There is no universal winner between a new-build and a second-hand home in Ireland. The safer choice is the property that works best after you compare its complete cash requirement, location, usable space, condition, verified energy performance, upgrade feasibility, protection documents and your tolerance for disruption.
Compare two actual homes on the same basis. Use confirmed prices and mortgage terms rather than assumptions about a “new-build premium”, and treat schemes, BER grades and warranties as conditional benefits that must be checked for the specific dwelling.

Start with a like-for-like comparison
“New build” and “older property” are broad categories, not standard products. A newly completed apartment in a remote estate and a well-maintained older house beside a school may suit completely different households. Set up one comparison sheet for both properties and record evidence, not impressions.

| Decision area | What to compare for both homes | Evidence to obtain |
|---|---|---|
| Cash required | Agreed price, deposit, mortgage amount, interest rate, term and every purchase cost | Mortgage approval, solicitor’s estimate, insurance quotation and current tax information |
| Location | Commute, public transport, schools, shops, healthcare, noise, flood exposure and future development | Viewing at different times, maps, planning information and local enquiries |
| Usable space | Room dimensions, storage, circulation, ceiling height, outdoor area, orientation and adaptability | Verified floor plans, measurements and a careful viewing |
| Condition | Defects, unfinished work, maintenance backlog and likely near-term projects | Independent survey or snag inspection, invoices and completion documents |
| Energy | BER certificate, heating and hot-water systems, ventilation, insulation and controls | Current BER, assessment details and records of upgrades |
| Protection | Insurance or warranty scope, periods, exclusions, limits and claims procedure | Policy certificate, full wording and sale contract |
| Practical fit | Move-in date, estate works, ability to coordinate trades and willingness to renovate | Builder or seller timetable and your own capacity plan |
Where possible, compare homes in the same area with broadly similar floor areas. A higher asking price, a better BER or a warranty headline is not meaningful until you know what is included and what you will have to fund yourself.

Calculate the complete purchase cost
Price is only the first line
Write down the agreed or realistic offer price for each property, then add the deposit, mortgage amount, valuation and mortgage charges, legal fees, insurance, stamp duty and any other transaction costs. Citizens Information specifically advises buyers to budget for mortgage costs, legal fees, insurance and stamp duty. Ask your solicitor for an itemised estimate rather than relying on a percentage copied from another purchase.
For a new home, check whether the quoted price includes appliances, flooring, window coverings, parking, utility connections, landscaping, management-company charges or estate contributions. For an older home, identify work that has been deferred by the seller: heating replacement, roof repairs, windows, wiring, plumbing, insulation, damp treatment or accessibility changes. Obtain written quotations for material work before treating the property as affordable.
Compare financing, not just the deposit
Record the lender, approved mortgage amount, interest rate, fixed period, term, repayment type and conditions for both options. A home that needs a smaller deposit but a larger renovation loan may have a different monthly risk from a turnkey home. Include mortgage protection and buildings insurance requirements, and check whether an apartment management fee changes the monthly budget.
Do not reduce the new-build price by assuming a government scheme will be approved. First establish that you qualify, the home qualifies, the lender participates and the scheme’s current ceilings and terms fit the transaction.
Compare location and usable space
Test the location as you will actually use it
Drive or walk the commute at the times you expect to travel. Check public transport frequency, parking, childcare, schools, groceries, healthcare, recreation and broadband. Visit at morning, evening and weekend periods to identify traffic, construction noise, lighting and parking pressure. Review planning applications and the developer’s promised amenities; an estate shown in a brochure may still have roads, landscaping or community facilities under construction.
Measure how the rooms work
Floor area alone does not show whether a home is practical. Compare the width and shape of rooms, circulation space, door swings, stairs, wardrobes, attic or basement storage, utility space and the position of sockets and radiators. Consider where buggies, bicycles, sports equipment, bins and drying laundry will go. Check whether furniture you already own fits without blocking routes.
SEAI assessment information includes floor dimensions and room heights. A laser distance measurer can help you record dimensions during a viewing, but it is a convenience only: it is not a survey and does not replace verified plans or professional measurements.

Look beyond today’s household
Ask how the layout will cope with working from home, a growing family, a lodger, reduced mobility or caring responsibilities. An older house may offer a larger garden and easier extension potential, while a new home may provide efficient circulation and modern services. Confirm planning constraints, rights of way, estate covenants and management-company rules before assuming that an extension, attic conversion, parking change or external insulation is permitted.
Use independent due diligence for both categories
Survey an older property before you commit
Citizens Information recommends obtaining a property survey before finalising a purchase so defects can be identified. Agree with the surveyor in writing what the inspection covers and what it does not. Ask for comments on roof and rainwater goods, external walls, damp, windows, chimneys, floors, structure, wiring, plumbing, heating, drainage, boundaries and signs of previous movement or alterations.
Ask the seller for planning permissions, building-control documents, guarantees, invoices and records for extensions, conversions, rewiring, boiler replacement, windows, insulation and renewable systems. Missing documentation can affect both the survey conclusion and the BER assessment. Treat a verbal assurance that work was done “to standard” as a prompt to seek evidence, not as proof.
Inspect a recently completed home properly
A new home still needs an inspection. Arrange a suitably scoped snag or pre-completion inspection that records finishes, windows and doors, plumbing fixtures, heating controls, ventilation, insulation access, drainage, external works and communal areas where relevant. Clarify whether the inspection is before handover, after utilities are live or at a later defects visit; each stage reveals different issues.

Check what remains unfinished, who is responsible and the deadline for completion. A new age category does not prove that every component is defect-free.
Have your solicitor check title and contract
Citizens Information says the solicitor checks the sale contract and the title documents referred to in it. Ask when title, planning, maps, rights of way, boundaries, management-company obligations and closing conditions will be reviewed. Confirm that the property description, floor area, parking space, storage unit and shared areas match what you are buying. Do not rely on an estate-agent listing to define the legal subject of the sale.
Interpret the BER without turning it into a bill promise
What a BER actually measures
SEAI describes a BER as an asset, or calculated, energy rating rather than an operational, measured-consumption rating. The assessor models the dwelling fabric and installed systems using standard assumptions. The certificate helps compare the inherent performance of two homes; it does not predict your exact electricity, gas, oil or solid-fuel bill.

The assessment records construction type and age, dimensions, insulation, heating and controls, ventilation, hot water, lighting and renewable systems. Occupancy, thermostat settings, hot-water demand, weather, tariffs and maintenance can make actual consumption differ substantially from the rating.
Check the assessment evidence
For a new building, ask for wall, roof and floor specifications and product or appliance performance certificates. For an existing property, request invoices, specifications and certificates for insulation, windows, heating, solar or other upgrades. SEAI notes that adequate documentation can support assessment inputs; where evidence is missing, conservative default values may produce a lower rating than you expect.
Understand the 2026 scale change
From 24 May 2026, the Irish BER scale is A0, A, B, C, D, E, F and G. Former subcategories such as B1, B2 and B3 are removed. Existing certificates remain valid for ten years from their issue date and can continue to satisfy mandatory sale or rental requirements.
| Certificate detail | What to do when comparing homes |
|---|---|
| Issue date and scale | Check whether each certificate predates 24 May 2026 and avoid treating a changed label as a physical improvement. |
| Energy-use information | Read the additional energy-use and renewable-energy information, while remembering it remains calculated rather than measured household use. |
| Lifecycle Global Warming Potential | Use the new information as an additional environmental indicator, not as a substitute for inspecting construction and systems. |
| QR code and upgrade guidance | Use the linked BER and tailored upgrade information to investigate measures, then obtain building-specific advice and prices. |
Compare the actual certificates, heating controls, ventilation and documented works. Do not claim that an A-rated home will save a fixed euro amount each year, because the certificate is not a household bill forecast.
Assess retrofit potential in an older home
Turn a wish list into a technical plan
Separate improvements that are likely to be straightforward from those that require design, permissions or specialist materials. A typical sequence might investigate airtightness and ventilation, insulation, windows, heating controls, heat-pump suitability, hot water and renewable generation. The correct order depends on the building’s construction, moisture behaviour and existing systems.

Compare the cost and practical effect with the premium for a newer home; do not assume a standard package will fit every property.
Take extra care with traditional construction
Traditional buildings can use materials and moisture movement patterns that differ from modern construction. SEAI’s traditional homes pilot describes technical and material issues and an approach involving a One Stop Shop and a qualified Traditional Building Professional. A proposed insulation or window detail that is suitable for a modern cavity-wall house may be inappropriate for a solid-wall, protected or otherwise traditional building.

Check whether the home is protected, in an architectural conservation area or subject to other restrictions. Obtain building-specific technical advice before setting a retrofit budget, and confirm that the proposed contractor has relevant experience.
Verify grants at the time you apply
SEAI lists home-energy grants and supports, but eligible measures, contractor requirements, minimum post-work outcomes and application rules can change. Check the current programme for the particular home and works before including any grant in your funding plan. A grant that is available in principle may still fail because of the building type, previous works, timing, contractor status or technical specification.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteUnderstand what new-build protection really covers
Read the dwelling’s actual policy
Ask the developer or solicitor for the insurance certificate and complete policy wording for the specific house or apartment. HomeBond describes latent-defects products with separate sections and selectable cover periods; the protection can include structural, equipment and defects sections, depending on the policy, definitions and terms.
Ask these questions in writing:
- Is this dwelling registered, and has the final certificate of insurance issued?
- Which sections apply to this unit, and what period applies to each section?
- What defects or damage qualify, and what is expressly excluded?
- What limits, excesses and notification deadlines apply?
- Who may make a claim, and what evidence or inspection is required?
- Does the policy cover communal areas, appliances, external works or only specified defects?
Do not describe the protection as a universal ten-year blanket warranty. A policy does not replace a pre-completion inspection, a snag list or careful review of the sale contract. Keep photographs, correspondence, manuals and completion records in case a defect is discovered later.

Help to Buy
Revenue’s Help to Buy scheme helps eligible first-time purchasers with a deposit for a qualifying new house or apartment bought or built as the claimant’s home. It operates through a refund of eligible Irish income tax and Deposit Interest Retention Tax paid in the four tax years before application.
Revenue’s qualifying-property rules include new construction subject to VAT, a property that has not previously been used or been suitable as a residence, a qualifying mortgage with at least 70% loan-to-value and a purchase value of €500,000 or less. Further conditions apply. An ordinary previously occupied second-hand home generally does not meet the stated new-build requirement.

First Home Scheme
The First Home Scheme is shared equity, not a cash grant and not a reduction in the seller’s price. For eligible buyers and homes within local-authority price ceilings, it may provide up to 30% of the purchase price or build cost, or up to 20% when Help to Buy is also used.

The scheme’s FAQ says an unoccupied property made habitable within the previous three years may qualify as a new build if it meets stated classification, planning and building-standard requirements, has no visible mica or pyrite, has never been occupied and has the required history documentation. This is a specific route, not a general reclassification of every older home.
Before making an offer, check the latest scheme terms, your eligibility, the price ceiling for the local authority, lender participation and the obligations attached to the equity stake. Model how a future repayment or increase in the property value could affect you; the support is not free ownership of the provider’s share.

Compare time, disruption and control
New-build timing is not always immediate
Ask for a realistic closing and handover timetable, the status of utilities, roads, landscaping, play areas and communal facilities, and the process for reporting post-handover defects. Delays can affect temporary accommodation, storage, mortgage approval and notice periods. If the estate is being completed in phases, ask how construction traffic and unfinished neighbouring units will affect daily life.
Older homes trade certainty for control
A second-hand home may be ready to occupy, but it can also require coordinated work before it feels finished. Price the time needed to obtain permissions, appoint trades, order materials and manage dust, noise, storage and temporary loss of rooms. In return, you may be able to renovate in the order that matters most to your household and choose materials and systems yourself.
Compare the value of that control with your available cash, time and confidence. A technically sound older home with documented upgrades may need little work; a superficially tidy one may conceal a large project. The survey and records should determine the judgement.
A practical viewing-to-offer process
- Set your ceiling. Confirm deposit, mortgage approval, monthly repayment tolerance, transaction costs and a separate contingency for defects or immediate works.
- Collect documents. Request the BER, floor plans, service-charge information, planning and completion records, guarantees, upgrade invoices and any available warranty or insurance certificate.
- View methodically. Measure key rooms, inspect storage and external areas, test taps and windows where permitted, note heating controls and look for damp, staining, cracking, condensation or unfinished work.
- Check the surroundings. Repeat the visit at different times and investigate commute, services, noise, parking, flood risk and planned development.
- Commission the right inspection. Use an independent surveyor for an older home and a properly scoped snag or inspection for a new one. Confirm the written scope and deliverables.
- Get costed actions. Obtain quotations for urgent repairs, retrofit measures, appliances, flooring, landscaping, management fees and temporary accommodation if needed.
- Test scheme eligibility. Obtain written confirmation where possible; do not treat a broker’s estimate or an advertisement as approval.
- Instruct your solicitor early. Have the contract, title, maps, rights, planning documents, management obligations and closing conditions reviewed before you become irreversibly committed.
- Make the offer on total risk. Reflect verified work, timing, missing documentation and financing conditions rather than bidding solely from the asking price.
Decision rules for common buyer situations
Choose the new build when its certainty is worth the premium
A new home can be the better fit if the location works, the layout meets your needs, the specification is documented, the completion timetable is credible and the policy protection is adequate for the risks you are taking. A strong BER may reduce the amount of immediate upgrading, but still examine ventilation, controls, hot water and actual running arrangements.
Choose the older property when the evidence supports the project
An older home can be the better fit when it offers a superior location or layout, has a clean survey, documented upgrades, realistic retrofit options and a price that leaves room for necessary work. Its age alone is neither a defect nor a guarantee of characterful quality.
Pause when the unknowns dominate
Reconsider or renegotiate if the survey identifies major unpriced defects, title or planning evidence is missing, the BER relies on unsupported assumptions, the retrofit plan has no technical design or quotations, the new-build policy is unclear, or scheme eligibility is being treated as certain without confirmation. Walking away can be cheaper than funding an evidence gap after closing.
Common comparison mistakes
- Comparing a new-build asking price with an older home’s price while ignoring legal costs, stamp duty, insurance, management fees and immediate works.
- Assuming every new home has a superior BER or that every older home is inefficient.
- Using a BER grade as a guaranteed annual bill saving.
- Accepting a “turnkey” description without checking appliances, flooring, landscaping, parking and estate completion.
- Calling a latent-defects policy a universal warranty without reading sections, exclusions, limits and periods.
- Budgeting a traditional home retrofit from a standard modern-house package.
- Measuring rooms with a handheld tool and treating the result as a survey or legal floor area.
- Including Help to Buy or First Home Scheme funds before checking the current rules, price ceiling, lender and property classification.
- Skipping an independent inspection because a home is newly built or recently renovated.
Bottom line: compare the homes, not the labels
Make the decision from verified documents and property-specific costs. A new build is not automatically cheaper to run, defect-free or fully protected; an older property is not automatically inefficient or expensive to maintain. The strongest choice is the home whose location, usable space, condition, BER evidence, upgrade path, financing and protection fit your budget and your willingness to manage uncertainty.
