Create a dated, traceable visual record of the building before nearby work starts. Photograph each defect in context and close-up, measure and map it, preserve the original files, and record anything you could not inspect. This baseline lets you compare later observations with the pre-construction condition. It does not, by itself, prove that construction caused damage or establish that a building is safe; significant or changing defects require assessment by a suitably qualified structural professional.
What a pre-construction condition record can—and cannot—show
A baseline record answers a narrow question: what visible condition existed at a particular property, in particular locations, on a particular date? If a crack, distortion, water stain, sticking door, or other defect is documented before work begins, later inspections can compare the same feature using the same location and measurement method.

The record is evidence of observed condition, not a diagnosis. A photograph cannot reveal concealed reinforcement, foundations, load paths, soil movement, or the cause of a crack. Timing alone cannot prove that nearby excavation, piling, demolition, traffic, vibration, settlement, weather, or maintenance caused a change. Treat interpretations as hypotheses for professional review, and label observations separately from opinions.
Requirements vary by country, local authority, project type, permit, and construction contract. Singapore’s Building Control Regulations, regulation 32, are one example: for specified demolition, piling, foundation, tunnelling, and site-formation works near adjacent or close-proximity buildings, “the builder shall, before commencing such works, carry out a pre-construction survey to establish the condition of existing buildings and structures adjacent or in otherwise close proximity to the building works.” The same rule addresses giving reports to relevant owners and retaining complete reports on site. That is not a universal requirement for every project elsewhere.

Before relying on a self-created record, ask the project owner, builder, local authority, building-control office, or owner’s representative whether a prescribed survey area, form, inspector qualification, access procedure, delivery date, or monitoring plan applies.
Before the inspection: define the job and gather evidence
Confirm the construction scope and timing
Obtain the planned start date and identify work that could affect the property, such as demolition, excavation, underpinning, piling, tunnelling, foundation work, blasting, heavy compaction, dewatering, or major vehicle movements. Ask which properties, boundaries, outbuildings, retaining walls, pavements, and buried or shared structures are included in the project’s survey boundary.
Request the contract, permit conditions, method statement, or project communications that describe the survey. Some owners use a project-specific specification rather than a general law. A City of Tacoma public-work specification, for example, calls for interior and exterior photographs, mapped distress, nominal crack widths, and repeated baseline measurements. Those requirements apply to that specification; they should not be presented as a universal homeowner standard.

Gather material that can explain when a defect first appeared or whether a repair changed it:
- Architectural, structural, site, and drainage plans.
- Prior condition surveys, engineer reports, insurance or repair records, and maintenance logs.
- Dated photographs, videos, real-estate inspection reports, and records of extensions or alterations.
- Ground, geotechnical, drainage, or neighbouring-property information supplied for the project.
UK government guidance on structural assessments identifies drawings, modification records, previous condition surveys, and ground-condition reports as potentially useful background. Do not assume that an old drawing accurately represents what is currently built; record discrepancies as findings or limitations.
Arrange lawful access and an identification system
Agree who may enter, which rooms and external areas are included, and whether an owner, tenant, builder, surveyor, or other attendee will be present. Access rights depend on local law and agreements; do not imply that an owner must admit an inspector unless the applicable arrangement requires it.

Choose stable identifiers before taking photographs. For example, label rooms as ground-floor kitchen, first-floor east bedroom, and basement stair; label outside faces as north, south, east, and west elevations. Number defects sequentially by area, such as GF-KIT-C-01. Use the same labels in the inspection log, sketch, photographs, and any later monitoring record.

Log inspection facts and circumstances
Start the report with the property address or another unambiguous property identifier, inspection date and time, inspector name and competence or role, attendees, agreed scope, and the planned construction activity. Note weather, lighting, moisture, temperature, dust, stored materials, occupancy, and other conditions that affected visibility. UK structural-assessment guidance treats dates, weather, lighting, survey factors, and attendee names as relevant report information.
State whether the visit was visual and non-intrusive. Record rooms, elevations, roofs, foundations, boundaries, driveways, paths, retaining structures, and outbuildings inspected. List every area that was excluded, concealed, locked, unsafe, obstructed, too high to view, or outside the agreement. A report cannot make a finding about a hidden surface it did not inspect.
Walk in a repeatable sequence
Use a route that another person could repeat. One practical sequence is exterior perimeter, each floor’s rooms, roof or loft areas that are safely accessible, then detached structures and external hardstanding. Within each room, move clockwise and examine walls, corners, ceilings, floors, windows, doors, and visible services. Note both defects and relevant signs of movement, such as distorted openings, gaps, sloping floors, displaced finishes, water ingress, or loose material.
Do not limit the record to cracks. Include spalling, damp staining, corrosion staining, bulging or detached finishes, settlement gaps, failed joints, broken glazing, sticking doors or windows, displaced masonry, and damage to paths, boundary walls, or retaining elements when they fall within scope. Mark a condition as observed rather than calling it structural solely because it looks serious.
Create a defect register
Give every item a unique ID and enter it in a register while you are at the location. The following fields make a record traceable:

| Defect ID | Unique code used on every related image and plan mark. |
| Exact location | Property, floor, room or elevation, wall side, grid reference, and nearby fixed feature. |
| Type and material | For example, diagonal crack in plaster, stepped crack in masonry, concrete spall, damp stain, or distorted frame. |
| Description | Visible pattern, direction, termination, surface texture, debris, staining, and whether the feature crosses a joint or opening. |
| Dimensions | Approximate length, visible opening or nominal width, and any other relevant dimensions, with units and method. |
| Orientation and plan mark | Direction of the crack or defect and its position on a dated sketch or scaled drawing. |
| Photograph references | Context and detail image filenames or numbers, plus viewing direction. |
| Access and limitations | Obstructions, concealed portions, unsafe access, or areas not examined. |
A Tacoma project specification specifically calls for crack width and scaled drawings showing crack location and orientation. Your own record may be simpler, but omitting location and dimensions makes later comparison much harder.
Measure without implying a diagnosis
Describe dimensions as measurements of what was visible on the inspection date. A generic crack-width gauge or comparator card can help record an opening; it measures a dimension and does not determine safety or cause. Place the scale beside, rather than over, the feature when possible, and record where along the crack the measurement was taken.
If future comparison is likely, select fixed measurement points that can be found again. Photograph the point, mark it on the plan, and record the method, instrument, units, and date. The Tacoma specification describes two-dimensional measurement templates at representative and critical locations and requires at least two measurements before construction. That is a project-specific requirement, not a universal threshold. Do not create a monitoring schedule unless the project documents or a qualified professional specify one.
Photograph context and detail
Take at least one context image showing the defect’s position in the room, elevation, or structure, then a close-up that shows its form and scale. Include a ruler or comparator in the detail image where appropriate. Keep the camera square to the surface when documenting width and use an oblique view when showing depth, displacement, or bulging. Avoid glare, shadows, condensation, dust, or furniture that hides the feature.
Label each image so it can be tied to the register: property identifier, room or elevation, defect ID, date, and direction of view. A filename such as PropertyA_GF-KIT_C-01_2026-10-17_N.jpg is an organization example, not a mandated format. Retain the camera’s original file and metadata where available. Make annotations, arrows, crops, or brightness adjustments on a separate copy so the original remains unchanged.
Build the marked plan and inspection report
Map every defect
Use a floor plan, elevation, site plan, or hand sketch that identifies room boundaries, doors, windows, corners, levels, and orientation. Mark each defect ID at its approximate location and draw the crack or distress pattern with an arrow or line. Include a north arrow or another orientation reference. If the drawing is not to scale, say so; if it is scaled, state the scale and source.

For long or irregular cracks, indicate start and end points and note changes in direction or width. For a spall, displaced element, or stain, outline the affected area and give dimensions. Keep the plan, register, and photographs synchronized: a reader should be able to move from a plan mark to a register entry and then to the exact images.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsState scope, exclusions, and uncertainty
Explain what the inspection was designed to cover and what it did not attempt. Identify inaccessible lofts, locked rooms, concealed finishes, underground elements, high façades, roof coverings, and areas obscured by stored goods. Note whether measurements were approximate, whether lighting prevented reliable colour assessment, and whether weather or active water prevented viewing a surface.
Use careful language: “a diagonal stepped crack was visible in the east elevation masonry” is an observation; “the foundation is failing” is an unproven conclusion. If an interpretation is included, identify who made it, what evidence supports it, and what remains uncertain.

Keep a complete record
Store the original photographs, videos, inspection log, defect register, marked plans, measurement sheets, and final report together. Keep at least two secure copies, such as a read-only local archive and a separate encrypted backup. Preserve file dates and do not overwrite originals. If files are renamed, maintain a mapping between the original camera filename and the report reference.
Record when the report was issued, to whom, and whether later corrections were made. A corrected report should have a new revision date and a clear description of the change, while the earlier version remains archived.
Deliver it to the right parties
Send the agreed report to the property owner, builder, project manager, insurer, or authority named in the contract, permit, or regulation. Singapore’s regulation 32 example requires the builder to give each relevant owner a copy before building works commence and retain a complete set of survey reports on site. Other jurisdictions may impose different recipients, deadlines, or retention rules. Obtain a delivery acknowledgement where the project procedure calls for one.

How to document change during construction
When a new observation appears, use the same property identifiers, defect IDs, camera viewpoints, measurement points, and units as the baseline. Create a new entry rather than rewriting the original. Record the date, construction activity underway, weather and moisture conditions, who observed it, and whether access or visibility differed from the baseline.
For an existing crack, photograph the same context and detail views, measure at the same marked points, and state whether the visible opening, length, displacement, staining, or surrounding distortion differs. If the original record used two or more baseline readings, repeat that method. A project’s monitoring plan may require repeated settlement or crack readings; Tacoma and Sanford project specifications illustrate this approach, but neither establishes a universal interval for every building.
Notify the project contact promptly when a change is found, following the project’s reporting route. Do not state that construction caused the change merely because it appeared after work began. A structural professional can assess whether the pattern is consistent with active movement and whether further monitoring or investigation is warranted.
Condition record versus structural assessment
Choose the service that matches the question you need answered. A basic visual record is appropriate for documenting visible condition when the project does not require an engineer’s analysis. A structural assessment is needed when the issue concerns stability, load capacity, cause, risk, repair design, or active movement.
| Consideration | Condition record | Structural assessment or investigation |
|---|---|---|
| Purpose | Establishes what was visibly present, where, and when. | Investigates cause, load paths, stability, risk, and required action. |
| Scope | Accessible visual areas; normally non-intrusive. | Defined engineering scope that may include calculations, testing, monitoring, or opening-up. |
| Qualifications | Competent person experienced in systematic condition documentation. | Appropriately qualified structural professional for the building and question. |
| Deliverables | Dated log, defect register, labeled photographs, plans, measurements, and limitations. | Evidence, analysis, interpretation, conclusions, recommendations, uncertainties, and possibly a monitoring plan. |
| Limits | Cannot establish hidden condition, safety, or causation. | Still limited by access and evidence, but must state assumptions and uncertainty. |
| Project fit | Use only where local rules and contract documents permit this scope. | May be required by law, permit, insurer, lender, or project specification. |
England’s Department for Education guidance states plainly, “A condition survey is not a structural survey.” UK government structural-assessment guidance likewise expects defined scope, evidence, analysis, interpretation, conclusions, uncertainties, and limitations. Use those distinctions when deciding whether a photographer, building surveyor, or structural engineer is appropriate.
When to obtain professional review or urgent help
Ask a qualified structural professional to review the condition when cracks are widening, recurring, accompanied by distortion or movement, associated with water ingress or falling material, or otherwise cause concern. Escalation is especially important when a defect affects a retaining wall, foundation, balcony, load-bearing wall, roof support, or an occupied route.
If there is an immediate risk of collapse, falling material, electrical danger, or injury, leave the affected area and contact emergency services or the appropriate building authority. Do not enter an unsafe space merely to obtain a better photograph or measurement.

Use the Singapore example as a prompt to check your own jurisdiction, not as a worldwide rule. Local building-control legislation may define adjacent or close-proximity buildings, trigger distances, work types, survey forms, recipients, and retention periods. In the United States, project specifications can add obligations for selected buildings, crack measurements, joint walkthroughs, baseline readings, and monitoring locations, as shown by Tacoma and Sanford examples.
Before work starts, verify the current local requirements with the building authority and read the permit and contract documents. Confirm who must perform the survey, which structures are included, how access is arranged, when the report is due, who receives it, and whether follow-up monitoring is required. If those documents conflict with a casual visual record, follow the more specific legal or contractual requirement and obtain professional advice.
