How to Create Temporary Signs That Guide Customers Around Roadwork

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep customers from guessing by building one continuous, signed route from every approach to the entrance that remains open. Warn drivers before they reach the work area, point to the detour or usable driveway at every decision, repeat the direction after each turn, provide an accessible pedestrian route, and finish with a sign confirming they have arrived. Coordinate the layout with the agency controlling the road and the project’s approved temporary traffic-control plan before placing any sign.

The Federal Highway Administration’s Manual on Uniform Traffic Control Devices (MUTCD) is the U.S. baseline for traffic-control devices on public roads and site roadways open to public travel. Your state, county, city, or project permit may adopt a newer or stricter provision, so the authority having jurisdiction (AHJ) and the contractor’s traffic-control plan determine what may be installed.

Start with the customer route, not the sign order

A sign works only when it answers the next question a road user has. Before buying materials, trace the route a first-time visitor would take from each direction of travel to the open customer entrance. Include side streets, crossroads, major driveways, parking-lot entrances, sidewalks, crossings, bicycle approaches, delivery conflicts, and any place where construction changes sight distance.

Map every decision point

Mark the first point at which a driver must slow, turn, choose between driveways, or decide whether the business is still accessible. A decision point can be several hundred feet before the property, at a blocked driveway, inside a parking lot, or immediately after a turn where the original entrance disappears from view. Pedestrians and bicyclists need their own decision points when a sidewalk or bikeway shifts.

Draw one uninterrupted path

On a simple plan, draw an arrowed line from each approach to the open entrance. Every change in direction needs a directional sign, and every confusing segment needs a repeater after the turn. If two approaches merge, show where the messages can be combined; if they remain separate, give each approach its own advance warning. The finished route should never require a customer to infer that a driveway is open.

Separate official control from reassurance

Warning, regulatory, and detour messages required by the road authority take priority. A business message such as “BUSINESS OPEN” or “CUSTOMER ENTRANCE” can reassure customers, but it must not cover, imitate, or compete with an official sign. Have the AHJ review the proposed wording, locations, colors, and supports.

Use the MUTCD messages for the right job

The MUTCD treats guide signs in temporary traffic-control (TTC) zones as tools for temporary route changes, directional and street-name information, and special guidance related to the work. If additional temporary guide signs are used in a TTC zone, the MUTCD 11th Edition says they “shall have a black legend and border on an orange background.” Use that standard for temporary guide signs unless the AHJ’s adopted edition or project plan specifies otherwise.

ROAD WORK (W20-1)

ROAD WORK (W20-1) is a general advance warning of an obstruction or restriction. Place it before the work space or detour far enough upstream for an approaching road user to see it, understand it, reduce speed, and reach the next instruction safely. It warns that conditions have changed; it does not, by itself, tell a customer which driveway to use.

DETOUR (W20-2)

DETOUR (W20-2) provides advance notice that the normal route is closed or diverted. Use the approved detour message where the public route actually changes. Pair it with directional information that leads to the open entrance rather than relying on a business sign to substitute for an official detour.

Advance warning at crossroads and major driveways

When traffic can enter the affected area from a crossroad or a major driveway, the MUTCD calls for advance warning at that approach. A driver who never saw the first ROAD WORK sign still needs enough notice to choose the correct path. Check each side street, shopping-center access, service road, and large shared driveway separately.

Stage Primary road user Message role Typical wording What it must accomplish
Approach warning Drivers, bicyclists Warn ROAD WORK AHEAD Alerts users before the work area or first changed condition.
Approach-specific warning Drivers entering from a crossroad or major driveway Warn ROAD WORK AHEAD or the jurisdiction-approved equivalent Reaches users who missed the main approach sign.
Decision sign Drivers Direct BUSINESS OPEN → or CUSTOMER ENTRANCE → Identifies the turn or driveway to take.
Official detour sign All road users Divert DETOUR (W20-2) with approved arrows or route information Explains that the usual route is closed or shifted.
Repeater Drivers, pedestrians, bicyclists Reassure and direct CUSTOMER ENTRANCE → Confirms the route after a turn, bend, or confusing driveway.
Pedestrian or bicycle detour Pedestrians, bicyclists Direct PEDESTRIAN DETOUR or BICYCLE DETOUR with an accessible route Keeps the non-motorized route legible and separate from vehicle instructions.
Entrance confirmation Drivers and pedestrians Confirm CUSTOMER ENTRANCE or BUSINESS OPEN Signals that the visitor has reached the usable entrance.

1. Warn before the first choice

Install the approach warning before a driver reaches the first point where roadwork could affect a decision. “ROAD WORK AHEAD” or the AHJ-approved equivalent should be visible early enough for a driver to process the warning without an abrupt maneuver. If the work is on a side street or driveway, the warning belongs on that approach as well.

2. Mark the correct turn

At each decision point, use one short message and one unmistakable arrow. “BUSINESS OPEN →” works when the business name is already visible; “CUSTOMER ENTRANCE →” is clearer when several businesses share a site. Avoid putting multiple arrows, destinations, phone numbers, or paragraphs on one temporary panel.

3. Direct the detour

Where the normal access route is closed, use the official DETOUR message and the route information required by the TTC plan. A business arrow can supplement that instruction only when it does not conflict with the official route. If the detour uses several public turns, continue the official sequence until the customer reaches the property.

4. Repeat after every loss of sight

Place a repeater after a turn, a sharp curve, a long block, a confusing driveway, or a point where construction screens the entrance. A driver should not have to remember an earlier arrow while scanning for an unfamiliar opening. Repetition is especially important at night, in rain, and where construction equipment changes the visual background.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Confirm the entrance

At the open driveway or pedestrian entry, use “CUSTOMER ENTRANCE” or “BUSINESS OPEN.” Orient the sign to arriving users, not to traffic leaving the property. This final confirmation prevents a visitor from continuing past an entrance that is open but looks different from normal.

Write temporary messages that can be read quickly

Use one idea per sign

A temporary sign competes with moving traffic, barriers, equipment, and other official devices. Put the action first: BUSINESS OPEN, CUSTOMER ENTRANCE, or DETOUR. Add the arrow that identifies the immediate movement. If a destination name is necessary, keep it brief and use the wording approved in the traffic-control plan.

Make contrast and direction unambiguous

Follow the MUTCD color requirement for additional temporary guide signs: black legend and border on an orange background. Use a high-contrast face, generous spacing, and a large arrow with a clear point. Do not rotate a rectangular panel diagonally to imply direction, and do not let logos or decorative graphics reduce the legibility of the message.

Match the sign to the road-user group

  • Drivers: Need advance notice, a single turn instruction, and a confirmation at the driveway.
  • Pedestrians: Need a continuous, obvious route that does not send them into moving traffic or an unmarked crossing.
  • Bicyclists: Need direction through any shifted or closed bikeway and enough width to avoid barriers and equipment.

When one location serves several groups, do not assume a driver-facing arrow explains a pedestrian detour. Provide the separate message and route treatment required for each group.

Place signs where people can see, understand, and act

Allow enough viewing and maneuvering time

Place each sign far enough upstream for an approaching road user to see it, read it, slow or turn, and still reach the intended entrance. The required distance depends on speed, roadway geometry, sight distance, sign size, and the AHJ’s plan. A sign hidden behind a parked vehicle, queue, tree, crane, or barrier is not functioning even if its nominal location is correct.

Use the seven-foot minimum where it applies

For roadside signs in business, commercial, or residential areas where parking or pedestrian movement is likely, the cited MUTCD provision sets a minimum mounting height of 7 feet from the bottom of the sign to the curb, or, without a curb, to the near edge of the traveled way. This figure comes from the Federal Highway Administration’s MUTCD 2009 Revision 3, Chapter 6F provision. Check the current jurisdiction’s adopted edition and project plans for a stricter height or a different measurement.

Keep the face aimed at approaching traffic

Set the sign perpendicular enough to the approach that its face is readable without glare or an extreme viewing angle. Use a walking and driving check from every approach. Repeat the check at night and in rain or glare; reflective sheeting can look bright while still reflecting a headlight beam away from the driver.

Protect the usable pedestrian width

Keep sign stands, sandbags, fencing, channelizers, and construction equipment out of the usable pedestrian path. Do not force a person into the roadway or into an unmarked crossing to get around a sign. If the original pedestrian facility was accessible, the temporary route should also be accessible, with a stable, continuous surface and a clear path around the work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Maintain an accessible pedestrian and bicycle detour

When a sidewalk or bikeway is closed or shifted, sign the change before a person reaches the closure, then continue the route at every turn. The temporary path should connect to the existing accessible route without an abrupt step, blocked curb ramp, narrow pinch point, or ambiguous crossing. Keep equipment outside the path and preserve the space needed for mobility devices.

Check the route from both directions

Walk the detour in the same direction a customer would travel and then walk it back. Look for a sign that faces only one direction, a barrier that hides the next arrow, a driveway that appears to be the pedestrian route, or a point where the path ends at a construction fence. Bicyclists need a comparable check for surface changes, channelizers, and merges with vehicle traffic.

Coordinate crossings before installation

Do not create a new crossing merely because it is convenient for sign placement. Use the crossing, curb-ramp, and separation treatment approved in the TTC plan. If the planned accessible route cannot be maintained, stop and obtain direction from the AHJ or project traffic-control professional before redirecting users.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Choose supports that stay upright and out of danger

Temporary signs need stable, crashworthy supports appropriate to their location and the approved work-zone setup. A lightweight panel that tips in wind, blocks a sight line, or becomes debris is not an acceptable solution. Keep bases outside the pedestrian clear width and away from the traveled way unless the plan specifically permits the placement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Inspect orientation and condition

  • Make sure the sign face points toward approaching traffic and has not rotated.
  • Check that the panel is upright, clean, readable, and not obscured by dust, mud, tape, or vegetation.
  • Verify that supports, ballast, fencing, and channelizers have not shifted into a lane, driveway, sidewalk, or curb ramp.
  • Replace damaged or faded faces instead of covering a critical word with an improvised patch.

Get approval before purchasing or placing signs

First identify the road owner and the permit or contract controlling the work. The city, county, state, toll-road operator, or private-site owner may have its own adopted MUTCD edition, standard drawings, sign sizes, mounting rules, approved wording, and inspection forms. A contractor’s traffic-control plan may also assign responsibility for each sign.

Prepare a review package

  1. Provide a plan showing property limits, work space, lanes, driveways, crossroads, sidewalks, bikeways, and the open entrance.
  2. Mark every warning, decision, detour, repeater, pedestrian, bicycle, and confirmation sign.
  3. List the proposed legend, arrow direction, sign size, mounting height, support type, and side of the approach.
  4. Explain how the route remains accessible and how signs will be removed or revised when the work phase changes.
  5. Obtain written approval or the permit direction required by the AHJ before ordering signs that cannot be used elsewhere.

Related materials commonly include temporary road work signs, temporary detour signs, pedestrian detour signs, portable sign stands, and work-zone channelizers. Verify the state or local agency’s adopted MUTCD and any permit or contractor requirements before purchase.

Assign inspection and change control

Temporary traffic control changes as excavation moves, lanes shift, barriers are reset, and driveways reopen. Assign one named person to check that the signs remain visible, upright, clean, correctly oriented, and consistent with the current phase. FHWA temporary-traffic-control guidance states: “Routine inspection and maintenance of traffic control elements should be performed both day and night.” It also calls for the agency and contractor to assign a person on each project with day-to-day responsibility for assuring that traffic-control elements operate effectively.

Use a practical inspection schedule

  • At installation: Drive and walk every approach in daylight, then repeat after dark.
  • After weather: Check after high wind, heavy rain, snow, flooding, or visibility-reducing conditions.
  • After construction changes: Inspect whenever a lane, driveway, sidewalk, barrier, or work limit moves.
  • During operations: Check at the intervals required by the permit or TTC plan and record corrections.
  • At phase completion: Remove, cover, or revise signs immediately when the detour or closure ends.

Prevent stale directions

A sign that was correct yesterday can send customers toward a closed driveway today. When the work phase changes, update every sign in the route, not only the panel nearest the work. Remove a covered sign from the driver’s decision field when the cover itself could be mistaken for a message, and never leave an arrow pointing toward a route that no longer exists.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Troubleshoot common access failures

Customers say they never saw the first sign

Check whether the sign is upstream of the first decision, visible from the correct lane, and unobstructed by parked vehicles or equipment. Add the required approach warning at a crossroad or major driveway if those users enter after the original sign.

Drivers turn correctly but stop at the next junction

The route needs a repeater after the turn or before the next choice. Use one clear arrow and the same destination wording as the previous sign so the driver recognizes the route.

The open driveway looks closed

Place an entrance-confirmation sign where it faces arriving traffic, remove conflicting barricades or stale signs, and coordinate any temporary pavement markings or cones with the TTC plan. “BUSINESS OPEN” should not contradict an official closure message.

Pedestrians walk into the work area

Inspect the route from the pedestrian’s eye level. Add advance closure and detour signs, maintain a continuous accessible path, and relocate stands, fencing, and equipment that narrow the usable width or create an unmarked crossing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Signs keep falling or turning

Use the support and ballast approved for the site, place the base outside the clear pedestrian path, and inspect after wind or impact. A larger panel or a different location may require approval because it can alter sight distance or roadside exposure.

Final field checklist

  • Every vehicle, pedestrian, and bicycle approach is identified.
  • ROAD WORK warning appears before the first affected decision point.
  • DETOUR is used where the normal route is actually closed or diverted.
  • Crossroads and major driveways receive advance warning when they feed the work area.
  • Each turn has one clear directional arrow, with repeaters where sight is lost.
  • Additional temporary guide signs use black legend and border on orange, as required by the applicable MUTCD provision.
  • The open entrance has a confirmation sign facing arriving customers.
  • Pedestrian and bicycle detours are continuous, signed, and accessible.
  • Roadside signs in pedestrian-prone business areas meet the applicable mounting-height rule, including the cited 7-foot minimum where that provision governs.
  • Supports are stable, crashworthy for their approved location, and outside usable pedestrian width.
  • The AHJ has approved the layout, wording, and phase-specific changes.
  • A named person inspects the route by day and night, after weather and construction changes, and removes stale signs immediately.
