Design the whole journey through the venue—arrival, entry, circulation, parking, servicing, exit and dispersal—then separate pedestrians from vehicles wherever the site allows. Mark the remaining crossings and conflict points, protect emergency access, make routes usable for the actual audience and weather, and assign trained people to operate and monitor the system. UK HSE guidance and The Purple Guide both stress that the final layout must be specific to the venue, event, vehicles, crowd and local legal requirements; there is no universal route width or barrier specification.
Why route design must cover the whole event journey
A route that is safe at the gate can become unsafe when thousands of people leave at once, when a delivery vehicle arrives, or when rain turns a grass track into mud. Plan the sequence from the first arrival to final dispersal:
As an Amazon Associate I earn from qualifying purchases.
- Arrival: pedestrians may approach from several car parks, public transport stops, drop-off points or nearby streets.
- Entry: ticket checks, searches and bag checks create queues that can spill into roads or block emergency access.
- On-site circulation: visitors move between stages, facilities, concessions and toilets, often taking shortcuts or changing direction unexpectedly.
- Parking and servicing: deliveries, contractor vehicles, waste collection and plant movements introduce moving hazards.
- Exit and dispersal: crowd volumes, darkness, fatigue and competing traffic can make the outbound phase more difficult than entry.
Use one referenced site plan for all phases. Update it when structures, capacities, entrances, parking arrangements, weather assumptions or operating procedures change. HSE advises venue operators and organisers to agree their shared responsibilities and maintain effective liaison on safety matters.
1. Establish control, responsibilities and site information
Define who controls each area
Write down which parts of the site are controlled by the organiser, venue, landowner, contractor, transport operator or public authority. Assign named responsibility for pedestrian routes, vehicle access, parking, emergency lanes, barriers, signs, lighting, stewarding and route changes. A route plan fails if everyone assumes someone else will keep a gate clear or move a barrier.

Collect the information needed for a usable plan
Obtain current venue drawings and walk the site. Record structures, temporary facilities, fences, gates, roads, bridges, slopes, buried services, utilities, amenities, access restrictions and areas that cannot bear vehicle loads. Plot entrances and exits, parking and drop-off areas, loading points, compounds, emergency access, crossings, queues and any place where routes narrow.
Estimate attendance by operating period rather than relying only on a single headline capacity. Consider the audience profile, including children, older people, disabled visitors and people with learning difficulties, and note when performances or activities cause simultaneous movement. Walk the likely arrival and departure paths at the times they will actually be used, including darkness or poor weather.
2. Separate pedestrian and vehicle movements
The Purple Guide’s transport-management chapter, published 26 January 2026, states: “Where possible, pedestrians should be separated from vehicle movements.” HSE similarly says: “Make sure pedestrians and vehicles can circulate safely onsite to help ensure transport safety.” Separation can be physical, spatial or temporal, but it should be deliberate and shown on the plan.
Make the pedestrian route the obvious route
- Provide a direct, legible path from each arrival point to the correct entrance and between major audience areas.
- Use signs and stewards so visitors do not need to guess, cross a service road or create a shortcut.
- Keep routes clear of stalls, concessions, merchandise, furniture, cables and other obstructions that create pinch points.
- Where the site and crowd pattern permit, use one-way pedestrian flows or separate routes for groups arriving from different car parks or transport modes.
- Provide safe queuing space and a way for someone to leave a queue without walking against the queue or stepping into moving traffic.
Keep service traffic out of public areas
Do not route delivery, trade or work vehicles through audience areas when a feasible alternative exists. Put loading bays, contractor compounds and waste points where vehicles can reach them without crossing the main pedestrian network. If a vehicle must enter a public area, schedule that work before admitting the audience whenever possible, then close, secure or supervise the route.

Mark every remaining conflict point
On the plan, identify every crossing, shared surface, gate, blind corner, reversing area and point where a queue could meet traffic. For each one, specify the control: physical separation, a crossing point, a timed closure, a trained marshal, reduced vehicle speed, a banksman, improved lighting or a combination. Controls should be proportionate to the vehicle type, visibility, crowd density and consequence of a mistake.
3. Build a traffic-management system for vehicles
Prefer one-way movement and minimise reversing
Use a one-way system where the geometry and event operation make it practical. A one-way loop can reduce head-on encounters and simplify steward instructions, but it still needs safe turning areas, signed exits and a plan for breakdowns. Design deliveries so vehicles can drive forward wherever possible. Reversing should be exceptional, controlled and supervised rather than routine.
Set operating rules before vehicles arrive
Issue site rules covering authorised routes, speed expectations, delivery windows, parking, waiting, reversing, use of lights, communication and what happens when a pedestrian route is busy. Restrict vehicle access to people who have a legitimate task. Drivers, banksmen or signallers, and traffic marshals must be trained and competent for their roles. Brief them on the actual layout, not just a generic induction.
Control parking and drop-off
Check the parking layout against pedestrian desire lines, emergency lanes, turning radii and visibility. Signpost spaces before drivers reach a conflict point. Cordoning off areas where parking would create a hazard may be necessary. Consider separate provision for vehicles used by disabled people, including wheelchair users, so accessible parking does not force a long or unsafe crossing of traffic routes.

4. Protect emergency access at all times
Draw emergency vehicle entry and exit routes on the site plan and protect them from the first delivery until the final departure. A route that is theoretically wide enough is not available if queues, parked cars, barriers, bins or abandoned equipment block it.
Design for arrival, passage and departure
- Provide a clear approach to the emergency access point and a way for emergency vehicles to leave without reversing through a crowd.
- Keep queue lines, parking, taxi ranks and drop-off activity out of the emergency route.
- Locate barriers and gates so authorised responders can open or pass them quickly; brief the people who hold keys or control access.
- Check that temporary structures, trackways and ground conditions will support the intended emergency vehicles.
- Define who can close a route, who can reopen it and how that decision is communicated to stewards, control staff and contractors.
HSE guidance recommends considering whether work-vehicle tasks in public areas can be completed before the audience enters. That reduces the number of moving vehicles competing with emergency and pedestrian routes during the busiest period.
5. Check the route on the real site
Surface, slope and weather
Inspect surfaces, gradients, drainage and topography rather than judging them from a drawing. Wet or muddy ground can make a route slippery, impassable for wheelchairs or unstable under vehicle loads. HSE identifies options such as hardcore, metal trackways, straw or woodchip where appropriate; select a surface that suits the expected traffic and remains stable at edges and crossings. Include a trigger for closing or changing a route when weather or damage makes the original control ineffective.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesWidth, visibility and pinch points
Walk the route with the expected crowd and equipment. Check sudden width changes, gates, corners, parked vehicles, temporary structures, low light, glare, blind spots and places where people may stop to wait or take photographs. Do not assume that a route is suitable merely because it appears wide on a plan. Crowd behaviour, luggage, mobility aids and opposing flows can reduce usable space.

Lighting and signs
Provide enough lighting for pedestrians, drivers and marshals to see route edges, crossings, signs, barriers and each other. Position signs before a decision point, repeat them after a turn and use wording or symbols the audience can understand. Ensure signs do not narrow the route or create their own obstruction.
6. Design for accessibility and the actual audience
Include young people and people with disabilities or learning difficulties in the crowd risk assessment. Check that accessible routes connect parking, drop-off, entrances, viewing areas, toilets and exits without forcing users into vehicle lanes or steep, muddy alternatives. Confirm that gates, barriers, surfaces and gradients can be negotiated by people using wheelchairs, walking aids or assistance animals, and provide a safe way to leave a queue.
Accessibility is not solved by reserving a route on the drawing. Test it on the ground, in the expected weather and with the equipment that will be present. A route can be physically clear yet unusable if a barrier leaves insufficient turning space, a cable crosses the path, or a queue diverts people into traffic.

The scale of the event and its effect on public roads determine who needs to be consulted.

HSE states that, in nearly all cases, only the police or someone acting under their direction may legally regulate traffic on the public highway. A Community Safety Accreditation Scheme can create an exception in some police-force areas, with an explicit Scotland exception; confirm the current local arrangement rather than assuming event stewards have highway powers. Keep public-road controls within the permissions granted by the relevant authority.
8. Choose between feasible layouts systematically
When two or more layouts could work, compare them against the same questions. The guidance does not provide a universal scoring system, standard route width or one barrier design for every event, so document the venue-specific reasoning and obtain specialist advice where temporary works or unusual vehicles create uncertainty.
| Decision criterion | Questions to answer | Evidence to record |
|---|---|---|
| Separation | How much physical or timed separation exists between people and moving vehicles? What conflicts remain? | Plan markings for segregated routes, crossings and shared areas; control assigned to each conflict. |
| Flow | Are routes direct and legible for expected arrival and departure volumes? Would one-way or separated flows suit this site? | Arrival assumptions, queue locations, turning points and pedestrian desire lines. |
| Emergency access | Can emergency vehicles reach and leave the site without queues or parking blocking them? | Protected entry and exit routes, gate arrangements and a named route controller. |
| Ground and weather | Will surfaces remain passable under expected rain, traffic and wear? | Inspection findings, drainage, temporary-surface selection and weather triggers. |
| Accessibility and audience | Does the route work for the audience profile, including disabled visitors and children? | Accessible connections, queue escape route, gradients, surfaces and on-site walk-through results. |
| Operations | Can service vehicles reach work areas without crossing public zones, and can stewards monitor residual conflicts? | Delivery timetable, vehicle route, marshal positions, radio plan and site rules. |
| Authority and constraints | Do public-road permissions, structures, utilities, venue rules or shared responsibilities limit the option? | Approvals, utility information, venue sign-off and responsibility matrix. |
9. Put the plan into operation
Brief everyone who can affect a route
Give stewards, drivers, marshals, contractors, security staff and control-room personnel the same current plan. Explain prohibited areas, emergency lanes, crossing procedures, delivery windows, accessible routes, radio channels and who is authorised to change a control. Use a short briefing at each shift change so late arrivals do not improvise.

Use physical controls proportionately
Signs, barriers and stewarding can direct people and prevent entry to restricted areas. Temporary crowd-control barriers may be appropriate where a site-specific assessment shows that a physical boundary is needed, but the sources do not establish a universal model, dimension or price. Position and secure any barrier so it does not topple, narrow an accessible route or obstruct emergency access.
Monitor and adapt during the event
Assign staff to watch queues, crossings, loading points, parking and emergency lanes. Record near misses, blocked routes, unexpected shortcuts, weather damage and crowd surges. If a control is not working, use the pre-agreed authority to pause a delivery, close a crossing, open an alternative route or call for additional staff. Do not move a barrier or reverse the flow without checking the effect on emergency access and accessibility.
10. Review after incidents or changes
Review the route plan after an incident, near miss, significant crowding, weather change, structural alteration, new vehicle type or change to event timing. Update the referenced drawing and briefing material, not just a verbal instruction. HSE recommends monitoring how controls work and reviewing them when site design or procedures change.
Historical risk context
HSE’s event transport guidance reports an average of 61 fatalities each year since 1998/99, plus more than 2,150 major injuries and more than 4,270 injuries requiring the injured person to be off work for over three days. The retrieved HSE passage does not give a publication year for those injury figures, so they are historical context rather than current annual totals. They illustrate why vehicle movements, pedestrian circulation and competent supervision require explicit controls.
