Require each bidder to prove the same grade, dimensions, standards, documentation, traceability, fabrication capability, inspection access, delivery commitment, total delivered cost and compliance with any domestic-content rule. Domestic origin is a procurement and legal attribute; it is not a substitute for material conformity, and imported origin is not evidence of lower quality or lower price.
Start with one common bid specification
A fair comparison is impossible when bidders price different scopes. Issue one purchase or subcontract package that identifies the material and the evidence required for acceptance before asking mills, service centers or fabricators for quotations.

State the technical requirements
The package should identify the steel type, class, grade, shape, dimensions, tolerances, mechanical properties, chemical requirements and governing standards. Include the design drawings and specifications, connection requirements, welding and bolting requirements, coatings, processing limits and any supplementary tests. Describe the required delivery condition, such as raw shapes, cut and drilled members, or fully fabricated and coated assemblies.
Require every bidder to identify exceptions line by line. A quotation that says “equivalent steel” without naming the proposed grade, standard and deviations cannot be compared with a fully compliant offer.

Define the documentary deliverables
AISC purchasing guidance calls for written purchase documents to state the material, class, grade, unique identification, applicable specifications and design documents, process requirements, inspection instructions and witness points, delivery instructions and date, and required quality reports, certified test reports and certificates of compliance or conformance. Put those items in the bid package rather than trying to negotiate them after award.
Fix the delivery point and commercial scope
Choose a common comparison point, normally accepted material at the project site or at the fabricator’s facility. State whether each price includes cutting, drilling, welding, blasting, painting, testing, records, packing, loading, freight, insurance, customs clearance, duties or tariffs, unloading, storage and handling. Require a separate line for each item so a low mill price cannot conceal costs that another bidder has included.
Compare technical conformity before price
For each offer, make a compliance matrix with one row for every project requirement. Record the proposed standard and grade, section and plate dimensions, available thicknesses, yield and tensile properties, elongation, impact-test requirements, chemical limits, tolerances and any processing restrictions. Mark each row as compliant, compliant with an approved alternative, or unresolved.
Check standards and editions
Confirm that the cited material standard is the edition named in the contract and that the grade designation means the same thing in the offered jurisdiction. Some standards use similar grade names with different chemistry, toughness or thickness provisions. Ask the bidder to provide the complete standard designation and the governing test method, not just a commercial grade nickname.
Check dimensions and usable yield
Compare the sections and plate sizes that will actually be delivered. A nominally matching section may have different available lengths, rolling tolerances or camber limits. Require the bidder to identify substitutions and calculate the resulting nesting, scrap and member-weight effects. The relevant figure is the cost of compliant, usable members, not the price per nominal ton.
Check supplemental requirements
If the design calls for Charpy impact testing, through-thickness properties, weldability limits, ultrasonic examination, hardness limits or special corrosion protection, list each requirement separately. Do not infer compliance from a general mill certificate unless it reports the specified test and acceptance criterion.
Separate identification from traceability
Identification answers whether the specified grade and size are being used. Traceability answers whether a piece of steel in the structure can be connected to its mill test report (MTR). They are different controls and should be specified separately.

Choose the traceability level the project needs
AISC describes three common levels:
- Lot traceability: material is linked to an identifiable production lot or heat and its records.
- Piece-mark traceability: fabricated members or groups of pieces are mapped to the relevant heat or lot records.
- Piece traceability: each individual piece is linked to its own material record.
Each higher level adds identification, handling and recordkeeping work and therefore cost. Traceability is not automatically required by the AISC Specification. The owner, engineer, contract documents and authority having jurisdiction should determine the level appropriate to the structure’s risk and regulatory obligations.
Require a traceability procedure before ordering
Ask for a written procedure showing how heat or lot numbers will be preserved from receiving through cutting, fitting, welding, shipment and erection. The procedure should explain how markings are transferred when material is cut, how lost or illegible marks are handled, how mixed heats are prevented, and how the final piece-mark map will be delivered. Obtain this commitment before purchase; a fabricator cannot reliably recreate missing links after the material has been mixed or processed.
Review the actual records
For each heat or lot, request the MTR and verify the grade, dimensions, chemistry, mechanical tests, heat number, mill identity, standard and authorized signature or electronic certification. Compare the MTR to receiving records and the piece-mark map. A certificate of compliance is useful, but it does not replace an MTR when the contract requires certified test results.
Evaluate the fabricator separately from the mill
A compliant MTR demonstrates material results; it does not demonstrate that a fabricator can control welding, dimensional accuracy, non-destructive examination, coating or records for your project. Evaluate the organization that will cut, fit, weld, inspect, store and ship the steel.
Review quality-system capability
AISC describes certification as an assessment of a participant’s personnel, organization, experience, documented procedures, knowledge, equipment and commitment to quality for fabrication, manufacturing and/or erection. Its program lists AISC 207-25, with updated governing requirements taking effect June 15, 2026. Confirm the current standard, the certification category and the company’s current status for the work being procured.
Certification addresses an organization’s quality-management capability, not the country where its steel was melted or rolled. It also does not eliminate the project’s obligation to obtain the required material records and perform contract inspections.
Match capability to project complexity
Ask for evidence of experience with the required member sizes, connection types, welding processes, fracture-critical or seismic work, coatings, tolerances and production volume. Review staffing, qualified welders and inspectors, calibration controls, nonconformance procedures, subcontractor management, capacity during the proposed production window and references for comparable work.

Use prevention-focused quality controls
AISC describes its certification goal this way: The goal is to build quality structures from the start by focusing on error prevention rather than error correction.
In practical terms, request the fabricator’s inspection and test plan, inspection points, welder qualification controls, fit-up and dimensional checks, repair procedure, document-control process and release criteria before fabrication starts.
Set inspection and acceptance rules
Inspection rights are part of the procurement comparison. Give every bidder the same requirements for notice, access, witness points, hold points, sampling, non-destructive testing, report format and response time.
Define hold and witness points
A hold point stops work until the designated party releases it. A witness point allows the inspector to attend after proper notice, with work proceeding if the inspector does not attend under the contract rules. Identify points such as receiving verification, fit-up, welding, dimensional inspection, non-destructive examination, coating inspection, final document review and loading.
Clarify who accepts what
State whether the engineer, owner’s inspector, independent agency or contracting authority accepts material, fabrication and records. Define the evidence required for release: approved drawings, inspection reports, MTRs, weld records, non-destructive examination reports, coating readings, packing lists and traceability maps. Do not let “inspected” serve as an undefined substitute for contractual acceptance.
Price inspection realistically
Require bids to show inspection labor, travel, testing, laboratory charges, witnessing, document compilation and reinspection. A lower material price can disappear when the bidder has excluded mandatory testing or assumes that the owner will provide inspectors at no cost.

Compare delivery and logistics risk
Use a milestone schedule rather than a single promised arrival date. Require dates for purchase order release, mill production, testing and MTR completion, receipt at the fabricator, fabrication start, first article or approval points, coating, loading, shipment and arrival at the project site.
Make the logistics chain explicit
For imported offers, identify the ports, carriers, transload points, customs responsibilities, documentation deadlines, duties or tariffs where applicable, currency assumptions and demurrage responsibility. For domestic offers, identify the mill, service center, fabrication plant, carrier and any interplant transfers. Either route can have multiple handoffs; the bid should show who controls each one.

Require a recovery plan
Ask how the supplier will respond to a rolling delay, rejected test, damaged load, customs hold, missing MTR, short shipment or nonconforming member. Require notification deadlines, replacement or expedited-production options and responsibility for added freight, storage and schedule effects.
Do not use unsupported market averages
There is no defensible universal advantage in price or lead time for imported or domestic structural steel. Current mill capacity, section availability, fabrication loading, transport conditions, trade measures and project location determine the result. Compare current, written commitments for the actual job.

Calculate total delivered and usable cost
Build a bid comparison using the same quantities, delivery point, currency date and validity period. The cost of interest is the cost of accepted material ready for erection.
| Cost component | Questions for every bidder |
|---|---|
| Material | What grade, section, quantity, tolerances and usable yield are included? Are mill extras, minimum heats or price escalators excluded? |
| Fabrication | Are cutting, drilling, fitting, welding, straightening, trial assembly and repairs included? |
| Testing and records | Are MTRs, supplemental tests, non-destructive examination, inspection reports and traceability mapping included? |
| Finishing | Are blasting, primer, galvanizing, paint-system checks, touch-up and environmental controls included? |
| Transport | Are packing, inland freight, ocean or air freight, insurance, port charges, customs brokerage, duties or tariffs, unloading and storage included? |
| Schedule exposure | What allowance covers contingency, resequencing, expediting, standby crews and temporary storage? |
| Nonconformance | Who pays for retesting, replacement, rework, return freight and schedule recovery if material or fabrication is rejected? |
Separate one-time costs from recurring or variable costs. Record the quotation date, validity period, exchange-rate assumption and escalation clause. A quoted mill price is not comparable with a delivered, inspected and documented price unless the scope is normalized.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Check domestic-content and trade requirements by contract
For U.S. federal procurement, FAR Part 25 defines domestic construction materials and treats iron and steel content differently from other manufactured construction material. The applicable test, clause, waiver and trade-agreement treatment depend on the solicitation, contract, funding source and rule text in force for that procurement.
Identify the governing requirement
Before comparing bids, have the contracting officer or qualified procurement counsel identify whether the project is subject to a domestic-content statute, Buy American clause, agency supplement, trade agreement, grant condition, waiver or special exception. A private project is not automatically subject to the federal rule.

Make compliance a bid condition
Place the certification form, responsible signatory, record-retention period, audit rights and consequences of misrepresentation in the purchase documents. Price and schedule comparisons are meaningless if one offer cannot legally be used on the funded project.
A practical bid-comparison procedure
- Extract requirements. Build a checklist from the drawings, specifications, contract clauses, funding conditions and inspection plan.
- Issue one inquiry. Send every bidder identical quantities, grades, standards, delivery point, document list and response deadline.
- Screen technical compliance. Reject or clarify offers with unresolved grades, dimensions, tests, substitutions or exclusions before looking at price.
- Confirm records and traceability. Select the required level and review a sample MTR, marking plan, piece-mark map and record package.
- Audit fabrication capability. Check certification category, relevant experience, staffing, equipment, capacity, subcontractors and quality procedures.
- Lock inspection terms. Agree on hold points, witness notices, testing, acceptance authority and nonconformance handling.
- Normalize logistics. Convert all offers to the same site delivery point and include every freight, customs, insurance, storage and contingency item.
- Validate legal eligibility. Obtain project-specific domestic-content or trade-compliance certifications and approvals.
- Score documented risk. Use weighted criteria and record the evidence behind every score; do not award solely on nominal ton price.
- Attach commitments to the order. Make the accepted grade, schedule, records, traceability, inspection rights, remedies and compliance certifications contractual deliverables.
Use a decision matrix instead of an origin shortcut
A project team can assign weights suited to its risk profile. A highly regulated public project may weight legal compliance and records heavily; a remote project may weight logistics and recovery capacity; a repetitive, low-risk frame may place more weight on verified production capacity and usable cost.
| Evaluation axis | Evidence to request | Decision question |
|---|---|---|
| Technical conformity | Submittals, MTRs, certifications and specified test results | Does the offer meet every grade, dimension, property and standard requirement? |
| Identification and traceability | Written procedure, heat or lot links, piece-mark mapping and MTRs | Can the required record link survive receiving, fabrication, shipment and erection? |
| Fabrication quality | Quality-system evidence, certification category, references and capacity data | Can this organization control the required work at the required volume? |
| Inspection and acceptance | Inspection and test plan, hold points and completed-report samples | Will the owner receive the access and evidence needed to accept the work? |
| Schedule and logistics | Milestone schedule, shipping assumptions and delay responsibilities | Is the committed site date credible, with a documented recovery path? |
| Total cost | Comparable breakdown for material, fabrication, records, inspection, freight and contingencies | What is the cost of compliant, accepted steel ready for erection? |
| Procurement compliance | Contract clauses and project-specific origin or content certification | Can the source legally satisfy this particular contract? |
Common comparison failures and how to prevent them
Choosing the lowest nominal ton price
Failure: The apparent bargain excludes testing, records, fabrication, freight or rework. Prevention: Normalize every line to accepted material at the same delivery point.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Assuming domestic means higher quality
Failure: Origin replaces review of grade, MTRs, fabrication controls and inspection. Prevention: Evaluate the evidence and quality system for each specific supplier.
Assuming imported means cheaper or slower
Failure: An unsupported generalization drives the award. Prevention: Use current quotations and committed milestones, including customs, currency and recovery assumptions where relevant.
Adding piece-level traceability after fabrication
Failure: Marks and heat links have been lost or mixed, making reconstruction expensive or impossible. Prevention: Specify the traceability level and marking procedure in the purchase order.
Treating certification as material proof
Failure: A fabricator’s certification is accepted instead of MTRs and project-specific tests. Prevention: keep organizational capability evidence and material-conformance evidence as separate acceptance requirements.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsApplying federal rules to every project
Failure: A private or differently funded project is evaluated under an inapplicable clause, or a covered project misses a required waiver. Prevention: identify the actual solicitation, contract, funding and current rule before bid evaluation.
Records to retain through closeout
- Issued purchase specification, drawings, revisions and approved substitutions.
- Bid compliance matrices, clarifications, exclusions and award evaluation.
- Mill test reports, certificates of compliance and supplemental test results.
- Receiving reports, heat and lot records, marking-transfer logs and piece-mark maps.
- Fabricator certification, personnel qualifications, equipment calibrations and approved procedures.
- Inspection and test plans, hold-point releases, witness notices and non-destructive examination reports.
- Welding records, dimensional checks, coating reports, repair records and nonconformance dispositions.
- Packing lists, shipping documents, delivery receipts, origin or content certifications and customs records where applicable.
- Final accepted document index and any records required by the owner, engineer, authority having jurisdiction or contract.
Keeping this package organized lets the team demonstrate what was supplied, how it was controlled and why it was accepted, regardless of where the steel originated.
