How to Create an Apprenticeship Program for a Small Construction Business

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

To create a registered apprenticeship for a small construction business, start with the exact occupation, then choose whether to sponsor the program yourself or join an existing sponsor. Next, identify the correct federal or state registration agency and a provider for related technical instruction, write a training plan with supervised job learning and progressive wages, prepare standards, register the program, and only then recruit apprentices.

The U.S. Department of Labor (DOL) describes apprenticeship as a paid job that combines structured on-the-job learning and mentorship, supplemental education, progressive wage increases, industry-led standards, and a recognized credential. That structure gives a small contractor a way to develop workers while making expectations, supervision, and advancement explicit.

What a registered apprenticeship program includes

An apprenticeship is an employment and training system, not an unpaid tryout or informal job-shadowing arrangement. The apprentice is hired into a real job, receives wages, and advances through planned skill development. The program must connect the work performed on the job with instruction and a defined standard for competence.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

DOL identifies five core elements:

  • Paid employment with progressive wages: the apprentice earns wages while learning, with increases tied to progression through the program.
  • Structured on-the-job learning and mentorship: an experienced worker teaches and supervises the tasks in the training plan.
  • Supplemental education: related technical instruction reinforces the math, theory, code knowledge, safety concepts, and other knowledge needed for the occupation.
  • A recognized credential: successful completion leads to a credential recognized through the registered apprenticeship system.
  • Industry-led standards: the employer and its partners define the skills, work processes, instruction, supervision, and wage progression for the occupation.

Registration connects a sponsor with technical assistance and resources. It does not remove the employer’s responsibility to provide productive work, qualified supervision, accurate records, and a workable learning environment.

Step 1: Choose the construction occupation before writing a job description

Begin with the occupation the apprentice must become competent to perform, not with a broad label such as “construction helper.” A precise occupation determines the work processes, related instruction, expected progression, and credential that the program will use.

Use the DOL Occupation Finder

Search the DOL Occupation Finder for an existing approved occupation and training outline that matches the work your company actually performs. Compare the outline with your projects, tools, materials, and normal crew structure. If the outline does not reflect the work, do not force the mismatch merely because the title sounds familiar. Ask the registration agency whether another occupation is appropriate or whether an existing outline can be tailored.

Describe the work in observable skills

List the tasks an apprentice must eventually perform to the occupation’s standard. For a construction employer, that may include reading plans, setting out work, preparing and using tools, installing or assembling components, inspecting completed work, documenting results, and coordinating with other trades. The final list must come from the chosen occupation’s standard and your actual scope, rather than from a generic list copied from a different trade.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Questions to answer before moving on

  • Which approved occupation most closely matches the work performed by your crews?
  • Does the available training outline cover the equipment, materials, methods, and work environments your business uses?
  • Will one occupation serve the business, or are separate programs needed for materially different trades?
  • What evidence will show that the apprentice has demonstrated each skill?

Occupation selection is the first decision to confirm with the Office of Apprenticeship or the recognized State Apprenticeship Agency serving the work location. The correct agency can explain which occupations and standards it accepts.

Step 2: Decide whether to sponsor the program or join an existing one

A small construction company has two practical routes. It can create and sponsor its own program, or it can employ an apprentice through an existing sponsor. Existing sponsors may be employers, industry associations, labor-management organizations, consortia, or other intermediaries. In the second route, the apprentice works for your company while the sponsor handles the overall apprenticeship administration under its established framework.

Decision area Self-sponsored program Joining an existing sponsor
Administration Your business, or an entity you designate, maintains the standards, apprentice records, progress reviews, and communications with the registration agency. The sponsor provides the established administrative structure; your company must still provide the promised work, supervision, wages, and progress information.
Program design You can customize the training plan and operating procedures within the applicable registration requirements. You use the sponsor’s approved framework and request changes through its process.
Technical instruction You coordinate directly with a college, occupational school, or other educator and fit instruction to your plan. The sponsor may already have an education partner and schedule, but you must confirm that it works for your location and crew.
Employer workload More responsibility for drafting, registration, monitoring, and reporting. Less program administration, but less control over the framework and calendar.
Best fit A company with a designated program administrator, stable work processes, and a reason to control the full training model. A small company that wants apprentices quickly, has limited administrative capacity, or can use a local industry or labor-management program.

Contact existing sponsors and local intermediaries early, even if you are considering self-sponsorship. They can show how administration is shared, what work and instruction they require, and whether their occupation framework fits your company. Ask who employs the apprentice, who records progress, who schedules instruction, and who is responsible for notifying the registration agency about changes.

Step 3: Identify the registration agency and training partners

Registration is location-dependent. Depending on the state and occupation, the program may be registered and overseen by DOL’s Office of Apprenticeship or by a recognized State Apprenticeship Agency. State agencies can use different documents, portals, review steps, and standards. Do not assume that a process used in one state applies in another.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Contact the right office

Tell the Office of Apprenticeship or State Apprenticeship Agency where the apprentice will work, which occupation you are considering, whether you plan to sponsor or join another sponsor, and whether you already have a training provider. Ask for the current standards, forms, submission method, review requirements, and any state-specific orientation or consultation.

Find a related technical instruction provider

Related technical instruction can be delivered by a community college, technical or occupational school, or another education partner accepted for the occupation and program. The provider’s schedule must work with the apprentice’s employment and the training plan. Ask about delivery format, class location, calendar, enrollment requirements, attendance records, instructor qualifications, and how the provider reports completion to the sponsor.

Apprenticeship offices can help identify providers and explain possible funding sources. Workforce development boards may also be a local partner. Confirm current service areas, eligibility rules, referral arrangements, and funding availability directly with the applicable agency or provider.

Make the employer’s capacity explicit

Before committing to a start date, identify the person who will act as the day-to-day mentor, the person who will maintain records, and the person who will communicate with the sponsor or agency. A small company can assign these roles to one person, but the responsibilities must still be clear and covered when that person is absent.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 4: Design a training plan that connects work, instruction, and wages

The training plan is the operating map for the apprenticeship. DOL says an employer may use an existing training outline, tailor one, or develop its own. The plan should map the occupation’s required skills to actual work tasks, related instruction, supervision, evidence of progress, and wage progression.

Map the on-the-job learning

Break the occupation into work processes and observable competencies. For each process, specify:

  • the task or skill to be learned;
  • the tools, materials, drawings, equipment, or systems involved;
  • who will teach and supervise the work;
  • how the apprentice will practice safely under supervision;
  • what evidence will show that the apprentice can perform the task to the required standard; and
  • how progress will be recorded and reviewed.

Use progressive responsibility. An apprentice may begin by observing demonstrations and performing limited tasks under close supervision, then move to more complex work as competence is demonstrated. The plan should make clear which tasks require direct oversight and which can be performed with routine supervision after sign-off.

Assign mentors who can teach, not merely supervise

Choose experienced workers who understand the occupation and can explain the reasons behind a method, identify errors, and give usable feedback. Tell mentors what they are expected to teach, how to document progress, and when to escalate a concern. Mentorship is a planned part of the program, not an assumption that the newest worker will learn by being placed near a senior employee.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Schedule related technical instruction

Coordinate classroom, laboratory, or other supplemental instruction with the educator and sponsor. The instruction should reinforce the occupation’s work processes rather than operate as an unrelated course. Align lessons with the stage of on-the-job learning so that the apprentice can apply concepts on the job and bring job questions back to the educator.

Set a defensible wage progression

Define how wages increase as the apprentice demonstrates skill and productivity. The progression should be written into the standards and applied consistently. Tie each advancement point to documented progress in the training plan, not to an arbitrary date alone. Confirm the wage structure with the registration agency and make sure payroll and supervisors can apply it accurately.

Choose the credential and completion evidence

State what the apprentice must complete to earn the recognized credential: the required work processes, related instruction, demonstrations, evaluations, and administrative records. The sponsor and registration agency can explain the credentialing requirements for the selected occupation.

Step 5: Prepare standards and register the program

Registration readiness begins with three questions identified by DOL: Have you chosen an occupation? Have you developed a training plan? Have you identified a related technical instruction provider? If any answer is no, the standards are not ready for submission.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Draft the standards

DOL’s Standards Builder generates draft apprenticeship standards for review. Use the selected occupation and training outline as the foundation, then enter the sponsor information, work processes, instruction, supervision, wage progression, completion requirements, and other provisions required by the applicable agency. If you are joining an existing sponsor, that sponsor’s approved standards govern the program; ask what employer-specific information it needs from you.

Review the standards for operational accuracy

Before submitting, have the mentor, operations manager, payroll contact, and instruction provider read the standards. Check that:

  • the work processes match projects the company can realistically provide;
  • the mentor has enough access to the apprentice to teach and evaluate;
  • the instruction schedule does not conflict with normal work assignments;
  • the wage progression can be administered through payroll;
  • the records named in the standards can actually be maintained; and
  • the completion requirements are measurable and understood by the apprentice.

Submit through the applicable agency

Submit the standards and required supporting information through the Office of Apprenticeship or State Apprenticeship Agency serving the location. The agency may request revisions, additional documentation, or clarification. State systems and documents can differ, so use the current instructions supplied by the agency rather than a form from another jurisdiction.

Do not advertise a registered program or promise a registration date before the agency confirms acceptance. The review period depends on the agency, occupation, completeness of the submission, and any required revisions; no single federal timeline applies to every small employer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 6: Recruit, hire, and launch the first apprentice

Recruit against the occupation and standards

Describe the job as paid employment with a structured training path. Explain the occupation, expected work, related instruction, supervision, wage progression, attendance obligations, and credential. Avoid presenting the apprenticeship as unpaid observation or as a guarantee of advancement without demonstrated progress.

Complete enrollment and orientation

Give the apprentice the standards, training plan, wage progression, work schedule, mentor assignment, instruction schedule, and method for raising questions or reporting a problem. Explain who the employer is, who the sponsor is if they are different, and which office oversees registration. Confirm that the apprentice knows how progress will be reviewed and recorded.

Start with a documented baseline

Record the apprentice’s prior experience and the skills already demonstrated, using the process allowed by the sponsor and registration agency. The mentor can then assign initial tasks without treating the apprentice as either fully trained or entirely inexperienced. Keep the baseline separate from later progress evaluations so the record shows what was learned during the program.

Run a regular progress cycle

Use a consistent cycle of assignment, supervised practice, observation, feedback, documentation, and next-task planning. The mentor records completed work processes and identifies gaps; the program administrator checks that instruction, wages, and records remain aligned. If the apprentice changes crews or projects, transfer the training record so progress is not lost.

Coordinate with the sponsor and educator

Report progress, attendance, concerns, and changes in employment status through the sponsor’s process. Keep the educator informed when job assignments or schedules affect related instruction. Early communication is especially important when the company lacks a task needed for the next stage of the plan; the sponsor may be able to arrange another worksite or explain an approved alternative.

How to manage the program after registration

Maintain one current training record

Use a record that shows the occupation, work process, date of instruction or job exposure, mentor or evaluator, result, and next action. Whether the system is electronic or paper, the sponsor and agency must be able to understand what the apprentice has completed. Keep wage changes and related instruction records aligned with the same progression points.

Protect the learning opportunity on active jobs

Project managers should know which tasks are training opportunities and which require a qualified worker to perform the work. Do not let schedule pressure turn every apprentice assignment into unsupervised production. Conversely, do not leave an apprentice permanently on low-skill tasks that do not advance the occupation’s work processes.

Review the plan when the business changes

New equipment, different project types, a change in instruction provider, or a new work location may affect the training plan. Ask the sponsor or registration agency whether an amendment, updated outline, or notification is required before changing the program. Keep the approved standards current instead of allowing field practice to drift away from them.

Use a small-business governance routine

A practical routine is a short mentor check after each significant work process, a monthly administrative review of progress and wages, and a scheduled coordination point with the educator and sponsor. The exact frequency may be set by the sponsor or agency; the purpose is to catch missing instruction, stalled progression, or record errors while they are still easy to correct.

Funding, tuition, and other support

Registration itself does not establish one nationwide incentive package. DOL directs employers to check grants, tax credits, tuition support, and other resources available in the applicable location and current funding cycle. Eligibility, application deadlines, allowable costs, and whether funds flow through a sponsor, education provider, or workforce board can change.

Ask the registration agency, workforce development board, sponsor, and instruction provider:

  • which current funding opportunities cover related technical instruction or supportive services;
  • whether a small employer or only a sponsor is eligible to apply;
  • what apprentice, employer, occupation, or location requirements apply;
  • which costs are reimbursable and what records are required; and
  • whether funds are available for the current cycle rather than merely authorized in principle.

Do not build the wage or instruction budget around a grant, credit, or tuition award until the responsible agency confirms eligibility and timing in writing.

Common failure points and how to correct them

The occupation is too broad

Symptom: supervisors cannot agree on what the apprentice should learn or when the apprentice is ready to advance.

Correction: return to the DOL Occupation Finder and the approved training outline. Select the occupation that matches the actual work, then rewrite tasks as observable work processes.

The company accepts more administration than it can handle

Symptom: standards, progress records, wage changes, or agency communications are late or inconsistent.

Correction: assign a named administrator with protected time, or discuss joining an existing sponsor or intermediary. A smaller administrative burden is often worth giving up some control over the program framework.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Instruction is technically available but practically inaccessible

Symptom: the provider’s class location, calendar, or format conflicts with the apprentice’s work.

Correction: ask the sponsor, agency, and provider about another schedule, delivery format, or education partner before enrolling the apprentice. Document the arrangement in the training plan.

Wage progression is not connected to demonstrated skill

Symptom: payroll and supervisors use different criteria for increases, creating disputes or stalled advancement.

Correction: define the evidence for each progression point, train mentors to record it, and have the program administrator reconcile the record with payroll.

The company cannot provide every planned task

Symptom: a project mix leaves a required work process unpracticed.

Correction: notify the sponsor or registration agency early. An existing sponsor, consortium, or intermediary may coordinate exposure with another employer or an approved training setting; do not silently delete the requirement.

The employer assumes one state’s process applies everywhere

Symptom: a familiar form, portal, or standard is rejected by the agency serving the work location.

Correction: confirm whether the Office of Apprenticeship or State Apprenticeship Agency has jurisdiction and use that agency’s current documents and instructions.

A decision checklist for a small construction employer

Use this checklist before asking an agency to review standards:

  1. Identify the exact construction occupation and compare it with the DOL Occupation Finder and available training outline.
  2. Decide whether your company can administer a sponsor program or should join an existing sponsor, consortium, association, labor-management organization, or intermediary.
  3. Contact the Office of Apprenticeship or recognized State Apprenticeship Agency serving the work location.
  4. Identify a related technical instruction provider and confirm schedule, format, attendance, and reporting.
  5. Name the mentor, program administrator, payroll contact, and backup for each role.
  6. Map work processes, supervised practice, evaluations, related instruction, wage progression, and credential requirements.
  7. Use the Standards Builder or the existing sponsor’s process to prepare the standards.
  8. Review the draft for realistic work opportunities, measurable progress, workable instruction, and accurate payroll treatment.
  9. Submit through the applicable agency and answer revision requests before recruiting under the registered standards.
  10. After approval, orient the apprentice, maintain one progress record, coordinate with the educator and sponsor, and verify local funding options separately.

The strongest small-business program is not the one with the most elaborate paperwork. It is the one whose occupation, work assignments, mentor capacity, instruction schedule, wage progression, and registration standards all describe the same job and can be operated consistently on real construction projects.
