Choose a fixed roof when the liquid, emissions profile, operating pressure, weather exposure and compliance basis make a contained vapor space acceptable. Choose an external floating roof when reducing the vapor area is the main objective and an open-top tank can be safely operated at the site. Choose an internal floating roof when you need a fixed outer roof for weather protection while still limiting vapor contact with the liquid. The decision should be based on the stored liquid and project conditions, not on the roof label alone.
Before selecting a configuration, establish the liquid’s vapor pressure and composition, temperature and pressure before transfer, tank capacity and geometry, turnover, expected liquid levels, site wind and ambient conditions, applicable regulations, inspection requirements and the installed and lifecycle cost of each feasible design. A qualified tank engineer should confirm the design basis and current legal requirements.

What the three tank configurations mean
Fixed-roof tank
A fixed-roof tank has a permanently attached roof and a vapor space above the liquid. The roof may be cone, dome or another engineered form, but it does not move with the liquid level. As the liquid is filled, withdrawn or heated, the vapor space changes in volume and pressure.

External floating-roof tank
An external floating-roof tank has an open top and a deck that rises and falls on the stored liquid. The deck covers most of the liquid surface, leaving a rim seal at the tank shell and fittings or seams associated with the deck. Because the roof is exposed to the atmosphere, wind, rain, snow, temperature changes and contamination are part of the operating environment.

Internal floating-roof tank
An internal floating-roof tank combines a permanent fixed roof with a floating deck inside the tank. The fixed roof shields the deck and liquid from weather while the deck follows the liquid level. The U.S. Environmental Protection Agency (EPA) describes it this way: “An internal floating roof tank (IFRT) has both a permanent fixed roof and a floating roof inside.”
Internal and external floating roofs are not interchangeable in every service. Their seals, fittings, support arrangements, inspection access and weather exposure differ, so the selected design must be checked against the liquid and the site.
How each roof affects emissions
Fixed-roof losses
Fixed-roof tanks can experience several distinct loss mechanisms:
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →- Standing or breathing losses: vapor expands and contracts as atmospheric pressure and temperature change.
- Working losses: filling pushes vapor out of the tank, while withdrawal draws air or vapor in. The frequency and size of level changes matter.
- Flashing losses: crude oil or condensate transferred from a higher pressure can release dissolved gas after the pressure drops in an atmospheric tank. This is a service-specific mechanism, not a consequence of every fixed roof.
Capacity, liquid vapor pressure, utilization and atmospheric conditions influence standing and working emissions. For crude oil and condensate, API gravity, the liquid’s temperature and pressure before transfer, and cycling or throughput also affect the result.

Floating-roof losses
Floating roofs reduce the exposed vapor area, but they do not make a tank emission-free. EPA states that “Installing a floating roof minimizes evaporative losses of the stored liquid.” Remaining losses can come through the rim seal, deck fittings and deck seams. On an external floating roof, wind can materially affect loss estimates because air movement acts on the exposed seal and deck area.
An internal floating roof can reduce evaporative emissions while the permanent roof provides weather protection. EPA’s June 2018 AP-42 methodology states that installing an internal floating roof and seals in a fixed-roof tank has a control-efficiency range of 60 to 99 percent, depending on roof type, seals and stored liquid. That is a source-specific range, not a guaranteed performance value for a particular installation.
Crude oil and condensate context
In EPA’s described crude-oil and condensate storage context, methane typically represents 40 to 60 percent of the emissions discussed. That figure applies to that context and should not be generalized to every oil, tank design or operating condition. A project estimate should identify the actual liquid composition and calculate the relevant components rather than applying a generic percentage.
Fixed roof vs floating roof: decision comparison
| Decision axis | Fixed roof | External floating roof | Internal floating roof |
|---|---|---|---|
| Vapor space | Permanent vapor space above the liquid | Deck follows liquid; little exposed vapor area below the deck | Deck follows liquid inside a permanent outer roof |
| Main emission sources | Standing, working and, where applicable, flashing losses | Rim seals, deck fittings and seams; wind affects external exposure | Rim seals, fittings and seams beneath the fixed roof |
| Weather exposure | Outer roof protects the vapor space and liquid | Deck and seals are exposed to wind, rain, snow and contamination | Outer roof shields the floating deck from weather |
| Best initial question | Can the vapor space and resulting emissions be accepted or controlled? | Is an open-top tank suitable for the site and liquid? | Is weather protection needed while reducing vapor contact? |
| Operating complexity | Fewer moving roof components, but vapor-control equipment may be required | Requires reliable seals, fittings, access and roof movement management | Requires floating-deck, seal, support and fixed-roof inspection and maintenance |
| Cost basis | Must include vapor controls and compliance measures where required | Must include deck, seals, wind exposure, maintenance and inspection | Must include fixed roof plus internal deck, seals, supports and inspection |
| Universal cost winner? | Not established. Compare project-specific installed capital, maintenance, outage, inspection, lost capacity and retrofit costs. | ||
Which storage tank roof should you choose?
Choose a fixed roof only after checking vapor and flashing behavior
A fixed roof may be appropriate for a lower-volatility liquid, a service with limited turnover, or a project where a contained vapor space and a suitable vapor-control system are part of the design. It is not automatically the simplest or cheapest option: emissions controls, monitoring, pressure-vacuum protection, maintenance and regulatory conditions can materially change the total project cost.

For pressurized crude oil or condensate, determine whether dissolved gas will flash when the liquid enters an atmospheric tank. A fixed roof does not eliminate that release; the tank, vapor space and control system must be designed for the expected service.
Choose an external floating roof when open-top exposure is acceptable
An external floating roof can be considered when minimizing vapor area is important and the site can manage weather exposure. Confirm that the liquid is compatible with the roof and seals, that wind and precipitation will not create unacceptable operating or safety conditions, and that access, drainage, roof-support and seal-inspection arrangements are practical.
External roofs require attention to rim seals, deck fittings, deck seams, legs and landing operations. A roof that sticks, tilts, accumulates water or is damaged at a fitting can lose the expected emissions benefit and create an operational hazard.
Choose an internal floating roof when weather protection matters
An internal floating roof is often the logical configuration when the project needs a permanent outer roof but wants to reduce the vapor area over the liquid. It can be useful where snow, rain, dust, high winds or contamination make an exposed deck unattractive. The design still depends on the liquid, seal arrangement, deck type, fittings, supports and inspection provisions.

Do not treat an internal floating roof as a blanket emissions guarantee. Its performance depends on the roof, seals and stored liquid, and the applicable rule may specify design details, operating limits, inspection intervals or repair requirements.
A step-by-step selection method
- Define the liquid. Document composition, vapor pressure, API gravity where relevant, temperature range, pressure before transfer, corrosivity, compatibility with deck and seal materials, and whether dissolved gas can flash after pressure reduction.
- Define the operating case. Record tank capacity, working volume, minimum and maximum levels, filling and withdrawal rates, turnover, residence time and expected cycling. A tank that turns over frequently has a different working-loss profile from one that remains near a steady level.
- Estimate each loss mechanism. Separate fixed-roof standing, working and flashing losses from floating-roof rim-seal, fitting and seam losses. Use a recognized method such as the EPA AP-42 organic-liquid-storage methodology and project-specific inputs; do not substitute a generic floating-roof reduction percentage.
- Characterize the site. Evaluate wind exposure, ambient temperature range, precipitation, snow, dust, seismic conditions where applicable, drainage and access. Wind is particularly relevant to external floating-roof estimates.
- Screen regulatory applicability. Identify the jurisdiction, liquid category, tank size, emissions thresholds and required control, inspection, recordkeeping and repair provisions. The 2023 edition of 40 CFR Part 65 contains provisions for internal and external floating roofs, but it is a dated example rather than current legal advice. Verify the current text and any state, provincial or local requirements before treating a provision as an obligation.
- Set the design standard. API identifies API Standard 650, Welded Tanks for Oil Storage, Thirteenth Edition, as published and available for purchase. Confirm whether that edition and standard apply to the tank, liquid, pressure, location and project specification; API 650 is not automatically applicable to every storage tank.
- Compare lifecycle cost. Request estimates for installed capital, emissions-control equipment, foundations and appurtenances, inspection, seal and fitting maintenance, roof repairs, outage time, lost working capacity or heel, retrofit work and eventual replacement. The available evidence does not establish a universal capital-cost ranking or emissions break-even point.
- Review operability and safety. Check roof movement, leg operation, access, gauging, overfill protection, vents, drains, vapor connections, lightning and bonding provisions, emergency response and safe inspection methods. Have qualified engineers reconcile the roof design with the tank’s structural and process requirements.
- Document the decision. Record the liquid data, emissions assumptions, weather basis, regulatory determination, standard edition, cost estimates, inspection plan and reasons rejected alternatives were not selected. This prevents a roof choice based on an unqualified label or an outdated assumption.
Inspection, maintenance and compliance issues
Roof selection changes the inspection program rather than removing it. A fixed-roof tank requires attention to roof condition, vents, pressure-vacuum devices, vapor-control equipment and corrosion. An external floating roof adds exposed deck condition, rim seals, fittings, drains, legs, guide systems and water management. An internal floating roof adds the floating deck and seals beneath the permanent roof, along with supports, penetrations and access arrangements.
Rules may prescribe roof and seal design, operating practices, inspection records and repair timing. Establish who will inspect the tank, what condition triggers repair, how the tank will be isolated and emptied, and how emissions-control performance will be demonstrated. Keep the inspection plan consistent with the current jurisdictional rule and the tank standard named in the project design basis.

- Verify that the deck rises and falls without binding, excessive tilt or contact with the shell.
- Inspect rim seals for wear, damage, loss of contact and material compatibility.
- Check deck fittings, seams, manways, guide poles and gauge assemblies for leakage or damage.
- Confirm that roof legs and landing mechanisms operate at the intended levels and do not create an unexpected dead volume.
- Keep external-deck drains and water-removal arrangements clear and confirm that drainage does not compromise containment.
- Maintain safe access, fall protection, gas testing and isolation procedures for inspection and repair.
Common fixed-roof problems
- Undersized or blocked vents can cause pressure or vacuum excursions.
- Unrecognized flashing can make emissions estimates too low when pressurized liquid enters an atmospheric tank.
- High turnover can make working losses dominate even when average liquid level appears stable.
- Vapor-control equipment that is not maintained can undermine an otherwise suitable roof selection.
Pitfalls that lead to a poor roof choice
Assuming “floating” means zero emissions
Floating roofs reduce the exposed vapor area, but rim seals, fittings and seams remain emission pathways. External wind can increase losses, and poor maintenance can erase much of the intended benefit.

Choosing from capacity alone
Two tanks with the same nominal capacity can have different emissions and maintenance requirements because of liquid volatility, utilization, level cycling, temperature, wind and transfer conditions.
Using a generic percentage as a guarantee
The EPA’s 60-to-99-percent internal-floating-roof control-efficiency range depends on roof type, seals and liquid. It should be treated as methodology-specific context, not a guaranteed project result.
Ignoring retrofit constraints
Adding an internal deck to an existing fixed-roof tank can affect clearances, columns or supports, nozzles, gauging, access, fire protection, outage duration and usable volume. Confirm the existing shell, roof and foundation condition before assuming a retrofit is feasible.
