Choose cement by the governing standard, exposure conditions and the concrete or mortar performance specified for the work—not by the largest number printed on a bag. OPC 33, OPC 43, OPC 53, PPC and PSC describe cement products. They do not, by themselves, guarantee the strength of a foundation, slab or plaster coat. Structural concrete must be proportioned, placed, cured and tested to the engineer’s specified compressive strength and exposure requirements.
For a typical house, PPC can be suitable for foundations when unusually high early strength is not required; OPC is a general-purpose choice where its designation is recognized; and either may be appropriate for plaster when the mortar, sand, curing and local specification are correct. Confirm the applicable national standard before buying, because cement terminology and requirements differ between countries.

Quick selection guide by application
| Application | What the evidence supports | What should control the decision |
|---|---|---|
| Foundations and footings | PPC is listed for foundations, while OPC is listed for general construction. PPC is not intended to replace a high-early-strength requirement. | Local code, soil and groundwater chemistry, exposure, designed concrete strength, required construction speed and curing conditions. |
| Reinforced-concrete slabs | The structural designer specifies concrete strength (f’c) and exposure. A cement-bag grade is not a slab-strength guarantee. | Specified f’c, durability class, approved mix design, workability, reinforcement detailing, placement and curing. |
| Plaster and render | OPC is listed for plastering. PPC is permitted for broad OPC-use situations where special high early strength is not needed. | Mortar workability, sand grading, water control, shrinkage management, substrate preparation and curing. |
| Mass concrete and marine work | PPC is listed for mass concrete and marine structures. PSC is another standardized blended-cement option. | Heat development, sulfate and chloride exposure, durability specification, strength development and local availability. |
This table is a starting point, not a substitute for the project specification. The same cement family can perform differently when the water content, aggregates, admixtures, curing or exposure changes.
First separate cement type from concrete strength
A cement designation identifies the binder placed in concrete or mortar. Concrete strength is a property of the complete mixture after batching, placing and curing. Water-to-cementitious-material ratio, aggregate quality and grading, admixtures, compaction and curing can matter as much as the cement family.

The American Concrete Institute states that the structural designer selects the specified compressive strength, f’c, of the concrete. Production concrete must achieve an average strength above that specified value because every batch has natural variability. Therefore, “OPC 53” is not equivalent to “53 MPa concrete,” and “OPC 43” is not a design strength for a slab. The number on an OPC bag refers to the cement classification under a particular standard and test regime, not to the finished member.
Concrete performance is normally checked at 28 days. The American Cement Association uses a 3,000-psi concrete example to explain that the specified value refers to concrete compressive strength at the reference age, not simply to the cement in the bag. A project may also require earlier checks, later-age strength, permeability, shrinkage or other durability tests.
Confirm the standard before comparing grades
There is no universal international specification for portland cement, according to the American Cement Association. A designation used in India may not have a direct legal or technical equivalent in the United States, the United Kingdom or another market. Start by identifying the country, the edition of the building code and the conformity mark required for the project.

Bureau of Indian Standards descriptions identify OPC 33, OPC 43 and OPC 53, along with sulfate-resistant variants, under IS 269. The same descriptions list OPC for general construction, concrete pavements, flooring and plastering. PPC is described under IS 1489, and PSC under IS 455. The BIS compendium cited for these descriptions was published in 2025 and notes that the standards were reaffirmed in 2020.
Other jurisdictions
Elsewhere, cement may be labeled by ASTM, EN, BS or another national system, often with classes, strength classes or performance designations that do not map one-for-one to OPC 43 or OPC 53. Do not import a bag label, specification or strength claim from another market without checking equivalence with the local authority, engineer or testing laboratory.
What OPC, PPC and PSC mean
Ordinary Portland Cement (OPC)
OPC is the general-purpose portland-cement family recognized in the BIS descriptions. The commonly encountered Indian grades are OPC 33, OPC 43 and OPC 53. Those numbers are product classifications under the relevant standard. They should not be read as the compressive strength of the concrete in a foundation or slab.

OPC can be useful when the schedule calls for comparatively rapid early strength, when a project specification names OPC, or when a particular local supply has been qualified for the approved mix. Early-strength behavior still depends on cement chemistry, temperature, water content, curing and the rest of the mix. Selecting a higher-numbered OPC bag does not remove the need for a designed mixture.

PPC is a blended cement. The BIS description of fly-ash PPC permits 15–35% fly ash by mass. BIS lists PPC for foundations, mass concrete, marine structures and other situations in which OPC is used, with the important exception of work that specifically requires high early strength.
The pozzolanic component can influence heat development, later-age strength, workability and durability. Those benefits are realized only when the cement conforms to the applicable standard and the concrete is properly proportioned and cured. Early strength may develop more slowly than with a suitable OPC mix, so stripping forms, loading a slab or opening a pavement must follow the engineer’s schedule and test results rather than a calendar assumption.
Portland Slag Cement (PSC)
PSC is another standardized blended cement. The BIS description of PSC under IS 455 permits 25–70% granulated slag by mass. Slag content, curing temperature, mixture proportions and exposure determine how the concrete develops strength and resists aggressive environments. PSC may be considered where the project specification allows it and where heat, sulfate or chloride durability is a design concern.
Availability and local approval matter. A technically suitable blended cement is not a valid selection if it is outside the project specification or cannot be supplied consistently for the entire pour.

When PPC can be appropriate
BIS specifically lists PPC for foundations. That supports its use in ordinary foundation work when the concrete design, exposure classification and construction schedule permit it. PPC is not automatically “better” or “worse” than OPC; it is a different binder with a different strength-development and heat profile. If the footing must reach a specified early strength before backfilling, loading or form removal, have the approved mix and test data demonstrate that timing.
When a special cement or mix is needed
High sulfate exposure, marine conditions, unusual heat-control requirements or a tight early-strength schedule may call for a sulfate-resistant cement, a blended cement, supplementary cementitious materials, chemical admixtures or a combination defined by the engineer. The correct answer comes from the exposure and performance specification, not from choosing the highest grade available at a merchant.
Choosing cement for reinforced-concrete slabs
Use the specified f’c, not the bag number
For a slab, obtain the structural drawings and concrete specification. They should identify the specified compressive strength, exposure or durability requirements, maximum water-to-cementitious-material ratio where applicable, slump or workability range, aggregate size, reinforcement and curing requirements. The cement family is then selected as part of the approved mix design.
OPC 43 versus OPC 53
OPC 43 and OPC 53 are often compared as if the higher designation automatically produces a stronger slab. It does not. Either may be suitable only when its standard compliance and the resulting concrete mix meet the specified f’c and durability requirements. OPC 53 can be useful where the qualified mix needs faster early strength, but faster early strength is not the same as higher 28-day slab strength, and it does not compensate for excess water, poor consolidation or inadequate curing.
Do not add water at the site to make concrete easier to place unless the approved procedure and testing permit it. Extra water can lower strength and increase bleeding, shrinkage and permeability. Use the specified admixture or a revised mix design when workability is inadequate.
Placement and curing are part of the grade decision
A slab’s achieved strength depends on batching accuracy, delivery time, reinforcement position, vibration or other consolidation, finishing operations and moisture and temperature control during curing. Protect the slab from premature drying, freezing, excessive heat and early loading. Follow the project’s curing period and test plan; never infer readiness from surface appearance alone.

Choosing cement for plaster and render
OPC for plaster
BIS lists OPC for plastering. It can produce a workable mortar when the cement, sand and water are proportioned correctly. The required finish, substrate and local specification should determine the mortar class and thickness.

Can PPC be used for plastering?
PPC is permitted in broad situations where OPC is used, except where special high early strength is required. That makes PPC a potential plastering option when it conforms to the applicable standard and the project specification allows it. Confirm with the designer or supervising professional for repair work, thin renders, exposed façades or unusual substrates.
Control the mortar, not just the cement
Plaster defects commonly arise from sand grading, dirty or overly absorptive masonry, excessive water, an overly rich mix, inadequate curing or movement between coats. Prepare and dampen the substrate as specified, use clean well-graded sand, measure materials consistently and apply coats at the specified thickness. Cure the plaster so it does not dry abruptly. A different cement grade cannot correct a poorly proportioned or poorly cured mortar.
Mass concrete, marine and durability-critical work
Large pours can generate heat as cement hydrates. Temperature differences between the interior and surface can create cracking. BIS lists PPC for mass concrete and marine structures, while PSC is another standardized blended option. Blended cements may help manage heat or aggressive exposure, but the actual design must consider cement content, member dimensions, placement temperature, cooling measures, permeability, crack control and curing.
For marine or chloride exposure, specify the required durability performance and cover to reinforcement. For sulfate-bearing soil or water, use the cement or blended system required by the exposure standard. A generic “waterproof” or “marine” claim on a bag is not a substitute for a project-specific specification.
A practical decision sequence
- Identify the governing standard. Record the country, code edition, cement standard, required conformity mark and any project-specific specification. Do not assume that an OPC, PPC or PSC label has the same meaning in every market.
- Obtain the structural or mortar performance requirement. For structural concrete, record f’c, exposure class, water limits, durability tests and required ages. For plaster, record mortar proportions, thickness, substrate and finish requirements.
- Choose the cement family allowed by the specification. Consider OPC for general-purpose or early-strength needs; PPC where its standard permits the application and high early strength is not specially required; and PSC where the approved design uses slag and its exposure or heat-control benefits.
- Have the complete mix approved. Verify cement source, aggregates, water, admixtures, batching tolerances, workability and trial or production test results. The approved mixture—not the bag grade alone—must meet the performance requirement.
- Check each delivery before use. Confirm the standard designation and conformity mark, manufacture or packing date, intact packaging and absence of moisture damage. Reject caked, torn or visibly damp bags according to the site quality procedure.
- Store cement correctly. Keep bags off the floor, protected from rain and ground moisture, and use a first-in, first-out system. Prevent different cement types or batches from being mixed without approval.
- Control placement and curing. Measure water, maintain the specified workability, consolidate concrete properly and protect fresh work from rapid drying or temperature extremes. Cure for the period and method specified by the engineer.
- Interpret tests at the correct age and method. Compare concrete acceptance results with the project’s specified age, commonly 28 days. Investigate outliers through the engineer and laboratory rather than changing cement casually.
How strength tests relate to cement selection
ISO 679 specifies a standardized cement-mortar strength test using one part cement, three parts ISO standard sand and one-half part water. This controlled test allows cement products to be compared under a defined method. It is not the same as testing the concrete in your foundation or slab, which contains aggregates, admixtures and a different water proportion.

Concrete acceptance testing should follow the project’s adopted concrete standard and sampling plan. A 28-day result is a normal reference point, but early-age tests, later-age tests and durability tests may also be required. Keep the test report tied to the cement batch, concrete delivery, placement location and curing history.
Common mistakes and how to correct them
“The highest number must be best.”
Why it fails: OPC 53 is not a finished-concrete grade and may not suit the exposure, workability or curing conditions. Correction: select the approved mix for the specified f’c and schedule.
“PPC is unsuitable for foundations.”
Why it fails: BIS lists PPC for foundations when the relevant performance and schedule requirements are met. Correction: check early-strength needs, exposure, standard compliance and test evidence.

What to verify on the bag and delivery paperwork
- Applicable national standard and cement type or grade.
- Conformity or certification mark required by the jurisdiction.
- Manufacturer’s batch, manufacture or packing date and traceability information.
- Intact packaging with no tears, hard lumps or visible moisture damage.
- Consistency of cement type across the pour or plastering stage.
- Supplier documentation and test certificates required by the project specification.
If a label is unclear, stop before batching and ask the supplier, testing laboratory or engineer to confirm the designation. Do not infer equivalence from color, price or a sales description.

Bottom-line selection rules
- For foundations, PPC can be suitable under BIS provisions when high early strength is not specially required; OPC is also a general-purpose option when the local specification permits it.
- For slabs, specify the concrete’s f’c and exposure first. OPC 43 or OPC 53 is not a substitute for mix design, curing or testing.
- For plaster, OPC is listed for the application, and PPC may be used where the standard and project specification allow it. Mortar proportion, sand, substrate preparation and curing govern the finish.
- For mass or marine concrete, evaluate PPC or PSC through the approved durability and heat-control design rather than choosing by label alone.
- Always follow the governing national standard; there is no universal international portland-cement specification.
