How to Compare School Building Bids Beyond the Lowest Price

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The best school building bid is not automatically the cheapest tender. Compare bids using the award method stated in your invitation to tender, then assess each submission against the same scope, quality requirements, delivery risks and—where the procurement permits—whole-life costs. A higher-priced bid can only be selected lawfully when the published criteria and the applicable procurement rules allow factors beyond initial price.

This is general decision guidance, not a universal procurement rule. Your jurisdiction, funding conditions, contract route, framework and tender documents control. The England examples below come from Department for Education (DfE) guidance and the Construction Framework 2025; an authority elsewhere should use them as illustrations and obtain advice on its own rules.

Start with the tender rules, not the bids

Before opening submissions, identify the documents that govern the competition. The owner, funding source, jurisdiction, procurement law, framework, contract form and route—such as a conventional tender or framework call-off—determine what you may evaluate and how you must score it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Confirm the applicable route

  • Name the contracting authority or accountable school organisation.
  • Record the funding conditions, including any grant or capital-programme requirements.
  • Identify the procurement legislation, framework handbook, contract form and current tender instructions.
  • Check whether the process is a one-stage tender, two-stage selection, framework call-off or another permitted route.
  • Note any mandatory thresholds, approvals, standstill, disclosure and record-keeping rules that apply in your jurisdiction.

For example, the DfE Construction Framework 2025 was procured under England’s Procurement Act 2023. Its handbook sets out available routes and award options for eligible public bodies. A school using that framework must follow the current handbook and its call-off documents; it cannot substitute an informal scoring method because another project used one.

Read the disclosed award method literally

The invitation to tender should state the criteria, sub-criteria, weightings or scoring ranges, evidence requirements and any pass/fail conditions. Those are the boundaries of the evaluation. DfE advises schools to decide award criteria before issuing the invitation to tender. Do not add a new preference for a familiar contractor, a particular brand of system, an unadvertised social outcome or a newly discovered concern after bids arrive.

“Beyond lowest price” therefore does not mean ignoring price. It means selecting the submission that best meets the specification and provides the best permitted combination of price, quality and other published factors, such as social value where the process includes it.

Set a fair evaluation plan before bids arrive

Create an evaluation plan that turns the tender criteria into repeatable decisions. Give evaluators the same instructions, evidence pack and scoring rubric. Separate mandatory compliance checks from comparative scoring so that a persuasive narrative cannot compensate for a failed requirement.

Use a common scoring rubric

A simple rubric might define what each score means for every criterion—for example, no acceptable evidence, partial evidence with material risk, meets the requirement, or substantially exceeds it. The exact scale is a project choice, not a universal legal formula. Write the definitions before evaluation and apply them consistently.

Control conflicts and communications

  • Ask evaluators to declare conflicts and replace anyone whose impartiality is compromised.
  • Use one controlled channel for bidder questions and issue any clarification to all bidders entitled to receive it.
  • Keep contemporaneous notes explaining the evidence behind each score.
  • Do not let informal conversations create an undisclosed advantage or change the requirement.

Bring in qualified expertise

School organisations remain accountable for project delivery even when they appoint advisers. DfE’s estate guidance says an organisation should use suitably qualified and experienced people and bring in technical and construction skills when those are not available internally. An independent project manager, cost consultant, building-services engineer or procurement adviser can help test assumptions, but the governing body or responsible authority still owns the decision and should understand the recommendation.

Make every price comparable before judging value

The headline tender total is meaningful only when the underlying scope is comparable. Give every bidder the same drawings, specifications, pricing schedule, site information, programme assumptions and form of contract. Then map what each price actually includes.

Build a price-normalisation schedule

Item to check Questions for each bid How to use it
Base scope Are all work packages, preliminaries, testing and commissioning included? Mark omissions as compliance issues or seek clarification only through the permitted process.
Assumptions What site access, working hours, phasing, surveys, utilities or school shutdown assumptions support the price? Compare the assumption with the tender information and record any exposure.
Exclusions Has the bidder excluded design, temporary works, permits, inflation, fees, removal or reinstatement? Show the exclusion beside the total; do not silently add an amount unless the solicitation allows a stated adjustment.
Provisional sums and allowances Which elements are allowances rather than firm prices, and what quantities or rates sit behind them? Compare the uncertainty and the likely effect on the final account.
Options and alternates Are value-engineering options, phased works or substitutions separated from the compliant base bid? Evaluate the base submission first, then score options only if the tender permits.
Escalation and currency Is the price fixed, indexed or subject to a stated escalation mechanism? Apply the contract’s stated treatment; do not invent a common inflation factor.

The sources do not establish one legally required adjustment formula. A practical schedule may calculate an “evaluated price” by adding only documented, permitted adjustments, but the method must be disclosed or authorised under the relevant rules. If a cost cannot be normalised fairly, show it as a risk or clarification rather than disguising it as a precise number.

Investigate an unusually low bid

A low total may reflect efficient design, a genuine construction advantage or an error. Ask for an explanation through the tender’s clarification process, focusing on labour, materials, programme, logistics, subcontractor coverage, temporary works and omitted scope. Check whether the response is supported by rates, method statements and a credible programme. Do not reject or reward a bidder merely because the price feels high or low; use the published process and document the reason.

Compare quality and delivery capability with evidence

Quality scores should describe how the bidder will deliver this school project, not how attractive its marketing material appears. Tie each score to evidence that the solicitation requested and that evaluators can verify.

Design and technical response

  • Does the proposal meet the educational brief, performance specification, accessibility requirements and statutory approvals?
  • Are design responsibilities, interfaces and review dates clear?
  • Does the construction methodology protect the intended performance of structure, envelope, acoustics, ventilation, heating, lighting and controls?
  • Are proposed substitutions identified with their performance, warranty and maintenance consequences?

Programme and school-site logistics

  • Is the schedule realistic for surveys, design approvals, procurement, construction, commissioning and handover?
  • How will the contractor separate pupils, staff and visitors from the work area?
  • How will noise, dust, deliveries, traffic, safeguarding, emergency access and examinations be managed?
  • What contingency exists for weather, utilities, long-lead equipment and phased occupation?

Quality assurance, safety and handover

Look for inspection and test plans, hold points, competence arrangements, design checks, commissioning procedures and a process for closing defects. Require a clear handover list: as-built information, operation and maintenance manuals, training, asset data, warranties, statutory certificates and seasonal commissioning where relevant. Score only what the published criteria cover.

Capability and capacity

Ask for comparable, verifiable evidence rather than relying on a general reputation. Check the named team’s availability, relevant school or occupied-site experience if requested, supply-chain capacity, financial standing requirements, workload and approach to subcontractor management. A strong past project is not proof that the proposed team can deliver this programme; evaluate the evidence the tender requires.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bring whole-life cost into the decision

Capital price is one payment; a school building creates decades of energy, maintenance, repair, replacement and operational consequences. DfE’s estate guidance says decisions should not focus solely on short-term cost comparisons and recommends considering an asset’s performance over its life.

Cost categories to consider

  • Useful life of materials, plant and control systems.
  • Planned maintenance, inspection, redecoration and cleaning.
  • Repair frequency, access requirements and the disruption caused by failures.
  • Energy and water use under the school’s expected occupancy and operating profile.
  • Replacement cycles for roofs, finishes, boilers, heat pumps, ventilation, lighting, controls and other major systems.
  • Facilities-management staffing, specialist contracts, training and spare parts.
  • Flexibility for future teaching methods, enrolment changes, extensions or conversion of rooms.
  • Environmental and social outcomes where the tender permits them.
  • Acquisition, ownership, eventual disposal and other end-of-life implications.

DfE’s official estate page states: “Some studies show that over a 30-year period, the operational costs for a building can be 5 to 10 times as much as the initial capital cost.” The figure is attributed to DfE, the publication date was not visible on the retrieved page, and the underlying studies are not identified in that passage. It is a caution about the scale of operating costs—not a universal ratio, a forecast for your school or a prediction about any bidder.

Make the life-cycle model transparent

Before asking bidders for information, define the analysis period and assumptions. State the expected occupancy and operating hours, energy-price basis, maintenance cycles, replacement dates, residual value treatment, discounting or escalation approach and how uncertainty will be shown. If your procurement documents do not permit a whole-life calculation, use the information for technical due diligence and future budget planning rather than quietly changing the award method.

Present results as a range or scenario where inputs are uncertain. For example, show the effect of a shorter replacement interval or higher energy price, identify who supplied each assumption and flag items requiring post-award verification. A precise spreadsheet with unsupported assumptions is less useful than a transparent range.

Use the disclosed criteria and weightings correctly

Weightings are context-specific. The DfE Construction Framework 2025 has an appendix setting quality criteria and maximum weightings for framework users; school and educational-facility scheme users are directed to apply the specified evaluation ranges unless DfE agrees otherwise. Those ranges belong to that England framework and are not a universal template for every school project.

Your tender may use price, quality, programme, social value, sustainability, risk or other factors. The comparison table below is a practical set of axes, not permission to add them. Include an axis only when the solicitation and applicable law allow it.

Comparison axis Evidence to compare Typical decision question
Scope compliance Compliance schedule, departures, clarifications and mandatory documents Does the bid meet the stated requirements without an unacceptable exception?
Evaluated price Priced schedule, exclusions, allowances, options and contract adjustments What price is being compared under the disclosed method?
Design and quality Design response, materials, systems, quality plan and proposed team Will the solution deliver the required educational and technical performance?
Delivery capability Programme, resources, supply chain, logistics and risk controls Can this bidder deliver safely on this site and timetable?
Operational disruption Phasing, safeguarding, access, noise, dust, traffic and communications How will the school continue operating during the works?
Whole-life implications Energy, maintenance, replacement, repair, flexibility and facilities-management data What future cost or disruption does the proposed solution create?
Environmental or social outcomes Only the outcomes and evidence defined in the tender Does the bid meet the published outcome and measurement method?
Contract and risk allocation Qualifications, assumptions, insurance, warranties, design liability and change mechanisms Are material risks allocated and priced in an acceptable way?

A step-by-step evaluation procedure

  1. Freeze the rules. Save the issued invitation, specification, pricing schedule, amendments, criteria, weightings and scoring guidance. Confirm the current jurisdictional and framework requirements.
  2. Check receipt and mandatory compliance. Verify the deadline, signatures, required declarations, bonds or other submission conditions specified for the competition. Record pass/fail decisions and the rule used.
  3. Build a bid register. List every submission, version, clarification, alternative, exclusion and declared conflict. Give each bid a controlled identifier.
  4. Review scope and assumptions. Mark inclusions, exclusions, provisional sums, allowances, programme assumptions and departures against the common pricing schedule.
  5. Score quality independently. Have evaluators score the published sub-criteria against the evidence before a moderation meeting. Do not allow price knowledge to influence a quality score unless the stated method requires that sequence.
  6. Moderate with reasons. Resolve score differences by returning to the rubric and evidence. Record why the final score was selected, not merely the numerical average.
  7. Calculate permitted price and life-cycle measures. Use only the disclosed or authorised methodology. Show assumptions, sources, ranges and sensitivity results beside each output.
  8. Test clarifications. Ask the same type of material question under the same rules. Do not let clarification become an opportunity for a bidder to rewrite its offer if the process prohibits it.
  9. Apply the stated weighting. Combine scores exactly as the tender documents specify. Keep unweighted evaluator notes so an audit trail explains the result.
  10. Check affordability and deliverability. A highest-ranked bid still needs funding approval, contract checks, insurance, capacity confirmation and any required governance sign-off.
  11. Record and communicate the decision. Preserve the scoring record, evidence, calculations, clarifications, conflict declarations and reasons in line with the applicable transparency and disclosure rules.

Comparing totals that cover different work

Problem: One bid includes temporary classrooms and commissioning while another treats them as allowances.

Correction: Map every scope line, exclusion and allowance. Clarify through the permitted route and show unresolved differences as explicit risk.

Confusing a polished proposal with lower delivery risk

Problem: A long narrative receives a high score without evidence of resources or controls.

Correction: Require verifiable schedules, named personnel, method statements, programme logic, inspection plans and relevant project evidence where the tender requests them.

Ignoring disruption because it is not on the capital budget

Problem: The cheapest construction sequence causes closures, relocations or lost teaching time.

Treating whole-life cost as a guaranteed forecast

Problem: A spreadsheet presents a single 30-year number despite uncertain occupancy, prices and replacement dates.

Correction: Publish assumptions, use scenarios or ranges, and identify which inputs need specialist validation. Do not present the DfE 5-to-10-times statement as a project-specific estimate.

Assuming a framework example applies everywhere

Problem: An England framework weighting is copied into a local-authority or overseas tender.

Correction: Treat the DfE Construction Framework 2025 as an England example. Check your own legislation, funding rules, framework and current tender documents.

What a governing body should approve

A clear recommendation should allow decision-makers to see more than the ranking. Provide:

  • the procurement route and authority for the competition;
  • the issued criteria, weightings and scoring definitions;
  • a compliance and departures schedule for every bidder;
  • a like-for-like price table with assumptions, exclusions and allowances;
  • quality, programme, capability and risk scores tied to evidence;
  • whole-life scenarios, including energy, maintenance, replacement and disruption where permitted;
  • clarification questions and answers;
  • conflict declarations and moderation notes;
  • affordability, funding and approval checks; and
  • the reasons the recommended bid provides the best permitted outcome.

Where the organisation lacks construction expertise, appoint suitably qualified support before committing to a complex evaluation. The adviser can improve the analysis, but the accountable school, trust or authority must retain control of the criteria, approvals and award decision.

Bottom line for school owners

Compare school building bids on the same disclosed basis: compliance first, then evaluated price, quality, delivery capability, disruption, whole-life implications and any environmental or social outcomes that the tender permits. Establish the criteria before issuing the invitation, use evidence-based scores, document every clarification and assumption, and verify the method against local law and the contract route. A bid that costs more at award may offer better value only when that conclusion follows from the published criteria and a transparent analysis of what the building will cost and deliver over its life.
