The cheapest supermarket is the one that gives you an acceptable basket at the lowest all-in cost—not necessarily the lowest shelf-price total. Build a fixed basket, match products by brand and pack size, use unit prices when packs differ, verify promotion and loyalty conditions, check that the range meets your needs, and add the cost of reaching the store or receiving the order.
Because prices, stock, promotions, fares and fuel costs change, label every comparison with its date, geography, branches or delivery area, basket definition and access assumptions. A local result is a decision for that trip, not a permanent national ranking.

What a fair supermarket comparison measures
A useful comparison keeps six separate questions visible:
- Basket total: What would the items you actually buy cost at each retailer?
- Unit value: When packs differ, which comparable product costs less per kilogram, litre or item?
- Range coverage: Does the store carry the brands, categories, dietary products and formats you require?
- Promotion conditions: Is the displayed price available to you, and does it depend on a loyalty account, a minimum quantity or a limited date?
- Access cost: What will fuel, parking, public-transport fares, delivery charges or an online minimum order add?
- Time and convenience: How long does the trip or delivery take, and can you combine it with another journey?
Do not compress these into an unexplained single winner. A retailer can have a low merchandise total but fail to stock a medically necessary product, require an expensive journey or offer a discount that you cannot claim.

Step 1: Define a basket that represents your household
Use actual quantities and buying frequency
Start with one week or one month of normal purchases, not a generic list of popular groceries. Write the product description, brand or acceptable own-label standard, pack size, quantity and any non-negotiable requirement. Include household and personal-care items if they are part of the trip you are comparing.
- Record the exact quantity you normally use, such as two packs rather than “pasta”.
- Separate fresh, chilled, frozen and ambient formats when the format affects quality or storage.
- Mark dietary, allergy, religious, medical or ethical requirements as mandatory.
- Identify items for which a particular brand, grade, strength or ingredient list matters.
- Decide in advance which substitutions are acceptable. This prevents a cheap but unsuitable replacement from improving one store’s result.
Choose stores you can realistically use
List nearby branches, stores on a regular route and online services that deliver to your address. A distant branch should not be compared as though access were free. Note the branch postcode or delivery area, opening constraints that affect your trip, and whether the retailer’s online assortment differs from its in-store range.
Fix the comparison date
Write the date and time of the check. Grocery prices, promotional end dates, stock and delivery slots are volatile. Record the country, town or postcode, branch identifiers and the online delivery postcode so another person can understand exactly what the result represents.
Step 2: Capture every price and its conditions
- Record the shelf or online price. Capture the product name, brand, pack size and price shown to the shopper.
- Record the unit price. Copy the displayed price per kilogram, litre, metre or item where available. Keep the unit exactly as displayed.
- Describe the offer. Note whether it is a multi-buy, temporary reduction, coupon, app-only offer or member price, and any quantity limit.
- Check eligibility. State whether a loyalty account, digital coupon, delivery subscription or other condition is required.
- Log stock status. Mark an item as available, unavailable, or available only as a substitute. Do not silently remove an out-of-stock product from one basket.
- Save evidence for the date. A dated receipt, screenshot or written shelf note makes later changes explainable. Do not present it as a current price after the promotion or availability has changed.
For a delivery order, record the delivery fee, the minimum basket value, any small-order or peak-slot charge and whether a membership is needed to remove a fee. Include unavoidable charges in the same comparison rather than treating them as unrelated.
Step 3: Match like with like before comparing totals
Exact matches come first
For branded goods, match the same brand, product variant and pack size whenever possible. A 500 g pack is not an exact match for a 750 g pack, even if the label appears similar. Check flavour, strength, count, preparation state and storage format as well as the headline product name.
Normalize different sizes with unit prices
When exact packs are unavailable, compare price per common unit. The calculation is:
unit price = package price ÷ quantity in the package

The UK Competition and Markets Authority (CMA) says, “Comparing unit prices can help you choose the best value product.” Its consumer guidance was published on 16 July 2015: CMA unit-pricing information for consumers. The CMA’s example also shows why size alone is a poor shortcut: its largest orange-juice pack had the highest unit price.
Unit prices can expose differences between pack sizes, formats, promotions and loose versus prepacked produce. A 2024 CMA analysis found inconsistencies in unit-price display and cautioned that assumptions about which products are cheapest per unit can be wrong. Read the unit, denominator and product description rather than relying on the largest-looking saving: CMA summary of consumer research and unit-pricing analysis.
Label substitutions instead of disguising them
If the exact item is missing, record the substitute on a separate line. Describe differences in ingredients, grade, size, format, pack count, quality or dietary suitability. A lower-priced substitute belongs in an “acceptable alternative” result, not in the exact-match total. If no substitute meets a mandatory requirement, mark the basket as incomplete for that retailer.
Step 4: Handle promotions and loyalty prices carefully
Use the price the reader can actually claim
Calculate two figures when relevant: the ordinary price available to anyone and the final price available to the shopper after meeting stated loyalty or coupon conditions. State which figure is used in the headline basket total. A discount that requires an account, app activation, minimum quantity or specific payment method is not a universal price.
Compare the same product and size across stores. Retailers may use different pack sizes for an apparently identical item, making the promotional sticker misleading unless you check the unit price and contents.
What the CMA loyalty review found
In the CMA’s review sample of 429 branded products, 61 products—14% of that sample—had a cheapest price across the retailers that did not include a loyalty price. This is a result for that sample and review period, not a current market-wide proportion. See the CMA review of loyalty pricing in the groceries sector.
Use that finding as a reason to check both member and non-member prices, not as evidence that loyalty prices are generally poor or generally superior. Eligibility and terms determine the result for your basket.

- Check whether a multi-buy requires buying more units than you need.
- Record a per-customer limit and apply it to the quantity in your basket.
- Confirm whether the reduction applies at checkout, through a digital coupon or only in a particular branch.
- Compare the final payable amount, not a headline “was” price whose reference period is unclear.
Step 5: Test whether each product range fits your needs
There is no established universal ranking of supermarket ranges. Availability varies by branch, region, season and online delivery area, so treat range as a reader-specific check.

Build a coverage list
For each required item or category, record whether the retailer has:
- the exact brand and pack size;
- an own-label version that meets your ingredient, grade and quality requirements;
- a suitable dietary, allergen-free or specialist alternative;
- the required fresh-food specification, such as cut, ripeness or grade; and
- enough stock to complete the planned quantity.
Count only acceptable products. A broad catalogue is not useful if the branch lacks the items you need or the available alternatives violate a dietary requirement. Keep “exact match”, “acceptable substitute” and “unavailable” as separate statuses so range and price results cannot be confused.
Check branch and online differences
An online search may show products that are unavailable at the selected branch, while a small local store may carry fewer lines than a larger branch. Use the specific branch or delivery area in your notes and recheck high-risk items close to the shopping time.

Step 6: Add the real cost of reaching the store
Car trips
Calculate the incremental cost of the shopping trip rather than automatically charging the household for every vehicle expense:
access cost = additional fuel + parking + tolls or charges
Use the actual route distance, your vehicle’s measured or rated fuel consumption and the current local fuel price. If the trip is combined with work, school or another errand, explain how you allocated the shared cost. You can report the full route cost and the incremental shopping portion separately when allocation is subjective.
Public transport, walking and cycling
Record fares, zones, transfers and any connection needed to carry the planned shopping. Walking or cycling may have no monetary fare but still impose time, load or weather constraints; report those practical limits rather than assigning an invented price.

Access can change which offers are available
The CMA’s 2024 cost-of-living update notes that some discounters do not offer online shopping and that the need to travel can limit access for people who cannot easily reach those stores. Its review covered price-marking practices at 139 grocery stores in England and Wales and identified display issues among some independent and smaller retailers; that figure is not a measure of every supermarket: CMA cost-of-living update.
Step 7: Include delivery and minimum-order costs for online baskets
Online shopping should be compared on the delivered order, not only the item subtotal. Add the delivery charge, small-order fee, peak-slot surcharge and any unavoidable minimum order cost. If a subscription removes a fee, state whether you already pay for it and whether the comparison is marginal cost or the full membership cost.
Compare the same delivery postcode and slot type across retailers. Substitutions, unavailable items and weighted products can change the final charge, so retain the delivered receipt when the order is complete. A click-and-collect trip still has an access cost if it requires a separate journey.

Step 8: Keep travel-ticket rules separate from grocery rules
Transport pricing has its own legal context. For tickets in the European Union, required taxes, fees and charges must be included from the beginning of the booking process, which makes ticket comparisons more straightforward. This rule concerns transport tickets, not supermarket shelf pricing; do not apply it as a grocery-pricing rule. The European Commission explains the requirement in Pricing, payments and price discrimination in the EU (checked 27 January 2026).
Unit-pricing and consumer-law requirements also vary by country. The CMA material cited above addresses UK consumers, while the Australian Competition and Consumer Commission explains Australian grocery unit prices in Unit prices for groceries. Identify the jurisdiction before drawing a compliance or legal conclusion.

Report more than one result
At minimum, report the merchandise subtotal, the all-in cost after access or delivery, the number of mandatory items unavailable, and the assumptions behind loyalty prices and substitutions. You can then identify outcomes such as “lowest exact-match subtotal”, “lowest all-in cost”, “best coverage” and “shortest trip” without pretending they are the same winner.

If the result is negative, the farther store costs more before you value your time. If it is positive, check that the saving does not depend on an inaccessible promotion or unacceptable substitution. For a combined journey, show the incremental cost used so the reader can reproduce the calculation.
A repeatable worksheet for weekly checks
- Copy last week’s basket and adjust quantities for the coming period.
- Mark mandatory items and acceptable substitute rules before viewing prices.
- Check each selected branch or delivery area on the same date.
- Enter package price, size, unit price, promotion terms and stock status for every line.
- Separate exact matches from substitutes and calculate each subtotal.
- Add the route, parking or fare cost, or the complete delivery charge.
- Note the time required and any minimum-order or loyalty assumption.
- Publish or save the result with date, location and links to the relevant official guidance.
For a monthly comparison, repeat the check across several ordinary weeks rather than treating one promotional shop as a stable average. Keep the basket definition unchanged when the goal is to measure price movement; create a new basket only when household needs change.
Common mistakes and how to correct them
Declaring a winner from a headline basket total
Problem: The total omits travel, delivery, unavailable items or a loyalty condition.
Correction: Show exact-match subtotal, access cost and coverage separately, then calculate the all-in figure using stated assumptions.
Comparing package prices instead of unit prices
Problem: A smaller sticker price or larger pack appears cheaper without normalization.
Correction: Convert to a common kilogram, litre or item basis and describe differences in format or quality.
Silently substituting products
Problem: One retailer’s total benefits from an unrecorded downgrade or unsuitable product.
Correction: Log the substitute, its meaningful differences and whether it satisfies the requirement. Keep it out of the exact-match total.
Treating a loyalty price as universal
Problem: A reader without the account cannot reproduce the price.
Correction: Publish member and non-member prices when both matter, with eligibility and offer dates.
Using a national range claim for a local branch
Problem: A large online catalogue is assumed to represent every store.
Correction: Check the actual branch or delivery area and state the location and date.

Problem: A store looks expensive because the comparison assigns all fuel or fare to a journey that would happen anyway.
Correction: Report full route cost and the incremental shopping cost, explaining the allocation.
Leaving the comparison undated
Problem: Readers mistake a temporary local result for a permanent ranking.
Correction: Include the check date, geography, branches, basket and promotion status in the heading or caption of the result.
How to present a credible conclusion
State the conditions before the verdict: location, date, basket size, exact-match policy, treatment of substitutions, loyalty eligibility and access-cost method. Then answer the reader’s practical question in the form supported by the evidence:
- If one store has the lowest all-in cost and meets every mandatory requirement, identify it for that dated scenario.
- If another has a higher subtotal but materially better range or a shorter trip, explain that trade-off rather than calling it a loser.
- If results change with loyalty status or transport mode, provide the separate outcomes.
- If no store can supply a mandatory item, say that the basket is incomplete and identify the acceptable second stop or online option.
This approach answers “Which supermarket is cheapest for my shopping?”, “Is the bigger pack actually better value?”, “Are loyalty-card prices really cheaper?”, “Which supermarket near me has the products I need?” and “Is it worth travelling farther?” with a result the reader can reproduce instead of a ranking detached from their circumstances.
