There is no defensible universal price per classroom or square foot: cost depends on the location, price date, design, site, specification, delivery route and work included. Before tender, build an estimate from a defined scope, measured quantities and current local rates; show assumptions, exclusions and risk separately, and present a range that reflects how much is known.
Define what the estimate is for
First establish whether the figure is an owner’s budget, a contractor’s bid estimate or an independent pre-tender estimate. They may cover different scopes and costs. Record the basis of estimate so reviewers can see exactly what the number represents.

- Project location and currency, and the price base date.
- New construction, refurbishment, or a clearly defined combination.
- Classroom area, capacity, design status and applicable performance specification.
- Known site conditions, access constraints, utilities and construction schedule.
- Procurement route, intended tender package, tax treatment and tender stage.
- Current drawing and specification revisions, plus outstanding information.
Do not treat a per-square-foot or per-classroom benchmark as a bid rate unless its scope, location, specification and price date genuinely match the project. The UK Infrastructure and Projects Authority (IPA) and U.S. Government Accountability Office (GAO) guidance both emphasize defining the estimate’s scope and basis; neither supplies a universal classroom rate. See the IPA Cost Estimating Guidance and the GAO Cost Estimating and Assessment Guide.

Set up an elemental or work breakdown that connects each quantity to a rate and source. Keep unlike scopes separate: a blended classroom rate can conceal missing work or double-counted allowances. Check at least the following building elements and project costs against the drawings, specification and tender documents.
#1 Best Overall
- Structure, roof and external envelope.
- Internal partitions and finishes, doors and windows.
- Mechanical and electrical systems, fire and life safety, and accessibility provisions.
- Site preparation, utilities, drainage, connections and external works.
- Preliminaries, temporary works, site management and supervision where applicable.
- Client and professional costs outside the contractor’s scope.
- ICT, furniture, fittings and equipment (FF&E), statutory fees, temporary accommodation, refurbishment or abnormal works where applicable.
These are items to investigate, not a claim that every project needs every allowance. For example, the England Department for Education (DfE) framework identifies preliminaries, external and abnormal works, fees, ICT, planning and building control, refurbishment, temporary accommodation and FF&E. Its required pricing treatment varies by route and tender stage. Use the actual project’s schedule and local rules, not that England-specific framework as a universal template: DfE Construction Framework 2025.
Measure quantities and source local rates
Take quantities from coordinated plans, schedules, specifications and reliable site information. For every material rate, retain enough detail for another estimator to reproduce or challenge it.

- Record the item, unit, quantity, rate, extension and drawing or specification reference.
- Record the rate’s source, date, location and included scope.
- State whether delivery, waste, taxes, installation, subcontractor overhead and other applicable charges are included or excluded.
- Seek current supplier or subcontractor quotations for significant packages where practical, and note quotation validity and qualifications.
- Benchmark against completed projects only after adjusting for differences in scope, specification, location and price date.
Use consistent units and a consistent price basis across the estimate. If an item remains uncertain, identify it as an allowance or risk rather than disguising it inside an apparently precise unit rate. IPA and GAO guidance support traceable source data, consistent baselines and benchmarking of significant cost items.

Make the boundary between contractor and client scope explicit. The Australian Government Department of Finance distinguishes the base estimate for a defined scope from other costs and risks that need to be treated transparently. Construction costs can include labour, plant, materials and specialist subcontract work; indirect construction costs can include insurance, site management and supervision. Client-side costs may include client staff, project management and design services that sit outside the construction contract. List fees, ICT, FF&E, external works, abnormal works, temporary accommodation, refurbishment and statutory charges separately when they apply. Check each against the tender documents and local requirements, then confirm it has not already been included in a contractor rate or another allowance.
Allow for uncertainty without implying false precision
Keep the base estimate distinct from contingency. The base estimate is the best assessment of quantities and rates for the defined scope under the estimating practice being used; contingency addresses residual risk and uncertainty. Maintain a risk register that identifies each material risk, its potential cost effect, owner and mitigation. Examples to assess include incomplete design, uncertain ground or service conditions, access restrictions, schedule exposure and volatile package pricing—only where relevant to the project.

The estimate should communicate its confidence as well as its central value. IPA guidance says an estimate should be presented as a range to account for project risk and uncertainty, with the range narrowing as definition and evidence improve. Early in development, use scenarios or comparable-project analogies cautiously; as design advances, replace them with measured quantities and better-supported rates. The Australian Department of Finance also notes that contingency is generally higher earlier in project development.
For context only, the IPA’s 2020 guidance describes 3% to 5% of total project cost as expected investment prior to construction commencement. That is not a classroom-specific allowance, nor a required contingency or fee for this project; do not insert it mechanically into a tender estimate.

Reconcile the estimate to the tender package
Before issue or bid submission, map the estimate line by line to the actual pricing schedule, employer’s requirements and tender instructions. Confirm who measures quantities, who supplies rates, which items are fixed or provisional, how taxes and escalation are handled, and what the tender expects for exclusions and qualifications. DfE framework guidance for England illustrates why this matters: depending on route and stage, the framework user may fix some quantities while bidders price rates, or bidders may measure and price categories such as external works, fees, ICT, FF&E and temporary accommodation. Its guidance also calls for realistic, project-specific, achievable pricing complete against the employer’s requirements; those rules are specific to that framework. See the DfE Construction Framework 2025 pricing guidance.
Use this review checklist before relying on the figure:
- Do the estimate and tender package describe the same scope and revisions?
- Are quantities, units, arithmetic and extensions checked?
- Are significant rates supported by dated, local evidence with clear inclusions?
- Are exclusions, assumptions, taxes, escalation and tender adjustments explicit?
- Are project risks and contingency visible, without overlap or double counting?
- Does the total cover all required work and client costs at the intended boundary?
Use a working estimate template
| Section | Typical contents to investigate | Evidence to record |
|---|---|---|
| Building works | Measured classroom construction and specialist packages | Drawing/specification revision, quantity, unit, rate source and date |
| Site and external works | Ground and access conditions, utilities, drainage, connections and external works | Survey or report, tender scope, measured quantity and quotation |
| Preliminaries and indirect costs | Site management, supervision, insurance and temporary works as applicable | Contractor method, duration, site constraints and pricing basis |
| Client and professional costs | Design, project management and client-side costs outside contractor scope | Appointment scope, fee basis and exclusions |
| ICT and FF&E | Equipment, furniture, fittings and technology included in the project | Schedule, quantities, specification and supplier quotations |
| Fees and statutory items | Planning, building control and other applicable charges | Local authority requirements and current fee basis |
| Risk and contingency | Identified project risks and residual uncertainty | Risk register, estimate maturity and contingency method |
| Tender adjustments | Tax, inflation, escalation, bonds, insurance, overhead, profit and other tender-specific items | Tender instructions, price date and contract conditions |
This is a completeness check, not a standard bill of costs. Include only applicable items, follow the tender’s required format, and make every exclusion visible.

Some procurement rules require an independent pre-tender estimate; others do not. Check the governing authority’s current policy, thresholds and program rules before relying on a general example. Victoria’s school capital guidance provides one jurisdiction-specific case: it says specified school-led projects valued at AUD 200,001 to AUD 500,000 including GST require an independent estimate before tender, with examples including a qualified quantity surveyor’s Cost Plan D. The same policy page also discusses projects over AUD 500,000, so its full current requirements should be checked before application: Victorian School Building Authority: School-led works.
Where independent review is required or justified by project risk, appoint a qualified estimator or quantity surveyor with access to the same scope, drawings, specifications, price date and tender assumptions. That gives the reviewer a traceable basis for identifying omissions, inconsistent rates and unsupported allowances.
