The most reliable comparison pairs a normalized valuation with a carefully classified pipeline. First compare each company on the same earnings, cash-flow or asset-value basis and reporting period. Then separate projects that are operating, under construction, contracted, permitted, connected, financed or merely being screened. A 46 GW development pipeline is not equivalent to 7.6 GW of contracted backlog, and neither figure alone tells you what the equity is worth.
What you are actually comparing
Renewable-energy stocks can represent very different businesses: an owner of operating wind and solar assets, a developer that sells projects, a manufacturer, a storage integrator or a diversified power platform. Their accounting, cash-flow timing and capital needs differ. Comparing a single price-to-earnings ratio across all of them can therefore produce a misleading ranking.

Valuation is a market snapshot. A project pipeline is a collection of possible future assets with different probabilities, dates and funding requirements. The useful question is not “Which company has the most megawatts?” It is “How much of the pipeline can plausibly become cash-generating capacity, when, at what return, and with what additional equity or debt?”
- Use the same valuation definition, currency, share-count basis and reporting date for every company.
- Classify pipeline megawatts by maturity instead of adding early-stage, contracted and operating capacity together.
- Check ownership, offtake, permitting, interconnection, financing and construction readiness before assigning value.
- Test whether expected project returns exceed the company’s weighted-average cost of capital (WACC) after considering execution and policy risk.
Normalize valuation before comparing companies
Begin with the equity value implied by the current share price and the fully diluted share count. Then decide whether the comparison is equity-based or enterprise-based and apply that choice consistently. Enterprise value (EV) includes debt and other claims; equity value is what belongs to common shareholders. A highly levered owner of operating assets can look cheap on an equity multiple while appearing less cheap on EV-to-EBITDA.

| Measure | Useful for | Checks required |
|---|---|---|
| Price/earnings | Profitable businesses with relatively stable accounting earnings | Exclude one-off gains, impairment reversals and tax effects; identify the trailing or forecast period |
| EV/EBITDA | Asset owners and operators with different leverage levels | Use comparable EBITDA definitions; note lease liabilities, unconsolidated assets and non-recourse debt |
| EV/operating cash flow or funds from operations | Businesses where depreciation makes earnings a poor proxy for cash generation | Reconcile company-defined funds from operations to reported cash flow and specify whether it is before or after maintenance capital |
| Price/book or EV/net assets | Asset-heavy portfolios with substantial operating capacity | Review impairment policy, project revaluations, tax equity and minority interests |
| Sum-of-the-parts or net asset value | Diversified owners, developers and manufacturers | Value operating assets, development projects, corporate costs and debt separately; state every assumption |
Use the latest filing for the denominator and record its period end. A trailing multiple based on a full fiscal year should not be compared with a quarterly annualized figure without saying so. Forecast multiples require an identified forecast year and assumptions about projects entering service; they are not observed facts.
Adjust for ownership and non-recourse structures
Gross project capacity may include assets owned through joint ventures. Match the numerator and denominator: use attributable EBITDA or cash flow with attributable enterprise value, or clearly label a gross operating comparison. Note tax-equity investors, preferred securities, convertible debt, minority interests and project-level non-recourse borrowing. These claims can materially change the cash available to common shareholders.
Separate recurring and development earnings
Operating assets generally produce recurring generation revenue, while a developer may recognize gains when a project is sold or transferred. A high current earnings multiple can reflect a temporarily weak generation year; a low multiple can reflect a one-time development gain. Read segment disclosures and reconcile adjusted measures rather than mixing development proceeds with recurring operating cash flow.
Read the pipeline as a series of gates
Pipeline labels are not universal. One issuer’s “backlog” can mean a signed power-purchase agreement (PPA), while another uses it for a late-stage project expected to start construction within several years. Always reproduce the issuer’s definition and reporting date.

| Stage | Evidence to request | What it can support in a valuation |
|---|---|---|
| Early development | Initial market and technical screening, site or land investigation, resource data and preliminary permitting | Strategic option value only; timing, cost and probability remain highly uncertain |
| Advanced or mid-stage development | Land control, interconnection application, resource measurement, environmental work, offtake talks and a preliminary cost estimate | A more informed probability-weighted case, but still exposed to permits, grid and commercial terms |
| Contracted or backlog | Executed PPA or other offtake, contract assignment, defined risk-cliff or construction target | Greater revenue visibility; verify termination rights, pricing, counterparty and remaining conditions |
| Final investment decision or board approval | Approved capital budget, financing plan, equipment and construction schedule | Closer to a buildable asset, with cost-overrun and financing risks still present |
| Under construction | Notice to proceed, major equipment orders, drawdown and progress reporting | Nearer-term capacity; monitor schedule, supply chain, interconnection and cost to complete |
| Operating | Commercial operation date, generation, availability and realized pricing | Use actual cash generation and operating performance rather than pipeline assumptions |
Do not add these categories. A 500 MW project moves from one bucket to another; it is not 500 MW in every bucket. Build a roll-forward showing additions, projects that advanced, cancellations, sales and capacity changes.
Commercial certainty: contracts, prices and counterparties
Inspect each project’s offtake, not just the word “contracted.” Record contract length, start date, escalation, shape, curtailment terms, renewable-energy certificates, floor or collar provisions and exposure to merchant prices. Assess the buyer’s credit quality and whether the contract is signed, conditionally awarded or still under negotiation.
Long-term PPAs can improve revenue visibility, but they do not eliminate construction, basis, balancing, counterparty or regulatory risk. A project with no PPA may still be attractive in a strong market, yet its value should reflect merchant-price volatility and a higher discount rate or lower probability of completion.

Backlog is a company-defined term
AES reported a 7.6 GW backlog as of December 31, 2025, representing projects with long-term PPAs signed or contracts assigned through a regulatory process, as applicable. It separately reported a 46 GW U.S. development pipeline and said most backlog was expected online through 2029. Treat those as distinct measures; the 46 GW is not contracted capacity and should not be valued as if it were.

Canadian Solar describes storage backlog as late-stage projects past a company-defined “risk cliff” and expected to begin construction within one to four years, with the timing varying by country. Its filing says substantial portions are contracted while remaining projects have what the company calls reasonable assurance of obtaining PPAs. That language is management’s assessment, not a completion guarantee. Check whether reported totals are gross or net of capacity sold to third parties.
Execution readiness is where megawatts become assets
A construction-ready project needs more than a site and a headline capacity. For each material project, look for the following evidence:
- Control of the land, leases, easements and water rights where relevant.
- An interconnection agreement or a documented queue position, plus available transmission capacity.
- Environmental, planning and other permits, including conditions that could change the schedule.
- Resource measurements and a bankable energy assessment for wind, solar, hydro or storage.
- Equipment availability, supplier commitments, module or turbine specifications and delivery dates.
- A current engineering estimate, contingency, construction contract and expected commercial-operation date.
- Construction debt, tax-equity or other financing commitments and the sponsor’s required equity.
- Stakeholder consultation and a plan for local, indigenous or community agreements where applicable.
TransAlta’s 2025 annual report is a useful illustration of stage-gate detail. It reported 2,590 MW in early-stage development and 860 MW in mid-stage development. Early-stage work included market, technical, land and permitting assessment, with milestones such as landowner control, interconnection access, transmission capacity, resource measurement and stakeholder consultation. Mid-stage projects had fuller land control, progressing interconnection, offtake negotiations, environmental and regulatory applications and a Class 4 capital-cost estimate. These are examples of one issuer’s definitions, not an industry-wide standard.

Capital intensity, leverage and dilution
Pipeline conversion consumes cash before a project produces revenue. Estimate capital expenditure by stage and compare it with operating cash flow, available liquidity, debt capacity and committed equity. Review net debt, interest expense, maturity walls, covenants, construction guarantees and the share of debt that is non-recourse to the parent.

Ask whether management can fund the stated build-out without issuing shares, selling attractive assets or increasing leverage beyond its target. A large pipeline can be economically valuable but still dilute shareholders if the sponsor must raise equity at an unfavorable price. Conversely, a project sale or joint venture can recycle capital and reduce risk; record the portion of economics retained after the transaction.
Model timing, not just total capacity
Put each project into a year-by-year schedule. Forecast construction spending, debt draw, tax benefits, commissioning, generation and distributions. A 1 GW project entering service in 2029 has a different present value from 1 GW entering service next year, even with identical technology and contract terms. Use probability weights for projects that lack permits, offtake or financing rather than treating every announced megawatt as an imminent asset.
Returns must clear the cost of capital
Compare expected project IRR with the project’s WACC and with the return required for its policy, construction, market and currency risks. Distinguish expected, underwritten and realized returns. A company can add capacity while destroying value if returns are below its funding cost.

When comparing a project return with WACC, align the basis: nominal with nominal, after-tax with after-tax, and the same currency and inflation assumptions. Check whether the IRR includes development costs, transmission upgrades, decommissioning, corporate overhead, tax-equity sharing and terminal value. Sensitize power prices, curtailment, capacity factor, capex, interest rates, construction delay and exit value.

Wind, solar, storage and hydro have different construction schedules, operating profiles, degradation, permitting requirements and revenue models. Storage may earn multiple market services but can face changing price spreads and augmentation costs. Hydro projects can have long permitting periods and hydrology risk. Wind and solar output depends on resource quality, congestion and curtailment.
Country exposure adds currency, tax, policy, interconnection and permitting risk. Compare projects in like-for-like markets where possible, then disclose the diversification benefit of a broader portfolio. Brookfield Renewable’s 2025 annual report describes growth across multiple technologies and a global pipeline; its breadth means the portfolio should not be treated as a pure-play wind or solar benchmark.
Use reported figures without creating false rankings
| Company and date | Reported capacity or metric | How to interpret it |
|---|---|---|
| AES, December 31, 2025 | 46 GW U.S. development pipeline; 7.6 GW backlog; 10,961 MW owned or operated; 3,031 MW under construction | Pipeline, backlog, operating and construction categories are separate. Backlog relates to long-term PPAs signed or contracts assigned, as applicable; AES said most backlog was expected online through 2029. |
| TransAlta, 2025 annual report | 2,590 MW early-stage; 860 MW mid-stage | Stage definitions include specific land, grid, permitting, offtake and cost milestones. Do not compare these totals directly with another issuer’s backlog. |
| ACCIONA, FY2025 results presentation | 1.3 GW secured additions planned for 2026–27 | Secured additions have a stated planning window. Pair the figure with project schedules, technology, geography and funding requirements. |
| Canadian Solar, 2025 Form 20-F | Storage pipeline separated into under construction, backlog, advanced development and early-stage development | Backlog is defined around a risk-cliff date and a one-to-four-year construction expectation; check country, gross/net basis and capacity sold to third parties. |
| Brookfield Renewable, 2025 annual report | Diversified operating portfolio and global growth pipeline | Analyze technology, geography and ownership interests rather than assuming one homogeneous project class. |
The figures have different scopes, dates and definitions. They cannot form a cross-company league table without normalization.
A repeatable comparison workflow
- Set the comparison date. Use the latest share price date and the latest available filing for every company, or state why dates differ.
- Define the peer set. Separate asset owners, developers, manufacturers and yield-oriented vehicles. Group by technology and geography before comparing multiples.
- Build a valuation bridge. Start with equity value, add debt and other claims to derive EV, and reconcile to operating cash flow, EBITDA, funds from operations or net assets.
- Inventory the portfolio. Record operating, under-construction, contracted, advanced, early-stage and sold projects separately, with gross and attributable MW.
- Verify each gate. Mark land, interconnection, permits, offtake, equipment, financing and construction status; note missing evidence as an explicit risk.
- Model funding. Estimate capex by year, debt draw, equity needs, tax-equity proceeds, asset sales and distributions.
- Apply probability and timing. Use higher probabilities for operating or fully contracted projects and lower probabilities for early-stage announcements; discount cash flows to the same date.
- Stress the economics. Test power prices, resource, curtailment, capex, rates, delays, currency and counterparty failure.
- Check delivery history. Compare prior guidance with actual additions, commercial-operation dates, cost to complete and realized returns. Do not infer execution quality from pipeline size alone.
- Write the conclusion in two parts. State what the current valuation prices in, then state which pipeline portion has credible evidence of becoming cash flow and what could prevent it.
Common comparison errors and their fixes
- Ranking by gross GW: Replace it with attributable MW by stage, with a separate line for projects sold or held in joint ventures.
- Calling every announced project backlog: Quote the issuer’s definition and identify the contract, permit and construction conditions still outstanding.
- Mixing dates: Label every number with its fiscal period or December 31 snapshot; do not combine a 2025 pipeline with 2024 debt without explaining the mismatch.
- Using one sector multiple: Compare owners with owners and developers with developers, then adjust for leverage, recurring cash flow and development gains.
- Ignoring transmission: Treat interconnection queue position and available transmission as separate diligence items; a permitted site without grid access may not be buildable on schedule.
- Confusing expected IRR with realized return: Preserve the company’s “expected” wording and test the assumptions that produce it.
- Overlooking dilution: Include potential equity issuance, convertibles, incentive shares and parent-level funding needs in the per-share outcome.
- Assuming a PPA removes all risk: Review curtailment, inflation, change-in-law, termination, credit and basis provisions.
How to turn the analysis into an investment decision
After normalization, classify each company into a transparent scenario rather than a single pipeline-adjusted target price. A conservative case values operating assets and only the most advanced projects; a central case adds probability-weighted contracted and financed projects; an upside case includes selected advanced development with successful permitting, interconnection and financing. State the assumptions and the events that would move a project between cases.
Then compare the resulting value with the current equity price while checking balance-sheet resilience. A company with a modest pipeline but strong conversion, low funding pressure and durable contracts may be more attractive than one with a much larger early-stage total. Conversely, a high valuation can be justified when contracted additions, project returns and funding capacity support rapid, profitable growth—but that conclusion requires evidence at each development gate.
Update the worksheet after every annual or quarterly filing. Track projects that advance, slip, cancel, enter service or change ownership, and refresh debt, share count, WACC and policy assumptions. Renewable markets, tax rules, equipment prices and grid queues change quickly; an old pipeline headline should never substitute for the latest disclosure.
