Choose a football-specific artificial-turf system whose tested performance level matches your game format, player level and expected weekly use. Then compare the complete installed system—base, drainage, elastic layers, turf, infill, seams, equipment, testing, maintenance and warranty—not a carpet color, pile-height label or lowest initial quote.
Artificial turf is appropriate for covered venues because it does not require sunlight; FIFA identifies indoor facilities as a suitable application. The right specification still depends on whether the venue hosts small-sided football, futsal, training or competition, plus its slab and drainage conditions, operating schedule, footwear, budget and local regulations.

What “football turf” means
For procurement purposes, “football turf” should mean a tested playing-surface system, not simply any synthetic grass. FIFA states: “Only artificial playing surfaces which have been tested in the laboratory and on the field according to the stringent testing criteria of the FIFA Quality Programme can be called football turf.” The FIFA Quality Programme for Football Turf evaluates player–surface and ball–surface interaction, safety-related behavior, product composition, weather resistance, seam strength and service life.

A product brochure may describe yarn, pile or infill; the buyer needs evidence for the proposed system and the final installed pitch.

Define the football brief before choosing a system
Do not write a turf specification until the operator and design team agree what the pitch must do. A general “indoor football” label leaves too many variables unresolved.
Confirm the game and users
- Identify the format: small-sided football, 11-a-side football, futsal or another activity. Court dimensions, line markings, goals and playing rules may differ.
- State whether the principal use is matches, coaching, open-play rental, school use, professional training or a mixture.
- Describe the player population, including children, adults, elite users and beginners. Footwear policy should be written into the operating plan.
- List any competition, league or governing-body requirements that must be met in your jurisdiction.
Model demand in hours, not vague traffic
Estimate booked playing hours by day and week, then add tournaments, camps, cleaning closures and peak-period demand. FIFA’s published example of one amateur club totals 58 weekly usage hours; that is an illustrative schedule, not a general indoor-facility statistic. Use your own booking forecast and identify the busiest operating weeks.
Separate occasional high-intensity events from routine use. A pitch used for 15 quiet hours per week may experience more severe wear than a busier pitch if footwear, sliding, cleaning or maintenance practices are poor.

- Survey the structural slab, levels, cracks, joints, moisture condition and load limits.
- Establish where water can go. Indoor turf still needs a drainage strategy for cleaning water, accidental spills, condensation and any moisture entering through the building envelope.
- Check clear height, columns, access routes, doors, storage and the ability to bring rolls, infill and maintenance equipment into the building.
- Document ventilation, temperature, humidity and any heating or cooling strategy. These affect comfort, odors, adhesives and maintenance, but the correct limits must come from the system manufacturer and project engineers.
Choose the applicable performance level
FIFA’s marks provide a useful starting framework, but they are not a substitute for a project brief. The IFAB explanation of the FIFA Quality Programme describes the levels in broad terms:
| Mark | Intended emphasis | How to use it in a decision |
|---|---|---|
| FIFA BASIC | Minimum performance, accuracy, safety and durability criteria with affordability in view. | Consider only where the activity, rules and owner’s risk assessment genuinely suit an entry-level outcome. Confirm that the mark is accepted for the intended competitions. |
| FIFA QUALITY | Durability and safety for extensive community and amateur use. | Often the relevant target for municipal, recreational, school and community facilities. Verify the installed pitch, not only a product certificate. |
| FIFA QUALITY PRO | First-class performance, accuracy and safety for top-level professional football. | Use when professional-level playing characteristics and the applicable competition requirements justify the higher target. |
FIFA stadium-design guidance describes typical programme usage as up to 20 hours per week for QUALITY PRO and 40–60 hours per week for QUALITY. These are descriptions of programme categories, not a guaranteed capacity, field life or universal threshold. They do not remove the need to model your schedule and follow the current applicable test documents.
At procurement time, check the current FIFA Football Turf page. It listed Test Manual I (April 2026 edition) and Test Manual II (May 2026 edition) when reviewed; test-manual editions are version-sensitive, so your tender should identify the edition and acceptance criteria that apply at contract award.

| Decision axis | Information to request | Why it changes the decision |
|---|---|---|
| Game and user profile | Format, dimensions, player level, training versus competition, footwear and forecast hours. | These factors determine the performance target and loading pattern. |
| Quality target | Proposed FIFA mark or other applicable programme, the exact system name and the intended installed outcome. | A mark attached to a product does not automatically prove that your installed pitch will pass. |
| System performance | Laboratory report, tested configuration, player–surface and ball–surface results, safety and durability evidence. | Changing yarn, backing, infill, pad or adhesive can make the installed assembly different from the tested one. |
| Installation scope | Survey, demolition, earthwork, base, drainage, sub-base or elastic layer, turf, seams, infill, markings, goals and commissioning. | Basework and drainage affect evenness, movement and longevity; omitted work becomes a variation or a defect later. |
| Acceptance testing | Independent field-test institute, test date, pass criteria, retest and corrective-work process. | Field performance must be demonstrated on the final installation. |
| Lifecycle economics | Capital cost, labor, equipment, supplies, utilities, depreciation, renovation and replacement assumptions. | Two bids with different scopes or maintenance assumptions are not comparable. |
| Warranty and upkeep | Covered playing hours, maintenance frequency, exclusions, response times, repairs and record-keeping duties. | A warranty based on light use may not protect a heavily booked venue. |
Understand the system components without over-specifying them
Turf, yarn and backing
Yarn material, shape, density, pile height, backing and coating affect ball roll, traction, resilience, abrasion and cleaning. The available FIFA guidance does not establish one universally optimal indoor pile height, yarn, infill or shockpad. Require the bidder to identify the exact proposed configuration and show that the evidence applies to it. Do not accept a substitution merely because it has a similar color or nominal pile height.
Infill and elastic layers
Infill and any shockpad or elastic layer are part of the playing system. Their quantity, distribution, containment, compatibility and replacement method affect surface response and maintenance. Ask for an installation tolerance, replenishment method and disposal or replacement plan. Where an infill is proposed, confirm that indoor use, ventilation, cleaning and local environmental rules have been considered by the qualified design team.
Base, sub-base and drainage
FIFA’s Installing Football Turf guidance identifies basework, drainage, sub-base, synthetic surfacing and sports equipment as installation areas. It emphasizes that quality basework and drainage are important to longevity and surface evenness. Require the tender to state who is responsible for ground investigation, level tolerances, moisture control, falls, drainage outlets, slab repairs and protection of completed work.
Seams, lines and sports equipment
Seams and inlaid or painted lines should be included in the tested and priced configuration. Define the number and position of pitches, removable or permanent markings, goals, sockets, nets, anchorages and protective storage. Ask how seams will be inspected after installation and who owns repairs if an opening or wrinkle appears during commissioning.
Use a disciplined procurement process
- Prepare a facility-planning brief. Set the project vision, need, budget, delivery route, operating model, dimensions, schedule and performance target. FIFA recommends this type of planning exercise before tendering.
- Survey the building and site. Record slab condition, levels, drainage, moisture, access, ventilation and services. Put the survey information in the tender so bidders price the same risk.
- State the required outcome. If appropriate, specify a FIFA QUALITY or FIFA QUALITY PRO installation outcome, the applicable test-manual edition and the competition rules that govern acceptance.
- Request the exact system configuration. Require product names, drawings, quantities, infill or pad details, seam method, adhesives, line layout and laboratory evidence. Ask bidders to list every deviation from the tested configuration.
- Separate supply from site responsibility. Identify the parties responsible for base repairs, drainage, sub-base, turf installation, sports equipment, protection and commissioning. Require evidence of competent installers for the proposed system.
- Write field testing into the contract. Name an independent FIFA-accredited field-test institute, define when testing occurs, specify the pass criteria, and assign the cost and programme consequences of a failed test.
- Compare whole-life offers. Normalize quantities, exclusions, taxes, enabling works, maintenance equipment, staff training, replacement assumptions and warranty hours before scoring price.
- Approve substitutions formally. No yarn, infill, pad, adhesive or backing change should occur without written technical review confirming that performance evidence and warranty remain valid.
Verify the installed pitch, not just the brochure
FIFA’s process combines laboratory testing of products with a field test of the final installation. The installation guidance says the field test must be conducted by a FIFA-accredited institute; a pitch receives the relevant mark and appears in FIFA’s field database only if it passes.
Make the test a contractual hold point. The acceptance schedule should identify the completed area, weather or indoor conditions, test-manual edition, sampling locations, report delivery date and treatment of nonconforming results. Define who removes or redistributes infill, repairs seams, corrects levels or replaces defective material, and who pays for retesting.
Request the laboratory report for the exact system proposed, not a report for a similar product from another project. Check the report’s product identifiers, component list, test date, validity and limitations. Keep the field report, as-built drawings, maintenance manual and commissioning records in the facility’s asset file.

Budget for ownership, not only installation
A realistic comparison includes the costs that begin after handover:
Recommended Free Tools
- Routine maintenance staff time and contractor labor.
- Drag mats, grooming brushes, cleaning tools, storage and replacement parts.
- Infill or consumable supplies, waste handling and approved cleaning products.
- Lighting, ventilation, heating or cooling and other utilities affected by operating hours.
- Inspection, field testing, seam repairs, localized replacement and eventual renovation or full replacement.
- Training, record keeping, temporary closures and loss of booking income during repairs.
FIFA notes that independent expert advice during early planning may cost 5%–10% of the total project budget. That is guidance, not a mandatory fee or current market quote; decide whether the risk reduction justifies it for your project. Treat any “turnkey” price cautiously when it does not disclose its base, drainage, testing and maintenance assumptions.
Make warranty hours realistic
Ask the supplier to express warranty coverage in playing hours and required maintenance frequency. Compare those terms with your booking forecast, including tournaments and peak seasons. Record who measures hours, what maintenance logs are required, which wear is excluded and how quickly a defect will be inspected and repaired. A warranty that looks long in calendar years may be short for a heavily used venue.
Build the operating and maintenance plan before opening
Maintenance is part of the turf specification. Request the manufacturer’s written maintenance schedule and adapt it to your traffic, footwear and indoor conditions. At minimum, the operating plan should define:
- Daily or session-based inspection for debris, contamination, loose seams, wrinkles, exposed backing and damaged equipment.
- Routine grooming or redistribution using equipment approved for the installed system. FIFA identifies a drag mat among relevant maintenance equipment, but compatibility must be confirmed for your turf and infill.
- Spill response, cleaning products, drying procedures and rules for food, drinks and smoking.
- Periodic measurements or inspections required by the warranty or competition authority.
- Access control, footwear rules, player education and a process for reporting damage.
- Records of playing hours, grooming, cleaning, repairs, infill additions, incidents and test results.
Do not introduce a brush, drag mat, machine or chemical solely because it worked on another pitch. Obtain written compatibility confirmation and train staff before use. Poorly selected equipment can move infill, abrade fibers or damage seams.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesCoordinate indoor building and local compliance
FIFA guidance supports the use of artificial turf indoors but does not determine local building, fire, accessibility, emissions or indoor-air requirements. Your qualified design team must identify the rules for the project’s location and occupancy. Coordinate turf and adhesive selections with:
- Fire classification for the complete floor assembly, including infill, pad, adhesive and backing.
- Indoor-air and emissions requirements during installation and operation.
- Accessible routes, transitions, thresholds, changing areas and emergency egress.
- Drainage, cleaning water management and protection of neighboring spaces.
- Ventilation and temperature control during adhesive curing and normal use.
- Waste handling and any local restrictions on infill materials.
Put responsibility for code submissions and approvals in the project responsibility matrix. A FIFA mark does not replace a permit, fire approval or accessibility review.

Common buying mistakes and how to correct them
Choosing by pile height or color
Problem: A visible specification is treated as proof of playing quality.
Correction: Require the complete tested configuration, performance report and installed-field test. Treat pile height as one characteristic, not the decision.
Buying a product certificate instead of an installed outcome
Problem: The bidder presents a laboratory report for a product while changing the base, pad, infill or installation method.
Correction: Match every component to the report and make independent field testing a contractual acceptance condition.
Comparing incomplete quotes
Problem: One price includes slab repairs and testing while another covers turf supply only.
Correction: Issue a common scope and normalize exclusions, quantities, enabling works, taxes, maintenance equipment and warranty assumptions.
Free tools Windows power users keep installed
One-click scans. No signup required.
Assuming indoor means maintenance-free
Problem: Operators omit grooming, cleaning, spill response and records because there is no rain or sunlight.

Correction: Fund the maintenance plan, train staff and tie warranty compliance to documented hours and tasks.
Using programme hours as a promise of lifespan
Problem: The typical 20-hour or 40–60-hour programme descriptions are presented as guaranteed capacity or service life.
Correction: Use them only as context. Base the decision on your actual schedule, system evidence, maintenance plan and current programme requirements.
Leaving local compliance until construction
Problem: Fire, emissions, accessibility or ventilation conflicts appear after materials are ordered.
Correction: Have the design team confirm jurisdiction-specific requirements before tender and include approvals in the programme.
A practical bid-review scorecard
Use a weighted scorecard after all bids have been normalized. The weights below are a decision structure, not a mandatory formula; adjust them to your risk, use and competition requirements.
| Category | Questions for the evaluation panel | Evidence to retain |
|---|---|---|
| Use-case fit | Does the system suit the format, users, footwear and forecast hours? | Facility brief and bidder compliance statement. |
| Tested performance | Is the exact proposed configuration covered by valid laboratory evidence? | Reports, component schedule and identified test-manual edition. |
| Site engineering | Are base, drainage, levels, moisture and access risks understood? | Survey, drawings, method statement and responsibility matrix. |
| Field acceptance | Is an independent accredited test included with clear failure remedies? | Test appointment, acceptance schedule and retest provisions. |
| Operations | Can the operator staff, equip and record the required maintenance? | Maintenance schedule, equipment list, training and log templates. |
| Whole-life value | Are capital, operating, repair, renovation and replacement assumptions transparent? | Lifecycle-cost model and warranty-hour comparison. |
| Compliance | Does the proposal address local fire, accessibility, emissions and indoor-air requirements? | Design-team review and approval record. |
When to involve specialist advice
Bring in an independent sports-surface consultant or qualified design professional when the slab is uncertain, the venue has multiple pitches, the use forecast is unusually high, a professional competition is planned, or bids propose materially different assemblies. FIFA’s planning guidance recognizes the value of expert advice; the project team should define the consultant’s scope, deliverables and independence rather than treating a sales representative as the sole technical reviewer.
Use current official FIFA programme documents, licensed-provider information and accredited-test-institute listings when preparing the tender. Confirm that names and listings are current at procurement because programme requirements and documents can change.
Decision rule
Select the system that gives your defined users the required football performance, has evidence for the exact configuration, can be installed on a properly engineered and drained base, will pass independent field testing, and can be maintained within the operating budget. If a bid cannot clearly show those five things, it is not yet a comparable turf offer—regardless of its pile height, appearance or opening price.
