Capacity shows installed scale, utilization shows how much of that scale produced during a period, and debt shows balance-sheet risk relative to a consistently defined earnings measure. None of the three, by itself, proves profitability, cash generation or investment value.
Start by fixing the peer group, geography, fiscal period, currency and consolidation scope. Then preserve each issuer’s definitions, separate cement from clinker and grinding capacity, distinguish gross from net debt, and investigate the operating reasons behind every utilization rate. The figures below illustrate how companies report these measures; they are not an industry ranking because they cover different markets, periods and definitions.

1. Define the comparison before collecting numbers
A peer table can look precise while comparing unlike observations. Write the scope at the top of the worksheet before entering a single figure.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteFix the market and peer set
Name the country or regional market, the companies included and the reason they are peers. A domestic producer, an exporter and a multinational with overseas subsidiaries may report very different exposure even when all make cement. State whether the comparison is intended for operating scale, credit risk, or equity research; the same metric can answer different questions.

Align the reporting period
Use the same fiscal year or the same interim window. Do not place an annual capacity-utilization rate beside another company’s single-quarter rate without labeling the difference. Fiscal years also vary by country, so write the exact period (for example, FY 2024-25 or first half of 2026) rather than relying on “2025 results.” If one issuer reports a rolling twelve-month figure and another reports a six-month figure, keep them in separate columns or convert them only when the issuer provides a defensible method.
Set currency and consolidation scope
Record the reporting currency and whether the numbers are consolidated, parent-only or limited to a subsidiary. Debt in Indian rupees cannot be ranked against debt in another currency without a stated conversion date and method. A group’s consolidated capacity may include plants that are absent from a parent-only balance sheet, so capacity and debt must use compatible ownership scope.
Freeze the “as-of” date
Capacity is a stock measured at a date; production and utilization are flows over a period; debt is a stock at the balance-sheet date. Record all three dates. A plant commissioned after year-end belongs in a future-capacity column, not in current installed capacity.

2. Normalize capacity by production stage
“Capacity” is not one universal cement number. A company may disclose cement capacity, clinker capacity, grinding capacity, kiln capacity or a broader “total manufacturing capacity.” These stages are connected but not interchangeable.
Understand the stages
- Clinker capacity: the kiln-stage ability to produce clinker, the intermediate material used in cement.
- Grinding capacity: the ability to grind clinker and other permitted materials into cement.
- Cement capacity: finished-cement production capacity, often combining integrated plants and standalone grinding units.
- Total manufacturing capacity: an issuer-defined aggregate that may include several stages. Read the report’s definition before using it in a peer table.
Use one unit, normally million tonnes per annum (MTPA), and retain the issuer’s label in a separate “stage” column. Never add clinker and cement capacity into a single scale figure.
Separate current, under-construction and targeted capacity
Classify each project as operational, commissioned during the period, under construction, approved or merely targeted. A management target is not installed capacity. Include commissioning dates and attributable ownership where disclosed. If a company reports an expansion as “capacity after completion,” place it in a forecast column and keep it out of the current comparison.

Why company disclosures differ
JSW Cement’s FY 2024-25 report gives total manufacturing capacity while separately discussing grinding-capacity utilization. That presentation is a warning: do not divide a grinding production figure by a broad manufacturing-capacity total. Ambuja Cements likewise reports cement capacity and clinker capacity separately. The labels are part of the data, not editorial detail.

| Field | What to enter |
|---|---|
| Company and reporting entity | Legal issuer or consolidated group |
| Stage | Cement, clinker, grinding or issuer-defined total |
| Capacity | Numeric value in a common unit such as MTPA |
| As-of date | Balance-sheet or operational reporting date |
| Status | Operating, commissioned, under construction or target |
| Ownership scope | 100% consolidated, attributable share or other stated basis |
3. Calculate utilization with the issuer’s denominator
Utilization is meaningful only when production, capacity, period and formula are aligned. Cementos Pacasmayo defines the metric as: We define utilization rate as production for the specified period divided by installed capacity of that period.
That is an issuer definition, not a universal industry standard.
Basic formula
Utilization (%) = production during the specified period ÷ installed capacity for that period × 100.
For an annual comparison, use annual production and the capacity applicable during that year. If capacity changed partway through the year, ask whether the issuer uses average available capacity, year-end capacity or another denominator. Do not silently substitute your own denominator.
Check annualization and time basis
Pacasmayo’s interim filing explains that quarterly production can be annualized for the reported rate. An annualized quarterly rate is not the same observation as a full-year rate. Label it explicitly, preserve the underlying quarter and state the annualization method. Compare six-month figures with six-month figures, quarters with quarters and full years with full years unless you show the conversion.

Put production beside the percentage
A percentage without tonnes can conceal a denominator change. Capture production volume, installed capacity, period length and the published rate in adjacent columns. Recompute the rate only as a check; if your result differs, investigate capacity timing, annualization, outages, rounding or an issuer-specific definition.

Interpret operating explanations
Utilization can move for reasons other than market demand. Pacasmayo describes annual production plans, maintenance and inventory use as influences on clinker production and utilization. A kiln campaign may be scheduled in one quarter, while inventory supplies cement sales in another. Therefore, a lower clinker rate does not automatically mean weaker cement demand, and a higher rate does not automatically mean superior economics.
Match the stage exactly
Place cement production over cement capacity and clinker production over clinker capacity. Do not compare grinding utilization at one company with integrated cement utilization at another. If a filing gives only a percentage and does not make the denominator clear, mark the figure “definition unclear” rather than infer comparability.
4. Normalize gross debt, net debt and leverage
Debt totals and leverage ratios answer different questions. Gross debt shows contractual borrowings before cash netting. Net debt subtracts the cash and cash-equivalent amounts that the issuer permits in its definition. A leverage ratio relates one of those debt measures to an earnings denominator.
Report gross and net debt separately
- Gross debt: borrowings before subtracting cash.
- Net debt: the issuer’s defined debt less included cash and cash equivalents.
- Net debt/EBITDA: a leverage ratio whose usefulness depends on both the debt numerator and the EBITDA definition.
Record the balance-sheet date, currency, consolidation basis, cash-netting convention and, where disclosed, maturity profile, leases, guarantees and restricted cash. A company with low net debt may still have substantial gross refinancing obligations if its cash is restricted or concentrated in subsidiaries.
Use a consistent earnings denominator
EBITDA may be reported as operating EBITDA, adjusted EBITDA or another issuer-defined measure. Pacasmayo’s filing cautions: EBITDA and Adjusted EBITDA, as calculated by us, may not be comparable to similarly titled measures reported by other companies, including those in the cement industry.
Reconcile adjustments before ranking leverage. Check for foreign-exchange effects, impairment, restructuring, fair-value items, one-time gains, lease liabilities and acquisition-related adjustments when the filing identifies them.
Show accounting and non-IFRS measures together
Keep operating profit, cash flow from operations and interest expense beside EBITDA-based ratios. A non-IFRS measure can be useful for covenant or management analysis, but it should not replace the accounting figures. If you calculate leverage yourself, show the formula and every adjustment so another analyst can reproduce it.

Do not turn a company target into an industry rule
Dalmia Bharat’s FY 2024-25 reporting presents gross debt, net debt and net debt/EBITDA together and also states a company-specific leverage objective. That objective describes Dalmia Bharat’s policy; it is not a universal “safe” or “good” threshold for cement producers.
5. Build a comparable data table
Use a table that preserves definitions instead of forcing every observation into one undifferentiated ranking.
| Comparison axis | Align | Disclose |
|---|---|---|
| Capacity | Cement, clinker or grinding stage; current installed capacity | Unit, as-of date, ownership scope, commissioning status and target capacity separately |
| Utilization | Same stage, period and calculation method | Production basis, denominator, annualization and maintenance or inventory explanations |
| Debt | Same date, currency and consolidation scope | Gross debt, cash-netting convention, leases and maturity context when reported |
| Leverage | Same debt numerator and earnings denominator | EBITDA adjustments, exclusions and whether the figure is issuer-defined |
| Operating context | Comparable market and time window | Production, sales, maintenance, inventory and expansion activity |
6. Company-reported examples and what they do—and do not—prove
The following figures demonstrate disclosure practice. They come from different jurisdictions and periods, so they should not be ranked as if they were a single-period peer set.
| Company and period | Reported figure | Correct reading |
|---|---|---|
| JSW Cement, FY 2024-25 | 20.6 MTPA total manufacturing capacity; 62.89% grinding-capacity utilization; debt-equity ratio 2.60 | Manufacturing capacity and grinding utilization have different scopes. The debt-equity ratio is not the same as net debt/EBITDA. |
| Sagar Cements, FY 2025-26 | 10.50 MTPA installed capacity; 60% capacity utilization | A company-reported operating observation from a newer fiscal period; compare only after aligning stage, dates and formula. |
| Dalmia Bharat, FY 2024-25 | ₹5,279 crore gross debt; ₹716 crore net debt; 0.30 net-debt-to-EBITDA | Gross debt, net debt and leverage are distinct measures. The company’s leverage objective is company-specific. |
| Ambuja Cements, FY 2025-26 | 109 MTPA cement capacity; 69 MTPA clinker capacity | Stage-specific capacity figures; neither is a utilization rate. |
| Cementos Pacasmayo, first half of 2026 | 64.3% consolidated cement utilization; 60.3% consolidated clinker utilization | Separate cement and clinker rates. The filing attributes clinker variation partly to the annual production plan and existing inventory. |
7. Interpret the three measures together
Capacity: scale and potential supply
Large capacity can provide geographic reach, plant-network flexibility and room to grow volumes. It also brings fixed costs, maintenance needs and potential overcapacity. Capacity alone does not reveal whether plants are modern, connected to demand or economically attractive.
Utilization: activity, not profitability
A higher rate generally means more of the installed base produced during the stated period, but it may reflect inventory rebuilding, a planned kiln campaign or a temporary denominator effect. A lower rate may reflect maintenance or a deliberate production schedule. Read production and sales volumes, pricing, energy costs and cash conversion alongside the percentage.
Debt: financial constraint and resilience
Gross debt indicates refinancing exposure; net debt adds the liquidity offset; leverage relates debt to earning power. Examine interest costs, maturities, currency mix, covenants and operating cash flow before concluding that one balance sheet is stronger.

Use an interpretation matrix
| Pattern | Questions to ask |
|---|---|
| High capacity, low utilization | Is the market weak, is maintenance underway, or was capacity commissioned recently? Are plants in the same geography as demand? |
| Low capacity, high utilization | Is the company constrained by capacity, relying on third-party clinker or grinding, or benefiting from a seasonal production window? |
| High utilization, high leverage | Can operating cash flow cover interest and expansion spending? Is debt funding growth or repairing a weak balance sheet? |
| Low utilization, low leverage | Does financial flexibility allow expansion, or does weak demand make additional capacity unattractive? |
| Capacity growth with rising net debt | Separate commissioned assets from announced projects and test whether cash generation is keeping pace with capital expenditure. |
8. A repeatable step-by-step comparison workflow
- Write the scope statement. List market, companies, fiscal or interim period, currency, consolidation basis and intended use.
- Extract capacity by stage. Enter cement, clinker and grinding capacity in separate rows. Mark operational, commissioned, construction and target status.
- Extract production and utilization. Record tonnes, period, denominator, annualization and the issuer’s explanation for changes.
- Check arithmetic. Divide production by the stated installed capacity only as a validation. Investigate any difference instead of overwriting the reported rate.
- Extract debt at the same date. Capture gross debt, net debt, cash included in netting, maturities and currency.
- Reconcile EBITDA. Identify whether it is reported, adjusted or calculated. List every adjustment and retain an accounting earnings measure.
- Separate observations from judgments. Keep reported figures in one section and your interpretation—demand, maintenance, expansion or refinancing—in another.
- Run a comparability check. Flag mixed stages, periods, currencies, scopes, annualized rates and issuer-specific ratios before producing a ranking.
- Write the conclusion with uncertainty. State what the aligned data supports and what remains unknown. Do not claim an industry benchmark where none has been established.
9. Common comparison errors and fixes
Combining cement and clinker capacity
Error: adding or comparing unlike stages. Fix: retain a stage column and compare like with like.
Using a target as installed capacity
Error: treating an announced expansion as current scale. Fix: record operational and targeted capacity separately with commissioning status.
Comparing annual and quarterly rates
Error: ranking a full-year rate against an annualized quarter. Fix: align periods and show the annualization method.

Error: subtracting restricted or unavailable cash without checking the issuer’s convention. Fix: use the reported net-debt definition and disclose differences.
Ranking EBITDA ratios without reconciliation
Error: treating similarly titled EBITDA figures as identical. Fix: reconcile adjustments and show accounting measures beside non-IFRS measures.

A defensible comparison might say that one issuer has the largest installed cement base, another reports higher same-stage utilization for the aligned period, and a third carries less net debt relative to its defined EBITDA. It would then identify the qualifications: different commissioning dates, maintenance schedules, annualization, cash-netting conventions or EBITDA adjustments.
The sources do not establish an authoritative industry-wide optimal utilization rate, leverage threshold or universal peer set. Treat every capacity, utilization and debt figure as a dated observation belonging to a named issuer, period and definition. The strongest analysis is therefore not a single league table; it is a transparent bridge from reported numbers to a judgment that another reader can reproduce.
