The strongest restaurant site is not simply the one beside the busiest road. It is the site your intended customers can notice, reach, park at, and leave without unreasonable friction during the dayparts you plan to trade. Compare every candidate with the same weighted scorecard, observe each site under expected conditions, and verify zoning, parking, signage, and road-access requirements before signing a lease or buying land.
Start with the restaurant you are actually building
Location criteria depend on the operating model. A drive-through needs quick vehicle recognition, stacking capacity, turning movements, and a simple exit. A destination dinner restaurant may accept lower passing traffic if customers can find it, park comfortably, and arrive at the reservation time. A walk-in lunch concept may value pedestrians, nearby workplaces, transit connections, and short pickup trips more than highway exposure.

- Service style: counter service, full service, drive-through, food hall, takeaway, or a combination.
- Primary customer groups and how they are expected to arrive: walking, driving, cycling, transit, delivery, or rideshare.
- Expected opening hours and the dayparts that matter most.
- Likely mix of dine-in, pickup, drive-through, and delivery orders.
- Expected peak arrival windows, table turns, pickup surges, and staff changes.
- Whether customers are likely to make an unplanned stop or travel deliberately to the restaurant.
The Access Point Group Hospitality Advisors site-selection guide emphasizes matching the property to the concept, demand quality, visibility, access, and parking. That is more useful than applying a generic traffic threshold to every restaurant.

Separate hard constraints from preferences
Some conditions should disqualify a site even when its total score looks attractive. Examples include a use that cannot be approved, no lawful customer access, insufficient space for required parking or vehicle circulation, an entrance that cannot be permitted, or a lease boundary that excludes spaces the landlord counted in marketing materials. Put these items in a “deal-breaker” column rather than allowing strong visibility to offset them.
Preferences can be scored: stronger sign exposure, more convenient spaces, a second entrance, better pedestrian presence, or a shorter route from the main road. This distinction keeps a high total score from hiding a fatal constraint.
Build one comparison scorecard
Use identical categories, definitions, weights, and evidence requirements for every candidate. A simple 100-point model works when the weights reflect the concept. The example below is a starting structure, not a universal formula.
Crashes, No Sound, or Screen Glitches?
Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteWindows Errors? Fix Them Before They Spread

|---|---|---|
| Visibility and signage | Approach sightlines, sign locations, obstructions, lighting, recognition time, and visibility from each relevant direction | 20 |
| Traffic quality | Vehicle and pedestrian movement by daypart, direction, speed, stopping behavior, and customer relevance | 15 |
| Entry and exit | Turns, medians, driveway locations, queue conflict, wayfinding, and ease of leaving | 20 |
| Usable parking and pickup | Spaces customers can actually use at peak, distance to the door, turnover, shared-parking rules, and pickup activity | 20 |
| Concept and daypart fit | Suitability for customer arrival patterns, trading hours, service format, and expected demand | 15 |
| Local feasibility | Zoning, parking requirements, signage permission, access approvals, and known transportation changes | 10 |
Score each category on the same scale, such as 1 to 5, then multiply by its weight. Write the observation supporting every score and label assumptions that still need confirmation. Keep the unweighted notes and the weighted result together; a number without its evidence is difficult to audit or challenge.
Change the weights for the concept
A delivery-heavy kitchen may assign more weight to courier circulation and pickup separation. A destination restaurant may weight parking, evening visibility, and exit convenience more heavily. A breakfast or lunch operation should observe morning and midday conditions rather than relying on an evening visit. A drive-through should treat queue geometry and turning as critical constraints even if the site has excellent pedestrian exposure.
Measure visibility from the customer’s approach
Visibility is the chance that a potential customer notices the restaurant early enough to understand where it is and decide to enter. A prominent corner or busy road does not guarantee that outcome. Buildings, landscaping, parked vehicles, grade changes, signs, traffic speed, and the direction of travel can all reduce practical noticeability.
Check every approach direction
- Stand or drive at each likely approach, including the direction used by the largest customer group.
- Note the distance at which the building, entrance, and sign first become recognizable.
- Record anything blocking the view: other buildings, trees, poles, buses, parked cars, retaining walls, or seasonal foliage.
- Check whether a driver has enough time and legal opportunity to move into the site after seeing the restaurant.
- Repeat the check in daylight, darkness, and the restaurant’s important dayparts when practical.
“Good visibility from all angles” is language used in Culver’s published franchise site criteria. That is a criterion for that franchise system, not a universal restaurant standard. The same page also discusses ingress and egress, two entry and exit points, left-hand turns, zoning, and possible traffic changes; use those points as questions to investigate, not as automatic requirements for an independent concept.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
Evaluate signs as a system
List the sign types the site could realistically support: building identification, monument or pylon signage, directional signs, window graphics, and entrance signs. For each, ask whether local rules, the landlord, or a road authority permits it. A sign location that appears visible on a plan may be hidden from a driver by a curve, elevation change, or queue of vehicles. Confirm illumination rules and operating-hour implications rather than assuming a proposed sign can be built.
Observe traffic when the restaurant will trade
Traffic counts need context. A raw daily figure combines periods when the restaurant may be closed with periods when customers cannot conveniently stop. Visit each site on the same weekdays and comparable weekends, covering the expected opening, lunch, afternoon, dinner, and closing windows as relevant.
Record vehicles and pedestrians separately
Use a consistent interval, such as 15 minutes, and record observations in a sheet that includes date, time, weather, direction, and conditions. A handheld tally counter can help with manual observations, but manual counts indicate what happened during those visits; they do not establish demand or replace official traffic data.
- Vehicle volume by direction.
- Vehicle speed and congestion.
- Turning movements and queues near the site.
- Vehicles that slow, signal, or stop near the property.
- Pedestrian volume, crossing locations, and connection to nearby destinations.
- Transit stops, cycle routes, loading activity, and events that change the pattern.
Ask whether the traffic is useful to this concept. A road can be busy while a median prevents a convenient turn, or while vehicles move too quickly for an unplanned stop. Conversely, a lower-volume street may deliver more relevant local customers and easier access.

A Segall Group restaurant development criteria document states 35,000 or more average daily traffic on the primary street. The document does not establish that figure as a universal threshold, and its publication date is not stated in the surfaced material. Treat it as one organization’s stated criterion for its development work, then test whether the traffic’s direction, speed, stopping behavior, and customer fit support your concept.
Test ingress and egress as a first-time customer
Access friction can erase the value of visibility. Approach each site without relying on local knowledge and document the route from the customer’s likely origin.
- Start from each major approach and follow the legal route to the entrance.
- Record every required turn, signal, median, slip lane, roundabout, or lane change.
- Note whether the entrance is obvious before the point where a driver must commit to a turn.
- Drive the route during expected peak conditions, not only when the road is empty.
- Enter, find a space, reach the service point, and leave using the most likely customer path.
- Repeat the exercise for pickup customers, delivery drivers, employees, and suppliers where those movements affect the plan.
For each approach, classify the movement as easy, manageable, difficult, or effectively unavailable, and explain why. Check whether a median blocks a direct left turn, whether a driveway is shared with another use, whether queues can block the entrance, and whether the exit places customers into an awkward or unsafe movement. Confirm that any proposed second entrance or exit is actually permitted and can be built within the property boundary.

Ask about future road changes
Access can change after a lease is signed. Ask the local transportation authority, landlord, and property professionals about planned medians, signal changes, lane reconfiguration, road widening, construction phases, and driveway restrictions. The Culver’s site-criteria page specifically calls attention to anticipated traffic changes; the principle applies broadly even though its criteria are franchise-specific.
Count parking customers can really use
Do not compare sites by a single parking ratio. Count the spaces available to customers at the times demand is highest, then test whether those spaces remain usable when employees, delivery vehicles, pickup orders, accessible spaces, loading, and shared tenants are considered.
Make a usable-space inventory
- Total marked spaces on the property.
- Spaces controlled by another tenant or excluded by the lease.
- Accessible spaces and required access aisles.
- Spaces closest to the entrance and the walking distance from remote rows.
- Areas blocked by loading, dumpsters, snow storage, construction, or temporary barriers.
- Spaces occupied by employees during the restaurant’s peak.
- Pickup, rideshare, and delivery staging locations.
- Whether shared parking is governed by a written agreement and compatible operating hours.
Observe occupancy and turnover during likely busy periods. A site with many spaces can still feel inadequate if customers circle, cannot see open spaces, or must cross an active drive aisle to reach the door. Conversely, a smaller supply may work for a concept with rapid turnover, strong pedestrian access, or staggered demand. Confirm the applicable parking minimums and any shared-parking rules with the relevant local authority for the actual property; published ratios are jurisdiction- and property-specific until verified.
Relate parking to the service model
Estimate peak demand by channel rather than using one blended number. Dine-in customers need spaces for the expected table occupancy and turnover. Pickup customers need short-stay convenience and clear wayfinding. Delivery drivers need a place that does not block customer circulation. A drive-through needs vehicle storage and a route that does not spill into public traffic. Record these needs separately in the scorecard so a site is not rewarded for spaces that cannot serve the intended channel.
Include pedestrians, pickup, delivery, and employees
Customer access is broader than the front-door drive. Walk the surrounding blocks and note sidewalks, crossings, curb ramps, lighting, barriers, transit stops, bicycle access, and the routes connecting nearby housing, offices, schools, or entertainment. Record whether a customer can reach the entrance without crossing a high-conflict vehicle path.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Map pickup and delivery movements from order arrival to handoff. Look for conflicts between couriers, dine-in customers, accessible parking, and loading. Check whether staff can enter safely, where employee vehicles will park, and whether service vehicles can load without occupying customer spaces. These details belong in the same comparison because they influence how easily customers can use the site during peak periods.
Verify local and property feasibility before committing
A location can score well operationally and still fail during approvals. Confirm the actual parcel and proposed use with the relevant authorities and qualified property professionals.

Recommended Free Tools
- Site identity: address, parcel, date, weather, observer, and visit time.
- Concept assumptions: service format, customer mix, dayparts, and peak windows.
- Visibility: approach direction, first-recognition distance, sign locations, obstructions, and lighting.
- Traffic: interval counts, direction, pedestrian movement, speed, congestion, and stopping behavior.
- Access: legal turns, medians, driveway clarity, entry and exit quality, and peak-condition notes.
- Parking: total and usable spaces, occupancy, turnover, shared controls, pickup, and employee impact.
- Feasibility: zoning, signage, access approvals, road projects, and documents still required.
- Score and confidence: category score, weight, evidence, uncertainty, follow-up owner, and deadline.
Take photographs from the same approach points, draw the customer route, and save maps or plans with the date. Consistent evidence makes later review more reliable than memory or a broker’s presentation.
Score, stress-test, and rank the candidates
After all visits, calculate weighted scores but review the notes before selecting a winner. Ask:
- Which high-weight category has the weakest evidence?
- Does any deal-breaker remain unresolved?
- Would the score change if the busiest daypart were weighted more heavily?
- Are the best and worst scores based on comparable observations?
- What assumption, if wrong, would make the site unworkable?
Run a sensitivity check by changing one or two concept-specific weights. If the ranking changes easily, the decision is sensitive and deserves more observation or negotiation. If one site remains strong while meeting every hard constraint, it may be more robust than a site that wins only under optimistic assumptions.

Common comparison mistakes and corrections
Choosing the busiest road automatically
Why it fails: volume may be traveling in the wrong direction, moving too quickly, or unable to turn into the site.

Correction: observe direction, speed, stopping behavior, and legal approach routes during the restaurant’s trading windows.
Visiting once at a convenient time
Why it fails: one quiet midmorning visit cannot reveal lunch queues, dinner parking demand, weekend pedestrians, or evening visibility.
Correction: schedule comparable visits across the dayparts and days that drive the concept.
Counting every marked space
Why it fails: shared, inaccessible, employee-occupied, blocked, or remote spaces may not serve customers when needed.
Correction: inventory usable spaces and observe occupancy, turnover, pickup, and loading conflicts at peak.
Treating a franchise criterion as a universal rule
Why it fails: franchise systems and development documents reflect their own formats, markets, and risk assumptions.
Correction: use stated criteria as questions or benchmarks, then validate the site against your concept and local requirements. The 35,000-plus traffic figure in the Segall document is one organization’s stated criterion, not a general threshold.

Why it fails: a planned median, lane change, or road project can alter turns and visibility.
Correction: obtain current information from transportation authorities, the landlord, and property professionals before commitment.
A practical go/no-go sequence
- Define the service model, customers, dayparts, and arrival channels.
- Set concept-specific weights and list non-negotiable constraints.
- Collect basic parcel, zoning, parking, and access information for each candidate.
- Visit every site from every relevant approach at comparable trading periods.
- Record vehicle, pedestrian, parking, pickup, and delivery observations using the same worksheet.
- Test customer entry and exit under expected peak conditions.
- Score categories, document evidence, and flag uncertain assumptions.
- Verify zoning, parking, signage, driveway, and road-change issues with the proper authorities and professionals.
- Stress-test the ranking with alternative weights and conservative assumptions.
- Proceed only when the preferred site meets hard constraints and its remaining risks have an owner, evidence requirement, and decision deadline.
A scorecard creates discipline; it does not replace judgment or site-specific diligence. The best comparison is the one that makes access friction, peak parking pressure, and approval risk visible before they become construction or operating problems.
