The safest comparison is not a ranking of familiar names. It is a documented check of the legal home category, every company involved, the money exposed before completion, the exact warranty obligations and the service route after installation. A manufacturer that will not identify the contracting entity, provide the full warranty, explain installation responsibility or show required insolvency protection has left a material diligence gap.
Start with the legal category and your jurisdiction
Before comparing companies, establish what the proposed home is legally. “Modular” and “manufactured” are not interchangeable labels. The applicable building code, installation rules, warranty statutes, complaint channels and insolvency protections can change with the classification and the home’s location.
As an Amazon Associate I earn from qualifying purchases.
Ask the seller to state the classification in writing and identify the authority that regulates it. Then verify the answer with the building department, licensing authority or consumer-protection administrator for the site. Do not apply an Ontario, New South Wales, Minnesota or United States federal rule to a project elsewhere without checking the local law.
| Question | Why it changes the comparison |
|---|---|
| Is the home legally modular, manufactured or another category? | Different codes, installation requirements and statutory protections may apply. |
| Where will the home be installed? | Licensing, permits, warranty statutes, compensation schemes and complaint routes are jurisdiction-specific. |
| Who confirms eligibility? | A regulator, warranty administrator or local building official may need to confirm that a particular project qualifies. |
For example, Ontario guidance says most newly built homes are entitled to statutory warranty coverage, but modular-home eligibility can depend on a permanent foundation and a licensed builder or vendor. Purchasers are directed to verify eligibility with Tarion rather than assume that every factory-built home qualifies. Minnesota guidance separately distinguishes modular or prefabricated structures from HUD manufactured homes. In the United States, HUD’s federal manufactured-housing program concerns homes built to HUD standards; it does not create a universal warranty for every modular home.

Map every party before comparing a manufacturer
The name on a brochure may not be the entity that owes you a finished home. A typical project can involve a manufacturer, a retailer or seller, a builder or general contractor, a transporter, a crane company, a site installer and separate trades for foundations and utility connections.
Identify the contracting entity
Obtain the exact legal name, registered address and licence details of the party signing your contract. Ask which entity receives the deposit and each progress payment. The contract should state who is responsible for completion, defects, site coordination and warranty administration. If a trading name differs from the legal entity, require both names in the contract.
Separate factory, seller and installer duties
Request a written responsibility matrix covering design changes, module manufacture, transport, craning, foundation preparation, assembly, weatherproofing, connections, commissioning and final certification. HUD homeowner guidance describes retailer, manufacturer and installer roles separately and tells buyers to understand who offers a warranty and who performs service. Use that same separation in any jurisdiction.

| Party | Documents to request | Points to confirm |
|---|---|---|
| Manufacturer | Manufacturing contract or specification, factory licence, warranty terms | What the factory builds, inspection standards, remedy for manufacturing defects |
| Seller or builder | Consumer contract, licence, payment schedule, completion obligations | Who accepts payment, coordinates the site and owes completion |
| Installer or site contractor | Installation scope, insurance, sign-offs and licences | Who performs assembly, connections and corrections at the site |
| Warranty administrator or insurer | Policy, certificate and claims instructions | Who decides coverage, pays claims and handles insolvency |
Do not accept “the factory handles everything” as a substitute for named obligations. A defect can sit at the boundary between manufacture, transport, installation and site work; the contract should say how that dispute is allocated and who must respond first.
How to assess whether a manufacturer appears financially stable
No single ratio, credit score or sales presentation proves that a construction company will remain solvent through your project. Compare the same evidence for every candidate and record whether each item is verified, documented but not independently verified, or not provided.

Check legal identity, history and filings
- Confirm the entity’s registration, trading history and current licence status with the relevant official register.
- Request recent filed financial statements or other credible financial disclosures. Note whether they cover the contracting entity or only a parent group.
- Look for verifiable insolvency, litigation, enforcement or licence-discipline information in official records.
- Ask for current insurance and warranty certificates, including policy numbers, limits, expiry dates and the named insured.
- Ask how subcontractors are selected and paid, and who remains responsible if one fails.
Private manufacturers may not publish accounts, and a parent company’s consolidated statements may conceal the condition of the subsidiary signing your contract. If the evidence is consolidated, ask for a parent guarantee or other security in writing. Have an accountant or construction lawyer interpret unfamiliar statements; treat documents as evidence, not a promise of future solvency.
Measure your payment exposure
Compare the deposit, each stage payment, the event that triggers it, refund rights, ownership of materials and the treatment of work in progress. A lower headline price can be riskier if it requires a large payment before modules are completed or independently inspected.

- Ask whether title to paid-for materials transfers to you and how those materials are identified if the company fails.
- Check whether the contract permits retention, escrow or another holdback until installation and commissioning.
- Record the deadline for refunds and the method for recovering money if a milestone is missed.
New South Wales provides a local example of payment controls. NSW Government guidance updated 1 September 2026 says qualifying home-building contracts valued at AUD $20,000 or more must have home building compensation cover in place and a certificate supplied before payment. It also describes a maximum 10% deposit and restrictions on unauthorised progress payments. Those rules apply in NSW; use the local scheme for the home’s location rather than importing the figures.
Ask what happens if the company fails
Put a direct question to each candidate: who pays if the builder or seller becomes insolvent, disappears, cannot finish, or refuses to repair a covered defect? The answer should identify a statutory scheme, insurer, warranty administrator, bond, parent guarantee or other enforceable security. A document called a “warranty” is not automatically insured or insolvency-backed.
Compare warranties line by line, not by headline duration
Obtain the complete warranty before signing. A brochure’s “10-year warranty” may cover only a narrow class of major defects, while shorter periods govern finishes, equipment or workmanship.

Check who performs and pays for onsite work
Read the boundary clauses for transport, craning, foundations, levelling, module joining, weather sealing, stairs, decks, utility connections and site drainage. The factory may warrant a module while the installer warrants the assembly. If a claim is rejected as “installation-related,” you need a named party and a defined escalation route, not an instruction to contact another company.

Record the address for notice, the time limit, required evidence and whether written authorisation is needed before hiring a contractor. Ask who pays travel, access equipment, replacement parts and temporary accommodation where relevant. Keep photographs with dates, inspection reports, delivery records and all written responses. A technically valid defect can become difficult to enforce if the owner misses a notice deadline or authorises work contrary to the policy.
What official rules illustrate about modular-home protection
Ontario: eligibility comes before the statutory warranty
The Ontario Ministry of Municipal Affairs and Housing explains that most newly built homes have statutory warranty protection, but modular-home eligibility includes conditions such as a permanent foundation and a licensed builder or vendor. Confirm that the specific design, foundation and contracting party meet those conditions with Tarion. If the project does not qualify, the written contract warranty may be the main protection, so its terms deserve the same scrutiny as an insurance policy.
Minnesota: different implied periods for different defects
Minnesota Department of Labor and Industry guidance describes implied modular-home coverage of one year for certain workmanship and material defects, two years for specified plumbing, electrical, heating and cooling installation defects, and ten years for major construction defects caused by noncompliance with building standards. These are Minnesota-specific statutory periods and categories. They do not establish a general warranty for modular homes in another state or country, and they do not eliminate the need to identify the responsible builder and installer.
United States HUD-code homes: federal standards are not a universal warranty
HUD states that its federal construction-standards program does not require a general manufacturer warranty for HUD-code manufactured homes, although state law or other programs may add requirements. HUD’s guidance distinguishes the retailer, manufacturer and installer and recommends contacting the retailer first, then putting unresolved issues in writing to the retailer, manufacturer and installer. If the matter remains unresolved, the owner can contact the relevant State Administrative Agency or HUD. HUD also advises obtaining written authorisation or a reimbursement agreement before starting repairs for which reimbursement will be sought.

Does a modular-home warranty cover installation?
Sometimes, but never assume it. “Installation” can include several legally separate tasks. Ask the warranty provider to mark each item as covered, excluded or covered by another party.
| Interface | Questions to put in writing |
|---|---|
| Transport | Who bears damage risk from factory release until site delivery, and what inspection deadline applies? |
| Craning and placement | Who inspects lifting points, records placement and repairs damage caused during the lift? |
| Foundation | Who designs, certifies and warrants the foundation, footings, anchors and site drainage? |
| Module joining | Who seals joints, verifies weatherproofing and corrects movement or water ingress? |
| Utilities | Who connects electricity, plumbing, heating, cooling and communications, and to which code? |
| External works | Are stairs, decks, cladding, landscaping and access paths included or excluded? |
Require a completion checklist signed by the factory, installer and relevant inspectors. It should identify open defects, the person assigned to each, the due date and the evidence that closes the item.
Evaluate aftercare before you buy
Aftercare is a process, not a promise to “look after customers.” Compare how a complaint moves from first notice to final repair.
- Named contact: Obtain one email address, telephone number and postal address for defects and service requests.
- Case ownership: Ask who logs the complaint, who diagnoses it and who has authority to approve a remedy.
- Service network: Confirm whether technicians are employees, dealers or independent contractors, and where they are located.
- Written targets: Request contractual acknowledgement, inspection and repair timeframes. Do not treat an informal estimate as a guaranteed response time.
- Cost allocation: Clarify travel, access equipment, parts, temporary accommodation and investigation costs.
- Technical disputes: Ask how the company decides whether a defect arose in manufacturing, transport, installation, the foundation or owner maintenance.
- Escalation: Identify the internal manager, warranty administrator, insurer, regulator, tribunal or dispute-resolution body available if the first response fails.
- Owner duties: Record maintenance tasks, inspection intervals, registration requirements and documents needed to preserve coverage.
Ask for references from owners whose homes are old enough to have completed the initial warranty period. Ask specifically how an unresolved issue was escalated and who paid. References are anecdotes, not statistically representative performance data, so use them alongside signed documents and official checks.
Verify insolvency and default protection
Obtain the actual certificate or policy, not a salesperson’s description. Verify it with the named insurer, regulator or administrator using contact details from an official register or the certificate itself.

NSW’s home building compensation scheme is one example of a protection that can respond to specified insolvency and incomplete-work situations, subject to its conditions. Ontario describes statutory new-home protection that can include deposit protection and delayed-closing or occupancy compensation for eligible homes. Neither example makes modular construction automatically protected; eligibility and claim rules must be checked for the particular project.
Use a shared scorecard for every candidate
Complete one row for each manufacturer or project team. Mark the evidence as verified, documented but not independently verified or not provided, and save the supporting document beside the scorecard.
| Comparison axis | Evidence to request | Why it matters |
|---|---|---|
| Identity and responsibility | Contracting entity, manufacturer, seller or builder, installer and licence details | Shows who owes completion, service and warranty duties |
| Financial resilience | Available filings, solvency disclosures, parent support and operating references | Helps assess risk; no indicator guarantees future performance |
| Payments and completion risk | Deposit, stage schedule, refund terms, work-in-progress ownership and security | Limits money exposed if the project stalls |
| Warranty scope | Full policy, warrantor, defect categories, durations and exclusions | Reveals practical coverage beyond a headline period |
| Aftercare | Named contact, service network, written response and escalation process | Shows how claims will be handled after delivery |
| Regulatory protection | Classification, licences, eligibility confirmation and official complaint route | Protections depend on location and home type |
| Installation boundary | Foundation, transport, crane, assembly, connections and sign-offs | Defects often arise at interfaces between parties |
| Evidence quality | Signed documents, certificates, official checks and clearly labelled references | Separates enforceable commitments from marketing claims |
Red flags that should change your decision
- The salesperson will not disclose the legal entity receiving your money.
- The warranty summary is available, but the full policy is withheld until after signing.
- The document names a “warranty” without identifying an obligor, insurer or statutory administrator.
- Installation, foundations or utility connections are excluded without naming the responsible contractor.
- Progress payments are requested before the stated milestone or without an inspection record.
- A certificate cannot be verified with the named insurer, regulator or administrator.
- The company gives service promises but no written contact, escalation route or repair authorisation process.
- References are offered in place of licences, certificates, contract terms or financial disclosures.
One unanswered question may be explainable for a small private business; several unanswered questions together indicate that you cannot price the risk. Compare documented commitments, not confidence or presentation quality.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesA practical due-diligence sequence
- Write down the site address, intended occupancy date and legal home classification.
- List every entity involved and obtain the proposed contract from the party receiving the deposit.
- Verify licences, permits, statutory eligibility and required insurance with the relevant authority.
- Collect the same financial, payment and insolvency documents from each candidate.
- Compare warranty terms category by category and annotate every exclusion and deadline.
- Obtain the installation responsibility matrix, inspection schedule and completion sign-off form.
- Test the aftercare process by asking where a hypothetical water-ingress or electrical defect would be reported and who would attend.
- Have a construction lawyer or accountant review unusual liability, security or parent-company provisions before signing.
- Store the signed contract, plans, specifications, selections, certificates, receipts, inspection records, photographs and service correspondence in one project file.
That file is useful both for ordinary warranty administration and for an escalation to a regulator, insurer, tribunal or dispute-resolution body. Make notices in writing and keep copies, including proof of delivery.
How to make the final choice
Choose the team that can demonstrate a coherent chain of responsibility from contract signing through manufacture, installation and aftercare. A financially stronger-looking company is not automatically the better choice if its warranty excludes the site work or its payment schedule leaves you heavily exposed. Conversely, a smaller manufacturer may be acceptable when the contracting entity is clear, obligations are documented, required cover is verified and the service route is practical.
Your comparison should end with a written list of commitments: who owes what, by when, under which document and with which remedy if the commitment is missed. If a manufacturer will not provide that clarity, treat the uncertainty itself as a cost and a reason to keep comparing.
