Define the work first, price each component, compare identical scopes, and hold a separate reserve for conditions you cannot yet see.
What a preliminary renovation estimate can—and cannot—tell you
An estimate is a planning model made before every quantity and condition is known. The ACT Government describes it as “a reasonable assumption of the costs involved without knowing the exact extent of the work to be done or the exact costs of materials.” A quote or contract price is more specific because it is tied to an agreed scope, assumptions and commercial terms.

Your first estimate should answer whether the project is financially viable, which choices drive the budget, and what information you must settle before requesting firm prices. It is not a promise that the final invoice will match the first spreadsheet. YourHome’s renovation guidance puts the risk plainly: “Builders’ preliminary cost estimates rarely come down, but they often rise.”

There is no universally reliable current renovation price per square foot. Two kitchens with the same floor area can have very different costs because of layout changes, structural work, services, cabinetry, appliances, access, local wages and finish selections. Use area measurements to calculate quantities where appropriate, but price the actual work package.

1. Define the renovation before you price it
Write a room-by-room scope
Start with a list of every room, exterior area and service space affected. For each, describe what is removed, repaired, built, installed, protected and cleaned. Include work that is easy to overlook:
- Demolition, stripping, disconnection and disposal
- Repairs to framing, masonry, roofing, flooring or water-damaged areas
- Structural alterations, new openings and temporary support
- Plumbing, electrical, heating, cooling, ventilation and data changes
- Insulation, drywall, plaster, waterproofing and surface preparation
- Floor, wall and ceiling finishes, trim, doors and hardware
- Cabinetry, worktops, fixtures, appliances and accessories
- Site protection, dust control, temporary services, final cleaning and removal of waste
State what you will do yourself and what the contractor must provide. If you will buy appliances, light fittings or finish materials, identify who measures, delivers, stores, installs and warranties them. An item omitted from the scope is often treated as an extra later.
Make selections specific enough to price
Record a brand and model when known; otherwise specify a performance level and allowance. “New windows” is not a comparable specification. “Six double-glazed, white uPVC windows, each 1,200 by 1,000 millimetres, including removal, flashing, trim and disposal” is much closer. Do the same for tile type and area, flooring, taps, sanitaryware, doors, insulation, paint system, appliances and cabinetry.
Recommended Free Tools
Keep a selections schedule with quantity, size, finish, product reference, supplier and expected delivery date. If you have not chosen an item, label it as an allowance rather than silently assuming a low-cost product. A written allowance makes the uncertainty visible and lets every contractor price the same placeholder.
Separate desired work from optional work
Create a base scope that must be completed and an options list for upgrades or later phases. For example, structural repairs and code-required electrical work belong in the base scope; premium hardware, a second bathroom vanity or landscaping may be options. Ask contractors to price options separately so accepting an upgrade does not obscure the cost of the essential work.
2. Improve the information before seeking firm prices
Use drawings and specifications for involved projects
For structural, multi-room or services-heavy renovations, obtain drawings and written specifications from an architect or registered building designer where appropriate. YourHome states that comprehensive documentation helps a builder provide a more accurate and realistic quote. Plans should show dimensions, existing and proposed layouts, openings, fixtures, finishes and relevant construction details.
Documentation also protects comparison. If one contractor prices a drawn wall alteration and another assumes a cosmetic partition, their totals are not competing bids. Treat any number produced before the scope and selections are settled as preliminary.

Measure quantities, not just room area
Measure lengths, widths, heights, openings and counts that affect purchasing. A takeoff might include square metres of flooring, linear metres of skirting, number of outlets, doors and windows, cubic metres of excavation, or hours of access equipment. Add a stated waste assumption for materials that require cutting. Keep measurements dated and note whether they came from a survey, drawings or your own site check.
A laser measurer can help record dimensions, but it does not replace a measured drawing, a professional survey or verification of concealed conditions. For structural or regulated work, rely on the responsible designer or licensed trade for the information they require.
3. Build a line-item cost model
Organize the estimate by construction stage or trade. For every line, record the quantity, unit, specification, unit price, extended amount, price source and date. The basic calculation is:
Line cost = quantity × unit price + delivery, waste and directly associated charges.
Then add labor, equipment, indirect costs and applicable taxes. Do not hide an uncertain amount inside a single lump sum; a transparent model shows which assumption needs confirmation.
Use these cost categories as a checklist
| Category | What to record | Typical uncertainty to test |
|---|---|---|
| Materials and delivery | Specified product, quantity, waste factor, freight and storage | Price validity, shortages, minimum orders and substitutions |
| Labor | Trade, hours or unit rate, crew size and overtime assumptions | Local wage levels, productivity, access and sequencing |
| Subcontractors | Separate plumbing, electrical, HVAC, roofing, glazing or specialist scopes | Interface responsibilities and whether supervision is included |
| Equipment | Scaffolding, lifts, skips, pumps, temporary protection and rentals | Rental duration, delivery, permits and standby charges |
| Design and compliance | Survey, design, engineering, permits, inspections and certificates | Authority requirements and revision fees |
| Site and closeout | Protection, demolition, disposal, cleaning, testing and commissioning | Access restrictions, hazardous materials and disposal rules |
| Project-specific overheads | Administration, temporary accommodation, financing, taxes or storage | Duration, payment schedule and whether tax is included |
| Contingency | Separate reserve for unknown conditions and approved changes | Age of the home, intrusive investigations and scope maturity |
These are planning categories, not a claim that every project incurs every item. Local rules and the contract determine what belongs in your budget.
Price materials locally and labor realistically
Use current prices from suppliers serving your project location for the exact or equivalent specified products. Save the product page, quotation or written price and its validity period. Include delivery, sales tax where applicable, waste and any special handling. If a price is an allowance, show the allowance and the process for adjusting it when the final selection is made.

Permits, inspections, design, engineering, temporary fencing, protection of occupied areas, waste hauling and administration can be material costs even when they do not appear in a room finish schedule. Add temporary accommodation or storage if the work makes the home unusable, and include financing costs only if they are relevant to your funding plan. Mark each item as included, excluded or “to be confirmed.”
4. Request comparable written quotes
Give every contractor the same brief
The NSW Government recommends sending the same specific information to at least three contractors and checking that each quote identifies the work and materials. The ACT Government likewise recommends specific fittings and finishes, completed plans where possible, and multiple written quotes. This is comparison guidance, not a universal statutory requirement.
Send one dated package containing the scope, drawings, specifications, selections schedule, site access information, desired schedule and questions about permits. Keep a record of clarifications so one contractor does not receive a material detail that others do not.
Ask each quote to disclose its assumptions
Require a written quote or proposal that identifies:
- Work included by room, trade and stage
- Materials, brands, models, grades and finish levels
- Quantities, allowances and provisional sums
- Permit, inspection and utility responsibilities
- Site access, working hours, protection and cleanup
- Start date, duration and schedule assumptions
- Payment stages, taxes, deposits and retention if applicable
- Exclusions, owner-supplied items and possible extras
- Whether the price is fixed, estimated, unit-rate or cost-plus
- The process and markup for changes
A low total can simply reflect missing work, cheaper substitutions or a smaller allowance. Resolve those differences before treating price as a reason to select one contractor.
Compare quotes in a normalized table
| Check | Quote A | Quote B | Quote C |
|---|---|---|---|
| Base scope and quantities | Included / clarify | Included / clarify | Included / clarify |
| Specified products and allowances | Match / substitute | Match / substitute | Match / substitute |
| Demolition, disposal and cleanup | Included / excluded | Included / excluded | Included / excluded |
| Permits and inspections | Responsibility stated? | Responsibility stated? | Responsibility stated? |
| Schedule and access assumptions | Stated? | Stated? | Stated? |

| Exclusions and change markup | Stated? | Stated? | Stated? |
| Price basis | Fixed / estimate / cost-plus | Fixed / estimate / cost-plus | Fixed / estimate / cost-plus |
Ask for explanations in writing and update your comparison sheet. Do not “correct” a quote by guessing what the contractor intended.

5. Understand allowances, provisional sums and cost-plus pricing
Allowances and provisional sums
An allowance is a placeholder for an item not finally selected, such as a tap, tile or appliance. A provisional sum generally represents work whose exact extent is uncertain. Both can move the final cost. Ask what labor, delivery, tax and contractor margin are included, and how the amount changes when the actual product or measured work is known.
Large allowances are a warning that the design or selections are not finished. Replace them with specified products or measured scopes where possible before signing.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesFixed-price and cost-plus arrangements
A fixed price gives clearer cost certainty for the defined scope, but it can still change through approved variations, allowances, concealed conditions or exclusions. A cost-plus arrangement charges actual cost plus an agreed fee or percentage. Pennsylvania’s Office of Attorney General guidance emphasizes obtaining a written initial estimate and understanding this arrangement; ask how invoices are supported, what margin applies to subcontractors and materials, and whether there is a cap.
Do not compare a cost-plus estimate directly with a fixed-price quote without modeling the same scope, allowances, overhead and risk.
6. Set a contingency that matches uncertainty
Keep contingency outside the expected work cost so it remains visible and is not spent on elective upgrades. It is for concealed damage, inaccurate existing information, code-required work discovered during opening-up, delays, price changes and agreed scope changes—not for quietly expanding the design.
The Home Depot estimating guide, published February 8, 2024, suggests a 5–10% contingency in its general construction-estimating context. That is not a universal homeowner-renovation rule. A recently surveyed, lightly altered home with complete drawings may justify less; an older home, uncertain structure, occupied site or incomplete scope may justify more. A qualified local professional can help set a reserve appropriate to the risks identified.

7. Verify permits, contracts and change control
Confirm local requirements before work starts
Permit, inspection, licensing and consumer-protection rules vary by jurisdiction and project type. Ask your local building authority which approvals apply and whether the owner, designer or contractor must obtain them. Confirm who pays fees, schedules inspections and supplies completion documents. Guidance from Australia, Ontario, California and Pennsylvania cannot be applied wholesale to another location.
For example, Consumer Protection Ontario’s page updated August 6, 2026, describes Ontario-specific consumer guidance: when an estimate is included in the contract, the contractor generally cannot exceed it by more than 10% unless new work or a new price is agreed. That rule should not be generalized outside its legal context.
Put every change in writing
A change order should identify the revised work, reason, price or credit, effect on schedule, materials and signatures required. The NSW Government states: “All variations to the contract must be in writing and signed by both parties.” California Contractors State License Board guidance similarly emphasizes written scope, materials, payments, permits and written change orders for home-improvement contracts. Follow the law and contract form that apply where the property is located.
Never rely on a site conversation for a material change. Record the decision before the additional work proceeds, except where immediate action is required to protect people or property; document that emergency work as soon as practicable.
8. Update the estimate as information improves
- Freeze a baseline. Save the original scope, drawings, selections, quantities, prices and contingency with a date.
- Log the trigger. Record a design revision, supplier price change, site discovery, allowance selection or contractor clarification.
- Revise affected lines only. Show the old amount, new amount, difference and reason rather than overwriting history.
- Recalculate indirect effects. A longer schedule can change supervision, equipment rental, accommodation, financing and temporary protection.
- Reconcile against the contract. Mark each approved change order, invoice and payment against the current forecast.
- Reforecast completion. Show expected final cost as committed contract value plus approved changes, remaining estimated work and unused contingency.
Material prices and labor availability can change between estimating and ordering. Ask suppliers and contractors how long prices remain valid and what event permits repricing.
9. A worked budgeting example
Suppose a bathroom renovation includes demolition, waterproofing, new plumbing, electrical updates, tile, a vanity, fixtures and painting. Do not begin with “bathrooms cost X per square foot.” Build the estimate as a schedule:
| Line | Quantity and basis | Amount status |
|---|---|---|
| Demolition and disposal | Measured room, fixtures and estimated waste volume | Written contractor price |
| Plumbing and electrical | Number of fixtures, outlets, circuits and access assumptions | Trade quotations |
| Waterproofing and tile | Measured wall and floor areas plus stated cutting waste | Specified materials and labor |
| Vanity and fittings | Exact models or documented allowances | Supplier prices plus installation |
| Ventilation and compliance | Equipment, duct route, permit and inspection requirements | Confirmed or marked to verify |
| Protection and cleanup | Occupied-home access, floor protection and final clean | Included or separately priced |
| Contingency | Separate reserve based on concealed-condition risk | Not blended into work lines |
The value of this format is not the number of lines; it is the ability to identify exactly what changes when a tile, fixture, layout or site condition changes.
10. Common estimating failures and fixes
- Using a national average: Replace it with local supplier prices, local labor information and project-specific quantities.
- Pricing before deciding the scope: Complete a brief, drawings and selections schedule first; label unresolved items as allowances.
- Accepting one lump-sum quote: Request an itemized scope with inclusions, exclusions, assumptions and change terms.
- Comparing different specifications: Normalize brands, quantities, finish levels, permits, cleanup and owner-supplied items.
- Ignoring access and living arrangements: Price protection, restricted working hours, temporary services, storage and accommodation when relevant.
- Treating contingency as upgrade money: Keep a separate ledger and require approval for every draw.
- Assuming a permit is someone else’s problem: Confirm responsibility with the authority and put it in the contract.
- Approving verbal extras: Use a signed written change order stating price and schedule impact.
- Hiding uncertainty in a low allowance: State the allowance, what it includes and how the final adjustment is calculated.
- Failing to date prices: Record source and validity period, then update lines when prices expire.
11. Final pre-start checklist
- Every room and external area affected is listed.
- Demolition, repairs, services, finishes, fixtures, cleanup and owner work are assigned.
- Drawings and written specifications are complete enough for the project’s complexity.
- Quantities, units, waste assumptions, product selections and price dates are recorded.
- Materials, labor, subcontractors, equipment, permits, design, taxes and indirect costs are visible.
- At least three contractors have received the same information where practical.
- Each written quote states inclusions, exclusions, allowances, responsibilities and price basis.
- Permit and inspection requirements are confirmed for the property’s jurisdiction.
- Contingency is separate, justified by uncertainty and not already committed.
- The contract explains payments, insurance, schedule, warranties and written change orders.
- The baseline budget and revision log are saved before work begins.
How to read the result
A useful preliminary budget is a range supported by documented assumptions, not false precision. The closer your scope, drawings, selections, measurements and local quotes are to the work that will actually be built, the narrower that range can become. Keep the expected contract work, known allowances and contingency visibly separate; that separation tells you whether a change is a design decision, a market movement or an unknown condition.
