How to Evaluate a Construction Manager for a School Building Project

Free tools Windows power users keep installed

Choose the construction manager whose assigned people, comparable school experience, controls and project-specific plan are supported by evidence—not the firm with the most impressive project count or lowest fee. Start by confirming your delivery method and procurement rules, publish criteria and weights before proposals arrive, then verify claims with owners and documented results.

This guide is for school boards, superintendents, facilities leaders, procurement staff and project owners. Procurement requirements vary by jurisdiction, funding source and delivery method; the examples below illustrate evaluation questions, not legal advice or a universal scorecard.

As an Amazon Associate I earn from qualifying purchases.

1. Confirm the delivery method and rules before writing the scorecard

A construction manager cannot be evaluated fairly until the owner knows what role the contract will create. Depending on the project, the firm may be a construction manager at risk, a construction manager acting as the owner’s agent, a design-builder or another legally defined provider. Those roles differ in when the firm joins the project, whether it performs preconstruction, how the construction price is set, who carries cost and schedule risk, and how much control the owner retains.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Identify the governing procurement authority, funding conditions, insurance and bonding requirements, and any required advertising, shortlist, interview, negotiation or best-value steps. Do this before drafting questions so the solicitation does not promise a process the law does not permit.

Question Why it changes the evaluation
Which delivery method is authorized? Eligibility, required qualifications and the firm’s responsibilities may be different for CM-at-risk, CM as agent, design-build or another method.
When does the firm join? A firm hired during design must demonstrate estimating, constructability and scheduling capability; a later construction appointment may emphasize buyout, field management and closeout.
How is price established? Guaranteed maximum price, open-book cost, competitive bids or another arrangement changes the controls and documentation you should test.
Who bears which risks? Risk allocation determines what to ask about contingencies, allowances, change orders, design gaps, escalation and schedule recovery.
What selection stages are required? Some systems separate qualifications from a later technical or price proposal; others use a single best-value process.

Texas Government Code Chapter 2269, Ohio Administrative Code Chapter 153:1-6, Arkansas school procurement rules and the England Department for Education’s school framework demonstrate why a template from another jurisdiction cannot simply be copied. Texas requires published selection criteria and weighted values. Ohio’s CM-at-risk process uses a qualifications stage followed by a proposal stage. Arkansas rules identify information such as financial health, experience, staff and project experience. The England framework provides criteria and weighting ranges for users of that framework in England. Confirm the current provisions with your procurement counsel and funding authority.

2. Translate the school’s needs into published requirements

Before reviewing firms, describe the project conditions that should drive the selection. A new elementary school, a high school addition, a phased modernization and a science-building renovation may all be “school projects,” but they require different experience and controls.

  • Approximate construction value and funding constraints.
  • New construction, renovation, addition, site work or a combination.
  • Occupied-campus conditions, temporary facilities and separation of students from construction.
  • Required opening date, academic-calendar restrictions and milestone dates.
  • Known hazardous materials, utility constraints, permitting issues or difficult site logistics.
  • Desired delivery method and the point at which the manager will be engaged.
  • Reporting, meeting, technology, insurance, bonding and documentation requirements.

State these facts in the solicitation and ask every proposer to address the same risks. A project-specific request produces more useful evidence than a generic request for a corporate résumé.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Test comparable school-project experience

General construction volume is a weak proxy for readiness. Ask for a concise list of completed projects similar in size, scope, complexity, delivery method and operating environment. Comparable evidence may include occupied schools, phased renovations, additions tied into existing buildings, summer-only work, complex athletic or laboratory facilities, or projects with the same funding and reporting constraints.

Require a consistent project record

For each reference project, request:

  • Owner and contact information, with permission to call.
  • Location, completion date and whether the project is complete or still underway.
  • Original and final contract value, with an explanation of approved scope changes, allowances and contingencies.
  • Delivery method and the firm’s contractual role.
  • Building type, size, renovation or new-build scope, phasing and occupancy conditions.
  • Original and actual substantial-completion dates, including the reasons for material variance.
  • Names and roles of the proposed personnel who actually worked on it.
  • A brief description of major problems, claims, safety events, recovery actions and closeout status.

Do not treat a firm’s project list as proof that the proposed team delivered those results. Separate corporate experience from the experience of the people who will be assigned to your school.

Verify with the owner, not only the proposer

Call references using the same questions for every finalist. Ask what the original estimate assumed, how reliably the manager forecast the final cost, whether schedule updates were credible, how quickly issues were escalated, and whether the owner would hire the same team again. Ask about communication during bad news, not only during routine progress. An Independence School District CM-at-risk solicitation issued on 13 November 2024 uses education-project similarity and school-district references as explicit evaluation elements; it is a useful public example, not a universal rule.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

4. Evaluate the people who will actually run the work

Require names, roles, relevant experience, credentials, expected time commitment and availability for the project manager, site superintendent, preconstruction manager or lead estimator, safety leader and other owner-facing staff. An organizational chart without committed individuals does not establish capacity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Questions for the proposed team

  • Who will prepare and approve estimates, and who can explain every major assumption?
  • Who will maintain the CPM schedule and present recovery options when a milestone slips?
  • Who has authority to coordinate subcontractors, issue notices and escalate risk?
  • How much time will each named person spend on this project during design, procurement, construction and closeout?
  • What other projects will they manage concurrently, and who is the approved substitute if someone leaves?
  • Will the people introduced at interview remain assigned after contract award?
  • How will the superintendent coordinate with school administrators, teachers, neighbors and inspectors?

Ask for a written commitment to notify the owner before replacing key staff. Interview the superintendent and estimator, not only the executive who presents the proposal. Verify that their stated experience and responsibilities match the reference projects.

5. Verify estimating, cost control and change management

Ask candidates to demonstrate their systems with examples rather than describing them with adjectives such as “robust” or “proactive.” A useful response shows the estimate’s basis, assumptions, exclusions, escalation treatment, allowances, contingencies and reconciliation to the budget.

Evidence to request

  • A sample estimate structure or cost report with sensitive information removed.
  • How design changes are logged, priced, reviewed and approved.
  • How commitments, pending changes, allowances, contingency drawdown and forecast-at-completion are tracked.
  • How subcontractor bids are solicited, leveled and documented.
  • An example of an emerging cost risk, the date it was reported and the action taken.
  • How the firm distinguishes owner-directed changes, design development, unforeseen conditions and contractor error.

For a finalist, compare the firm’s forecast on a completed reference project with the original budget and final cost context. Ask the owner which variances were foreseeable and whether the manager raised them early enough to act. Do not mistake a low initial estimate for cost control if it depended on omitted scope or optimistic assumptions.

6. Test schedule management and procurement planning

Request a schedule narrative tied to the school’s required opening and operational constraints. The candidate should explain logic, not merely show a colorful bar chart.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What a credible schedule response includes

  • Design, permitting, bidding, procurement, mobilization, construction, commissioning and closeout milestones.
  • Critical and near-critical paths, float ownership and schedule-update frequency.
  • Long-lead equipment and materials, release dates and approved alternatives.
  • Temporary utilities, shutdowns, inspections, testing and owner-furnished items.
  • Phasing and turnover plans for buildings that remain occupied.
  • Specific recovery actions for late design information, procurement delay or site discovery.

Ask references whether schedule reports predicted actual outcomes and whether the manager gave the owner usable choices when dates moved. A schedule-control claim is stronger when supported by dated updates, decision logs and a completed-project explanation.

7. Examine safety, quality and risk controls

Safety should be evaluated in context, alongside the firm’s program and field behavior. A single incident rate without project size, hours, reporting basis or corrective-action history is not enough to establish performance.

Safety questions

  • Who has stop-work authority, and how is that authority used?
  • How are subcontractors prequalified, oriented and monitored?
  • What inspections, near-miss reporting and corrective-action processes are used?
  • How will the site be separated from students, staff, visitors and deliveries?
  • How are emergencies, severe weather, security events and utility shutdowns coordinated with the school?

Also ask how quality inspections, testing, punch lists, commissioning and warranty issues are tracked. Request examples of a defect or failed inspection, the root cause and the closeout record. The Independence School District solicitation includes safety, estimating, scheduling and cost-control systems; an Escambia County School District RFQ separates shortlist qualifications from later criteria such as budget and schedule control. These documents illustrate evidence to seek, not an industry benchmark.

8. Make the proposed approach specific to this campus

Require each finalist to walk through preconstruction and construction for your actual project. Give them the same drawings, site information, schedule constraints and known risks, subject to the procurement rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask for a written project plan covering

  • Estimate basis, design-review milestones and constructability process.
  • Risk register with owners, triggers, mitigations and escalation dates.
  • Procurement plan for long-lead and owner-furnished items.
  • Phasing, site logistics, traffic, deliveries, dust, noise, vibration and security.
  • Communication cadence: board reports, executive decisions, design meetings, pay applications and issue logs.
  • Cost-report format, forecast cycle and change-control workflow.
  • Turnover, training, commissioning, records and warranty response.

For an occupied campus, ask how the team will maintain safe access, protect instructional continuity, coordinate noisy work with the school calendar and establish hard boundaries between construction and students. These are prudent project questions; they are not automatically statutory criteria in every jurisdiction.

9. Check financial capacity and practical fit

Evaluate financial capacity proportionately to the project’s size and the firm’s contract exposure. Follow the solicitation’s rules for audited statements, bonding, insurance, banking references or other permitted evidence. The goal is to determine whether the firm can staff, finance and administer the work—not to reward the largest balance sheet regardless of project fit.

Assess capacity beyond revenue

  • Current backlog, active projects and peak staffing needs during your project’s critical phases.
  • Availability of the named superintendent, project manager and estimating lead.
  • Subcontractor and supplier relationships in the project region where they affect logistics or competition.
  • Ability to provide required bonds, insurance and payment administration.
  • Continuity plan if a key employee or major subcontractor becomes unavailable.

Some public solicitations include proximity or familiarity with the area. Consider location only when it genuinely affects response time, logistics or relevant local knowledge; it should not replace demonstrated capability or become a proxy for favoritism.

10. Build an evidence-based scorecard

Publish the criteria, weights, minimum requirements and review process before proposals arrive, consistent with the governing procurement route. Evaluators should score independently against documented evidence, record the reason for each score and then reconcile differences in a structured meeting.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Evaluation area Evidence to score Verification method
Comparable school experience Similar size, scope, complexity, occupancy, phasing and delivery method. Project sheets, contracts or role descriptions and owner calls.
Assigned team Named staff, relevant results, availability, authority and continuity plan. Résumés, workload statement, interview and reference confirmation.
Past performance Cost, schedule, communication, issue resolution, safety and closeout outcomes. Standardized reference questions and completed-project records.
Estimating and cost control Assumptions, forecasts, commitments, contingencies and change workflow. Redacted reports, sample logs and finalist walkthrough.
Schedule control Logic, milestones, procurement strategy, updates and recovery actions. Schedule narrative, sample updates and owner references.
Safety and quality Program, field accountability, incident context, inspections and commissioning. Program documents, corrective-action examples and references.
Project understanding and methodology Response to this campus’s scope, risks, operations and decision needs. Written approach, interview and scenario exercise.
Financial capacity and fit Bonding, insurance, backlog, staffing and ability to support the contract. Permitted financial submissions and workload review.
Fee or price Only the pricing element and phase authorized by the procurement rules. Evaluate using the published formula and instructions.

Do not copy point allocations from another district. Texas law requires published criteria and weighted values; Ohio’s process separates qualifications and proposal phases; Arkansas requires a clear comparison of benefits and risks; and the England DfE framework says its weightings “provide a baseline from which the procurement of school schemes can be standardised where appropriate.” That statement, published 23 March 2026 in Appendix G to the School Buildings Construction Framework 2025, applies to users of that framework in England, not automatically to a U.S. school district.

11. Run a disciplined evaluation and interview

  1. Confirm eligibility. Remove submissions that fail mandatory licensing, bonding, insurance, conflict-of-interest, submission or delivery-method requirements.
  2. Score written qualifications independently. Require a short written justification tied to the published criterion and page or exhibit.
  3. Shortlist consistently. Apply the same threshold and documentation standard to every proposer.
  4. Use a common interview agenda. Ask each finalist to address the same project risks, introduce the same proposed key staff and explain one cost and one schedule scenario.
  5. Check references after the interview. Resolve contradictions between the proposal, interview and owner feedback before final scoring.
  6. Document the decision. Preserve score sheets, consensus notes, reference records, conflicts and any permitted clarification or negotiation.

Keep clarifications within the rules. Do not allow one proposer to repair a weakness through an opportunity that others did not receive unless the procurement process expressly permits it.

12. Use scenario questions to expose real capability

Scenario questions make generic claims testable. Give each finalist the same fact pattern and ask for a written response plus a short discussion.

Budget pressure

“The design is 90 percent complete and the estimate exceeds the funding limit. What do you report in the first week, which assumptions do you test, and how do you protect educational function while reducing cost?” Look for transparent options, decision dates and life-cycle reasoning rather than an unexplained promise to “value engineer.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Occupied-school disruption

“A demolition operation conflicts with state testing and a student event. How do you resequence work, communicate the change and preserve the opening milestone?” Look for a practical phasing decision, safety boundaries and a documented escalation path.

  • Hard hat clip- attaches for easy access

Long-lead failure

“A major piece of equipment is delayed beyond the planned commissioning date. What alternatives, temporary measures and owner decisions are evaluated, and when?” Look for early procurement visibility, approved-equal procedures and schedule logic.

Unforeseen site condition

“An undocumented utility is found during excavation. Who is notified, what work stops, how is the cost characterized and how is the schedule updated?” Look for disciplined evidence, not an automatic change order.

13. Recognize weak evidence and red flags

  • A long project list with no owner contacts, delivery methods or final-cost context.
  • Key staff shown in the proposal who are unavailable or replaced immediately after award.
  • Claims of on-time, on-budget performance without original assumptions, approved changes or owner verification.
  • A low fee that is not explained by scope, staffing or the permitted pricing method.
  • Schedules with dates but no logic, procurement milestones, float or recovery plan.
  • Safety statistics presented without definitions, project context or corrective actions.
  • References supplied only from repeat private clients when the project is a public school procurement.
  • A presentation focused on corporate history while avoiding this campus’s operational constraints.
  • Pressure to change published criteria, weights or deadlines for one proposer.

A polished presentation can communicate well, but it cannot substitute for comparable evidence, accountable staff and verifiable controls.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

14. Decide when independent owner-side help is warranted

A district with limited internal construction, scheduling or cost expertise may benefit from an independent owner’s representative or owner’s project manager. That role can help write requirements, administer the scorecard, review estimates, maintain the risk register and challenge forecasts. It should be scoped so responsibilities do not conflict with the construction manager’s contractual duties.

Independent assistance is especially useful when the project is unusually large for the district, spans several campuses, has a compressed opening date, uses an unfamiliar delivery method or requires intensive board reporting. It does not remove the owner’s responsibility to establish lawful criteria, protect confidential procurement information and make the final selection under the applicable process.

15. A practical final-selection test

Before recommendation or award, ask whether the highest-ranked firm can answer “yes” to all of these evidence-based questions:

  • Has it completed projects genuinely comparable to this school’s scope, size, complexity and delivery method?
  • Are the proposed project manager, superintendent and preconstruction lead the people who produced the cited results?
  • Did independent owners confirm credible cost, schedule, safety, communication and closeout performance?
  • Does the firm’s plan address this campus’s risks, calendar, access, phasing and decision cadence?
  • Can it demonstrate estimating, change, schedule, procurement and risk controls with usable examples?
  • Can it staff and financially support the work under the proposed contract?
  • Was the selection made against the published criteria and weights, with reasons recorded?

If the answer to one of these questions is uncertain, identify the missing evidence and resolve it through the permitted process before award. The strongest selection is not the firm with the biggest résumé; it is the firm whose relevant people and systems withstand consistent verification.
