Start by asking the road owner for existing traffic data. A city, county, regional planning organization, metropolitan planning organization (MPO), or state department of transportation may already have counts for the road or intersection. If the available information does not answer your question, a carefully documented resident observation can add useful context—but it is not automatically an official traffic study or an annual average.
What a traffic count can—and cannot—prove
A traffic count measures how many vehicles pass a defined point, segment, or intersection during a defined period. That evidence can support a request about traffic volume, intersection operations, or the need for an agency to investigate further.

It does not, by itself, prove that drivers are speeding, that a road defect caused a crash, that congestion exists all day, or that a particular improvement will solve the problem. Match the measurement to the claim you want the agency to evaluate.

| Concern | Useful measure | Important limitation |
|---|---|---|
| How much traffic uses a road segment? | Vehicle volume by direction and time period | A short count describes only the sampled period. Turning it into an annual estimate requires appropriate adjustments. |
| How do vehicles move through an intersection? | Turning-movement counts by approach and movement | Define the observation interval and identify which approaches and movements were included. |
| Are vehicles speeding at a location? | A properly collected spot-speed study | Spot speed applies to a particular point. Corridor behavior may require measurements at several points and professional equipment. |
| Are pedestrians or cyclists affected? | Pedestrian or bicycle counts at the relevant crossing or segment | Counts must cover the times when those users are present. App-based data can omit people who do not use the app. |
Federal Highway Administration (FHWA) guidance distinguishes traffic-volume counts, turning-movement counts, and speed observations. A volume tally should therefore be presented as evidence about volume—not as a substitute for a speed or safety study.

Ask for existing agency data first
Before buying equipment or standing beside the road, identify who owns and maintains the facility. Contact the agencies that may hold relevant records:
- the city or municipal street, public works, or transportation department;
- the county roadway department;
- the regional council of governments or MPO;
- the local planning agency; and
- the state DOT, especially for a state-maintained route.
Ask for the closest matching road segment or intersection, and ask how recent the count is. A count on a nearby segment may not represent your location if there are driveways, side streets, schools, businesses, or traffic-calming features between the two points.
Request these details rather than only asking for “the traffic number”:

- speed information, if speeding is part of the concern;
- whether the count was manual, pneumatic-tube, radar, microwave, loop, video, or another method; and
- whether a short count was adjusted to estimate annual average daily traffic.
Also ask whether the period included a school session, construction detour, holiday, major event, crash, severe weather, temporary closure, or another unusual condition. FHWA advises checking data already collected by transportation agencies and planning organizations before arranging additional collection. Local coverage, consistency, and data quality vary, so ask the custodian what the record is intended to represent.
Define the request before collecting anything
Write one sentence describing the decision you want the agency to make. For example: “We are asking the county to evaluate whether peak-hour traffic entering the neighborhood warrants a turning-movement study,” or “We want the city to investigate whether a crossing has enough pedestrian activity to justify a safer crossing treatment.”
For a volume concern
Count vehicles on the segment, preferably separately by direction and by time block. Explain whether your concern is all-day traffic, morning and afternoon peaks, truck traffic, or a recurring queue.
For an intersection concern
Record each approach and each relevant movement—left, through, and right. A total for the whole intersection can hide a concentrated turning problem.

For a speeding concern
Do not infer speed from noise, the apparent size of a vehicle, or how quickly it passes your observation point. Ask the road agency for a suitable speed study. A spot-speed measurement describes speeds at one point and does not automatically describe the entire corridor.

For a pedestrian or bicycle concern
Count people, not vehicles, at the crossing or segment that matters. Record the periods when the facility is actually used, such as school arrival and dismissal, rather than assuming vehicle peaks are the same as walking or cycling peaks.
Choose a safe and repeatable observation method
A resident can make a supplemental manual count by observing from a safe, legal position that does not require entering, standing in, or obstructing the roadway. A hand tally counter, clipboard, or printed tally sheet is optional; a purchased counter does not make the result professionally calibrated or validated.
Use one observer where practical, or write a clear hand-off procedure if more than one person is involved. Decide in advance what counts as a vehicle. For example, you might include every motor vehicle crossing an imaginary line, or record cars, buses, motorcycles, and heavy vehicles in separate columns. Apply the same rule throughout the observation.

Do not place equipment in the roadway, attach anything to public infrastructure without permission, or record people in a way that creates privacy or safety problems. Photos or video should be lawful, necessary, and taken from a safe location.
Record the information that makes a count interpretable
At minimum, preserve the following fields with the tally:
- Location: road name, exact segment or intersection, and the direction or approach observed;
- Date: calendar date, including the year;
- Time: start time, end time, and total duration;
- Method: manual tally, electronic counter, video review, or another method;
- Definition: what was included, excluded, or separated into classes;
- Movement: direction of travel or turning movement, when relevant; and
- Conditions: weather, school status, roadworks, crash, event, detour, closure, or other factor that could make the period unusual.
FHWA states that volume data must include the counted volume, location, date, and duration. Direction, movement, and contextual notes are not a replacement for those basics; they make the observation easier to interpret and compare.
How long should you count?
There is no universal resident-count duration that represents every road. Traffic varies from day to day, and one day is unlikely to represent an average pattern. FHWA traffic-analysis guidance notes that a few days may be enough for some lightly congested roads, while a week or more may be needed where congestion or variability is more significant.

Use the following approach:
- Ask the road agency what duration it accepts. The agency may know its seasonal factors, standard time blocks, or equipment requirements.
- Use matching periods when comparing locations. If you compare two streets or two approaches, count them during the same dates and hours where possible.
- Cover the periods relevant to the request. Include morning and afternoon peaks if those are the problem, or evening and weekend periods if the concern occurs then.
- Extend the observation when conditions vary. A longer period helps reveal weekday differences, but it still does not automatically produce an annual average.
- Disclose atypical conditions. If a detour, holiday, severe storm, event, school closure, or temporary road restriction affected the count, state that prominently.
Do not choose a convenient single day and describe it as “typical” without evidence. A short observation can still be useful when its limits are explicit.
Use ADT and AADT correctly
ADT: the observed daily volume
Average daily traffic (ADT) is commonly used for the daily volume observed for the counted period or day. If you count 1,200 vehicles during a defined 24-hour period, report the date and location with that number. Do not imply that it describes every day of the year.
AADT: an annualized estimate
Annual average daily traffic (AADT) is an estimate of average daily traffic across a year. Producing it from a short count requires adjustments for travel patterns, such as day-of-week and seasonal variation. A summer count in a beach town, for example, could be higher than the annual average.
Unless the road agency supplies an AADT value and explains the adjustment method, label your result as a count or observation for its actual date and time window. Never relabel a brief tally as AADT simply because it lasted 24 hours or more.
Build a transparent count sheet
A simple sheet is more useful than a polished chart with missing details. Use one row for each time interval and separate columns for the movements that matter.
| Field | Example entry | Why it matters |
|---|---|---|
| Location | Main Street at Oak Avenue, north approach | Identifies the point and approach being measured. |
| Date | Tuesday, October 17, 2026 | Allows the agency to assess weekday and seasonal context. |
| Interval | 7:00–7:15 a.m. | Shows when the volume occurred and permits peak comparison. |
| Movement or direction | Northbound; left, through, right | Prevents a total from hiding a directional or turning concentration. |
| Vehicle definition | All motor vehicles crossing the marked observation line | Explains what was counted. |
| Conditions | Dry, school in session, no construction | Records factors that may affect comparability. |
| Method | Manual tally from sidewalk | Sets expectations about precision and validation. |
Keep the original tally sheets or time-stamped files. If you correct an entry, preserve the original and note the correction rather than silently rewriting the record.
Present the evidence with the improvement request
Give the agency a concise cover page followed by the detailed record. A useful submission normally contains:
- The requested action: state whether you want a formal count, speed study, intersection review, crossing assessment, or another specific response.
- A location description: include the road, limits, nearest addresses or landmarks, and a map if it can be supplied safely and lawfully.
- A results table or chart: show totals by interval, direction, or movement rather than only one grand total.
- Method and conditions: identify the observer or observation method, vehicle definition, dates, hours, weather, school status, and unusual events.
- Limits: state that the observation represents the sampled period and has not been annualized unless the agency did that work.
- A clear question: ask what additional information the agency needs and whether it can conduct a formal count or speed study.
For example: “Residents counted vehicles on the east approach from 7:00 to 9:00 a.m. on three weekdays. The highest observed 15-minute interval occurred during school arrival. These observations do not establish AADT or vehicle speeds. Please advise whether the department can conduct a turning-movement and speed assessment.”

Calling a short tally “average daily traffic” without qualification
Correction: report the actual date, hours, and count. Use ADT or “observed volume” only in the limited sense supported by the record, and reserve AADT for an agency-adjusted estimate.
Counting at an imprecise location
Correction: identify the exact segment, intersection approach, and direction. A count several blocks away may be affected by a side street or driveway.

Correction: request a proper spot-speed study. Volume and speed answer different questions.
Choosing an unusual day and presenting it as normal
Correction: record the unusual condition, repeat the count during representative periods, or ask the agency how it handles the affected data.
Combining counts collected under different conditions
Correction: align dates and hours when comparing locations, and explain any unavoidable mismatch.
Ignoring direction or turning movement
Correction: separate approaches and movements when the request concerns an intersection, queue, school access, or a particular travel direction.
Making an unsafe observation
Correction: observe from a legal, stable location away from moving traffic. Stop the count if conditions become unsafe. Do not enter the roadway or obstruct pedestrians and drivers.

When existing data and a resident count are not enough
Ask the agency to conduct or commission the appropriate formal work when the decision depends on reliable speed distributions, annualized traffic, turning capacity, crash analysis, design standards, or legal findings. An agency may have access to pneumatic tubes, radar, microwave, loop, video, or other systems and may know how to apply local adjustment factors.
A project-specific short count is a normal agency data need. Your submission is most effective when it helps the agency locate the issue, understand the timing, and select the next measurement—not when it pretends to replace that process.
A practical submission checklist
- Have you identified the road owner and requested existing data?
- Have you stated the exact problem the request addresses?
- Does the measurement match that problem: volume, turning movement, speed, or pedestrian/bicycle use?
- Are the exact location, date, duration, and method recorded?
- Are directions, approaches, or movements separated where relevant?
- Are school, weather, construction, event, holiday, crash, and detour conditions noted?
- Did you avoid calling a brief tally AADT?
- Were comparisons collected during matching periods?
- Was every observation made from a safe, legal position?
- Did you state what the count cannot establish and ask the agency what it needs next?
What a credible request looks like
A credible request is specific and modest: it identifies the location, shows how and when the observation was made, presents the result in a form the agency can check, and asks for the right next step. It does not claim that one day of counting represents a year, that a volume tally proves speeding, or that a resident observation has the same status as an agency study.
That level of transparency gives transportation staff something they can evaluate and, if necessary, repeat with formal equipment and appropriate adjustments.
Frequently Asked Questions
Can I count traffic on my street with a phone app?
An app can be a supplementary observation, but document what it measures and recognize that opt-in or device-based data may omit vehicles or users. A manual tally or agency counter may answer a specific roadside-volume question more directly.
Is a 24-hour count enough for a road improvement request?
It can provide a defined short-term observation, and FHWA describes 24 hours as the shortest possible short-term sensor count. It is not automatically representative of the year; ask the road agency whether a longer period or adjustment is needed.
Who should perform a speed study?
Ask the road owner or transportation agency. Speed concerns generally require properly collected spot-speed data, and a single resident volume tally cannot establish speeding.
