How to Compare Contractor Bids When Labor and Material Costs Keep Changing

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Give every contractor the same written scope, drawings, specifications and requested materials, then compare what each bid actually includes. A low total may omit work, assume cheaper products or allow too little time. A high total may reflect better materials, a more realistic schedule or greater experience. The safest choice is the bid whose scope, assumptions and price-adjustment rules you can explain—not automatically the cheapest number.

When labor and material prices are moving, ask whether each offer is an estimate, a fixed quote or subject to an adjustment clause. Identify the inputs that can change, the baseline used, the evidence required and the deadline for notice. Before any extra work starts, record the agreed scope, price and schedule effect in a written variation or change order. Building and consumer-contract rules differ by location, so confirm local requirements with your building regulator or consumer-protection authority.

1. Start with one identical project brief

Comparisons fail when contractors price different jobs. Prepare one written brief and send the same version to every bidder. Include the address, project description, drawings, dimensions, performance requirements, access constraints and the finish level you expect. State which work is included, such as demolition, protection of existing areas, structural work, installation, testing, cleanup and disposal.

List desired materials by brand, model, grade, size, color or other identifying specification where those choices matter. If you have an allowance for a finish, define what the allowance covers and who selects the final item. Ask each contractor to identify any proposed substitution rather than silently pricing a different product.

NSW Government guidance recommends giving at least three contractors the same specific brief and material specifications. New Zealand Consumer Protection likewise recommends obtaining several written quotes. Those are local guidance statements, not a universal legal minimum, but the underlying practice makes bids comparable.

What to attach

  • Current drawings, schedules and written specifications.
  • A room-by-room or area-by-area description of the work.
  • Material brands, models, grades, quantities and acceptable alternatives.
  • Site information: access hours, parking, occupied areas, known hazards and protection requirements.
  • Required permits, inspections, testing, commissioning and handover documents.
  • Your target start date and any deadline that affects occupancy or operations.

Ask for a written bid

Require a written offer with a date, validity period, total price, tax treatment where applicable, payment schedule and a clear list of assumptions. Tell bidders to mark an item not stated rather than leaving you to infer that it is included. An omission discovered after signing is often more expensive to resolve than a clarification made during bidding.

2. Normalize every bid before comparing totals

Put the offers into one worksheet with the same headings. Copy each contractor’s wording; do not translate a vague allowance into a firm inclusion. Then ask questions until the entries are comparable.

Comparison area Ask each bidder to state Why it matters
Scope and quantities Work included, drawings and specifications followed, and measurable quantities where relevant Different scopes cannot be compared by total price.
Materials Brand or model, grade, quantity, substitutions, and who purchases and stores each item Words such as “tile,” “window” or “fixture” can describe very different quality and performance.
Labor Hourly rates or labor assumptions, crew composition and what the labor total covers A low labor figure may assume fewer hours, a different skill mix or owner-supplied tasks.
Time Expected start, duration, working hours and completion conditions Duration affects disruption and the period during which changing costs may apply.
Exclusions Items not included, owner-supplied work, access assumptions and disposal or cleanup limits Excluded work becomes an extra unless you resolve it before signing.
Allowances Each allowance amount, what it covers and how a final selection changes the price An allowance is not the same as a selected product with a locked price.
Price certainty Estimate or quote, expiry date, taxes, escalation wording and conditions for adjustment You need to know whether the stated total is a preliminary forecast or a committed price under local law.
Payment assumptions Deposit, progress payments, retention if any, invoicing triggers and payment timing Different cash-flow assumptions can make totals appear similar while creating different financial exposure.
Change process How variations are priced, approved, documented and added to the schedule A defined process prevents verbal requests from becoming disputed charges.
Contractor capability Relevant experience, references, similar completed projects and workmanship standards Price does not measure reliability, quality or ability to deliver the specified work.

Separate base work from uncertain work

Show the price for the defined base scope separately from allowances, provisional work and optional items. If a contractor combines them, ask for a breakout. You can then see whether a low total is being achieved by assigning unusually small allowances or excluding work that another bidder included.

Check labor assumptions, not only labor dollars

Two bids can show different labor totals because they assume different hourly rates, crew sizes, productivity or working hours. Ask for the rate and the assumption behind the total. If the contractor will not disclose a detailed internal calculation, you can still request a plain-language explanation of what the labor amount covers and which tasks are excluded.

Check material equivalence

Match product specifications line by line. Confirm whether prices include delivery, storage, handling, waste, installation accessories and taxes where applicable. Ask who bears the risk if a specified product is unavailable. A substitution should identify the replacement, any performance difference and the price or credit before approval.

3. Investigate bids that are far apart

Do not select an outlier until you understand it. Ask the contractor to walk through the largest differences against the shared brief. A higher bid may include better materials, more labor, a longer but more realistic duration, additional protection or a more experienced team. A lower bid may reflect an omission, a misunderstanding of the drawings, cheaper products or an optimistic schedule.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Questions for a low bid

  • Does the total include every task in the brief, including permits, testing, cleanup and disposal?
  • Are the material brands, models, grades and quantities identical to the requested specification?
  • What labor rate, crew and number of hours were assumed?
  • Which items are allowances, provisional work or owner responsibilities?
  • What happens if the specified product costs more or becomes unavailable?
  • Is the schedule long enough for procurement, inspections and curing or commissioning time?

Questions for a high bid

  • Which scope, quality or schedule assumptions account for the difference?
  • Are there safety, access, protection or coordination measures other bidders omitted?
  • Does the price include a contingency or escalation allowance, and what uncertainty does it cover?
  • Can the contractor identify optional upgrades separately from required work?

Request a revised bid only after the scope is clarified. Otherwise, a “discount” may simply remove work or change materials without making the change visible.

4. Distinguish an estimate from a quote

An estimate is a best guess; a quote is an offer to perform specified work for a specified price. New Zealand Consumer Protection describes estimates as a rough idea of cost and quotes as generally a confirmed maximum price. It also says that, in New Zealand, an accepted quote generally cannot be exceeded unless the customer agrees to extra work or a variation. The legal effect of those labels differs elsewhere, so read the actual contract and local law rather than relying on terminology alone.

Ask the bidder to label the offer plainly:

  • Estimate: what assumptions could move the final amount, and how will actual changes be approved?
  • Fixed quote: what scope is fixed, when does the price expire, and which expressly listed events permit a change?
  • Adjustable price: which inputs can change, how is the adjustment calculated, and what notice and evidence are required?

New Zealand guidance says an estimate’s final price should generally be within 10–15% of the estimate. That is jurisdiction-specific consumer guidance, not a universal tolerance, market statistic or promise that applies to your project.

5. Read a labor or material price-adjustment clause line by line

A statement that “prices may change” gives you little basis for evaluating risk. A workable clause identifies the trigger, measurement and procedure. Ask the contractor to answer each question in writing before you sign.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define the covered inputs

List the specific materials, wage categories or other inputs that can change. An unrestricted right to reprice the entire contract is materially different from an adjustment limited to identified steel, lumber, fuel or specialist labor.

Set a baseline and reference date

For each covered input, record the baseline price, quantity and date used in the bid. Without a baseline, you cannot tell whether an alleged increase is real or whether the original allowance already anticipated it.

Use an objective calculation

State whether the adjustment is based on documented actual cost, a named published price or index, or another verifiable formula. The U.S. Federal Acquisition Regulation’s economic-price-adjustment framework illustrates this level of specificity by using established prices, actual labor or material costs, or specified cost indexes. Federal procurement rules do not govern a private homeowner contract; they are an example of how to define inputs and calculations.

Require evidence and timing

Specify the invoices, supplier notices, wage records or other documents that support a claim. Set a notice period and say when the price becomes locked. A contractor should not wait until final billing to reveal an adjustment that could have been identified when an order was placed.

Address decreases as well as increases

Ask whether a downward movement produces a corresponding credit. Also clarify any threshold, cap, floor or customer option to approve a substitution, change scope, delay procurement or end the work under the contract. UK Department for Business and Trade guidance warns that an open-ended power to raise a price can resemble a “blank cheque”; it favors terms that explain specifically what, when and how a change can occur, with an objective basis and appropriate notice. That fairness guidance is UK-specific.

Prevent double charging

Ask whether the bid already contains a contingency, markup or allowance for the same volatility. The adjustment clause should not charge twice for one uncertainty. Identify which risk is included in the base price and which risk remains adjustable.

6. Document every variation before work proceeds

A variation can involve added or deleted work, a substituted material, a changed method, a different completion date or an adjustment caused by an identified price trigger. Do not rely on a conversation, text message or a change appearing on an invoice.

Use a written change order

  1. Describe the original requirement and the requested change.
  2. State the reason, such as an owner selection, site condition, unavailable product or contractually defined price adjustment.
  3. Identify the replacement material, model, quantity and quality or performance requirement.
  4. Show the added cost, credit or formula, including taxes and any allowance reconciliation.
  5. State the effect on start date, completion date, milestones and access.
  6. Attach supporting quotations, invoices, supplier notices or index data when the clause requires evidence.
  7. Obtain the approvals and signatures required by your contract and local law before the changed work starts.

Building Commission NSW guidance states that contract variations must be in writing and signed by both parties. That is a New South Wales requirement or guidance context; do not assume the same signature rule applies in every location. Even where local law permits another method, a signed written record is the clearest evidence of what was accepted.

Keep a decision record

Save the bid, clarifications, final contract, schedules, product selections, change orders, invoices and notices together. Note when you received each price notice and when you approved or rejected it. If a dispute arises, a dated record is more useful than a recollection of a phone call.

7. Choose on value and delivery risk

Once scope and price treatment are normalized, assess the contractor as a service provider. Request references for similar work, inspect completed projects where practical and ask how the team handled schedule changes, defects and substitutions. Confirm the contractor’s relevant experience and reliability, and ask what workmanship standards and quality checks will be used.

Resolve unclear exclusions, allowances, payment triggers and adjustment language before signing. If a bidder refuses to identify assumptions or will not put agreed changes in writing, the uncertainty is itself a project risk.

A practical decision sequence

  1. Reject bids that do not price the same defined scope after clarification.
  2. Remove unexplained allowances and exclusions from the comparison by obtaining written detail.
  3. Compare material equivalence and labor assumptions, not just totals.
  4. Rank each offer’s price certainty, adjustment exposure and change-control process.
  5. Check relevant experience, references, reliability and workmanship standards.
  6. Select the offer whose scope and risk you can explain and afford, then sign only the clarified contract and attachments.

8. Jurisdiction and contract-law checks

Rules about deposits, licensing, estimate overages, cooling-off periods, variation signatures, payment disputes and escalation clauses depend on where the property and contractor are located. The examples above come from New Zealand, New South Wales, U.S. federal procurement and UK consumer-contract guidance; none should be treated as a universal homeowner rule.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before authorizing work, contact your local building regulator or consumer-protection authority to confirm required contract content, licensing checks, permits and remedies. If the project is substantial or the adjustment clause is complex, have a qualified local construction lawyer review the contract before signing.
