A defensible estimate for a gas-fired power-plant expansion starts with a declared basis, not a single dollar-per-kilowatt shortcut. Define the technology, net and gross output, performance target, site, tie-in scope, schedule, currency and estimate maturity; set a clear cost boundary; then build the estimate from equipment quantities, installation, indirects, owner costs and contingency. Add construction financing separately because an overnight capital cost excludes interest during construction.
As an order-of-magnitude check, the U.S. Energy Information Administration’s installed-generator table reports a 2024-sample average of $841/kW for combustion turbines and $1,522/kW for internal-combustion-engine plants (reported by EIA in 2026). Those capacity-weighted figures are technology-specific and should not be applied directly to a combined-cycle addition or a brownfield site with unusual interconnection, outage or permitting work.

What a credible expansion estimate must answer
An expansion estimate should let an owner answer four questions: What is being built, what work is inside the price, when will cash be spent, and how uncertain is the result? A number without those answers is not a usable project control.

Set the estimate basis before pricing anything
Write the basis-of-estimate document first. Every quote, quantity and allowance should be traceable to it. The following fields prevent a benchmark from being mistaken for a project price.

| Basis field | What to define | Why it changes cost |
|---|---|---|
| Technology | Simple-cycle turbine, combined-cycle plant or reciprocating-engine plant | Determines major equipment, heat-recovery systems, water use, controls, emissions equipment and construction sequence |
| Capacity | Net MW, gross MW, unit count and unit rating | Sets equipment quantities, auxiliaries, transformers, switchgear and interconnection scale |
| Performance | Heat-rate target, ambient conditions and operating profile | Influences turbine selection, fuel consumption, cooling and lifecycle economics |
| Environmental package | Required emissions controls, permits and monitoring | Can add equipment, buildings, electrical loads, engineering and schedule risk |
| Site and interfaces | Location, geotechnical assumptions, available utilities, existing-plant interfaces and outage windows | Brownfield congestion, foundations, demolition and tie-ins can dominate an otherwise standard addition |
| Fuel and grid | Fuel-gas pressure and connection point, interconnection voltage, studies and utility scope | Pipeline, metering, compression, protection, communications and substation work vary by site |
| Schedule | Notice to proceed, major-equipment delivery, outage periods and commercial-operation date | Longer schedules increase escalation, field overhead and interest during construction |
| Commercial basis | Currency, dollar year, tax treatment, contract strategy and estimate class | Allows quotes and benchmarks to be compared on the same date and scope |
Record whether values are net or gross. A generator nameplate rating is not interchangeable with net output after auxiliary loads, and a $/kW benchmark is meaningless if the numerator and denominator use different capacity definitions.
Choose and document the cost boundary
The EIA definition of overnight capital cost is the construction cost before financing interest. Its scope includes civil and structural work; mechanical equipment supply and installation; electrical, instrumentation and controls; project indirects; owner costs; and contingency. Owner costs include development and engineering, environmental and permitting work, legal, insurance, taxes during construction and electrical interconnection.
Use two totals rather than blending them:
- Overnight installed cost: the construction-period project cost at the stated dollar year, excluding financing costs.
- Total project budget: overnight cost plus financing during construction and the development cash flows that are outside the chosen overnight boundary.
EIA explains that its overnight estimates represent the total cost a developer expects to incur during construction, excluding financing costs. That boundary is useful for technology comparisons, but it is not the amount of cash an owner must fund. Keep financing, reserves and operating working capital visible in the financial model.
Build the estimate from the bottom up
Start with a quantity-based work breakdown structure. Obtain budgetary vendor quotations for long-lead equipment, attach labor rates and productivity assumptions to installation quantities, and retain freight, tax and schedule assumptions with each quote. The following accounts give an auditable structure.
| Estimate account | Typical contents to quantify |
|---|---|
| Major equipment | Combustion turbines or engines, generators, heat-recovery steam generators where applicable, transformers, switchgear, cooling equipment, water treatment, fuel-gas systems, buildings and controls |
| Mechanical installation | Setting and assembling equipment, piping, valves, insulation, testing and specialty construction services |
| Civil and structural | Site preparation, excavation, foundations, roads, drainage, structural steel, buildings, equipment supports and brownfield demolition |
| Electrical, instrumentation and controls | Cables, raceways, grounding, protection, relays, distributed controls, communications, metering and integration with the existing plant |
| Construction services | Temporary facilities, cranes, scaffolding, field offices, safety, quality, testing and logistics |
| Engineering and construction management | Design disciplines, procurement support, construction management, project controls, commissioning planning and document control |
| Owner costs | Development, environmental and permitting work, legal, insurance, construction-period taxes and electrical interconnection costs when using the EIA boundary |
| Contingency | Allowance for undefined scope and pricing uncertainty, kept separate from owner reserves and financing contingency |
For each line, preserve the source, quote date, currency, commercial terms, validity period, inclusions, exclusions, freight basis, installation responsibility and escalation treatment. A vendor quote that excludes commissioning or controls integration is not comparable with a turnkey quote that includes them.
Quantity the equipment package
Define the equipment list before applying percentages. A simple-cycle addition may center on the turbine-generator package, inlet and exhaust systems, fuel-gas train, lube oil, starting system, transformer, switchgear, controls, emissions equipment and cooling auxiliaries. A combined-cycle addition also requires heat-recovery steam generators, steam turbine equipment, condenser or other heat-rejection equipment, water and steam-cycle systems, and associated buildings and balance of plant. Reciprocating-engine plants require engine-generator sets and their exhaust, cooling, fuel, controls and emissions systems.

Price installation, not just equipment
Separate supply cost from field installation. Apply location-specific labor rates, crew productivity, work-hour assumptions, construction access and outage constraints. Include receiving, storage, lifting, alignment, welding, inspection, testing, preservation and rework allowances. Existing-plant tie-ins can require night or weekend work, temporary generation, additional isolation and a narrowly defined outage window; price those conditions explicitly.

Benchmarks are a reasonableness check after the bottoms-up estimate, not a substitute for scope definition. EIA’s installed-generator table reports the following averages for its 2024 sample, with the values reported in 2026:
| Technology | Reported installed cost | How to interpret it |
|---|---|---|
| Combustion turbines | $841/kW | Capacity-weighted average for the reported 2024 sample; use as a technology and date check, not a site-specific price |
| Internal-combustion-engine plants | $1,522/kW | Capacity-weighted average for the reported 2024 sample; do not transfer it to a turbine or combined-cycle configuration |
Before applying either value, reconcile geography, installation year, technology, unit size, greenfield versus addition scope, net versus gross capacity, and the cost boundary. A benchmark that includes owner costs and interconnection cannot be compared with an equipment-only quote. Do not average the two technologies simply to create a broader plant factor.
Escalate every cost to the target date
Write the base date beside every quote and quantity. Select and document the labor, material or producer-price index used to move each item to the target dollar year. EIA’s AEO2026 assumptions note that its cost-adjustment factor can rise or fall with the producer price index for metals and metal products. That is a reminder to use an index related to the cost driver rather than a blanket uplift.
NETL reports that the Chemical Engineering Plant Cost Index rose 30% from December 2018 to January 2023. The movement illustrates why a quote from an earlier market cannot be carried forward without an explicit escalation method. For long schedules, model escalation by period and by account so that steel, electrical equipment, labor and specialty packages do not all move at the same rate.
Set contingency by estimate maturity and risk
Contingency is not a hidden markup. Separate at least three concepts:

- Estimating contingency: allowance for undefined design, quantity and pricing uncertainty at the current estimate maturity.
- Owner reserve: management funding for events outside the estimating model, such as strategic changes or extraordinary site events.
- Financing contingency: additional funding capacity for schedule-driven interest, draw changes or lender requirements.
Build a risk register instead of choosing one unexplained percentage. Identify the trigger, probability, cost effect, schedule effect, owner and mitigation for turbine lead time, gas interconnection, grid studies, permits, geotechnical conditions, outage tie-ins, construction productivity, weather, logistics and controls integration. Quantify discrete risks where evidence permits and retain an allowance for genuinely undefined scope.
Account for expansion-specific work at an operating station
A brownfield expansion can cost more than a similarly sized standalone plant because the new equipment must coexist with operating assets. Walk the existing facility and map:
- Available laydown, crane paths, underground utilities, fire protection and access routes.
- Spare capacity in transformers, switchgear, control systems, cooling, water treatment, buildings and compressed-air systems.
- Physical and software interfaces to the existing distributed-control, protection, historian and cybersecurity environments.
- Isolation points, temporary services and outage windows for electrical, steam, water and fuel-gas tie-ins.
- Demolition, asbestos or contaminated-soil allowances where surveys identify them.
- Updated environmental permits, noise limits, stack requirements and emissions-monitoring interfaces.
State whether shared infrastructure is included in the expansion price or charged to an existing-plant account. If an outage is required, show the outage plan, temporary generation or bypass equipment, testing sequence and restoration milestones as priced activities rather than notes.
Compare technology options on the same basis
When an owner is choosing between simple-cycle, combined-cycle and reciprocating-engine additions, compare more than installed $/kW. Use the same net-MW basis, dollar year, site conditions, interconnection boundary and commercial-operation date for each case.
| Comparison axis | Questions to answer for each option |
|---|---|
| Output and performance | What net MW is delivered, at what heat-rate target and under which ambient conditions? |
| Operating flexibility | What ramping behavior, minimum load and start profile are required by the dispatch plan? |
| Utilization | What capacity factor is expected, and how does dispatch value change if utilization is lower or higher? |
| Balance of plant | What fuel-gas, cooling, water, steam-cycle, emissions and waste systems are required? |
| Interconnection | What voltage, protection, substation, communications and study scope is needed? |
| Construction and outage | What delivery sequence, tie-in outage and commissioning path fit the existing station? |
| Economics | What fixed and variable O&M, fuel, emissions-compliance and construction-financing costs drive lifecycle value? |
Do not infer that a lower capacity factor proportionally reduces capital cost. NETL’s fossil-energy baseline tool allows capacity-factor sensitivity from 30% to 95% and assumes that lower utilization does not reduce capital equipment cost. Capacity factor changes revenue and levelized cost of electricity; it does not remove the turbine, engine, transformer or interconnection that must be installed.
Model financing and lifecycle economics separately
After setting overnight cost, create a monthly or quarterly cash-flow schedule. Show engineering, equipment deposits, fabrication, delivery, field construction, commissioning and retainage. Apply the weighted-average cost of capital, debt and equity structure, taxes and the planned start date to those draws. This produces construction-period interest and total funding needs without contaminating the overnight comparison.

For lifecycle analysis, include heat rate, gas price, fixed and variable O&M, capacity factor, emissions compliance and dispatch value. The International Energy Agency identifies overnight cost, capacity factor, fuel and O&M as major levelized-cost contributors. A plant with a lower installed cost can be less attractive if its heat rate, operating constraints or fuel exposure are materially worse.

At minimum, vary the following drivers independently and in combined cases:
- Installed cost, including equipment quotes, labor productivity and brownfield allowances.
- Construction duration, commercial-operation date and interest during construction.
- Natural-gas price and the heat-rate target.
- Capacity factor and dispatch profile.
- Carbon price or additional emissions-control requirements.
- Interconnection scope and utility-study outcomes.
- Escalation indices and major-equipment quote validity.
Present a base case, downside case and upside case with the assumptions visible. A sensitivity is useful only when the model shows which account changes, when the cash is spent and how the change affects total project cost or levelized economics.
Validate the result with public cost data
Use EIA Form EIA-860 and generator-cost tables to test order of magnitude. Document the geography, technology, sample size, installation year, capacity definition and whether each observation is a new plant or an addition to an existing facility. Reconcile differences instead of averaging incompatible observations.
Validation should produce questions, not false precision. If your estimate is above a benchmark, identify whether the difference comes from emissions controls, interconnection, site work, outage constraints, escalation or a broader cost boundary. If it is below, check for omitted owner costs, commissioning, taxes, construction services, contingency or financing.
Define what an EPC price must contain
EIA states that its overnight assumptions use an engineering, procurement and construction contractor for turnkey construction. A comparable EPC price therefore needs a written scope, not just a lump sum. Require the proposal to identify:

Reconcile the EPC price to your estimate accounts. A turnkey number can appear lower simply because owner interconnection work, development costs, taxes, escalation or financing are outside the contractor’s boundary.
A practical estimating sequence
- Write the basis. Fix technology, net and gross MW, unit count, heat-rate target, controls, cooling, fuel and grid interfaces, site, schedule, currency, dollar year and estimate class.
- Draw the boundary. Mark plant, shared systems, interconnection, owner development and financing on a scope diagram. Label overnight and total-budget views.
- Develop quantities. Create the equipment list, civil quantities, piping and electrical bulk quantities, controls points, buildings and tie-in work.
- Solicit and normalize quotes. Put every vendor offer on the same capacity, delivery, currency, escalation, freight, tax and inclusion basis.
- Add installation and indirects. Apply labor, productivity, construction services, engineering, project controls, commissioning and owner costs.
- Price brownfield constraints. Add surveys, demolition, temporary works, outage labor, access, isolation, integration and restoration.
- Escalate. Move each account from its quote date to the target dollar year with a documented index and schedule.
- Set contingency. Use a risk register and keep estimating contingency, owner reserve and financing contingency separate.
- Build financing. Map cash draws, debt and equity, taxes, weighted-average cost of capital and construction-period interest.
- Benchmark and stress-test. Compare with the EIA technology-specific figures, validate with EIA-860 data, then run cost, schedule, fuel, utilization, heat-rate, emissions and interconnection sensitivities.
- Freeze the decision record. Issue the estimate with assumptions, exclusions, quote log, quantity basis, risk register, escalation method, cash-flow schedule and approval date.
Common failure modes and corrections
Using one generic $/kW factor
Symptom: A single benchmark is multiplied by nameplate capacity. Correction: Match technology, net or gross basis, installation year, geography and scope boundary, then reconcile to a bottoms-up estimate.
Calling an overnight number the project budget
Symptom: Financing and development cash needs appear only after approval. Correction: Publish overnight installed cost and total funding requirement as separate views.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Ignoring brownfield interfaces
Symptom: The equipment package is complete but outages, temporary services and controls integration are missing. Correction: Walk the plant, map tie-ins and price access, isolation, outage and restoration activities.
Hiding uncertainty in contingency
Symptom: A large unexplained percentage conceals design gaps and market risk. Correction: Maintain a quantified risk register and identify the maturity of each allowance.
Failing to escalate quotes
Symptom: Old equipment prices are compared with current labor and material costs. Correction: Record each quote date and apply an account-specific, documented index to the target dollar year.
Assuming low utilization cuts capital cost
Symptom: A lower capacity factor is used to reduce equipment cost. Correction: Hold required installed equipment in the capital model and vary utilization in revenue, fuel and levelized-cost calculations.

An expansion estimate is ready for a funding decision when another estimator can reproduce it from the basis, quantities, normalized quotes, installation assumptions, escalation file, risk register and cash-flow schedule. The final report should show technology-specific installed cost, overnight boundary, total funding requirement, schedule, principal uncertainties and sensitivity results together. That transparency is more valuable than a deceptively precise single number.
