The best recycled-steel supplier is not the one advertising the highest percentage. It is the supplier that can prove the material meets your required grade and dimensions, document exactly how recycled content was calculated, link the delivered product to a heat or lot, and provide independently credible quality and environmental records. Compare those controls alongside capacity, lead time and delivered cost.
Start with the steel you actually need
Recycled content cannot compensate for steel that fails the governing specification. Before requesting quotations, write a product specification that every supplier must answer against.

Build a complete specification sheet
- Steel grade and product form, such as plate, bar, coil, structural section or fabricated rebar.
- Dimensions, thickness, length, mass tolerances and permitted dimensional variation.
- Surface condition, coating or galvanizing requirement, and any finish class.
- Heat treatment, delivery condition and any welding, forming or machining requirements.
- Applicable ASTM, EN or ISO standard, including the edition that governs acceptance.
- Required chemical limits and mechanical properties, including yield strength, tensile strength and elongation.
- Inspection, sampling, marking, packaging and documentation requirements.
Give every bidder the same sheet. Otherwise, a supplier may quote a cheaper but non-equivalent grade or omit a test that another supplier includes.
Separate mandatory requirements from preferences
Mark specification compliance, traceability and required test results as pass-or-fail conditions. Treat recycled-content percentage, environmental declarations, delivery schedule and commercial terms as scored comparison factors only after the steel qualifies technically.

Compare recycled-content claims on a like-for-like basis
Ask for recycled content as a percentage by mass, not a phrase such as “green steel” or “high scrap.” The percentage must be accompanied by definitions and accounting details.
Questions every supplier should answer
- What is the total recycled-content percentage by mass?
- What share is pre-consumer scrap, what share is post-consumer scrap, and what share is internal process scrap?
- What materials are included in each category?
- What is the accounting boundary: the particular product, a plant, a business unit or the whole company?
- What reporting period does the number cover?
- What allocation method assigns scrap to this product when material is pooled across heats or product lines?
- Is the percentage product-specific or a company average?
- Who verified the calculation, against which standard, and for what site and products?
ISO 14021 verification is stronger than an unsupported marketing statement because it requires defined claims and evidence. It still does not replace a material certificate for the heat you are buying.
Understand why averages can mislead
A company-wide percentage can cover several plants, grades and production routes. It may be accurate for the stated boundary yet say little about your shipment. Require the supplier to identify the boundary and allocation method, then ask whether the quoted lot is covered directly or inherits an average value.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
A DEKRA verification for voestalpine Stahl documents a 2025 average recycled content of 24.6%, consisting of 24.1% pre-consumer scrap and 0.5% post-consumer scrap. Those figures are an independently documented company or reporting-boundary average for the stated period; they are not automatically a guarantee that every coil, plate or bar has the same percentage.
Use a comparison table for claims
| Evidence supplied | What it establishes | What you still need to check |
|---|---|---|
| Marketing statement only | The supplier makes a claim | Definitions, calculation boundary, period, allocation and verification |
| Signed calculation with scrap-category split | How the percentage was derived for the stated boundary | Whether the boundary covers your product and site |
| ISO 14021-based verification | An external check of the defined environmental claim | Product, plant, period and certificate scope |
| Heat- or product-linked declaration | The strongest connection between the claim and your material | That heat or lot numbers match shipping and MTC records |
Use the production route as a clue, not as proof
An electric arc furnace (EAF) commonly melts scrap as metallic input. A basic oxygen furnace (BOF) generally relies more heavily on iron ore and hot metal, although steelmaking systems can use combinations of inputs. The route alone does not prove a particular recycled percentage, product quality or compliance with your grade.

Ask for the actual scrap share
Request the proportion of scrap used as metallic input for the relevant site, product family and reporting period. Also request the route and emissions methodology used for comparison. ResponsibleSteel Certified Steel disclosures are useful because they present scrap input alongside a consistent cradle-to-crude emissions intensity.
For context, a ResponsibleSteel data page reports Big River Steel at 57.3% scrap metallic input and 1.336 tCO2e per tonne of crude steel in calendar year 2022. This is an example of the fields to compare, not a universal performance benchmark or a specification for another mill.
Do not infer quality from furnace type
EAF steel can meet demanding structural, pressure-vessel or automotive specifications when chemistry, refining, casting and rolling are controlled. Conversely, an EAF label does not prove that a particular heat has the chemistry, cleanliness, toughness or mechanical properties your design requires. Accept the material only against the applicable standard and test evidence.
Demand traceability from charge to delivery
Traceability is the bridge between a sustainability claim and the steel arriving at your project. Ask the supplier to show how records connect scrap or charge information to the cast, rolled product and shipping documents.
Traceability records to request
- Plant and production route for the material.
- Heat, cast, batch or lot number assigned during melting or casting.
- Charge or scrap record, where disclosure is permitted, showing the basis for the recycled-content calculation.
- Rolling, finishing, coating or fabrication records that preserve the heat or lot identity.
- Mill test certificate (MTC) carrying the same heat or lot number.
- Bundle, coil, plate or piece markings that remain legible on receipt.
- Packing list, bill of lading and invoice references that match those markings.
Check the scope, not just the logo
Confirm that the certificate covers the actual manufacturing site and product. A parent company’s sustainability statement may not cover a subcontracted mill, a trading arm or the grade being offered. If material is cut, recoated or fabricated after rolling, require the processor to preserve the original heat or lot reference through each transfer.

Receiving procedure
- Photograph or record bundle, coil or piece markings before unloading.
- Compare markings with the packing list, purchase order and MTC.
- Quarantine any item whose heat or lot identity is missing, illegible or inconsistent.
- Record the discrepancy in the purchase order’s claims process and request corrected documents or replacement material.
- Retain the records with inspection documentation so installed steel can be traced later.
Verify quality with a heat-linked mill test certificate
The core quality check is an MTC linked to the delivered heat or batch. A sustainability certificate cannot substitute for it.
Minimum MTC fields
| Field | Why it matters |
|---|---|
| Manufacturer, site and product description | Identifies who made the steel and what the certificate covers. |
| Grade and governing standard | Allows the reported limits to be compared with the correct requirements. |
| Heat, cast, batch or lot number | Connects test results to the physical shipment. |
| Chemical analysis with units | Checks alloying elements, carbon limits and any required residuals. |
| Yield strength and tensile strength | Shows whether the material meets strength requirements. |
| Elongation and any toughness result | Checks ductility and, where specified, low-temperature performance. |
| Test method, specimen direction and condition | Explains how the values were measured and whether the method matches the standard. |
| Test date, authorized signatory and certificate revision | Supports authenticity and prevents use of an obsolete document. |
Check that reported values meet the edition of the standard in your purchase order, not merely a newer or different standard. Confirm units, decimal separators and whether a value is a measured result, a guaranteed minimum or a typical value.
Use independent testing for critical applications
For safety-critical, heavily loaded or disputed material, send representative samples to an independent laboratory for chemistry and tensile testing; add hardness or toughness testing where the specification requires it. A portable hardness tester is useful for screening and for finding an obvious mismatch between pieces, but it cannot replace specification testing or an MTC. Define sampling, chain of custody and acceptance criteria before testing so a failed result has a clear contractual consequence.
Compare environmental declarations correctly
A product-specific, independently verified environmental product declaration (EPD) is more useful than a generic corporate statement when the declarations use comparable methods.
EPD fields to align
- Product and manufacturing site.
- Product category rules (PCR) and declared or functional unit.
- System boundary, such as cradle-to-gate or cradle-to-crude.
- Reference year and validity period.
- Production route and scrap percentage.
- Whether the result covers uncoated steel, coating, fabrication or transport.
- Verification body and conformance to ISO 14025 and EN 15804 where claimed.
Do not rank two EPDs by their headline carbon number when one uses a different boundary, unit or reference year. Ask the program operator or verifier to clarify any mismatch before using the figures in a project calculation.

Examples of declared scrap content
| Declaration | Reported content and qualification |
|---|---|
| Iraeta Energy Equipment Co., Ltd., EPD International, 2026 | More than 97.76% scrap steel for an EAF recycled-based steel product; the declaration states ISO 14025 and EN 15804 conformance. |
| Re-Steel Supply Company, ASTM-hosted EPD, 2017 | Uncoated fabricated rebar made through an EAF route from 100% recycled scrap steel. |
These declarations describe their named products, boundaries and publication dates. They should not be generalized to other grades, plants or delivery years without checking the current declaration.

Certification is useful only when its scope matches the claim. ResponsibleSteel core site certification covers more than 300 requirements, according to ResponsibleSteel’s 2026 certification information. That breadth indicates a management-system and site assessment; it does not remove the need for product testing.
Verify a ResponsibleSteel claim
- Obtain the certificate number and the QR code or public-record reference from the supplier.
- Check the number against ResponsibleSteel’s public certification records.
- Confirm the certified site, ownership or operating entity, certificate status and validity dates.
- Check whether the claim is site certification or product-level Certified Steel.
- For product claims, confirm the relevant progress levels and the required disclosures, including the consistent cradle-to-crude emissions accounting methodology.
ResponsibleSteel states that its certificate number identifies legitimate users of its marks. A logo without a verifiable number, scope and current status is not sufficient evidence.
Score suppliers on delivered performance
Once suppliers pass the technical and documentation gates, compare the factors that determine whether the steel arrives usable and traceable.

Red flags and practical responses
“EAF” presented as the recycled percentage
Problem: The route is stated but no scrap share or accounting period is supplied. Response: Request the percentage by mass, scrap-category split, boundary and verification.
“100% recycled” with no product or site
Problem: The statement may describe a company average, a particular product or a marketing target. Response: Ask for the product name, manufacturing site, reporting year and the declaration or verification document that supports it.
MTC without a matching heat number
Problem: The chemistry and strength values cannot be tied to the steel delivered. Response: Quarantine the material and require corrected, heat-linked records or replacement.
Corporate certificate used for a different mill
Problem: Parent-company certification may not cover the producing site. Response: Check the certificate’s legal entity, site address, product scope and validity in the certifier’s public record.
EPDs compared across incompatible methods
Problem: Different PCRs, system boundaries or declared units make the headline numbers incomparable. Response: Normalize the methodology or report the difference rather than ranking the products.
A procurement workflow that withstands an audit
- Issue the same technical specification and documentation schedule to all bidders.
- Reject offers that cannot state grade, standard, dimensions and required mechanical properties.
- Collect recycled-content definitions, scrap-category splits, boundaries, periods and verification evidence.
- Record EAF or BOF route, actual scrap input and the emissions-accounting methodology used.
- Review sample MTCs and traceability diagrams before placing the order.
- Authenticate certificate numbers, QR codes, site scope and validity through the relevant public register.
- Compare EPDs only after aligning PCR, unit, boundary, reference year and product scope.
- Score capacity, minimum order, lead time, geography, freight, surcharges and claims handling.
- Write heat or lot traceability, MTC delivery and testing rights into the purchase order.
- At receipt, reconcile markings and documents, quarantine discrepancies and retain the complete evidence file.
What a defensible supplier decision looks like
Select the supplier whose specific lot meets the governing steel standard and whose evidence can be followed from production to your receiving records. The recycled percentage is meaningful only with defined scrap categories, boundaries and reporting dates. EAF is evidence of a likely scrap input, not proof of content or quality. A heat-linked MTC, supplemented by independent testing when risk warrants it, establishes material performance; environmental and site certificates add context but cannot replace that quality evidence. The defensible comparison is therefore the complete package: compliant steel, transparent recycled-content accounting, continuous traceability, comparable environmental data and reliable delivery.
