For a taxable purchase, the extra cost is simple: multiply the purchase amount by the proposed rate increase written as a decimal. A one-percentage-point increase equals 0.01, so it adds $0.10 to a $10 taxable purchase, $0.50 to $50, and $1 to $100. Estimating how much a locality will collect each year is a separate exercise that requires its own taxable-sales data, exemptions, effective date and legal limits.
Start with the question you are actually trying to answer
“How much will I pay?” and “How much will the school system raise?” use related arithmetic but different inputs. A household or business needs the marginal tax on each purchase. A city or county needs a forecast of taxable sales over a period, then must account for exemptions, timing and governing rules.

The phrase school construction sales tax can also be misleading. In many proposals, the tax is an additional levy on qualifying consumer purchases, with the proceeds dedicated to school capital work. That does not automatically mean the tax is charged on every dollar in a school construction contract. State rules may treat building materials, contractors, fixtures and use tax differently.

1. Identify a percentage-point increase
Read the proposal for the change in the rate itself. A move from 7% to 8% is an increase of one percentage point. It is not a 1% increase in the old tax bill. The relative change in the rate would be larger than 1%, but that is not the number used to calculate the added charge on a taxable sale.

- Marks on Various Surfaces: 3 colors solid construction pencil can marks on various surfaces, such as metal, plastic, wood, paper etc. Ideals for woodworkers, contractors, craftsmen, builders, merchants and masons
2. Convert the increase to a decimal
Move the decimal point two places to the left: 1 percentage point becomes 0.01; one-half percentage point becomes 0.005; one-quarter percentage point becomes 0.0025. Use the proposed increment, not the entire combined sales-tax rate.
3. Find the taxable amount
Apply the increment to the part of the transaction that is subject to the additional levy. A tax proposal may exclude groceries, fuel, medicine, personal-hygiene products or other categories. Exclusions are jurisdiction-specific, so do not apply one locality’s list to another.
4. Multiply and round the result
Multiply the taxable subtotal by the decimal increase. Retail systems normally round the resulting tax to the smallest currency unit under the state’s rounding rules.
| Taxable purchase | Additional rate | Added tax |
|---|---|---|
| $10 | 1 percentage point (0.01) | $0.10 |
| $50 | 1 percentage point (0.01) | $0.50 |
| $100 | 1 percentage point (0.01) | $1.00 |
Those examples are the direct marginal cost of a one-point increase. They do not estimate a family’s annual bill, because that depends on how much the family spends on taxable items and which purchases are exempt.
Turn the per-purchase figure into an annual household estimate
To estimate your own yearly impact, total your expected spending only in categories covered by the proposal. Multiply that taxable spending by the proposed increment and keep exempt spending out of the calculation.

- Separate taxable and exempt purchases. Ask the locality or state tax agency how mixed transactions, prepared food, delivery charges, services and bundled goods are classified.
- Apply the increment. For a one-point proposal, every $100 of covered spending produces $1 of additional tax before transaction-level rounding.
- Test a range. Calculate a low-spending and high-spending case if your purchases vary seasonally or if the proposal’s exemption language is still being finalized.
An annual estimate based on spending is personal budgeting, not a promise that the tax will apply to every receipt. The final amount can change with the effective date, retailer collection practices, refunds, exemptions and purchases made outside the taxing jurisdiction.
Local example: Newport News, Virginia
The City of Newport News described a 2026 proposal for up to one additional percentage point. The city page stated that the combined rate was 6% and could rise to as much as 7% if approved. Under that proposal, the one-point increment would add one cent per dollar of taxable purchases. The city identified groceries, essential personal-hygiene products and gasoline as exclusions from its proposal.
Newport News estimated annual proceeds of $25 million to $30 million. That is a local planning estimate, not a national benchmark and not a guaranteed collection amount. The reviewed city material did not provide the underlying taxable-sales dataset or a complete forecasting model, so the headline range should not be reconstructed by assuming a particular sales base.
The proposal was described as expiring June 30, 2046. Voter authorization would be followed by separate City Council action to impose the tax. The city’s information concerned the November 3, 2026 election and stated that the proposal had not yet been decided at the time described. Confirm the ballot result, final ordinance, exemptions and start date before using the figure for a current budget.
Local example: York County, Virginia
York County School Division described a proposal for up to one additional percentage point and estimated about $12 million in annual proceeds for a full 1% increase. That estimate belongs to York County’s own taxable-sales base and assumptions; it cannot be multiplied or transferred to another locality to create a forecast.

York County’s information, like Newport News’s, described an additional local action before the tax would take effect. Check the county’s final legal documents for the effective date, covered transactions, duration and any conditions attached to implementation.
| Locality | Proposed increase | Published annual estimate | Implementation detail |
|---|---|---|---|
| Newport News | Up to 1 percentage point; combined rate stated as 6% rising to as much as 7% | $25 million–$30 million annually | Voter authorization followed by separate City Council action; proposal described as expiring June 30, 2046 |
| York County | Up to 1 percentage point | About $12 million annually for a full 1% | Further local government action described before the tax takes effect |
The estimates differ because the jurisdictions have different taxable-sales volumes, exemptions, rate structures and implementation assumptions. They are examples of how local forecasts are presented, not evidence of an average yield for school construction taxes.
Estimate annual public revenue without overstating precision
A planning model starts with relevant taxable sales during the period and multiplies that base by the proposed increment. The result must then be adjusted for the local exemption list, sales excluded by law, the date collection begins, any rate ceiling and other governing rules. Collections may also respond to changes in consumer spending, business activity and purchases made by visitors.
Because a simple rate-times-sales calculation may not reproduce a locality’s published number, ask the finance department for:
- the taxable-sales base and the period used to measure it;
- the categories removed as exempt or otherwise outside the levy;
- the assumed effective date and first-year partial-period treatment;
- any statutory cap, sunset date or required adoption step;
- the treatment of refunds, bad debt, auditing changes and economic growth; and
- whether the estimate is gross collections or net revenue after administration or other deductions.

| Illustrative taxable sales in a year | 1-percentage-point increment | Illustrative gross amount before adjustments |

| $100 million | 0.01 | $1 million |
| $500 million | 0.01 | $5 million |
| $1 billion | 0.01 | $10 million |
Real projections can be lower or higher after exemptions, partial-year collection, rate limits and other local assumptions. A finance officer should document every adjustment so elected officials and residents can reproduce the estimate.
Check who pays and which purchases are covered
The marginal cost is borne by buyers of taxable goods and services, including visitors who make covered purchases in the jurisdiction. Residents who spend more on exempt categories will see a smaller direct effect than residents with the same total spending concentrated in taxable categories. Businesses that purchase taxable supplies for their own use may also be affected, depending on state rules and available exemptions.
Do not infer exemptions from the words school construction. A proposal may dedicate revenue to capital projects while taxing a broad retail base. Conversely, a state may provide a separate exemption for certain construction materials. Read the proposal’s definitions and the state’s tax guidance together.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Do not apply the consumer formula to the entire school construction budget
A school district’s construction budget includes land, design, permits, labor, equipment, materials, contractor markups, financing and other costs. The additional consumer sales tax, if enacted, is not automatically imposed on that entire budget. Tax treatment depends on the state, the identity of the purchaser, the contract structure, the jobsite location and the classification of each item.

California example
California Department of Tax and Fee Administration guidance generally treats a contractor as the consumer of materials the contractor furnishes and installs. District use tax can depend on the jobsite rate and on tax already paid. A district estimating a project’s tax exposure therefore needs the contract’s allocation of materials and the applicable location rules, rather than multiplying the project’s total price by the proposed retail rate.

Georgia example
A 2025 Georgia policy bulletin describes an exemption for qualifying materials used in defined educational capital projects. The exemption applies to local, but not state, sales and use taxes, and the school system claims the benefit by refund. That is a specific state program with its own definitions and procedure, not a general rule for school projects elsewhere.
For an actual project, have the owner, contractor and tax adviser confirm whether materials are purchased by the contractor or district, which taxes were paid at purchase, whether a refund or exemption certificate is available, and which jurisdiction’s rate applies at the jobsite.
Compare a proposal before you rely on its headline rate
Two proposals can both advertise “an additional 1%” and still produce different household costs and capital funding. Compare them on the following points:

Understand the approval and effective-date sequence
Ballot approval is not always the same event as the first taxable sale. A proposal may require voter authorization, a separate ordinance or resolution, state certification, administrative setup and a published start date. A partial first year will collect less than a full year even if the annual estimate is accurate.
- Read the ballot question and enabling statute.
- Confirm whether the vote authorizes a maximum rate or a mandatory rate.
- Check which local body must adopt the tax after the vote.
- Find the announced effective date and retailer implementation guidance.
- Recalculate the first fiscal year for the number of collection months.
Use the final ordinance and state tax bulletin, not an earlier campaign summary, when preparing a contract budget or household estimate.
Common mistakes that produce bad estimates
- Using the full sales-tax rate. The added cost comes from the increment only.
- Calling one percentage point “a 1% increase.” State the change in percentage points and show the decimal used.
- Taxing exempt purchases. Remove the categories excluded by the actual proposal.
- Treating a local revenue estimate as universal. Taxable-sales bases vary sharply among cities and counties.
- Assuming a full first year. An effective date late in the fiscal year requires a partial-period calculation.
- Multiplying a school project’s total contract by the retail rate. Construction materials and use-tax obligations follow state-specific rules.
- Ignoring the second approval step. A favorable vote may still require separate local action before collection starts.
- Presenting a forecast without assumptions. Publish the sales base, exemption treatment, timing, duration and gross-versus-net definition.
A practical worksheet
Use this sequence for a resident estimate, a district presentation or a preliminary project budget:
- Write the current rate and proposed rate, then calculate the difference in percentage points.
- Convert that difference to a decimal.
- List taxable categories and exclusions from the current proposal.
- Multiply each taxable purchase or spending category by the decimal increment.
- Add the categories for an annual household estimate, retaining a low and high case when spending is uncertain.
- For public revenue, obtain the locality’s taxable-sales base and document each adjustment.
- Check the ballot status, required follow-up action, effective date, sunset and final exemption language.
- For construction work, map materials and services to the state’s contractor, sales-tax and use-tax rules before pricing the contract.
Bottom line
For buyers, a one-percentage-point school construction sales-tax increase is one cent per dollar of taxable purchases: $1 on every $100 that the proposal covers. Your annual cost depends on your taxable spending and the local exemption list. For a locality, projected revenue requires a defensible taxable-sales base and adjustments for exemptions, timing, legal limits and implementation. Newport News’s $25 million–$30 million estimate and York County’s approximately $12 million estimate illustrate local possibilities, not a universal yield. Treat construction-budget tax questions separately, because state rules may classify project materials and use tax in ways the consumer calculation does not capture.
