The fairest way to compare aggregate suppliers is to make every proposal answer the same specification, delivered-cost, quality-evidence and delivery questions. Start with the contract documents, identify the exact use and acceptance criteria, then issue one written request for quotation (RFQ) to each supplier. Normalize every quote to the same material description, quantity, delivery point, schedule and commercial terms before choosing a source.
Do not select on a low unit price alone. A cheaper pit price can become more expensive after haulage, minimum loads, waiting charges, failed tests, rejected material or missed placement windows. The project specification, owner or agency requirements and site logistics determine which differences matter most.

Define the aggregate your project is actually allowed to use
“Aggregate” is not one interchangeable product. Concrete stone, asphalt aggregate, drainage stone, engineered fill, subbase and base-course material can have different grading bands, durability tests, cleanliness limits and source-approval rules. The intended application and the edition of the project specification control the comparison.
Separate concrete aggregate from pavement and earthwork materials
ASTM C33/C33M defines grading and quality requirements for fine and coarse aggregate used in concrete, excluding lightweight and heavyweight aggregate. ASTM describes it as suitable for inclusion in a purchase document or project specification, while noting that regional or project requirements may make the general specification more or less restrictive. The ASTM page currently displays C33/C33M-24A as active, but your contract may incorporate another edition.

ASTM D1241 addresses quality and grading for materials used in subbase, base and surface courses. A search listing displays D1241-07; that listing is not proof that it is the edition adopted for your work. Confirm the edition named in the drawings, technical specification, owner standards and addenda. Never transfer a concrete acceptance limit to a road base product, or vice versa.
Extract requirements before contacting suppliers
Have the project engineer, specifications writer or materials professional identify the acceptance requirements when the decision has safety, structural or long-term performance consequences. Create a one-page requirement sheet containing:
- Intended use and placement location, such as structural concrete, asphalt mix, drainage layer, subbase, base course or general fill.
- Product description, nominal maximum size, fine/coarse classification, grading band and any blending requirement.
- Required physical and chemical properties, including durability, soundness, abrasion, deleterious-material, cleanliness or absorption tests where the contract specifies them.
- Sampling locations, test methods, testing frequency, laboratory qualifications and who pays for independent verification.
- Source approval, prequalification, permits, environmental restrictions or approved-source lists required by the owner or agency.
- Total quantity, expected daily or phase quantities, delivery windows, receiving hours and any allowance for waste or production variability.
- Acceptance procedure, rejection rights, replacement obligations, documentation required with each load and the process for an approved substitution.
If a requirement is absent or ambiguous, record the question and obtain a written interpretation before requesting final prices. A supplier’s general statement that its material is “in spec” cannot replace a project-specific requirement.
Issue one comparable RFQ to every supplier
Send the same written scope, drawings or specification references, delivery address and response deadline to every bidder. Ask suppliers to identify their proposed source and product rather than allowing an undefined “equivalent” quote. Require exceptions to be listed explicitly; silence should not be treated as acceptance of a deviation.
Information to request
| RFQ field | What the supplier should state | Why it matters |
|---|---|---|
| Product and source | Commercial product name, grading, quarry or pit, plant and proposed production location | Two products with similar names can have different grading and durability; source identification enables traceability. |
| Specification basis | Contract section, standard and edition used; property values and permitted tolerances | It shows whether the supplier priced the same acceptance basis as the project. |
| Quantity and unit | Quoted tonnes, cubic metres or other unit, plus assumed conversion or density basis | A tonne price and a loose-volume price are not directly comparable without a documented conversion. |
| Delivery scope | Exact delivery point, haul route assumption, truck type, unloading location and receiving hours | Freight and site constraints can change the delivered cost more than the material price. |
| Schedule | Earliest start, lead time, daily or weekly capacity, dispatch windows and notice required | A supplier that cannot serve the placement sequence creates delay and resequencing risk. |
| Commercial terms | Material, freight, fuel or other surcharges, minimum load, waiting or unloading charges, taxes or fees, payment terms and quote expiry | Separating every charge prevents a low headline price from hiding a higher delivered total. |
| Quality documents | Recent gradation and applicable quality-control reports, test methods, dates or production period, laboratory or source identification and QC frequency | The buyer can judge whether evidence relates to the proposed source and remains representative. |
| Exceptions | Every deviation, unavailable test, alternate source, production limitation or condition of sale | Written exceptions can be evaluated before award instead of becoming a field dispute. |
A public Bermuda procurement RFQ illustrates why transportation assumptions and test-report requirements should be written into the request. It is an example of explicit procurement wording, not a universal pricing or contract template for other jurisdictions.

Compare specification fit before comparing price
Build a side-by-side compliance table for each proposal. Mark each requirement as compliant, non-compliant, pending evidence or an approved alternative. Do not award a quote that is merely “close” when the contract requires a defined grading or property limit.
| Comparison axis | Questions to answer | Evidence to retain |
|---|---|---|
| Product identity | Is the proposed material the same application, size and grading requested? | Supplier data sheet, source and plant identification, written product description |
| Specified properties | Does each reported result meet the contract’s method, limit and sampling basis? | Test report with method, result, date or production period and sample identity |
| Edition and jurisdiction | Does the proposal use the standard and edition adopted by the owner? | Contract clause, addenda, agency standard or engineer clarification |
| Traceability | Can a delivered load be linked to the tested source and production period? | Load tickets, stockpile or lot identifiers, certificates and QC records |
| Deviations | Has the supplier identified every exception, and has the owner approved it? | RFQ response, clarification log and signed approval or change order |
“Not stated” is a finding, not evidence of compliance. Keep missing values visible in the comparison and set a deadline for resolution. Do not infer that a certificate for another product, another quarry or an earlier source proves compliance.

What a useful report contains
Request the actual reports applicable to the proposed material, not a generic brochure. Depending on the contract, the package may include sieve analysis or gradation, durability and abrasion results, soundness, deleterious-material checks, absorption, cleanliness or other specified tests. Each report should identify the test method, sample and source, production period or test date, laboratory or quality-control facility, result and applicable limit. Ask how often the producer performs the test and what event triggers a new test, such as a changed bench, face, blend or process.
ASTM C33/C33M includes grading and related quality tests for concrete aggregates. Its requirements only become your acceptance criteria when the contract adopts them. A report can be technically valid yet unusable if the owner requires a different method, laboratory status, sampling location or reporting period.
Check representativeness and traceability
- Match the report’s source, plant, stockpile or lot to the source named in the quote.
- Check that the production period is recent enough for the contract and that no source change occurred afterward.
- Confirm whether the sample was taken from production, a stockpile or a delivered load; those locations are not automatically equivalent.
- Compare reported grading with the specified band and look for trends across several periods rather than relying on one favorable result.
- Ask who owns the laboratory, what methods it uses and whether the owner accepts its reports.
- Define who will perform confirmation or acceptance testing, where samples will be taken and how disputes will be resolved.
If evidence is incomplete, make the award conditional only when the contract permits that approach and the missing work has a named owner, due date and consequence. Otherwise, obtain the required documentation before award.

Confirm source approval and agency requirements early
Some owners require an aggregate source to be approved or prequalified before material is ordered. Caltrans’ Aggregate Prequalification Program is an example of pre-award quality-assurance testing intended to reduce construction-phase testing delays. It applies to Caltrans work; it does not establish a universal prequalification process.
The Federal Lands Highway Field Materials Manual describes field procedures and practices for testing and verifying contract materials, while stating that the contract governs if it conflicts with the manual. Treat manuals, agency webpages and supplier lists as guidance until the owner confirms what the actual contract requires.
- Ask the owner or agency for its current approved-source list, prequalification procedure and submission lead time.
- Check whether approval is tied to a quarry, processing plant, specific product, production face or test period.
- Confirm whether an approved source can be substituted after award and who must authorize the change.
- Include approval status, pending tests and expiry dates in the bid comparison.
- Do not let a supplier’s approval for one agency or project stand in for approval by your owner.
Normalize delivered cost on the same basis
Compare the amount the project will actually pay for an accepted quantity at the receiving point. A plant or pit price and a delivered price are different offers. Convert units only when the density or conversion basis is documented by the project team; do not use an assumed conversion to make one quote appear cheaper.
| Cost component | How to compare it |
|---|---|
| Material | Use the same product, source, grading and quoted quantity. Show the unit and any escalation clause. |
| Freight or haulage | State the route, distance assumption, truck capacity, fuel basis and whether return or empty-mile charges apply. |
| Minimum load | Calculate the cost of short loads or partial deliveries required by the schedule. |
| Waiting and unloading | Identify free time, hourly waiting rates, site delays and equipment charges. |
| Surcharges and fees | List fuel, environmental, toll, permit, weighbridge, tax and other stated charges separately. |
| Testing and documentation | Identify whether supplier QC, independent tests, certificates or special sampling are included or charged separately. |
| Payment and validity | Record payment timing, credit terms, escalation, quote expiration and conditions that can reopen the price. |
Use a transparent calculation such as: delivered cost = material charge + transport + stated surcharges and fees + applicable testing or handling charges. Then check whether the quoted quantity covers the contract quantity, expected waste and any minimum-load inefficiency. Keep taxes or fees in the comparison even when the project’s accounting treatment differs; otherwise the commercial assumptions are not visible.
Questions that expose hidden commercial differences
- Is the price firm through the planned delivery period, and what event permits an increase?
- Does the quote assume one continuous pour or a fixed number of truckloads per day?
- Are Saturday, night, holiday or emergency deliveries available at the same rate?
- What charge applies when trucks wait because the site is not ready?
- Can the supplier invoice by certified scale weight, and how are tare and ticket discrepancies handled?
- What happens to the price if the source, route, quantity or delivery sequence changes?
Test whether the supplier can deliver when the site needs material
Delivery is a chain of responsibility, not just a freight line. Confirm the quarry or plant’s production capacity, trucking resources, dispatch controls and ability to maintain the required grading through the project phases.

Site and schedule checks
- Verify truck access, turning radius, bridge or road limits, gate hours, traffic controls and maximum legal load.
- Define the unloading location, stockpile footprint, segregation controls, drainage and protection from contamination.
- Set receiving hours, call-ahead notice, daily load targets and the person authorized to accept or reject a load.
- Confirm tickets or electronic records will show source, product, truck, date, quantity and destination.
- Ask how the supplier will handle a breakdown, weather closure, plant outage, rejected load or sudden increase in demand.
- Check that the supplier can serve each phase without blending incompatible products or moving an unapproved source into production.
A Hong Kong government standard illustrates the need to define supplier and producer responsibilities for storage and delivery and to maintain quality assurance and traceability through the supply chain. Use the same principle locally: assign responsibility for stockpile protection, load identification, sampling and notification of a source or process change.
Evaluate contingency capacity
Ask whether a second approved plant or carrier is available, how quickly it can be mobilized and what approvals would be needed. A contingency that requires a new source qualification is not an immediate replacement. Record the trigger for escalation, the notification chain and the decision authority for resequencing work.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Use a project-specific scorecard, not generic weights
A scorecard makes trade-offs visible, but no universal weighting is defensible. A structural concrete pour may place more emphasis on documented quality and source approval; a remote earthwork project may face greater haulage and continuity risk. The engineer, owner and construction team should set the weighting from the project’s failure consequences, geography, schedule and specification.
| Scorecard category | Suggested evidence to score | Questions for the review team |
|---|---|---|
| Specification fit | Product identity, grading, properties and documented deviations | Would the owner accept this exact material for this use? |
| Quality confidence | Report completeness, recency, methods, laboratory status, QC frequency and traceability | Can results be tied to delivered material and independently checked? |
| Delivered commercial value | Normalized total, price validity, escalation and exposure to extras | Are all bidders priced on the same quantity and delivery assumptions? |
| Delivery capability | Capacity, lead time, fleet, access fit, dispatch records and contingency | Can this supplier sustain the planned placement sequence? |
| Approval and contract risk | Source approval, permits, substitution rights, remedies and nonconformance process | What happens if material, records or deliveries fail? |
Have at least two people independently review the evidence for a high-consequence material. Keep the numerical score, assumptions and unresolved questions with the procurement file so the selection can be audited later.
Plan receiving, acceptance and nonconformance before award
Write the receiving process into the purchase order or supply agreement. It should state the required ticket information, sampling location, test responsibility, acceptance timing and what constitutes a rejected load. If aggregate is paid by weight, specify the approved scale and how quantity will be verified.

Caltrans inspection guidance provides one example of oversight that includes reviewing QC records and results, sampling and testing, delivery-quantity verification for aggregate base paid by weight, and observation of placement and compaction. Those practices are not universal obligations, but they show the records a project may need to connect delivered quantity and quality to the work placed.
Define the response to a problem
- Isolate the suspect load or stockpile and preserve its ticket, location and sample identity.
- Notify the supplier, superintendent, quality manager and owner representative within the contract time.
- Compare the result with the specified method, limit and sampling plan; do not rely on an informal visual judgment.
- Decide whether retesting, additional sampling, removal, replacement or an approved corrective action is allowed.
- Record the disposition, cost responsibility, schedule effect and any source or process change.
Include a clear substitution clause. A replacement source should not enter the work simply because the original supplier is unavailable; obtain the approvals and updated evidence the contract requires.
Keep an auditable procurement file
Retain the material requirement sheet, issued RFQ, every comparable quote, clarifications, test reports, source approvals, delivery plan, scorecard, award rationale, purchase order and subsequent changes. Keep load tickets, receiving logs, sampling records, test results, rejected-load notices and corrective actions with the same source and product identifiers.

Common comparison mistakes and their fixes
| Mistake | Why it fails | Fix |
|---|---|---|
| Comparing a pit price with a delivered price | Freight, minimum loads and site charges are hidden. | Normalize all offers to the same delivered point and show transport separately. |
| Accepting a generic certificate | The report may cover another source, product, method or production period. | Require source, product, date, method and traceability on every report. |
| Using the newest standard automatically | The contract may incorporate an older or jurisdiction-specific edition. | Follow the edition named in the contract and obtain written clarification for conflicts. |
| Assuming agency approval transfers | Approval may be limited to a particular owner, source, plant or product. | Verify the approval required by this project and its expiry or conditions. |
| Ignoring site readiness | Trucks wait, loads are rejected or stockpiles become contaminated. | Confirm access, unloading, receiving hours, storage and ticket controls with the site team. |
| Choosing a scorecard winner without resolving gaps | A high commercial score can mask missing tests or an impossible schedule. | Make unresolved compliance and delivery conditions explicit award gates. |
A practical award decision
A supplier is ready for award when its proposed product and source meet the project specification, the owner accepts the evidence and approval status, the delivered price is normalized and understood, and the delivery plan works at the actual site. If one of those conditions is unresolved, record it as a condition to close—not as an assumption.
For a high-consequence application, have the project engineer or qualified materials professional approve the acceptance basis and evidence. Obtain current project-specific quotes because availability, capacity, haulage and testing services are local and can change during the procurement period.
