Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteReport a defect promptly in writing, describe exactly what you can see, preserve dated evidence, and keep a complete record of every response and visit. Send the notice to the landlord, managing agent, or both; ask for an inspection or repair and explain any safety impact. If the hazard remains unresolved, use the housing or council route that applies where you live. Repair duties, escalation procedures and response times differ between England, Wales, Scotland and Northern Ireland, and between private and social renting.
The five-step process
Use this sequence for anything from a leaking roof to a broken heater, unsafe wiring, persistent damp or a dangerous communal stairway:
As an Amazon Associate I earn from qualifying purchases.
- Make the area safe without carrying out the landlord’s repair. Move people away from immediate danger and use an emergency service or urgent repair number where necessary.
- Observe and describe the defect. Record the exact room or communal location, what is damaged or not working, when you noticed it, and whether it is worsening or recurring.
- Preserve evidence. Take dated photographs or video, save messages and letters, and note conversations and visits.
- Notify the responsible party in writing. Email or write to the landlord and managing agent, attach the evidence, request an inspection or repair, and keep the sent message and delivery record.
- Follow up and escalate. Update your chronology after every response or visit. If a hazard is not dealt with, use the appropriate council, housing-association or other local route for your tenancy and jurisdiction.
GOV.UK’s How to rent a safe home puts the key record-keeping point plainly: “Put your concerns in writing, including by text or email, and keep a copy.”
Decide whether it is an emergency or an ordinary repair
Severity should determine your first contact and how you communicate, not an assumed universal deadline. A court or regulator may consider the circumstances, including the risk, the defect and what the landlord knew. The categories below help you choose a sensible route.

| Situation | Examples | What to do |
|---|---|---|
| Immediate danger | Fire, gas smell, exposed live electrical parts, major flooding, structural movement, no safe way to enter or leave | Leave or isolate the area if needed and use the appropriate emergency service or urgent out-of-hours repair route. Notify the landlord or agent as soon as it is safe, in writing as well as by phone. |
| Serious health or safety hazard | Persistent water ingress, unsafe heating, extensive mould, a broken security door, dangerous flooring or stairs | Send a prompt written report marked clearly as a safety concern, explain the risk and request an inspection. Keep proof of delivery and all replies. |
| Routine defect | Minor leak, damaged cupboard, sticking internal door or cosmetic cracking with no immediate risk | Report it in writing with a clear description and photographs. Ask when an inspection or repair is expected and record the answer. |
Do not wait for ordinary correspondence if someone is in immediate danger. Conversely, do not label every inconvenience an emergency: accurate descriptions make it easier for the recipient to triage the job.
How to inspect and describe a defect
Record observable facts
Write what a person could verify, rather than presenting a diagnosis. For example, “a 40 cm brown stain has appeared on the living-room ceiling below the bathroom; it was first seen on 12 October and is larger after rain” is more useful than “the roof is definitely failing.” You can mention a suspected cause separately as a possibility.
- Give the property address, flat or room number, and the precise location inside or outside the building.
- Describe the condition: leak, crack, damp patch, mould, broken fitting, loss of heat, exposed wire, loose handrail or other symptom.
- State when you first noticed it and whether it is getting worse, recurring, spreading or changing after weather or use.
- Explain how it affects safety, health, security or normal use of the home. State facts without exaggeration.
- Say whether you have taken any temporary safety measure, such as turning off a tap or avoiding a room.
- Identify any earlier report, inspection or attempted repair by date and describe what happened afterwards.
Separate evidence from assumptions
A tenant’s photograph can show the appearance and extent of a defect; it cannot, by itself, prove its cause. Use phrases such as “I can see,” “the area feels wet,” or “the boiler stops after ten minutes,” and ask the landlord to investigate the underlying source. This is particularly important for damp and mould, where official guidance expects the landlord to establish whether a building defect is causing the damp.

Map the location
For a hidden or shared defect, include a simple description of what is above, below or adjacent to the affected area. A ceiling stain, for example, can be located by naming the room and the bathroom or flat above. For a communal defect, identify the entrance, floor, stair flight or corridor so the agent can send the report to the right contractor.
How to preserve evidence
Photographs and video
Use a phone or camera and keep the original files. Take a wide image showing the room or feature, then closer images showing the defect. Include a ruler or familiar object only if it helps convey scale; do not alter the image. Photograph the same viewpoint again when the condition changes. Make a note of the date and, if relevant, weather or an incident that preceded the change.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
For damp or mould, government health-risk guidance recommends photographing the affected area and, if possible, drawing around it to preserve a record that may help identify change and plan remedial action. Outline only the visible affected area and record when you did it. Do not use the outline as proof of the cause, and do not scrape, treat or cover mould in a way that destroys evidence unless urgent safety requires it.
Keep originals and correspondence
Save the original photographs, emails, letters, text messages, portal confirmations, contractor notes and replies in one folder. Keep attachments with the message that sent them. If you speak by telephone or in person, write down the date, the person’s name or role, what you reported, what was agreed and any promised visit. Citizens Advice recommends retaining correspondence and recording the date and substance of conversations.

Build a chronology
A simple table is usually enough:
| Date and time | Event | Person or organisation | Evidence or result | Next action |
|---|---|---|---|---|
| 12 October, 09:00 | First noticed ceiling stain | Tenant | Three original photographs | Report in writing |
| 12 October, 14:20 | Email sent | Managing agent | Sent message and attachments saved | Await acknowledgement |
| 15 October, 11:00 | Inspection visit | Contractor | Notes: leak not yet located | Follow up if no update |
Do not rely on a special app, paid service, moisture meter or technical inspection tool. A dated, consistent record made with ordinary equipment is generally more useful than an unsupported numerical reading.
Who should receive the report?
Send the notice to the landlord and the property or managing agent named in your tenancy documents. GOV.UK renter guidance says repairs and health-and-safety issues should be reported to the landlord and/or property agent in writing, with a copy retained. If you are unsure who handles a communal defect, notify the person responsible for your tenancy and ask them to identify the owner or managing party.
Defects inside the home
In private renting, landlord responsibilities commonly include the structure and exterior, water and gas pipes, heating and hot water systems, electrical wiring, specified sanitary fittings and fire safety measures. The precise duty depends on the tenancy and the applicable law. Report the symptom even when you do not know which item is legally responsible.

Common parts and shared buildings
Landlords are usually responsible for common areas such as staircases, but the arrangement can change who must arrange the work. State that the problem is in a communal area, explain the risk to residents or visitors, and ask the landlord or agent to pass it to the responsible freeholder, management company or contractor if necessary. Keep your own report even if you are told another party has been notified.
Do not assume you must repair it yourself
GOV.UK says tenants should carry out repairs only where the tenancy agreement says they can and cannot be forced to do repairs that are the landlord’s responsibility. Do not hire a contractor, deduct the cost from rent or undertake electrical, gas, structural or other risky work without jurisdiction-specific advice and a clear legal basis.
What to include in an email or letter
This is a practical format, not a prescribed legal form. Keep the subject line specific and put the most important safety information near the top.
Subject: Repair and safety report – [property address] – [room/area] – [date]
Dear [landlord or agent],
I am reporting a defect at [full address, flat/room]. It is located at [precise location].
What I can see or experience:
[Plain description of the damage or failed service. Distinguish observations from any possible cause.]
First noticed: [date]. It is [worsening/recurring/unchanged] and changed as follows: [details].
Effect on safety or use:
[Describe the practical impact, affected occupants and any immediate risk.]
Previous reports or visits:
[Dates, people involved and what happened, if applicable.]
Please acknowledge this report and arrange an inspection or repair. I can provide access at [times or agreed method]. Please tell me the proposed date, any temporary safety measures and who will attend.
Photographs or other evidence are attached. I will keep a copy of this report and future correspondence.
Regards,
[Name]
[Safe contact details]
Attach only relevant files, label them with the date and keep a copy of the complete sent message. If you telephone first because the situation is urgent, send a written confirmation immediately afterwards.
After you report it: access, visits and follow-up
Make access workable
Offer several reasonable appointment windows and state how the contractor can contact you. Record any notice given for entry and whether the visit occurred. The official material’s “at least 24 hours’ notice” language concerns landlord access for repairs in the relevant context; it is not a universal repair-completion deadline. Check the law and tenancy terms that apply to your home.

Confirm what was agreed
After a call or visit, send a short email: identify the date, who attended, what was inspected, what remains unresolved and the next promised action. If a contractor says the job is complete but the defect remains, photograph the continuing problem and report it promptly rather than treating the visit as a successful repair.
Ask focused questions
- Has the report been logged, and what reference number should I quote?
- When will the inspection take place and who is responsible for arranging access?
- What temporary measure is being provided if the repair cannot be completed immediately?
- What work was carried out, and how will the underlying cause be checked?
- When should I expect the next update?
There is no single response or completion period that applies to every defect and every UK tenancy. Government landlord guidance says responsibility is generally engaged when the landlord is made aware of a hazard, while what is a reasonable time depends on the circumstances; a court can decide whether the response was reasonable.

Send a dated follow-up
Refer to the original report, restate the unresolved risk in one or two sentences, attach new photographs if the condition changed, and ask for a written plan. Keep the tone factual. Your chronology should show the first notification, acknowledgements, missed appointments, inspections, attempted remedies and current condition.
Use the appropriate local authority route
In England, a tenant can ask the local council to inspect hazards under the Housing Health and Safety Rating System (HHSRS). The council, not the tenant, determines the appropriate inspection and enforcement response. Contact the housing or environmental-health service and provide your tenancy details, written reports, photographs and chronology. The exact authority and procedure vary by location and tenancy type.
Citizens Advice describes further routes for tenants, including contacting a council or housing association where relevant. Scotland, Wales and Northern Ireland have different housing legislation and enforcement arrangements, so obtain advice from the local authority or a jurisdiction-specific housing adviser rather than applying an England-only process.

Social housing and Awaab’s Law
Awaab’s Law guidance applies to social landlords and only to hazards within its scope. It requires clear records of engagement, investigations and communications, including information reported by a third party such as a managing agent. Its hazard-awareness timeframes should not be generalized to private tenancies or to every defect. Confirm the current guidance and whether your hazard and landlord fall within its scope.
Get advice before taking high-risk steps
Do not automatically withhold rent, arrange extensive self-help repairs, or begin court proceedings. Those choices can carry serious consequences and depend on the jurisdiction, tenancy, evidence and urgency. Obtain advice from a local housing adviser, Citizens Advice, a tenants’ organisation or a qualified legal professional before taking them.
Damp and mould: a careful reporting method
Damp and mould can arise from leaks, condensation, plumbing, ventilation, defects or a combination of causes. The visible pattern alone does not establish which one applies. Report the location and appearance, photograph it, and record changes over time.

- Describe odour, water staining, peeling finishes, recurring condensation or a leak as observations; avoid asserting a technical cause.
- Explain whether bedrooms, living areas, children, older people or anyone with a relevant health concern is affected, without overstating a medical diagnosis.
- Ask the landlord to investigate the source and any building defect, not merely to clean or paint the visible surface.
- Update the record after rain, repairs, cleaning or recurrence.
If mould or damp is accompanied by an immediate electrical, structural or flooding danger, use the urgent route described earlier.
Quick Recap
Common mistakes that weaken a report
- Only making a verbal complaint: a phone call may be missed or disputed. Confirm it in writing.
- Using vague wording: “the place is unsafe” does not identify the location, symptom or requested action.
- Diagnosing without evidence: a photograph shows appearance, not necessarily the source.
- Sending edited or undated images: retain original files and note when each was taken.
- Leaving out previous attempts: dates of inspections and failed repairs help show the continuing problem.
- Reporting only to a contractor: send the formal notice to the landlord or agent responsible for the tenancy as well.
- Accepting a cosmetic treatment as a complete fix: ask how the underlying source will be investigated.
- Entering unsafe areas to gather evidence: do not put yourself at risk; describe what can be safely observed.
- Assuming one deadline applies everywhere: legal duties differ by nation, tenancy and hazard.
- Starting risky self-help action: get advice before withholding rent, hiring work or making alterations.
