Design accessibility as a connected network, not as a few isolated picnic tables or a single paved path. Begin by mapping every arrival point and destination, classify each path by its purpose, then apply the standard that governs that route. For a federal outdoor developed area, the U.S. Access Board’s trail, picnic, viewing-area and beach provisions are Architectural Barriers Act (ABA) standards. They are useful guidance for many projects, but the Board says they are not part of the U.S. Department of Justice’s 2010 ADA Standards and do not have legal effect for state and local governments or private entities covered by DOJ regulations. Public-park teams must therefore confirm Title II ADA, ABA, state, local and project-specific requirements before claiming compliance.

Start with the route network, not individual features

Accessibility succeeds when a visitor can arrive, find a route, reach an entrance or recreation feature, use it, and continue to other destinations without an avoidable break. The Access Board puts the planning principle plainly: “Incorporating accessibility into the design of outdoor developed areas must begin early in the planning process, with careful consideration given to the location of accessible elements and the routes that connect them.” See the Board’s Chapter 10: Outdoor Developed Areas.

Choose the locations of accessible parking, transit stops, drop-off areas, entrances, toilets, picnic units, viewing areas, trailheads and other recreation features together with the routes that connect them. Retrofitting a route after facilities are fixed often produces long detours, abrupt grade changes, drainage problems or an accessible table that cannot be reached.

For a public park, first determine which requirements apply. Title II ADA obligations and the DOJ 2010 ADA Standards remain central for public entities. The Access Board’s accessible-route guidance describes connections from site arrival points—including accessible parking and sidewalks—to accessible entrances and facilities, and addresses routes serving recreation facilities such as play areas, boating facilities and fishing piers. The federal outdoor-developed-area provisions are a separate ABA framework for covered federal sites. Do not describe the ABA trail criteria as universal ADA law.

Identify the kind of path before choosing its dimensions

A drawing label such as “accessible trail” does not determine the governing criteria. Classify each segment by its function, users and destinations. The same park can contain several route types, each with a different design basis.

Route type Primary purpose Typical connections Important qualification
Accessible route Connects accessible elements, spaces and buildings on a site. Arrival points to accessible entrances, facilities and recreation elements. Do not replace its requirements with trail or outdoor-recreation criteria without confirming applicability.
Sidewalk or pedestrian access route Provides pedestrian transportation, usually alongside a roadway. Street crossings, parking, transit and building or site entrances. Transportation function is the defining consideration.
Recreational trail Provides outdoor recreation. Natural or developed destinations along a recreational route. A route developed primarily to connect accessible elements, spaces and buildings within a site is not a trail merely because it is outdoors.
Shared-use path Serves multiple users and combines transportation and recreation functions. Walking, cycling and other permitted travel between park and community destinations. Consider passing, operating speed, user mix and the requirements that apply to its transportation function.
Outdoor recreation access route (ORAR) Connects accessible elements at picnic and camping facilities, viewing areas and trailheads. Accessible arrival points, trail starting points and features within those limited settings. It is not a general-purpose route type for office parks, campuses or theme parks.

The Access Board explains these distinctions in Chapter 10 and its route guidance. Record the classification for every segment on the site plan. A route may change classification at a defined transition, but the project team should identify where and why.

Confirm which rules are enforceable for this project

Federal outdoor developed areas

The Access Board’s outdoor provisions are ABA standards for covered federal outdoor developed areas. The Board states that the trail, picnic and camping, viewing-area and beach-access provisions are not included in DOJ’s 2010 ADA Standards and have no legal effect on state and local governments or private entities subject to DOJ regulations. Those entities may use the provisions as technical guidance, but that is not the same as an ADA regulatory mandate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before using an ORAR requirement in place of an accessible-route requirement, resolve the issue with DOJ and the project’s accessibility authority. The Board specifically cautions against assuming that ORAR criteria can substitute for accessible-route criteria.

Public parks under Title II

A city, county or other public entity should start with Title II ADA obligations, the DOJ regulations and adopted state and local requirements. The Access Board’s Chapter 4: Accessible Routes describes how site arrival points connect to accessible entrances and facilities. It also identifies recreation facilities with accessible-route provisions, including play areas, boating facilities and fishing piers.

Project documentation

At the concept stage, create a short standards register that names:

  • the owner and legal authority for the project;
  • each route classification;
  • the standard or adopted code applied to that classification;
  • the technical criteria used for width, running slope, cross slope, surface, passing and resting;
  • any site-condition exception under the applicable standard; and
  • the person or agency responsible for final accessibility review.

This prevents a federal ABA recommendation from being presented later as an across-the-board ADA requirement.

A six-step design workflow

1. Inventory arrival points, destinations and activities

Map every place a visitor can arrive: accessible parking, standard parking, transit stops, drop-off zones, sidewalks, street crossings, service entrances and park gateways. Then map the destinations people need to reach, including accessible building entrances, toilets, play areas, picnic and camping facilities, trailheads, viewing areas, beaches, fishing piers, boating facilities, shelters and points of interest.

For each destination, identify the accessible element itself and the route needed to reach it. A compliant picnic table that sits beyond an inaccessible grade change is not an accessible facility in practical use. Likewise, a viewing platform needs a route from the arrival point and enough usable space at the feature, not just a sign indicating its location.

2. Classify every path by purpose

Use the route’s function rather than the material or name on a plan. Ask:

  • Is this segment primarily moving pedestrians between a roadway and a facility?
  • Is it primarily a recreational experience?
  • Does it serve bicycles or other permitted users as well as pedestrians?
  • Is it connecting features within a picnic area, camping area, viewing area or trailhead?
  • Is it the site accessible route required to connect arrival points to accessible entrances and facilities?

Where a segment serves more than one function, document the controlling requirements and design for the users who must share it. Do not call a transportation sidewalk a trail simply because it passes through vegetation, or call a recreational trail an accessible route merely because it reaches one accessible feature.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Select alignment, surface, width and grade together

Alignment determines whether a route can meet slope limits, provide rests, drain properly and avoid unnecessary detours. Set the horizontal and vertical geometry before selecting paving details. For outdoor routes, account for roots, erosion, freeze-thaw movement, stormwater, maintenance vehicles and the effect of expected weather on the finished surface.

4. Connect the accessible facilities that visitors are offered

At a trailhead, the route should link the arrival point, the trail starting point and accessible elements at the trailhead. At a picnic or camping facility, it should connect the arrival point to the accessible units, shared use areas and other elements covered by the applicable requirements. Locate ORARs with general circulation paths rather than hiding them on a separate, inferior alignment.

5. Apply scoping at each facility and feature type

Calculate the required number of accessible units or features by facility and type. Do not apply one park-wide percentage to every element. Picnic-unit scoping differs from the scoping for constructed features at trailheads, along trails and in viewing areas.

6. Review constructability, maintenance and legal applicability

Before issuing drawings, walk the proposed route in plan and profile. Check drainage, transitions, edge conditions, passing locations, rest intervals, maintenance access and the route’s connection to every listed destination. Then have the project’s accessibility professional or authority confirm the legal standard and any exception.

Technical criteria for federal outdoor-area trails

The following figures come from the Access Board’s federal outdoor-area trail guidance. Use them as ABA criteria for covered federal outdoor developed areas, or as guidance only where another authority has not adopted them. They are not automatically binding ADA trail requirements for a local or state park.

Item Criterion described by the Access Board Design implication
Clear tread width Minimum 36 inches. Widen where visitor volumes, mobility-device passing, side-by-side travel, maintenance or emergency access require more space.
Running slope up to 1:20 Permitted for any length. Even gentle grades must still drain and remain usable after weather and maintenance.
Running slope steeper than 1:20 through 1:12 Maximum segment length 200 feet. Provide the required resting interval and verify the total-length limitation below.
Running slope steeper than 1:12 through 1:10 Maximum segment length 30 feet. Use only where the site and governing standard allow it.
Running slope steeper than 1:10 through 1:8 Maximum segment length 10 feet. No segment may exceed 1:8.
Total trail length above 1:12 No more than 30 percent of total trail length. Test the entire trail, not only its steepest portion.
Resting intervals Required when running slope exceeds 1:20. Locate rests where users can stop safely without blocking the route; design their size and features under the applicable standard.

Do not treat these numbers as permission to make every route steep. First test a longer, gentler alignment, switchbacks, grading changes or a different destination connection. The outdoor guide allows specified exceptions for difficult natural conditions, but designers should exhaust other options first and comply to the extent practicable when an exception applies.

Surface design: firm and stable is a performance requirement

For trails and ORARs covered by the cited outdoor provisions, the surface must be firm and stable. “Firm” means it resists deformation from indentations. “Stable” means it remains intact under expected weather and ordinary use between planned maintenance cycles.

Material selection is site-specific. The guide identifies compacted soil, crushed stone, fine crusher rejects and soil stabilizers as materials that may work in some settings. It does not declare any one material acceptable everywhere. A surface that performs well on a dry, level site may rut, migrate or become slippery on a wet slope.

  • resistance to indentation from mobility devices, bicycles and maintenance equipment;
  • stability after rain, snow, freeze-thaw cycles and seasonal saturation;
  • drainage and the risk of loose material moving downhill;
  • compatibility with the park’s level of development and landscape character;
  • availability of replacement material and equipment for routine maintenance; and
  • the interval between maintenance visits and the consequences of surface failure.

Concrete or asphalt may be appropriate in a highly developed corridor, but neither is the only possible solution. Conversely, describing a natural material as accessible without demonstrating firm, stable performance is not enough.

Designing ORARs at picnic areas, campsites, viewing areas and trailheads

An ORAR has a limited purpose: connecting accessible elements and spaces within picnic and camping facilities, viewing areas and trailheads. It is not a universal substitute for an accessible route elsewhere in the park.

The outdoor guide describes a minimum 36-inch clear width and a firm, stable surface for an ORAR. Where two mobility-device users need to pass, the guide identifies at least 60 inches as necessary. If passing cannot occur continuously, provide wider sections or passing spaces that suit the route’s expected use and document their locations.

At a trailhead, plan the complete sequence: arrival point, information or orientation feature, toilet or shelter where provided, trail starting point and any other accessible constructed feature. At a viewing area, connect the arrival route to the viewing position without forcing a visitor to use a service or back-of-house path. At a picnic or camping area, connect the accessible units to shared amenities and ensure that the route does not terminate at a curb, soft shoulder or drainage channel.

Picnic and camping unit scoping

The ABA picnic-unit provision in the Access Board’s ABA Standards uses the number of units at the facility:

Picnic units at the facility Units with required mobility features Planning note
One or two Every unit. Both units, if two are provided, must be treated as accessible units under the applicable provision.
More than two At least 20 percent, and no fewer than two. Round up to the next whole unit when calculating 20 percent; verify the adopted rule if another jurisdictional standard governs.

Accessible units should offer choices comparable to those available to other visitors and be integrated among the general units. Do not place every mobility-feature table at the edge of the facility, beside a service road or at the least desirable location. Distribute choices by shade, views, proximity to play areas, water access, shelters and other amenities when those choices are offered to everyone else.

Count the route to the unit as part of the design. A table may have the required clear floor or ground space yet remain unusable if the connecting path is too soft, narrow, steep or obstructed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Constructed features at trailheads, along trails and in viewing areas

At each applicable trailhead, along each trail and in each viewing area, the outdoor guidance generally calls for at least 20 percent—but no fewer than one—of each type of outdoor constructed feature to meet the relevant technical criteria. Calculate by feature type and location. A single accessible bench, for example, does not make an entire viewing area accessible if the route cannot reach the bench or if other offered features remain unusable.

Keep three separate questions in the drawings and specifications:

  1. How many features of this type are provided at this location?
  2. Which features must meet the technical criteria, based on the applicable scoping rule?
  3. How does the route connect those features to arrival points and other accessible elements?

Picnic units and shared public-use areas have related but distinct requirements. Do not count a picnic table toward the percentage for another feature type, and do not use the constructed-feature percentage as a substitute for a connected accessible route.

Make the route usable in the field

Plan for passing and pause points

A 36-inch minimum may be adequate for a low-volume trail segment but not for two mobility-device users, a mobility device and a pedestrian, or a shared-use path with frequent bicycles. Use the route’s expected traffic, sight distance and operating conditions to decide where additional width is needed. On ORARs, the guide identifies 60 inches for two mobility-device users to pass.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Coordinate drainage and edge conditions

Keep water from concentrating on the tread or washing loose material across it. Detail transitions at pavement changes, bridge approaches, culverts, thresholds and retaining edges. Inspect the route after significant rain and seasonal weather, not only immediately after construction.

Design resting locations as part of the route

Where the applicable trail criteria require resting intervals because the running slope exceeds 1:20, show each interval on the plans. Place it where a person can stop without standing in the travel path or on a steep crossfall, and connect it to the route without a lip or soft shoulder. Confirm the required dimensions and features under the standard governing the project.

Coordinate signs and orientation

Wayfinding should identify accessible routes, trailheads, facilities and alternate routes before a visitor commits to a difficult segment. Signs do not cure an inaccessible route, but clear orientation can prevent a visitor from being directed onto a dead end or a path that does not serve the promised feature.

Common design failures and how to correct them

Calling every outdoor path an accessible trail

Why it fails: route purpose controls the standard, and a site route connecting facilities is not automatically a recreational trail.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: classify each segment, identify the destinations it must connect and apply the corresponding accessible-route, sidewalk, shared-use, trail or ORAR criteria.

Using ABA trail numbers as universal ADA law

Why it fails: the Access Board says the federal outdoor trail provisions are not in DOJ’s 2010 ADA Standards and have no legal effect on state and local governments or private entities covered by DOJ regulations.

Correction: identify the project’s legal authority and adopted code. Present ABA figures as binding only where the ABA applies, or as guidance where it does not.

Substituting an ORAR for an accessible route

Why it fails: ORARs are limited to picnic and camping facilities, viewing areas and trailheads.

Providing accessible units without equivalent choices

Why it fails: concentrating all mobility-feature picnic units in one inferior location limits the choices offered to visitors.

Correction: integrate and distribute units so users can choose among comparable settings and amenities.

Specifying a material without a performance test

Why it fails: natural materials can be firm and stable in one location and deform or migrate in another.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Correction: evaluate weather, drainage, expected wear and maintenance intervals, then specify installation and maintenance requirements that preserve performance.

Counting percentages park-wide

Why it fails: picnic-unit scoping and constructed-feature scoping are calculated by different facility and feature groupings.

Correction: prepare a location-by-location schedule showing the total, required accessible number and route connection for each feature type.

  • Arrival points and all destinations are mapped and named.
  • Every path segment has a documented purpose and route classification.
  • The governing ADA, ABA, state, local and project-specific requirements are identified.
  • Accessible routes connect arrival points to entrances and the facilities they serve.
  • Trail and ORAR widths, grades, resting intervals and passing needs are checked against the applicable criteria.
  • Surface specifications address firmness, stability, drainage, weather and maintenance.
  • Picnic and camping units are counted by facility, with the required mobility-feature units distributed among comparable choices.
  • Constructed features are counted by type and location, with at least the applicable percentage and minimum number provided.
  • Transitions, culverts, bridges, edges, signs and route junctions are inspected in the field.
  • Any exception is supported by documented site conditions, alternatives considered and the extent of compliance that remains practicable.
  • Operations staff receive a maintenance plan for keeping surfaces, grades, clear widths and resting areas usable.

Document exceptions and maintain the result

Outdoor terrain can make a specified exception relevant under the applicable ABA provision, but an exception should be the conclusion of a design analysis, not the starting point. Record the natural condition, alternatives evaluated, why they were not practicable and which portions of the criterion will still be met.

After opening, inspect the routes on a schedule tied to weather and use. Look for rutting, loose aggregate, root heave, erosion, ponding, settlement, vegetation narrowing the clear width and damaged edge protection. A route that met the drawing at substantial completion can lose firm, stable performance or clear width through ordinary wear. Maintenance records should identify the location, defect, corrective action and date restored.

The most defensible park design is therefore both a legal analysis and a functioning network: the right route type, the right standard, a connected sequence from arrival to destination, and maintenance that preserves the conditions visitors were promised.
