Compare supplier quotes only after putting them on the same material schedule, specification, quantity, unit, destination, and timing. Request written, itemized offers; mark exact matches and substitutions; convert every price to a common basis; then compare the complete cost to your site, applicable charges, delivery date, and commercial terms.
What makes two material quotes genuinely comparable?
A quote is comparable when it covers the same acceptable product, the same quantity, and the same delivery scope. A lower number can reflect a shorter length mix, a lower grade, fewer pieces, an unpriced delivery leg, or a proposed alternate rather than a better deal.

For each line, you need enough information to answer six questions:
- Is the material identity and specification the one the project requires?
- Does the quoted quantity equal the quantity in your takeoff?
- Are both prices expressed in the same unit and price basis?
- Does each total include delivery to the same destination and the same applicable charges?
- Can the supplier meet the required availability or delivery date?
- Do validity, minimum-order, escalation, storage, payment, return, or other terms alter the practical cost?
Keep a written record of the request, every dated response, your conversions, and decisions about alternates. U.S. Department of Defense estimating guidance in UFC 3-470-05 Construction Cost Estimating with Change 1 calls for local quotes that include taxes and delivery, multiple quotes when possible, and documentation that can be verified.

Start with one material schedule for every supplier
Build line items from the project takeoff
Use one project-specific schedule rather than allowing each supplier to interpret drawings independently. Give every line a unique identifier so questions and revisions can be traced. Include:
- Material description and intended use.
- Required standard, grade, species, strength class, treatment, finish, or other specification.
- Nominal and actual dimensions where relevant.
- Required lengths or length mix.
- Quantity and unit of measure, such as pieces, linear feet, board feet, bundles, sheets, bags, or another defined unit.
- Project location and delivery point.
- Required-on-site date or acceptable delivery window.
State whether quantities are net installed quantities or already include an allowance for cutting and loss. If the schedule is revised, issue the same revision to every supplier and retain the prior version.
Write the request so changes cannot be hidden
Ask for an itemized quote that follows your line numbers. Require the supplier to identify an exclusion, unavailable item, different quantity, or proposed alternate beside the affected line instead of silently replacing it. Request the quote date, validity period, supplier contact, payment terms, minimum order, delivery method, and all separate charges.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteThe comparison format used in Federal Acquisition Regulation (FAR) 52.225-9 records supplier identity, description, unit, quantity, price, delivery or availability time, and project location. Those fields are useful for private construction as well, even though the federal clause applies only in its specified U.S. procurement context.
Resolve ambiguous requirements before pricing
Do not ask suppliers to guess whether a requirement is flexible. Clarify acceptable species, grade, treatment level, moisture condition, dimensions, tolerances, color or finish, and length mix with the designer, engineer, owner, or other responsible decision-maker. A supplier may be able to price an alternate quickly, but that does not make it acceptable for the project.
Check every quote against the schedule
Classify each line
Create a status for each supplier line:
- Exact match: the description and specification, dimensions, treatment or finish, lengths, and quantity agree with the schedule.
- Alternate offered: the supplier has proposed a different product or condition.
- Missing or excluded: the line is not priced or is expressly outside the offer.
- Unclear: the quote does not state enough to determine what is included.
Keep these statuses visible in the worksheet. Never combine an alternate price with exact-specification prices and label the resulting row as the same material.
Inspect lumber details that change value
For lumber, compare species, grade, structural rating, nominal size, actual size, treatment, moisture condition, and length distribution. A quote for a different length mix may create more field splices or waste even when the per-piece price looks lower. Check whether the quote is for individual pieces, packs, or a total board-foot quantity, and whether the stated quantity is nominal or actual.
Separate substitutions for approval
An alternate is a separate offer. Record its exact specification, price, availability, and any installation or compatibility consequence. Send the proposed change to the person authorized to approve substitutions and record the decision. The International Code Council sample from Construction Estimating Complete Handbook warns that equivalence can be difficult to establish at bid time; an unapproved alternate should not be treated as equivalent merely because a supplier describes it as a replacement.

Put quantities and prices on a common basis
Confirm the quoted unit before doing arithmetic
Read the unit printed next to the number. Lumber and building materials may be priced per piece, linear foot, board foot, square foot, sheet, bundle, pallet, pack, or whole order. A total without its quantity and unit is not auditable.
Use a documented conversion to express every acceptable offer against the same required quantity. For a unit-price comparison, the basic calculation is:
extended material cost = comparable quantity × normalized unit price

If rounding forces you to buy a whole pack, show both the required quantity and the purchase quantity; the difference can affect the total and leftover material.
Do not mix unlike measures
A price per linear foot cannot be compared directly with a price per board foot or per piece. Convert both to a common basis using the dimensions and quantity stated in the offers. If a dimension, count, or conversion factor is missing, mark the line unresolved and obtain clarification rather than guessing.
The ICC handbook sample lists unit-price conversion as a quote-evaluation check. Keep the original quoted figure beside your converted figure so another reviewer can reproduce the calculation.
Treat waste as a stated assumption, not a universal percentage
Waste and loss may be included in a material unit-price computation, but the reviewed official guidance does not prescribe one percentage for every project. State whether your schedule already includes waste, what basis was used, and who approved it. Do not make one supplier appear cheaper by adding an allowance to only that supplier’s quantity.
Calculate the complete cost to the jobsite
Extend the material lines
For each exact-match line, calculate the cost of the quantity the project will actually purchase. Show pack rounding, discounts, and any difference between required and minimum order quantities. Keep alternates in a separate section or column.

Add delivery and other applicable charges
Put delivery or freight, fuel surcharges, handling, taxes, duty where applicable, and other stated fees into the same comparison. If a quote is explicitly delivered to your project, do not add a second delivery charge. If it is pickup-only, obtain the cost and responsibility for transporting it to the destination.
UFC 3-470-05 states: “Obtain local quotes, inclusive of taxes and delivery charges, for each project to ensure that the cost is current and that the item meets specifications.” In the federal context covered by FAR 52.225-9, “The price of construction material shall include all delivery costs to the construction site and any applicable duty (whether or not a duty-free certificate may be issued).” Taxability and duty depend on the transaction and jurisdiction, so verify the supplier’s written treatment and the rules that apply to your project rather than applying a blanket assumption.
Expose discounts and minimums
Record whether a discount applies to all lines, only a threshold quantity, prompt payment, or a particular payment method. Show minimum order quantities and the cost of material that exceeds the takeoff because a minimum applies. A nominally low unit price can produce a higher order total when the minimum is large.

Identify charges that occur outside delivery
Ask about storage, redelivery, standby, demurrage, restocking, cutting, fabrication, pallet, or special handling charges when they could apply. Note whether the quote assumes one delivery, a particular unloading method, clear access, or a scheduled time window. Keep each assumption beside the amount it affects.
Compare timing and commercial terms
Record availability and committed delivery
Capture both the supplier’s current availability and the date it commits to deliver. “In stock,” “ships soon,” and “available in two weeks” are not equivalent promises. Compare the date with the installation sequence and identify whether partial deliveries are acceptable.
Check validity and escalation language
Write down how long the quoted price and availability are held. Look for clauses allowing increases after a validity period, after an order delay, or when a manufacturer changes pricing. A quote with a shorter validity may carry more price risk even if its current total is lower.
Review payment, cancellation, and return conditions
Record deposits, credit requirements, payment timing, cancellation rights, return fees, and whether custom-cut or treated material is non-returnable. These terms can affect cash flow and the cost of correcting an over-order.

- Freeze the scope. Complete the material schedule, specifications, quantities, destination, and required dates before requesting prices.
- Issue identical requests. Send the same schedule and revision identifier to each supplier. Ask for line-by-line pricing and explicit exclusions or alternates.
- Log the responses. Save each dated quote and record validity, contact, delivery assumptions, and commercial terms.
- Test material identity. Mark every line exact, alternate, missing, excluded, or unclear. Obtain technical approval for any alternate.
- Normalize units. Convert acceptable offers to the same unit and quantity. Show formulas, pack rounding, and any approved waste assumption.
- Build delivered totals. Add applicable delivery, taxes, duty, and other charges; apply discounts and minimum-order effects once, without double-counting delivery.
- Test schedule fit. Compare availability and committed delivery with the construction sequence, including the consequences of partial shipments or delays.
- Resolve and document. Ask written questions, update the worksheet, record approvals or rejections, and retain the final comparison with the selected quote.
How to decide when the lowest comparable total is not the best choice
After scope normalization, evaluate each acceptable offer on six axes:
- Specification match: Does it meet the required grade, dimensions, treatment, finish, and length mix without an unresolved substitution?
- Comparable quantity: Is the total based on the same purchase quantity, including pack or minimum-order rounding?
- Total delivered cost: Are all applicable charges included for the same destination?
- Schedule fit: Can the supplier meet the required date with a firm enough commitment?
- Commercial exposure: Could validity, escalation, storage, standby, payment, cancellation, or return terms materially change the outcome?
- Documentation confidence: Is the offer itemized and clear enough for another person to verify?
A supplier with a slightly higher normalized total may be the sounder selection if it is the only one meeting the specification and delivery date. Conversely, a low total that depends on an unapproved alternate or an unstated freight charge is not a valid saving.
Common comparison failures and how to correct them
Comparing headline totals
Symptom: One supplier’s total is far below the others, but the quote does not show comparable quantities or inclusions.
Correction: Reconcile every line to the schedule, request missing units and quantities, and rebuild the total from normalized line items.
Accepting a silent substitution
Symptom: The description is similar, but grade, treatment, dimensions, or length mix differs.
Correction: Move the line to the alternate column, obtain technical approval, and price the required item separately.

Using an expired price
Symptom: A favorable old quote is selected after its validity period or after an escalation trigger.
Correction: Obtain written confirmation that price and availability remain valid, or re-price all affected suppliers on the same date.
Treating a methodology document as a market benchmark
Symptom: A general estimating guide is used to claim that a local quote is fair or current.
Correction: Use the guide for comparison method only. Current local cost requires current supplier offers for the actual project; no universal fair-price test or current market statistic is established here.

FAR 52.225-9 contains construction-material comparison and delivery-price language for its applicable federal procurement circumstances, including Buy American requirements. Its requirements should not be assumed to govern an ordinary private purchase. The federal comparison fields are still a useful checklist, but contract terms, tax rules, duty treatment, and approval authority for a private project come from that project’s documents and jurisdiction.
The cited federal procedure has a stated regulatory timing detail: one specified procedure will no longer apply as of January 1, 2030. That date does not establish a lumber price, a private-project requirement, or a universal selection rule.
What a complete comparison file should contain
At the end of the process, another estimator should be able to reproduce your decision without calling the suppliers. Keep:
- The dated material schedule and every revision sent.
- Each supplier’s written, itemized quote and correspondence.
- The specification review showing exact items, alternates, exclusions, and unresolved lines.
- Unit and quantity conversions with formulas and rounding.
- The delivered-cost calculation, including taxes, freight, duty where applicable, discounts, minimums, and other charges.
- Availability and delivery commitments alongside the project requirement.
- Written responses to questions and the authorization for any accepted substitution.
- The final selection rationale and the quote’s validity at the time of order.
This record protects the estimate from false price comparisons and gives the project team a clear basis for rechecking costs if scope, timing, or supplier terms change.
