How to Choose Materials for Roads, Bridges and Other Civil Engineering Projects

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The right civil-engineering material is the one that meets the project’s required performance at its site, exposure, loading, construction, maintenance and regulatory constraints. Asphalt is not automatically better than concrete, and steel is not automatically better than concrete for a bridge. Engineers define the required outcome, investigate the ground and climate, assign a function to each layer or structural component, compare candidates on common criteria, then specify, test and verify the selected system under the owner’s current standards.

Start with the job the material must do

Material selection is a requirements-matching exercise, not a search for a universally superior product. Begin by recording the infrastructure type, geometry, design period, traffic or structural loads, reliability expectations, service conditions and the owner’s performance requirements. A material that works for a lightly trafficked local road may be unsuitable for a heavily loaded freight route; a bridge deck, pier and bearing each require different properties.

For pavements, design inputs include traffic and reliability as well as material data. The Federal Highway Administration (FHWA) notes in its Geotechnical Aspects of Pavements Reference Manual that the engineering effort used to establish inputs should be proportionate to a project’s importance, size and cost. The adopted specification, test method and design code for the project’s jurisdiction control over general guidance.

Write measurable performance requirements

  • Structural capacity: required load-bearing strength, stiffness and fatigue or repeated-load resistance.
  • Surface performance: ride quality, skid or friction characteristics, noise expectations and control of surface water.
  • Durability: resistance to moisture, oxidation, temperature changes, freeze-thaw cycles, abrasion, chemical exposure and other site-specific deterioration.
  • Serviceability: allowable cracking, rutting, settlement, deflection, vibration, leakage or movement over the design period.
  • Delivery constraints: available construction seasons, production rates, haul distances, equipment, workforce and traffic-management requirements.
  • Whole-life requirements: inspection access, expected interventions, repair windows, end-of-life treatment and sustainability objectives.

Investigate the site and environmental exposure

A material cannot be selected responsibly without understanding what surrounds it. Obtain a geotechnical investigation of soil layers, groundwater, rock, existing fill, contamination where relevant and variability across the alignment or foundation area. Determine whether the subgrade can provide uniform support or needs improvement, replacement, drainage or stabilization.

Water and drainage

Map precipitation, runoff paths, groundwater levels, flooding risk, capillary rise and the intended drainage system. Water can weaken unbound layers, carry fines, erode shoulders or foundations, and enter cracks and joints. The pavement reference identifies moisture and freeze-thaw behavior as important environmental inputs for unbound materials. A strong surface material does not compensate for a saturated base or blocked outlet.

Temperature and freeze-thaw

Establish the project’s temperature range, thermal gradients, freeze-thaw frequency, solar exposure and expected de-icing or chemical contact. These conditions influence thermal movement, cracking, air-void requirements in concrete, binder selection in asphalt and the durability of bridge components. Use climate data and exposure classifications required by the applicable standard rather than a generic national assumption.

Characterize variability and risk

Probe enough locations to identify weak zones and transitions, not merely an average soil value. Higher-consequence facilities justify more extensive investigation, laboratory testing and independent review. Record uncertainty explicitly so that specifications can include treatment triggers, contingency quantities and acceptance tests.

Choose pavement materials by layer and function

Roads are layered systems. The surface course, bound structural layers, base, subbase and subgrade perform different jobs; evaluating a single material name in isolation can hide the cause of failure.

Layer or element Primary functions Selection questions
Surface course Provide a smooth, durable, skid-resistant riding surface; shed water; resist traffic and weather. Will texture, friction, permeability, temperature susceptibility and oxidation resistance remain acceptable under the site’s traffic and climate?
Bound structural layer Distribute wheel loads, add stiffness and help limit water entry. What strength, fatigue resistance, bond, crack control and moisture susceptibility are required?
Unbound base Spread loads, provide drainage where designed and support the bound layer. Are aggregate grading, angularity, cleanliness, compaction and wet-season strength adequate?
Subbase Provide additional support, frost protection, drainage or separation from weak soil. Will it remain stable when wet, prevent intrusion of subgrade fines and meet compaction requirements?
Subgrade Form the foundation for the entire pavement system. Is the soil uniform and strong enough, or should it be improved, stabilized, replaced or isolated?

Material families used in pavement systems

FHWA’s pavement guidance discusses asphalt mixtures; Portland cement concrete; granular aggregate bases and subbases; recycled pavement materials; stabilized soils and aggregates; and natural subgrade soils. Stabilizing agents can make locally available material usable where untreated aggregates are scarce, but only when the resulting properties, construction process and durability satisfy the design.

Properties to test

Organize testing around the failure modes the project must avoid. Physical properties describe gradation, density, air voids, absorption and moisture condition. Stiffness and strength properties describe load distribution and deformation resistance. Thermo-hydraulic properties describe temperature response, permeability, drainage and moisture movement. Repeated-load properties address fatigue, rutting, resilient response and permanent deformation. Select test methods named by the current owner specification; a laboratory value is useful only when its test condition represents field service.

Asphalt or concrete for a road?

There is no source-supported universal winner between asphalt and Portland cement concrete. Compare complete pavement designs, not material labels. The alternatives may differ in layer thickness, foundation demands, construction staging, temperature sensitivity, jointing or cracking behavior, maintenance method and ability to reopen traffic.

Decision axis Questions for an asphalt design Questions for a concrete design
Loads and structure Can the mixture and supporting layers resist rutting, fatigue and shear under the projected axle spectrum? Can slab thickness, support and reinforcement or load-transfer details control bending, faulting and cracking?
Surface and water Will texture, permeability and drainage remain adequate as the binder ages and traffic polishes aggregate? Will texture, joints and surface finish provide friction and prevent water entering the slab system?
Climate How will high temperatures, low temperatures, oxidation and moisture affect the selected binder and mixture? How will thermal movement, drying, freeze-thaw exposure and de-icing chemicals affect the concrete and joints?
Construction Are a mixing plant, paving train, compaction window and weather conditions available? Can batching, placement, curing, joint construction and early-age protection be controlled?
Maintenance What resurfacing, patching or mill-and-overlay strategy fits traffic closures and future budgets? What joint, slab-repair, grinding or replacement operations can be performed and inspected?
Supply and compliance Can approved aggregates, binders and additives be sourced consistently? Can approved cementitious materials, aggregates, reinforcement, joints and curing materials be supplied and accepted?

The correct choice follows from the project’s design analysis, local materials, construction capability and whole-life requirements. A comparison that omits foundation conditions, drainage or maintenance access is incomplete.

Select concrete as a complete system

Concrete durability depends on constituents, proportions, quality assurance and construction together. FHWA’s Continuously Reinforced Concrete Pavement Manual treats materials selection and quality assurance within lifecycle guidance, while its pavement reference describes durability considerations for concrete constituents.

Constituents and reinforcement

  • Cementitious materials and water: proportions must meet strength, workability, permeability and durability requirements for the specified exposure.
  • Aggregates: evaluate grading, shape, absorption, soundness, cleanliness and chemical compatibility.
  • Admixtures: confirm that water reducers, retarders, accelerators or other products work with the cementitious system and placement conditions.
  • Air entrainment: entrained air supports freeze-thaw resistance and workability where the exposure and governing specification require it; it is not a universal prescription for every mix.
  • Reinforcing steel and load-transfer devices: detail, place and protect them as part of the slab design.
  • Joint seals: select seals that accommodate slab movement while limiting water intrusion, then verify joint dimensions, cleanliness and installation.

Trial batches, supplier certifications, field maturity or strength procedures and inspection hold points should be defined before production. A specified mix can still fail if batching, placement, consolidation, curing or joint construction is poorly controlled.

Choose bridge materials by component and limit state

Bridge selection starts with the adopted structural design standard and a project-specific analysis of loads, geometry, foundations, fatigue, extreme events, durability and constructability. The FHWA LRFD Steel Girder Superstructure Bridge Designers’ Guide provides guidance for steel-girder superstructures and cautions designers to verify the accuracy and appropriateness of data for the specific application before final design. Its publication date and any older reference do not replace the current jurisdiction-adopted code.

Material families

Highway structures may use structural steel, reinforced or prestressed concrete, engineered concrete, composites, specialty steels and recycled materials. An FHWA workshop summary documents consideration of these families for substructures, foundations and earth-retaining systems; it does not rank them for every bridge type.

Bridge component Material questions
Deck Can the system resist wheel loads, cracking, chloride or water exposure, abrasion and required ride quality? How will joints, overlays and drainage be maintained?
Girders or primary superstructure What strength, stiffness, fatigue resistance, fire or corrosion protection, erection sequence and inspection access are required?
Piers, abutments and foundations How do soil, scour, seismic or lateral loads, groundwater and chemical exposure affect concrete, reinforcement, steel or composite options?
Bearings, joints and connections Can movement, thermal expansion, rotation, fatigue and water management be accommodated and inspected?

Durability and detailing often decide the outcome

Material selection must include drainage paths, splash zones, cover, coatings, corrosion protection, crack control, joint layout and access for inspection. A nominally durable material can deteriorate quickly when water is trapped, incompatible materials are connected or details cannot be repaired. Model the expected exposure and maintenance operation, not just the initial material strength.

Compare alternatives with a consistent scorecard

For each candidate system, document evidence against the same criteria. Use project-specific values and acceptance limits; do not turn a qualitative checklist into a universal ranking.

  • Capacity and stiffness for the design loads, including repeated-load or fatigue effects.
  • Surface friction, smoothness, drainage and water-management performance.
  • Moisture, temperature, freeze-thaw, oxidation, chemical and abrasion durability.
  • Settlement, erosion, scour and compatibility with adjacent materials.
  • Availability, haul distance, plant capacity, workforce and seasonal constructability.
  • Quality-control tests, tolerances, inspection frequency and rejection or repair procedures.
  • Traffic disruption, future access, repair techniques and inspection requirements.
  • Lifecycle cost and sustainability using the same service period, boundaries and assumptions.
  • Compliance with the current owner specification, code, permits and environmental conditions.

Include lifecycle sustainability without overclaiming

FHWA’s Towards Sustainable Pavement Systems organizes sustainability across materials, design, construction, use, maintenance and preservation, end of life, and assessment. The FHWA TechBrief Sustainability, Pavement Type Selection, and Design likewise treats sustainability as part of pavement-type decisions rather than a single material attribute.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a fair comparison, define the functional unit and service period, then record material quantities, transport, construction energy, maintenance interventions, user-delay effects where required, recycling or reuse routes and end-of-life treatment. Recycled content may be beneficial when the specification and performance evidence permit it; it is not automatically preferable if processing, haulage or premature repair offsets the benefit. The available guidance does not establish one universally lowest-cost, lowest-emission or longest-lived material, so report assumptions instead of making a blanket claim.

Turn the decision into a specification and verification plan

  1. Assemble governing documents. Identify the current owner specifications, structural or pavement code, environmental permits, test methods and acceptance criteria. Check edition dates and project amendments.
  2. Define the design basis. Record loads, traffic, reliability, geometry, design period, exposure classes, drainage assumptions and allowable performance limits.
  3. Complete site characterization. Investigate soil, groundwater, climate, existing materials and variability; assign investigation and testing effort to project risk.
  4. Assign each material a function. For every pavement layer or bridge component, state the required strength, stiffness, durability, movement and construction properties.
  5. Develop comparable alternatives. Use complete systems with their associated foundation, drainage, joints, reinforcement, coatings, curing and maintenance provisions.
  6. Test representative materials. Use approved laboratories and test methods, including moisture, freeze-thaw, repeated-load, strength, stiffness or durability tests that match the anticipated failure modes.
  7. Check constructability. Confirm plants, delivery, storage, weather windows, equipment, sequencing, curing, traffic control and inspection access.
  8. Set quality-assurance controls. Specify submittals, trial sections or batches, sampling frequency, tolerances, hold points, nonconformance treatment and records.
  9. Review lifecycle effects. Compare maintenance, rehabilitation, inspection, user disruption, recycling and end-of-life assumptions over the same analysis period.
  10. Obtain qualified approval. Have the responsible engineer verify calculations, data accuracy and specification compliance before procurement or construction.

Common selection mistakes and fixes

Choosing by reputation or first cost alone

Problem: A familiar material is selected without checking loads, drainage, supply or maintenance. Fix: Require a documented comparison of structural, environmental, construction and whole-life criteria.

Designing from an average soil value

Problem: Weak pockets, groundwater or variable fill cause differential settlement. Fix: Investigate variability, map treatment zones and specify improvement or replacement triggers.

Treating the surface as the whole pavement

Problem: A high-quality wearing course is placed over wet or poorly compacted lower layers. Fix: design and accept the surface, bound layers, base, subbase and subgrade as one load-and-water-management system.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assuming a concrete mix guarantees durability

Problem: Constituents are specified but curing, air control, joints or water management are neglected. Fix: link mix design, reinforcement, joint seals, placement, curing and QA in one execution plan.

Using an outdated reference without checking the adopted edition

Problem: Older guidance is applied as if it were the current legal or technical requirement. Fix: verify the jurisdiction’s current code, owner amendments and test methods; use older FHWA manuals as technical context only where still applicable.

Making unsupported sustainability claims

Problem: A material is labeled greener without a common boundary, year, service period or maintenance assumption. Fix: publish the comparison basis and quantify only directly comparable results.

What a sound material-selection record contains

  • Project scope, design period, loads, geometry and performance targets.
  • Site investigation data, climate and exposure classifications, drainage assumptions and uncertainty.
  • Candidate systems with layer or component functions and required properties.
  • Test results, supplier documentation, trial work and quality-control procedures.
  • Constructability, availability, sequencing, safety and traffic-management analysis.
  • Maintenance, inspection, repair, recycling and end-of-life assumptions.
  • Applicable standards, edition dates, approvals and the responsible engineer’s review.

This record makes the decision auditable and gives the construction team clear acceptance criteria. It also allows a material to be changed later only after its effect on the complete system has been checked.
