How to Estimate the Cost of Converting an Existing Building Into a Hotel

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Estimate a hotel conversion by building a property-specific development budget—not by multiplying the building’s floor area by a renovation rate. First prove the room count and operating program, then price existing-condition repairs, hotel construction, FF&E, professional and permitting costs, contingency, financing, and the project schedule. Divide the supported total by the supported number of keys only after those steps.

National benchmarks can screen an idea, but they cannot price a particular building. The final decision should combine a priced scope with room revenue, operating expenses, financing, and sensitivity tests.

What a defensible hotel-conversion estimate includes

A conversion budget is the total amount required to acquire or control the property, convert it, furnish and equip it, open it, and carry it through construction financing. The exact boundary must be stated. Two estimates that use the same construction rate are not comparable if one includes acquisition, FF&E, financing, or contingency and the other does not.

Use a written estimate basis that identifies the property, market, date, design stage, room program, inclusions, exclusions, and every material assumption. HVS’s 2026 U.S. Hotel Development Cost Survey warns that hotel costs depend on factors unique to each development and location and says its figures should not be used to determine the cost of an actual project or for valuation.

1. Define the project before asking for prices

Record the following in a project brief. Separate owner requirements from items that still require verification.

  • Street address, city, market, jurisdiction, zoning status, and whether the property is designated or potentially eligible for historic incentives.
  • Gross and usable floor area, floor-to-floor heights, structural system, year built, current use, additions, and vacant or occupied status.
  • Current condition and known issues, including envelope, structure, elevators, mechanical, electrical, plumbing, fire protection, accessibility, hazardous materials, and site conditions.
  • Proposed hotel positioning and service level: limited-service, extended-stay, select-service, full-service, or luxury.
  • Target opening date, construction start assumption, phasing requirements, and whether the estimate includes escalation during the development period.
  • Target room count and room mix, including accessible rooms, suites, connecting rooms, and any extended-stay kitchenettes.
  • Guest-facing and operating spaces: lobby, front desk, restaurant, bar, meeting and event rooms, fitness, pool, laundry, kitchen, storage, loading, offices, staff areas, and other back-of-house functions.
  • Parking strategy and any required off-site, structured, or valet parking.
  • Acquisition price, lease cost, or land value if those belong in the investment decision.

A March 31, 2024 conversion worksheet used by Marriott illustrates useful fields—acquisition cost, lease cost, conversion cost, room count, total cost per room, year built, construction start, and conversion completion—along with projected average daily rate (ADR), occupancy, and financing sources. Those fields organize an underwriting file; they are not universal development standards.

2. Prove how many hotel rooms fit

Room count is the denominator for cost per key, so an unsupported key count can make every later calculation misleading. Have the architect and engineering team test an actual plan against structural bays, windows, plumbing stacks, corridors, stairs, elevators, exits, accessibility, fire separation, housekeeping routes, trash and linen movement, loading, and back-of-house operations.

Do not divide total floor area by an assumed bedroom size. A hotel also needs circulation, vertical transportation, public areas, service spaces, mechanical and electrical rooms, shafts, storage, and staff facilities. The room mix can change the yield as much as the gross area does.

Long Beach example of an explicit room-program model

The City of Long Beach’s 2017 adaptive-reuse analysis for 235 E Broadway modeled a 1923 building with 104,754 square feet and 210 rooms. The model used 373-square-foot net rooms and separately accounted for circulation and back-of-house areas, restaurant and event space, and parking. These are transparent case assumptions, not a reusable planning ratio or a current price.

3. Investigate existing conditions and code early

Before accepting a square-foot allowance, identify what must be repaired, replaced, remediated, or brought into compliance. Select investigations for the building and jurisdiction, but commonly examine:

For historic properties, the National Park Service identifies code requirements, technical limits, remediation, material and labor availability, long-term durability, program requirements, project difficulty, and reversibility as feasibility considerations. Code analyses, structural-engineer reports, and environmental-hazard reports can document why proposed treatments are necessary. Economic benefit does not excuse noncompliant historic work: NPS states, “The Standards cannot be waived in favor of other issues, such as the potential social benefit or economic impact of the project, or for other potentially mitigating circumstances — certifications for the purposes of the tax incentives can be granted only when the rehabilitation is consistent with the historic character of the building.”

4. Build the hard-cost and FF&E estimate by package

Obtain a documented estimate from qualified local contractors, construction managers, architects, engineers, and FF&E design or procurement firms. HVS says construction and FF&E design and procurement firms are the best sources for project-specific hard and FF&E costs and recommends consulting more than one source.

Keep the following visible rather than hiding them in one allowance:

  • Selective demolition, hazardous-material abatement, temporary protection, and disposal.
  • Structural repairs, seismic work, envelope and roof work, windows, and waterproofing.
  • Site work, utilities, drainage, paving, landscaping, and parking.
  • Partitions, doors, finishes, bathrooms, millwork, guestroom casegoods, and public-area construction.
  • HVAC, plumbing, electrical distribution, lighting, low-voltage systems, fire alarm, sprinklers, elevators, and emergency systems.
  • Accessibility and life-safety upgrades required by the change of use.
  • Restaurant, bar, commercial kitchen, laundry, fitness, pool, meeting, and other specialized installations.
  • Furniture, fixtures, and equipment (FF&E), including guestrooms, public areas, kitchen, laundry, technology, operating supplies, and installation.

For every line, state the estimate date, location basis, quantities, unit costs, allowances, inclusions, exclusions, design stage, and escalation assumption. Adjust costs for inflation over the time between estimate and construction; a current bid is not automatically a current opening budget if the project will be delayed.

5. Add soft costs and the rest of total development cost

After hard construction and FF&E, add the costs required to design, approve, finance, and deliver the project:

  • Architecture, engineering, surveying, testing, environmental and specialty consultants, legal, accounting, and insurance.
  • Permits, plan review, utility connections, impact fees, development charges, and other jurisdictional fees.
  • Construction-period property taxes, insurance, utilities, security, and other carrying costs where applicable.
  • Developer or owner’s representative fee.
  • Contingency for design development, unknown conditions, bidding, and construction.
  • Construction-loan interest, origination points, lender fees, capitalized interest, and other financing costs.
  • Acquisition, lease, land, or existing debt costs if they are part of the investment decision.

The Long Beach case itemized renovation, FF&E, soft costs, impact fees, contingency, construction-financing interest and points, and developer fee. Its assumptions were 20% soft costs on hard costs, a 4% developer fee on hard plus soft costs, and 10% contingency on total hard plus soft costs. Those percentages describe that 2017 case; they are not recommended defaults for another property.

6. Use a historical case to understand the budget structure

Long Beach’s 235 E Broadway model reported a total development cost of $51,291,044, or $244,243 per key for 210 rooms, with a $312-per-square-foot construction and renovation assumption. The analysis was published in 2017 and relied on a comparable office-to-hotel cost estimate. It is useful for seeing how line items fit together, not for quoting present-day construction prices.

When adapting any older case, rebuild every line with current local bids, current code requirements, current financing terms, and the actual building’s condition. Inflation-adjusting only the headline number will miss changes in labor, systems, scope, and regulations.

7. Treat national per-room figures as screening context

HVS’s 2026 survey uses budgets from U.S. projects proposed or under construction during calendar 2025. It includes both ground-up and conversion projects across hotel categories and markets. The medians below are broad national observations, not budgets for a particular conversion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Hotel category in HVS survey Median development cost per room How to use it
All surveyed properties $213,000 Broad national screen; mixed categories, markets, and ground-up and conversion projects.
Limited-service $170,000–$197,000 Category range; not a building-specific conversion estimate.
Midscale extended-stay $170,000–$197,000 Category range; confirm definitions and project mix.
Select-service About $200,000 Broad category comparison only.
Upscale extended-stay About $265,000 Broad category comparison only.
Full-service $467,000 Demonstrates the effect of extensive public and operating facilities.
Luxury More than $1,600,000 Shows how high-end finishes, services, and facilities change the order of magnitude.

Do not multiply one of these medians by a proposed room count and call the result a project budget. A conversion may have unusually high demolition, structure, life-safety, accessibility, environmental, or systems costs, while a different building may retain more usable infrastructure.

8. Calculate cost per key and cost per square foot correctly

Once the scope and room program are supported, calculate:

  • Total development cost: acquisition or lease cost included or excluded as stated, plus hard costs, FF&E, soft costs, fees, contingency, financing, and other listed components.
  • Cost per key: total development cost divided by the supported number of sellable rooms.
  • Cost per gross square foot: the defined development cost divided by gross building area, useful for comparing buildings with similar programs.

Show the numerator and denominator together. State whether the room count includes suites, whether FF&E and financing are included, and whether acquisition is included. A lower cost per key can result from adding rooms, not from a cheaper conversion; that may also reduce public space or operating efficiency.

9. Test financial feasibility, not just construction cost

A conversion is feasible only if the completed hotel can support its operating and financing obligations. Build an operating projection alongside the development budget:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Room count and room mix, ADR, occupancy, available and occupied room nights, and ramp-up assumptions.
  • Food-and-beverage, meeting, parking, and other revenue where the program supports them.
  • Departmental and undistributed operating expenses, property taxes, insurance, reserves, management, and franchise or brand costs if applicable.
  • Net operating income (NOI), debt service, required equity, loan-to-cost, interest rate, term, and refinancing assumptions.

Stress-test room yield, ADR, occupancy, construction scope, hidden conditions, bid pricing, schedule, escalation, contingency, interest rates, and opening date. The Long Beach analysis paired development costs with projected revenue, expenses, NOI, capitalization, and residual land value. The Marriott conversion form likewise requests ADR, occupancy, and debt/equity information. A low renovation number does not establish a viable hotel if the room program is too small or operating income cannot support the capital structure.

10. Screen historic tax incentives without counting them too early

For an eligible income-producing historic rehabilitation in the United States, the federal rehabilitation credit can be 20% of qualified expenses and is allocated ratably over five years under current IRS guidance. Eligibility, certification, qualified expenditures, ownership structure, and filing rules must be confirmed for the specific property.

NPS says the substantial-rehabilitation test generally requires rehabilitation costs to exceed the greater of $5,000 or the building’s adjusted basis. The test period is generally two years, or five years for a project completed in phases. Examples of potentially nonqualifying expenses include a new rear addition, new kitchen appliances, and landscaping. IRS guidance also distinguishes rehabilitation from enlargement or new construction.

Do not subtract a presumed credit from the base budget. First establish eligibility, the qualified-rehabilitation-expenditure calculation, the timing, and the tax owner’s ability to use the credit with qualified preservation and tax professionals.

11. Compare conversion concepts on the same basis

When evaluating two buildings or two hotel programs, hold the following constant or disclose the difference:

  • Schedule, phasing, construction duration, opening date, and exposure to escalation or lost operating income.
  • Projected revenue, expenses, NOI, debt and equity structure, and sensitivity to occupancy and rate assumptions.
  • Historic constraints, preservation scope, and potential incentives only after eligibility and qualified costs are established.

12. Common estimating mistakes and their fixes

Using floor area as a room-count shortcut

Problem: A gross-area division ignores corridors, shafts, stairs, elevators, public rooms, and back-of-house operations.
Fix: Require a test-fit plan and an explicit room and support-space schedule.

Applying a national median as a bid

Problem: A national median blends markets, hotel categories, project dates, and ground-up and conversion work.
Fix: Use it only to screen order of magnitude, then obtain local, package-level pricing.

Hiding unknown conditions in one percentage

Problem: A generic contingency may not reflect hazardous materials, failing utilities, structural changes, or code-triggered upgrades.
Fix: Investigate the building and list specific allowances, exclusions, and residual contingency.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Leaving out FF&E, fees, or financing

Problem: A construction-only figure understates the capital required to open.
Fix: Show hard costs, FF&E, soft costs, permits, contingency, developer fee, financing, and acquisition separately.

Counting a tax credit before qualification

Problem: Not every rehabilitation expense qualifies, and certification depends on historic standards.
Fix: Model the credit as a separate, conditional source after official eligibility and tax review.

Ignoring time

Problem: Design changes, approvals, financing, and construction delay can increase prices and interest while postponing revenue.
Fix: State the estimate date, construction start, completion target, escalation, and financing carry, then stress-test delay.

A practical decision checklist

  1. Document the property, market, use, year built, condition, hotel positioning, opening target, and acquisition or lease assumptions.
  2. Obtain a test-fit room program with room mix, circulation, public areas, back-of-house, parking, and code constraints.
  3. Complete targeted structural, envelope, systems, life-safety, accessibility, environmental, and historic investigations.
  4. Obtain at least two informed views of hard costs and FF&E, with quantities, inclusions, exclusions, and estimate dates.
  5. Add design and professional services, permits and impact fees, carrying costs, developer fee, contingency, financing, and acquisition as applicable.
  6. Calculate total development cost, cost per key, and cost per gross square foot with clear denominators.
  7. Build operating, debt, and equity projections and stress-test room count, scope, schedule, pricing, occupancy, ADR, and interest rates.
  8. For a historic property, confirm certification path and qualified expenditures before treating any credit as a funding source.

Use this estimate to make the decision

The useful output is not a single per-room number. It is an auditable range tied to a tested room program, documented existing conditions, priced work packages, complete development costs, a schedule, and an operating and financing case. If a key assumption remains unverified, show its effect on total cost and cost per key instead of concealing it in a precise-looking average.
