The dependable way to estimate a home project in Egypt is to build a dated bill of quantities (BOQ): define exactly what will be built, measure it from the drawings or site, assign a specification and unit to every material, multiply each quantity by a matching Egyptian-pound rate, and keep labour, delivery and other costs in separate columns. A square-metre allowance can provide context, but it cannot replace this itemized takeoff.
Prices vary by city, grade, package size, supplier, transport and quote date. Use published Egyptian price series as benchmarks, then obtain comparable quotations from suppliers serving your site and update the estimate immediately before ordering.

What a useful Egyptian home-material estimate contains
An estimate is a decision document, not just a total. Each line should show what is being bought, how much, the unit being priced, the source of the quantity, the rate date and the resulting amount. Keep assumptions visible so another person can audit or update the calculation without rebuilding it.
Recommended Free Tools
- Scope: new construction, repair or finishing, with the rooms and tasks included.
- Specification: material type, grade, dimensions, thickness, colour or finish where relevant.
- Quantity and unit: such as m², m³, tonne, bag, piece or supplier-defined load.
- Rate: an Egyptian-pound price for the same specification and unit.
- Extensions: quantity multiplied by unit rate for each line.
- Commercial terms: quote date, validity, delivery point, unloading, taxes and minimum order.
- Cost categories: material, labour, transport, equipment, professional fees, permits and contingency shown separately.
There is no source-backed universal quantity or waste percentage for an unspecified Egyptian house. Structural quantities depend on the approved design, spans, openings, structural system and site conditions; finishes depend on selected products and installation method. Do not turn a rule of thumb into a structural order. Have structural quantities checked by an engineer or quantity surveyor.

Step 1: define the scope before measuring
Separate construction stages
Write a short scope statement and divide it into packages. A typical list might include foundations and frame, block or brickwork, roof or slab work, waterproofing, plaster, floor finishes, wall finishes, sanitary finishes and external works. A repair needs a different list: demolition, replacement material, making-good and disposal may all be present.
Make exclusions explicit
State whether the estimate includes structural changes, plumbing, electrical work, doors, windows, kitchen units, painting, permits, design fees, labour, scaffolding, transport and waste removal. A supplier may quote material only while a contractor quotes installed work. Mixing those bases is a common cause of an apparently cheap offer becoming expensive later.
Step 2: use drawings, specifications and reliable dimensions
Start with the approved information
Use the latest architectural, structural and services drawings. Record the revision or date on your worksheet. Read the written specification as well as the drawing: two tiles with the same name may have different sizes, thicknesses, surface coverage or grades, and concrete or steel requirements cannot be selected safely from room dimensions alone.

Pick the symptom - the matching free tool is one click away.
Measure a small project carefully
If drawings are unavailable for a small repair or finish, measure every room, wall, opening and level and record how each dimension was obtained. A tape measure is sufficient for many jobs; a laser distance meter can speed up room, wall and opening measurements. It does not determine a material specification or a structural quantity.
Keep a measurement log
For each dimension, note location, length, width, height, opening deductions and the person who measured it. Photograph difficult areas and mark the corresponding room or elevation. Resolve discrepancies before pricing instead of silently averaging two measurements.
Step 3: build the bill of quantities
One row per purchasable item
Set up columns for work package, description, specification, quantity, unit, quantity source, allowance, unit rate, rate date, supplier and extension. Use a separate row when the specification or price basis changes. For example, ordinary finishing cement, white cement and a sand load are not interchangeable rows.
Match units exactly
Price a tonne with a tonne, a bag with a bag and a supplier-defined load with that load definition. An 8 m³ sand load must not be compared with a quote for an unspecified truckload. If a supplier sells by truck, ask for the stated volume or weight and record it beside the rate.

Organise by work package
Grouping lines by foundation, structure, masonry, plaster, waterproofing and finishes makes omissions easier to find. It also lets you release packages in stages and see which design change caused a cost movement.
Step 4: take off quantities without unsafe shortcuts
Structural work
Obtain concrete volume, reinforcement grade and weight, formwork and related materials from the structural drawings or an engineer’s schedule. A generic cement-per-square-metre or steel-per-square-metre factor is not a safe substitute. Check laps, anchorage, bar diameters, pour sequencing and site access with the responsible professional.
Masonry, plaster and mortar
Measure net wall area after deducting openings, then identify the specified unit size and mortar or plaster system. Keep blocks or bricks, cement, sand, additives, lintels and reinforcement as separate lines when they are bought separately. The design or product data should establish coverage and mix requirements.
Waterproofing and insulation
Measure the actual roof, wet-area and below-ground surfaces and record laps, upstands and treatment heights required by the system. Price the membrane, primer, protection layer and accessories separately if the supplier sells them separately.
Tiles and other finishes
Measure each surface by room and product. Record tile dimensions, thickness, finish, box coverage, pattern direction and the specified adhesive or grout. Do not apply a made-up universal waste percentage. Use an allowance only when supported by the layout, packaging, supplier or contractor, and show it as its own line or note.
Step 5: collect Egyptian rates that can be compared
Use official publications as reference points
CAPMAS publishes a monthly catalogue series of retail average prices for important building materials. The catalogue page showed October 2025 as the latest issue when checked; that date identifies the issue, not a current price, and the underlying observation values were not available in the retrieved metadata. Use the catalogue to understand movement and benchmark a quotation, then verify the actual rate with a local seller.
The Ministry of Housing building-material bulletin page surfaced a September 2026 issue and a related supplement. The linked issue figures were not exposed on the page available for checking, so treat it as a route to the bulletin rather than proof of a particular price. Confirm the issue contents before relying on a number.

Request like-for-like supplier quotations
Send every supplier the same BOQ lines and ask for the same grade, dimensions, quantity and delivery point. Ask the supplier to state whether the price includes tax, delivery, unloading and any minimum order, and how long the offer remains valid. A published average may be retail while a quotation may be wholesale, delivered or ex-yard; those bases must not be mixed.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteRecord location and timing
Write the governorate or city, supplier address, quotation date and validity beside each rate. Cairo figures cannot automatically be applied to another governorate because freight, availability and local market conditions differ. Re-price volatile items close to the purchase date.
Illustrative Cairo benchmark figures
The following figures appeared on Tashteeby’s Cairo table, marked last updated September 27, 2026. The page describes them as estimated averages, not supplier quotes. They are dated Cairo examples, not guaranteed Egypt-wide or current offers.
| Item | Displayed figure | Price basis |
|---|---|---|
| Finishing cement | EGP 4,150 | per tonne |
| White cement | EGP 308 | per bag |
| Sand | EGP 1,780 | per 8 m³ load |
| Floor ceramic, 60 × 60 | EGP 185 | per m² |
| Porcelain | EGP 330 | per m² |
| Wall ceramic | EGP 152 | per m² |
| Bathroom ceramic | EGP 172 | per m² |
| Tiling labour | EGP 95 | per m² |
Use the different units exactly as displayed. For example, a sand-load rate cannot be multiplied by cubic metres unless the supplier confirms that the load is 8 m³. The tiling figure is labour, not a material rate, so keep it outside the material subtotal.
Step 6: calculate each line and the material subtotal
The basic equation
For every row, calculate extension = measured quantity × matching unit rate. Then add the extensions for the material subtotal. Do not round quantities before the final calculation unless the product is sold only in whole bags, boxes or pieces; in that case, show both the measured requirement and the purchasable quantity.

Suppose a hypothetical Cairo finish package needs 2 tonnes of finishing cement, 10 bags of white cement, one 8 m³ sand load, 40 m² of 60 × 60 floor ceramic and 20 m² of porcelain. Using the displayed benchmark figures only for illustration:
| Line | Illustrative quantity | Benchmark rate | Extension |
|---|---|---|---|
| Finishing cement | 2 tonnes | EGP 4,150/tonne | EGP 8,300 |
| White cement | 10 bags | EGP 308/bag | EGP 3,080 |
| Sand | 1 load | EGP 1,780/8 m³ load | EGP 1,780 |
| 60 × 60 floor ceramic | 40 m² | EGP 185/m² | EGP 7,400 |
| Porcelain | 20 m² | EGP 330/m² | EGP 6,600 |
The illustrative material subtotal is EGP 27,160 before delivery, unloading, tax, adhesive, grout, breakage allowance and labour. Those additions are not implied by the benchmark table; they must come from the actual specification and quotation.

Keep labour, delivery and other costs visible
Material-only subtotal
Sum cement, sand, steel, blocks, waterproofing, tiles, fittings and other purchased materials in one subtotal. If a package includes a supplier-installed service, split the material and installation components where the quote allows it.
Labour
Show masonry, plastering, tiling, waterproofing and other labour on separate lines. The EGP 95 per m² tiling figure in the Cairo benchmark is an estimated labour average, not a material cost and not a binding contractor offer.
Logistics and project costs
Add delivery, unloading, storage, lifting, equipment, scaffolding, testing, professional fees and permits as their own categories. A low ex-yard material rate may cease to be low after transport to the site. Keep contingency separate and explain the project-specific reason for any allowance rather than applying a universal percentage.
Why a per-square-metre average is not your BOQ
The State Information Service archive reported on August 26, 2025 that Ministerial Decree 773/2025 sets average construction costs per square metre, including estimates for New Urban Communities that reflect city classification and character. The accessible summary does not provide the decree’s numerical rates. Such an average is useful for broad context or an early feasibility check, but it does not identify the cement grade, steel quantity, tile product, transport basis or labour included in your home. Replace it with a project-specific BOQ as soon as drawings and specifications are available.
A CAPMAS-hosted Ministry of Housing chapter reports quantities consumed in Ministry projects during 2023/2024. Those are institutional project data, not a household formula. They may describe a different scale, design and procurement method and should not be converted into a private-home allowance.

Update the estimate as the design and market move
Version the BOQ
Save a dated version whenever a drawing, finish schedule or quotation changes. Keep the old quantity, old rate and reason for the change so the budget movement is traceable. Mark committed purchases separately from uncommitted allowances.
Recheck before issuing a purchase order
Reconfirm rates for items with a recent quote, short validity or significant transport component. Check that the supplier still has the specified product and that the package coverage matches the measured area. Recalculate the extension if a box count or load size changes.
Show uncertainty honestly
Write assumptions beside the affected line: pending structural schedule, provisional opening size, supplier-confirmed load volume or finish selected by the owner. A clear assumption is more useful than a false precision. Replace it when the responsible professional or supplier provides the missing information.

Using one national price for every site
Symptom: a Cairo average is applied unchanged in another city. Fix: retain it as a benchmark and obtain a delivered quotation for the actual location.
Mixing material and installed prices
Symptom: one tile offer includes laying while another is material only. Fix: split material, labour, adhesive, grout and delivery into comparable lines.
Ignoring the unit definition
Symptom: a truckload is compared with a cubic-metre rate, or a box price with a square-metre price. Fix: record coverage or volume and convert only when the supplier confirms the basis.
Applying an invented waste percentage
Symptom: every material is increased by the same unexplained allowance. Fix: use a documented allowance tied to layout, packaging, cutting, breakage or supplier requirements.
Ordering structural materials from a generic formula
Symptom: steel or concrete is estimated from floor area alone. Fix: use the approved structural drawings and have the quantity checked by an engineer or quantity surveyor.
Relying on an old bulletin
Symptom: the estimate uses a published issue without checking its date or a current offer. Fix: label the issue date, request fresh quotations and update immediately before purchase.
A practical worksheet and purchasing sequence
- Write the scope, inclusions and exclusions.
- Attach the drawing or measurement source to every quantity group.
- Enter one BOQ row for each distinct material specification.
- Collect at least comparable supplier offers for the material packages that matter most to the budget.
- Check unit, quantity, delivery point, tax, unloading, minimum order and validity.
- Multiply each quantity by its matching rate and sum the material lines.
- Add labour, logistics, equipment, fees, permits and any documented allowance as separate categories.
- Have structural quantities reviewed by the responsible professional.
- Reconfirm volatile rates, stock and delivery timing before issuing the order.
- After delivery, record actual quantity, invoice rate and any substitution in the BOQ so the forecast can be compared with the outturn.
What to ask before accepting a quote
- Is this the exact grade, size, thickness and finish shown in the specification?
- What quantity and unit does the price cover?
- Does the rate include tax, delivery to the site, unloading and lifting?
- How long is the price valid, and can it change after deposit?
- What is the minimum order and how is unused packaged material handled?
- Are labour, adhesive, grout, accessories or testing included?
- What happens if the specified product is unavailable?
Answers to these questions turn a headline price into a comparable commitment. Keep the written reply with the quotation and update the corresponding BOQ row.
