Compare materials by the building service they provide over the same period, not by purchase price, weight, or shipping distance alone. Set the project requirements, choose functionally equivalent products, use the same lifecycle boundary and reference study period, then test manufacturing, transport, installation, maintenance, replacement, operation and end-of-life with product-specific evidence. A local product may reduce transport, but an imported alternative can sometimes have better recycled content, durability or functionality.
Why a fair comparison is harder than checking the shipping distance
“Local” and “imported” describe supply geography, not environmental performance. A locally stocked product may have been manufactured elsewhere, while an imported product may arrive by a relatively efficient route and contain a larger share of recycled material. Transport is important, but it is one part of a building’s life cycle.

The European Commission Directorate-General for Environment gives a broad estimate that about 50% of total European Union greenhouse-gas emissions are linked to the building stock. That estimate includes material supply, construction and building use; it is not a claim that materials alone account for half of emissions. It illustrates why a decision should consider the whole building service rather than a single delivery leg.

1. Define what the material must do
Write the project requirements first
Record the building type, location, climate exposure, structural role, fire strategy, moisture conditions, acoustic requirements, thermal targets, appearance requirements and maintenance access. Include any planning, building-code or structural-engineering constraints that could rule out a product before environmental scoring begins.
For example, a cladding product must be compared as part of a compliant weatherproof wall assembly, not as a kilogram of material. A structural member must satisfy the required load, fire resistance, connection details and serviceability limits. If one candidate needs extra layers, coatings, fixings or protective treatment to perform the same job, include those components.
Choose a reference service life
Set the study period before collecting impacts. The period might be the building’s design life or another period required by the client’s assessment method. Every option must provide the same service over that period. A product that lasts twice as long may require fewer replacements even if its initial manufacturing impact is higher.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteState assumptions about inspection, cleaning, recoating, repair and replacement. Include the transport and installation associated with those future interventions, not only the first delivery.
Use a functional unit, not just a mass unit
A functional unit describes the service being compared: for example, a defined area of compliant wall protection for a stated period, or a structural capacity delivered for a stated period. GSA guidance on whole-building life-cycle assessment emphasizes defining the functional unit and study scope. A per-kilogram result can be misleading when products have different densities, thicknesses, spans, durability or installation requirements.
2. Establish the project context that changes the answer
Local climate and logistics can change which option performs best. Record the actual project location, likely manufacturing or distribution points, route constraints, site access, seasonal weather, exposure to salt or freeze-thaw cycles, and the availability of qualified installers and maintenance contractors.
Also identify whether the product is locally manufactured, locally distributed, or merely available from a local merchant. “Available nearby” does not prove a short manufacturing journey. Ask suppliers for the plant or plants covered by their environmental documentation and for the distribution assumptions used in that documentation.

Jurisdiction matters. GSA resources and EC3 are U.S.-oriented examples; the New Zealand government guidance cited here concerns exterior materials; the UK government’s 2025 summary is England-focused; and the RICS item is a second-edition consultation document. These sources provide methods and cautions, not universal code requirements or prices for every country.

3. Find genuinely comparable product evidence
Request product-specific EPDs
Ask each manufacturer for a current, product-specific Environmental Product Declaration (EPD), when one is available. Record:
- Publisher and verification status
- Publication date and validity period
- Exact product, model or plant covered
- Declared unit or functional unit
- Geographic scope and manufacturing location
- Lifecycle modules reported
- Applicable product-category rules and calculation standard
- Assumptions about energy, transport, packaging, installation, maintenance and end of life
Two documents are not automatically comparable just because both are EPDs. Different declared units, product-category rules, geographic electricity mixes, system boundaries or reporting modules can produce numbers that look precise but answer different questions.
Use generic data only with a clear label
When no product-specific EPD exists, document the generic dataset or supplier estimate used, its age, geography and uncertainty. Do not present a generic industry average as if it described the actual product. Test whether reasonable changes to the missing data could change the ranking.
Use tools as aids, not as a substitute for scope decisions
The U.S. Environmental Protection Agency identifies EPDs and assessment tools as resources for evaluating construction-material emissions. GSA describes the use of verified EPDs in EC3. Such tools can organize evidence, but they cannot decide whether two products provide the same function or whether a replacement assumption is realistic. Those decisions remain project-specific.
4. Compare manufacturing impacts on the same basis
For each candidate, capture raw-material sourcing, manufacturing energy, process emissions, recycled content, water or chemical inputs where reported, packaging and factory waste. Keep the boundary consistent: if one product includes upstream raw materials and another reports only factory-gate production, the figures are not a fair ranking until the boundary is aligned.
Recycled content deserves careful interpretation. A higher percentage can reduce demand for virgin feedstock, but the benefit depends on the material, energy source, processing route, quality and future recyclability. Imported products may have higher recycled content or better functionality; New Zealand government guidance explicitly cautions against assuming that local sourcing is always the lower-impact choice.
5. Model transport from the real supply route
Include the variables that drive transport impact
Transport emissions depend on mass, distance, mode and route. Collect the shipment weight, origin, destination, transport mode, load assumptions, delivery frequency and any consolidation. A short road journey for a very heavy product can compare differently with a longer, well-loaded sea journey for a lighter product.
Use the complete A4 scenario where applicable
RICS guidance defines lifecycle module A4 as transport from the factory gate to the construction site. Its scenario includes distribution stops and return journeys. If a product moves from a plant to a regional warehouse, then to a merchant and finally to the site, represent those legs rather than treating the plant-to-site distance as a single direct trip.

Ask for the route used in an EPD and replace generic assumptions with the project route when the assessment requires it. Include abnormal loads, partial loads, ferry crossings or trans-shipment where they materially affect the result.
Do not turn distance into a verdict
A shorter journey is one factor, not a complete sustainability assessment. Transport may be outweighed by differences in manufacturing energy, service life, maintenance, operational performance or end-of-life recovery. Report it as a separate axis so readers can see its contribution without mistaking it for the whole answer.
6. Include installation, maintenance and replacement
Installation
List site operations and ancillary materials required for each option: cutting losses, fasteners, membranes, adhesives, mortar, sealants, lifting equipment, temporary protection and waste treatment. Include delivery of those items when they differ between systems. A product that appears efficient at factory gate may require a more material-intensive installation.

Use the manufacturer’s maintenance schedule and local exposure conditions. Record cleaning frequency, inspections, recoating, replacement of seals, access equipment and expected waste. Maintenance that is difficult or unsafe to perform can create practical and cost consequences even if its carbon contribution is small.
Replacement
Apply the service-life assumptions consistently. If the reference period exceeds a component’s expected life, count the replacement product, its transport, installation, disposal and any temporary protection. If service-life evidence is uncertain, show a range and identify which assumptions drive the result.
7. Check operational consequences
Some material choices affect the building after construction. Consider thermal resistance, solar control, air-tightness, moisture behaviour, thermal bridging, acoustic performance and the energy needed for conditioning or ventilation. Include these operational effects only where the products are being compared as parts of assemblies that actually change those outcomes.
Do not claim an operational benefit from a material in isolation when the building design, detailing or mechanical systems determine the result. Use the same occupancy, weather, control and energy assumptions for both alternatives.

Prices vary by supplier, quantity, exchange rate, labour market and project schedule. A local product may reduce lead time, storage risk or exposure to import delays even when its invoice price is not the lowest. An imported product may offer a longer service life or a performance characteristic that reduces other assembly costs. Keep those effects visible rather than hiding them in a single purchase-price comparison.
9. Test health, safety and compliance before scoring sustainability
Confirm that every candidate meets the applicable structural, fire, moisture, acoustic, thermal, accessibility and product-certification requirements. Check installation controls for dust, fibres, volatile compounds, noise and manual handling. Ask for safety data and emissions information where relevant to occupants or installers.
A product that fails a mandatory requirement is not a lower-impact alternative; it is an ineligible option. Likewise, a material that requires specialist installation unavailable in the project region may carry schedule, quality and maintenance risks that should be recorded alongside environmental indicators.
10. Evaluate end-of-life realistically
Document whether the assembly can be dismantled, reused, refurbished, mechanically recycled, downcycled, incinerated or landfilled in the project’s actual region. Distinguish theoretical recyclability from an available collection and processing route. Adhesives, composite layers, coatings and contamination can prevent recovery even when the base material is recyclable.
Include removal, sorting, transport and treatment impacts. If an EPD reports end-of-life modules, check the assumptions against local facilities. A recovery credit should not be transferred from one jurisdiction to another without confirming that the same pathway exists.
11. Build a transparent comparison table
Use a worksheet that keeps evidence, assumptions and decisions separate. The following fields are the minimum useful structure:
| Comparison axis | Evidence to collect | Decision question |
|---|---|---|
| Function and reference life | Performance requirement, assembly, service period and replacement schedule | Do both options provide the same service for the same period? |
| Product impacts | Current EPD, declared unit, modules, product-category rules and geography | Are the reported results sufficiently comparable? |
| Manufacturing | Plant, process energy, raw materials, recycled content and factory waste | What production differences remain after scope alignment? |
| Transport | Mass, origin, destination, mode, route, stops, returns and load assumptions | How much does the actual supply route contribute? |
| Installation | Ancillary products, site energy, losses, packaging and waste | Does installation change the material or impact quantity? |
| Maintenance and replacement | Intervals, labour, access, replacement products and future transport | Which option needs more interventions during the study period? |
| Operation | Assembly-level thermal, moisture, acoustic or energy effects | Does either option alter use-phase performance? |
| Cost | Initial, recurring and replacement costs with date and location | Which option has the lower whole-life cost under the same assumptions? |
| Health and compliance | Code evidence, certifications, emissions and installation controls | Are both options acceptable for this building and jurisdiction? |
| End of life | Local collection, reuse, recycling, treatment and disposal routes | What outcome is realistic when the assembly is removed? |
12. A step-by-step workflow for a project team
- Define the brief. Write the building location, use, exposure, structural and fire requirements, expected service life and maintenance access.
- Shortlist equivalent systems. Reject options that cannot meet mandatory performance requirements. Compare complete assemblies where components are interdependent.
- Set the functional unit and boundary. Choose the service measure, reference study period and lifecycle modules before collecting numbers.
- Request evidence. Obtain current product-specific EPDs, technical sheets, service-life information, maintenance instructions, installation requirements and end-of-life guidance.
- Check comparability. Record publisher, date, model, declared unit, geography, modules and product-category rules. Flag mismatches instead of averaging them away.
- Map the supply route. Verify manufacturing and distribution points, then model mass, mode, stops, return journeys and site delivery conditions.
- Model the installed assembly. Add ancillary materials, losses, site energy, maintenance, replacement and operational effects that differ between options.
- Calculate whole-life cost. Use the same price date, currency, study period and replacement assumptions. Show recurring costs separately.
- Run sensitivity checks. Vary uncertain service lives, routes, energy mixes, replacement intervals and end-of-life pathways. Note whether the preferred option changes.
- Document the decision. Report the preferred option, the requirements it satisfies, the evidence used, the assumptions that matter and the limitations that could change the outcome.
13. Common mistakes and how to correct them
Mistake: choosing the nearest supplier automatically
Correction: Verify the manufacturing plant and model the complete route. Then compare transport with production, durability and replacement.
Recommended Free Tools
Mistake: comparing kilograms or purchase prices
Correction: Compare the same functional unit and reference service life, including the quantity and assembly needed to deliver that function.

Mistake: treating every EPD as interchangeable
Correction: Check declared units, modules, geography, product-category rules, publication dates and verification. Use aligned documents or explain the adjustment.
Mistake: stopping at factory gate
Correction: Add transport, installation, maintenance, replacement, operation where relevant and end of life. Factory-gate data can be useful, but it is not a whole-building result.
Mistake: ignoring local performance
Correction: Check climate exposure, installer capability, code acceptance, maintenance access and available recovery routes in the actual project location.
Mistake: hiding uncertainty behind a single score
Correction: Show the assumptions and test plausible alternatives. If the ranking changes under reasonable scenarios, present the decision as conditional rather than definitive.
14. How to communicate the result to clients and approvals teams
Present a short decision record supported by the underlying worksheet. State the project context, functional unit, reference period, lifecycle boundary, products and plants assessed, transport assumptions, cost basis and compliance checks. Separate measured or verified values from supplier estimates and generic datasets.
Explain which axis drives the recommendation. In one project it may be replacement frequency; in another, a strict fire requirement, local installation risk, operational energy or the absence of an end-of-life facility. This makes the recommendation auditable and prevents a transport figure from being mistaken for a universal “greenest material” label.
15. What the available guidance can and cannot establish
The New Zealand government guidance offers a useful balanced message: “If you choose locally sourced materials, there’ll be less need for transportation, and it’ll also be easier to find out how the product is made and performs in local conditions.” The same guidance cautions that imported materials may have higher recycled content or better functionality. It is consumer guidance for exterior materials, so apply it as a principle rather than a jurisdiction-wide rule.
The UK government’s 2025 England-focused summary notes that assessment outputs can vary by method and project, limiting comparisons, and that the cost of producing EPDs can burden smaller manufacturers. That limitation matters when a local supplier cannot provide a product-specific declaration: absence of an EPD is not proof of high impact, but it increases the need to document assumptions and uncertainty.
GSA and EPA materials describe U.S. assessment resources, while the RICS document is a second-edition consultation item. Use their definitions and workflow ideas only after checking the standard, code and reporting requirements that govern the project.
16. A decision rule when no option wins every category
First eliminate products that fail mandatory safety, structural, fire, durability or health requirements. Among the compliant options, prefer the alternative that performs the required function with the lower whole-life impact and cost under the stated assumptions. If results are close, give priority to the uncertainty that could change the ranking: service life, replacement rate, transport route, energy performance or end-of-life access.
Record a conditional recommendation when evidence is incomplete. For example, approval can depend on receiving a current EPD, confirming a manufacturing location, obtaining a local recycling route or validating a service-life claim. That is more reliable than declaring a universal winner from distance or price alone.
