Do not select a surface from a generic “sprung floor” label or a material name alone. Specify the complete floor system, require current test evidence, and compare installation, maintenance, repair and replacement costs on the same assumptions.
The guidance below is primarily UK-focused. Sport England’s current sports-halls guidance and its detailed floors note provide a useful planning framework, but the floors note is dated September 2007 and discusses BS EN 14904:2006. Check the current standard edition and the governing body’s requirements for your jurisdiction before issuing a specification.

Start with the activity programme, not the flooring material
A multipurpose hall has competing demands. A basketball session may need predictable ball response and controlled traction; school users may create high traffic and move equipment; an examination or community event may introduce chairs, staging and concentrated loads. A floor that is excellent for one use can be unsuitable when another use is given equal priority.

Record priority and secondary sports
- List every essential sport and identify which one has priority if requirements cannot all be met equally.
- Separate secondary activities from sports that determine the performance brief.
- State whether the hall is for recreational participation, club training, competition, or a mixture.
- Include the ages, abilities and expected numbers of users, including wheelchair users where relevant.
- Describe non-sport activities such as assemblies, examinations, ceremonies, exhibitions and community events.
Ask the relevant national governing bodies for facility requirements before selecting a system. Sport-specific standards may take precedence in a specialist facility or where one sport is given priority in a multipurpose hall.
Turn the programme into a written hierarchy
Write a short brief that says, for example, “indoor court sports are the primary use; school examinations and assemblies are secondary; occasional events are protected by a documented covering plan.” This hierarchy gives designers and bidders a consistent basis for resolving differences in shock absorption, friction, indentation resistance, ball response and surface protection.
Compare complete systems, not finish names
Sport England’s Floors for Indoor Sports note describes four categories under the BS EN 14904:2006 framework. The categories describe how the installed assembly provides elasticity; they are not a durability league table.
| Category | How it is described | What to request from a bidder |
|---|---|---|
| Point Elastic (Type P) | Elastic response is concentrated at the point of loading, generally through the surface construction. | Layer build-up, tested shock absorption, vertical deformation, friction and indentation results for the complete assembly. |
| Mixed Elastic (Type M) | Combines point-elastic and area-elastic behaviour. | Evidence showing how the combined construction meets the priority sports’ thresholds and how joints, seams and repairs are treated. |
| Area Elastic (Type A) | Loads are distributed through an elastic area of the floor construction. | Subfloor and substructure details, load-distribution data, indentation resistance and maintenance requirements. |
| Combined Elastic (Type C) | Combines area-elastic and point-elastic mechanisms in one system. | Full system classification and test reports rather than a surface-product certificate alone. |
The 2007 Sport England note uses these terms in relation to BS EN 14904:2006. Confirm the current standard edition, terminology and thresholds before writing a contract. A category name alone does not establish suitability, comfort, durability or compliance.
How manufacturer positions should be read
A current UK selection page from Tarkett advocates area-elastic systems for multi-use halls, stating that they provide impact deflection over a wider area and indentation resistance. That is a manufacturer’s selection position, not a neutral trial proving that every area-elastic system is best for every programme. If such a system is proposed, compare its current full-system test documents with the project brief.

Forbo describes its Sportline multi-use collection as meeting Sport England and EN 14904 requirements at P1 classification and as intended for school, university and community halls that also host meetings, ceremonies and examinations. Treat this as a product claim. Verify the current technical sheet, exact layer configuration, installation method and applicability to your facility before accepting it as evidence of compliance.
Set measurable performance requirements
Use objective performance data to avoid comparing marketing descriptions. Sport England states: “The use of performance standards and testing methods remain the only objective way to specify sporting requirements and ensure compliance.” Attribute that sentence to Sport England’s floors note when using it in project documentation.

Repair common Windows errors and clear accumulated junk for a smoother, more stable PC - no reinstall needed.Free scan · no reinstallAsk for the current standard and test method
- Identify the edition of EN 14904 or any successor or national adoption that applies to the project.
- List the performance characteristics required by each priority sport, such as shock absorption, vertical deformation, friction or ball rebound.
- Request test reports for the complete proposed floor, including resilient layers, panels, surface and finish.
- Check the laboratory, test date, specimen construction and whether the tested system matches the assembly to be installed.
- Obtain governing-body approvals or written requirements where a sport has specialist rules.
Do not accept a report for a finish or vinyl wear layer as proof that the entire floor assembly performs to the required class. Changes in subfloor, adhesive, panel thickness, coating or installation can alter the result.
Include indentation and concentrated-load performance
Sporting impact is only one source of wear. Retractable seating, staging, goals, bleachers, tables and examination furniture can impose concentrated loads. Specify the expected equipment, wheel types, load paths and whether equipment will be rolled or dragged. Ask for evidence relevant to those loads and require a protection procedure where the product is not intended to carry them without spreader boards or protective panels.
Evaluate non-sport use before you commit
Many facilities spend as much time in non-sport layouts as in court markings. Assemblies and examinations introduce dense chair layouts; ceremonies can involve staging; exhibitions may bring cases, vehicles or display structures. The operating brief should state how often these changes occur, who moves equipment and how quickly the hall must return to sport use.

Create a protection plan
- Define approved chair feet, trolley wheels and floor-protection products.
- Set maximum loads for stages, bleachers, lifts and storage units.
- Specify whether a protective covering is mandatory for events and how it is installed without trapping moisture.
- Provide a clean, dry storage location for covers and spreader boards.
- Assign responsibility for inspection before and after each event.
Include the protection plan in the tender. A floor can be physically durable yet fail early if users drag unsuitable equipment across it or leave grit beneath temporary coverings.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsCompare durability through lifecycle cost
There is no universal service-life figure for multipurpose sports floors. Actual longevity depends on the installed system, traffic, footwear, cleaning, moisture, equipment handling and repair quality. Avoid a generic “lasts decades” claim unless it is supported for the exact product, installation and use.
Sport England treats lifecycle cost as more than the purchase price. Include major replacement, planned preventative maintenance and day-to-day repairs. Its cost guidance warns that routine maintenance is often underestimated.
Use one comparison period and common assumptions
| Cost element | Questions for every bidder |
|---|---|
| Installation | What subfloor preparation, moisture control, levelling, access and shutdown time are included? |
| Routine care | What cleaning equipment, detergents, pads and staff time does the manufacturer require? |
| Planned maintenance | Which inspections, recoating, refinishing or line-marking tasks are recommended, and at what triggers? |
| Repairs | Can damaged boards, tiles, seams or coatings be repaired locally? What colour or gloss variation should be expected? |
| Replacement | What assumptions support any replacement allowance, and how will disposal and downtime be priced? |
| Warranty | Which cleaning records, approved products, installers and environmental conditions are required to preserve cover? |
Require all suppliers to price the same operating period and state assumptions for annual use, event days, cleaning labour, consumables, repairs, inflation and downtime. A lower initial price is not a lower whole-life cost if it requires more frequent shutdowns or specialist repairs.
Request floor-specific maintenance instructions
Ask for a written daily and periodic cleaning method, approved chemicals, machine types, pad grades, stain treatment and procedures for removing rubber transfer or adhesive residue. The available guidance does not establish a universal cleaning schedule. Follow the instructions for the installed system, and make them part of the handover documents.

Forbo characterizes its multi-use floor as low maintenance and easy to clean. That remains a manufacturer claim rather than a quantified comparison. Compare the labour, consumables and equipment implied by that claim with competing systems.
Check the building and installation conditions
Many flooring failures originate below the visible surface. Include a site survey and acceptance plan before signing a supply contract.
Site information to collect
- Existing or proposed subfloor type, level tolerances and flatness measurements.
- Moisture readings and the testing method used.
- Ambient temperature and humidity limits during installation and curing.
- Door thresholds, expansion joints, service covers, drains and interfaces with other finishes.
- Access routes, storage areas and the time available for acclimatisation and installation.
- Heating, ventilation and future maintenance access.
Put tolerances and tests in the contract
Define who measures subfloor flatness and moisture, what limits apply, and who pays for correction. Require an installation method statement, sample panel or mock-up where appearance and line marking are critical, and an acceptance inspection after curing. Record the installed layer build-up so future repairs use compatible materials.
A procurement process that produces comparable bids
- Write the programme brief. Rank sports, user groups, competition level, non-sport uses, event frequency and operating hours.
- Confirm governing-body requirements. Obtain current sport-specific facility guidance and identify any requirement that overrides a general multipurpose specification.
- Define the performance schedule. State the current standard edition, required classifications and test characteristics for each priority use.
- Issue the same information to bidders. Include drawings, subfloor data, equipment loads, protection expectations, access restrictions and shutdown dates.
- Demand complete-system evidence. Request reports for the proposed assembly, not brochures or finish-only certificates.
- Audit maintenance and warranty conditions. Compare approved cleaning products, staff tasks, repair methods, record keeping and exclusions.
- Model lifecycle cost. Use one time horizon and common assumptions for installation, maintenance, repairs, replacement and disposal.
- Inspect references and samples. Visit comparable facilities where possible, ask how the floor is used outside sport, and inspect repaired areas rather than only new installations.
- Document the decision. Record why the selected system meets the priority sports, how conflicts were resolved and which protections are mandatory.
Use a weighted evaluation matrix
A scoring matrix prevents an attractive finish or low bid from overwhelming critical performance evidence. Set the weights with the client and governing bodies; do not copy percentages from another project.
| Criterion | Evidence to score | Typical decision question |
|---|---|---|
| Priority-sport performance | Current full-system tests and approvals | Does the assembly meet every non-negotiable requirement? |
| Safety and playability | Shock absorption, deformation, friction, ball response and indentation data | Are results inside the required range for the priority sports? |
| Non-sport resilience | Load evidence and protection method | Can events be run without unacceptable damage or downtime? |
| Installation risk | Subfloor tolerances, moisture limits and programme | Can the site meet the system’s prerequisites? |
| Maintenance burden | Cleaning method, equipment, labour and repair process | Can the operator perform the required care consistently? |
| Whole-life cost | Comparable cost model and downtime assumptions | What is the cost of ownership, not just supply and fit? |
| Sustainability | Environmental documentation, repairability and disposal information | Can impacts be evidenced rather than asserted? |
Plan sustainability without sacrificing performance
Include sustainability in the same evidence-based comparison as performance. Ask for relevant environmental documentation, recycled-content or material declarations where available, repairability information and disposal routes. Check whether a claim applies to the surface product, the complete assembly or a manufacturing site.

Repairable construction can reduce waste and shutdowns, but only if compatible spare material, qualified repair methods and colour matching are available. Ask how long spare components are expected to remain available and where they will be stored. Do not treat a broad “green” label as proof of lower whole-life impact without boundaries and supporting documents.
Understand the UK planning context
Sport England’s current sports-halls page provides multi-sports hall design and layouts guidance, sport data sheets and a link to its floors-for-indoor-sports note. It states that revised four-court hall dimensions are 34.5 × 20 m or larger for programmes aiming to support governing-body-compliant community participation through club competition. That is a hall-dimension guideline, not a flooring specification.
The same page gives a minimum area of 12.5% for equipment storage in indicative Affordable Sports Halls designs. Storage provision affects how often equipment is moved across the floor, but the figure is not a durability rating. Confirm the current planning guidance, building regulations and governing-body requirements for the project location.

Common mistakes and how to correct them
| Mistake | Why it creates risk | Correction |
|---|---|---|
| Choosing by material name or “sprung” label | Different assemblies with the same surface description can perform differently. | Specify the complete system and require matching test evidence. |
| Using the 2007 note as current law | The note references BS EN 14904:2006 and may not reflect the current edition. | Check the current standards catalogue and governing-body guidance before tender. |
| Accepting a finish-only certificate | Subfloor, resilient layers, adhesives and installation affect performance. | Request reports for the exact installed assembly. |
| Ignoring events and examinations | Chairs, staging and concentrated loads can cause damage outside sports use. | Add load data, coverings and handling procedures to the brief. |
| Promising a generic service life | Use and maintenance conditions vary too widely for a universal number. | Use supplier-specific assumptions and a lifecycle model. |
| Underpricing routine care | Cleaning, repairs and records determine whether the warranty and performance are preserved. | Price labour, consumables, equipment and planned maintenance explicitly. |
| Leaving maintenance knowledge with the installer | Staff turnover can lead to incompatible chemicals or machines. | Hand over a written care manual and train the operating team. |
Final specification checklist
- Priority and secondary sports are documented, including competition level and user groups.
- Non-sport activities, equipment loads and protection procedures are defined.
- The applicable current standard edition is identified and sport-specific requirements are checked.
- The proposed system is classified as Point, Mixed, Area or Combined Elastic only as a description, not as a durability verdict.
- Full-system test reports match the proposed layers, products and installation method.
- Subfloor flatness, moisture, environmental limits and acceptance tests are contractual requirements.
- Cleaning, planned maintenance, repair, warranty and spare-material requirements are written down.
- Lifecycle costs use common assumptions for installation, routine care, repairs, replacement, disposal and downtime.
- Sustainability claims identify their scope and supporting documentation.
- The operator receives protection procedures, cleaning instructions, inspection records and training at handover.
A durable multipurpose sports floor is therefore a managed system rather than a product label. Select it against the programme, verify the current performance evidence, design for non-sport loads and fund the maintenance that keeps the assembly within specification.
