submitted material addresses the receiving system and downstream properties. If your concern is based on a known flood or drainage problem, identify the location and any public record or site evidence that supports it. Avoid claiming that a development will flood a property unless the drawings or technical analysis support that conclusion.

Environmental and tree effects
Check the reports required for this site, such as ecology, contaminated land, arboriculture, noise or heritage studies. Relate your comment to a mapped habitat, tree protection zone, heritage interface or stated mitigation measure. The relevant studies vary by jurisdiction and by site; do not assume that every apartment application requires the same package.

NSW’s apartment-design guidance describes review of how apartment development relates to the streetscape and neighbourhood. Use elevations, sections and the public-realm plan to assess frontage, entries, building separation, privacy, outlook, communal areas and the transition to lower-scale neighbours. A design objection should identify the measurable relationship or policy objective at issue, not simply describe the building as unattractive.
6. Compare alternatives without creating false precision
If the applicant supplies options or you are comparing two real schemes, use the same locally relevant axes for both. A concise comparison table can expose trade-offs before you write a comment.
| Axis | What to compare | How to qualify the result |
|---|---|---|
| Plan and zoning fit | Designation, permitted use and requested amendments or variances | Quote the applicable policy or rule and identify any relief sought |
| Height, bulk and street relationship | Storeys, massing, setbacks, frontage and building separation | Use the same site boundaries, drawings and measurement method |
| Pedestrian and vehicle access | Sidewalk links, crossings, driveways, ramps and emergency access | Describe conflict points and peak-use assumptions |
| Parking, loading and waste | Space layout, loading movements, collection route and enclosure location | Separate code compliance from operational concerns |
| Landscape and public realm | Tree retention, planting, open space, shade and edge treatment | Check whether commitments are drawings, conditions or aspirations |
| Documented impacts | Transport, drainage, environmental and other submitted studies | Note differences in date, scope, geography and scenarios before comparing conclusions |
Do not score unlike studies as though they used identical assumptions. If one option has a newer transport model or a different access arrangement, explain that difference instead of assigning an unsupported numerical ranking.

Use a repeatable three-part structure
- Identify the feature. Name the drawing, location, dimension or report section.
- Explain the effect. Describe the likely consequence for a street, property, route, service or environmental feature.
- Connect it to a planning response. Cite the relevant policy, standard, design objective or information gap, then state the change or clarification you request.
For example: “On the ground-floor plan, the only waste-collection route crosses the pedestrian entrance at the east driveway. The transport and access drawings do not show how conflicts will be managed during collection. Please require a separated route or provide a revised servicing plan demonstrating safe pedestrian priority.” This is more actionable than “The development will be dangerous.”

Possible requests include a revised access arrangement, additional landscape screening, a verified drainage design, a condition protecting a tree, a clearer construction-management measure or a response to a missing report. Whether the authority can impose a particular condition depends on local law. Phrase the request as a planning remedy and let the decision maker determine its legal form.

8. Know how local systems differ
Brisbane
Brisbane City Council’s “Have your say on an application” guidance illustrates a register-based process: locate the application, review the material and make comments tied to the plan and the reason for concern. Its examples include traffic and parking, drainage patterns, environmental objectives, development fit, scale and connections. The procedure is Brisbane-specific.
Ontario
The Government of Ontario’s “Official plans | Citizen’s guide to land use planning” explains the role of official plans and public participation; the page reports an update on February 23, 2026. Ontario’s “Site plan control guide” describes review of walkways, parking, landscaping and exterior design alongside official plans and zoning, but cautions that some content may not reflect later legislative changes. Verify current provincial and municipal requirements before relying on it.

Toronto
The City of Toronto’s “Site Plan Control Applications” page lists access and servicing, waste, parking, loading, landscaping, exterior design, accessibility and protection of adjoining lands as review subjects. Use that list as a prompt, not as a substitute for the application’s own checklist or conditions.
New South Wales
The NSW Department of Planning, Housing and Infrastructure’s “Better apartments” material describes apartment-design review in relation to the streetscape and neighbourhood. The page was updated August 22, 2024, and states that provisions were consolidated on December 14, 2023. Check the current state and local instruments that apply to the site.
San José
The City of San José’s “Guide to Public Hearings on Proposed Developments” provides an overview of public meetings and hearings. It also highlights the relevance of whether an apartment project is in an area designated for multifamily development in the General Plan. Meeting formats and hearing rights remain jurisdiction-specific.
9. Common mistakes and how to correct them
- Arguing from a rendering: switch to the stamped or submitted plan set and cite sheet numbers.
- Opposing housing in general: address the site-specific use, scale, design, access or documented impact that planning policy can consider.
- Using a rule from another city: replace it with the adopted plan, zoning text or current standard for this address.
- Repeating a rumour: mark it unverified and ask the authority or applicant for the missing document.
- Ignoring amendments: check the register shortly before submitting and comment on the latest version.
- Submitting a long list without locations: group issues by drawing, street edge or report and explain the requested remedy.
- Assuming every impact is a legal planning ground: confirm what the responsible authority is permitted to consider.
- Missing the channel or date: follow the current notice and retain proof of submission.
10. A practical review worksheet
Complete these fields before drafting your submission:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems- Application number, site address, applicant and current status.
- Decision maker and type of approval requested.
- Applicable plan designation, zoning and any requested amendment or variance.
- Relevant drawing or report for each concern.
- Exact location of the effect: street, lot line, driveway, path, tree, drainage point or public space.
- Observed or documented effect and the evidence supporting it.
- Applicable policy, standard, design objective or information requirement.
- Specific clarification, revision, condition or further study requested.
- Submission route, closing date, publication notice and meeting details.
Finish by checking that every paragraph answers “what part of the proposal, where, why does it matter, and what planning response is sought?” That discipline keeps the submission useful to staff, elected officials and neighbours reading the public record.
What a sound evaluation can and cannot establish
A careful review can show whether the submitted design appears consistent with the local policy framework, where its operation may create conflicts, and which questions require revision or better evidence. It cannot guarantee approval or refusal, predict a universal traffic result, establish a single notice period or determine appeal rights across jurisdictions. Those outcomes depend on the current local rules, the complete application and the legally authorized decision maker.
