Choose by comparing the complete trip you can make now: expected door-to-door arrival time, reliability, tolls or fares, road conditions, and how costly a late arrival would be. First identify whether the delay is a crash, closure, construction, weather, congestion, or an event; then verify current information through official and live channels before changing course.
The 60-second decision
When traffic stops moving, make the choice in this order rather than following a reflexive reroute.

- Find the cause. Check whether an incident, full closure, active construction, weather, a special event, or ordinary congestion is responsible. Also check whether the condition is worsening or clearing.
- Check current information. Use available 511 service, dynamic message signs, in-vehicle traffic information, official transportation websites, or another current local source. The Federal Highway Administration identifies these as channels for real-time travel information, but historical availability figures in its FY 2010 budget document are not evidence of present coverage.
- Compare three complete trips. Estimate staying on the current route, taking a plausible highway detour, and using local roads. Include the time to reach the actual destination, not merely the distance to the next junction.
- Price uncertainty. A route with a slightly longer nominal time may be preferable when it has a narrower arrival range. This matters especially for a construction start time, delivery window, inspection, meeting, or appointment.
- Check conditions and direct costs. Look for tolls or fares, road restrictions, weather exposure, construction zones, and any condition that makes an alternate route unsuitable for your vehicle.
- Recheck before committing. Conditions can change while you are deciding. If the cause and likely duration remain unclear, do not claim that either waiting or rerouting is predictably better.
What each option really means
| Option | Can fit when | Uncertainty to examine | Cost and condition checks | Arrival implication |
|---|---|---|---|---|
| Stay on the current route and wait | The queue is moving, the obstruction appears temporary, and current information gives no credible faster alternative. | Whether the incident is clearing, growing, or becoming a closure. | Fuel consumed while idling or crawling, exposure to weather, and whether you can wait in a legal, safe place. | May be the most predictable choice when alternate roads are unverified; may be poor when a closure has no clear reopening time. |
| Take a highway detour | A confirmed closure or major incident blocks the current path and a signed or currently reported alternate route remains open. | Whether the diversion is already absorbing displaced traffic and whether its travel estimate includes the whole detour. | Tolls, additional fuel, unfamiliar interchanges, construction, and current weather or road conditions. | Can bypass a fixed obstruction, but the time saving is not guaranteed. |
| Use local roads | Current information shows that the local network is moving and the route is suitable for your vehicle and destination. | Unreported congestion, signal delays, narrow streets, school or event traffic, and restrictions that may not appear in a simple distance comparison. | Parking, turns, weight or height limits, road works, surface conditions, and local access rules. | May provide access around a specific blockage, but local streets are not inherently faster than a freeway. |
Start with the cause, not the map
Incidents and closures
A crash, disabled vehicle, police activity, or debris can create a delay that changes minute by minute. A full closure is different: no amount of patience moves a vehicle through a closed section until authorities reopen it or direct traffic elsewhere. Confirm whether the report describes a lane restriction, a complete closure, or merely slow traffic. Background material from the U.S. Department of Transportation on Traffic Incident Management, last updated January 6, 2014, explains incident-management concepts but is not a live traffic feed.
Construction
Construction can produce a short-lived queue, a scheduled lane shift, or a long-running configuration that affects every trip. Look for current agency notices and signs at the approach. A route that was clear earlier may not be clear after a work-zone change, and a local-road shortcut may lead to another project.

Weather
Rain, snow, ice, flooding, wind, smoke, and poor visibility can alter both speed and reliability. A nominally shorter route is not automatically preferable if current conditions make it slower or less suitable for your vehicle. Treat a weather-related estimate as especially uncertain and allow the information to update before making a sharp diversion.
Congestion and special events
Recurring congestion, a concert, a sporting event, a parade, or an evacuation can affect several roads at once. In those cases, a local-road move may simply transfer you into the same demand. Current information should identify the direction and extent of the problem; a static map cannot.
Compare the complete trip
Route planners often display a travel time from one point to another, but your decision is about getting from where you are to the place you must actually reach. Compare the same endpoints for every option.

Expected end-to-end time
Include the time to leave your current position, reach the alternate entrance, pass through the affected area, find the destination access, park, unload, and walk to the required location. For a construction crew or delivery, include the time needed to stage safely rather than assuming the vehicle can stop at the front door. Use current estimates as estimates, not promises.
Reliability and an arrival range
Record a plausible early and late arrival for each option instead of comparing only one number. A route with a narrow range may be better than one with a lower best-case time but a high chance of a major delay. This is a practical application of the transportation literature’s treatment of travel time and generalized cost, not a validated consumer scoring formula.
Tolls, fares, and other direct costs
A detour can add a toll, a transit fare, or extra fuel. Waiting can consume fuel and working time. Local roads may require paid parking or a different access arrangement. Put each direct cost beside the time estimate so a supposedly faster option is not treated as free.
Conditions and suitability
Check current road surface, flooding, snow, visibility, construction, and incident reports. For a work truck, trailer, or equipment vehicle, verify posted height, weight, width, turning, and access restrictions before leaving a major road. Do not enter a route merely because a map draws a line through it.

When waiting is the better choice
A queue is moving and the cause is short-lived
If current reports show a lane restriction being cleared and traffic is steadily advancing, staying on the route can avoid the uncertainty of an unfamiliar network. Do not infer that every queue will clear quickly; the point is to use evidence about the specific obstruction.
Alternates are not verified
When no current source confirms that a detour or local road is open and moving, changing course replaces a known delay with several unknown ones. Waiting may be the more defensible choice if your present route remains open and you can wait safely.
There is no safe place to stop
Waiting does not mean stopping in a live lane or using a shoulder as a parking area. Continue to a legal, safe location or follow directions from authorities. If you are operating a loaded vehicle or equipment, safety takes priority over a speculative time saving.
The arrival commitment is flexible
If you can notify the destination and your arrival time is not fixed, the cost of uncertainty is lower. If you cannot miss a pour, gate opening, inspection, or delivery slot, reliability deserves more weight than a small possible saving.
When a highway detour makes sense
A fixed obstruction is confirmed
A detour is most defensible when an official or current local report confirms that the route ahead is closed or severely restricted and identifies an open alternative. Follow signed diversion instructions where they differ from an app’s suggestion.
The alternate is evaluated end to end
Check where the detour rejoins the route, not just where it begins. A diversion can add distance, merge into the back of the same queue, or encounter another incident. Include tolls, fuel, and any additional time needed at unfamiliar junctions.
You can reverse the decision safely
If conditions change before you reach the diversion, reassess at a lawful stopping point. Do not make abrupt lane changes or use a phone while driving. A reroute is an option, not an instruction to continue regardless of new information.

When local roads are appropriate
Current information supports the move
Use local streets when a current source shows they are open, moving, and connected to the destination you need. There is no evidence that local roads generally outperform freeways. Their usefulness depends on the particular blockage, time, direction, and condition.
The vehicle and job fit the route
Check access for trucks, trailers, cranes, high vehicles, and vehicles carrying equipment. Look for posted limits, low clearances, narrow turns, weight restrictions, temporary closures, and locations where stopping or unloading is prohibited. A route suitable for a passenger car may be unsuitable for a work vehicle.
You understand the local network
Expect more intersections, signals, pedestrian activity, driveway movements, and possible event traffic. Do not treat a short map distance as proof of a short travel time. If you are unfamiliar with the area, plan the destination approach and a safe place to pull over before moving.
How much should a predictable arrival be worth?
Transportation analysis treats travel time as a meaningful cost, and reliability affects the practical value of a trip. The U.S. Department of Transportation’s guidance on valuation of travel time was issued September 27, 2016; the page lists an effective date of August 25, 2025. It does not provide a personal dollar value for your time in this decision.
Use your own consequences instead of an invented universal threshold. Missing a crew start, concrete delivery, inspection, flight, or appointment can cost more than a modest toll or extra distance. A flexible trip may justify taking a chance on a faster but less reliable route. Write down the consequence of being late, then compare that consequence with the direct cost and uncertainty of each option.

Use this short worksheet at a safe stop or before departure. It is a reasoning aid, not a source-validated formula.
- Destination: Write the exact entrance, gate, address, or staging area.
- Cause: Record the current incident, closure, construction, weather, congestion, or event report and when it was checked.
- Current route: Note the expected arrival range if you remain on the route.
- Highway detour: Note the full-route arrival range, tolls or fares, extra fuel, and any reported condition.
- Local roads: Note the full-route arrival range, restrictions, parking or access issues, and current condition.
- Reliability: Mark which option has the clearest cause-and-effect information and the narrowest plausible arrival range.
- Arrival consequence: Identify what happens if you arrive late and choose the option whose risk you can accept.
- Recheck: Confirm the information immediately before departure and again if the road pattern changes.
Other responses besides changing roads
A major-road closure does not require every traveler to choose between the same three routes. A U.S. Department of Transportation feature describing UC Davis research examined responses to intermittent I-5 closures in Sacramento during summer 2008, a case lasting nine weeks. The reported responses included alternate routes, carpooling, transit, changing commute time, and telecommuting where permitted. That historical, location-specific case does not prove that one response is best for an ordinary traffic jam, but it broadens the decision set.

Shift the departure time
If the destination can accommodate it, moving the trip before or after the peak may avoid the disruption without adding route complexity. Confirm the destination’s access hours before relying on this option.
Share the trip
Carpooling can reduce the number of vehicles involved, but it requires coordination and may not work for equipment, tools, or a fixed delivery.
Use transit
Transit may be useful when roads are blocked and service remains available. Check current service alerts, transfers, walking distance, and the final connection to the destination.
Work remotely where allowed
Telecommuting can remove a discretionary trip, but it is not a substitute when the work requires physical presence, materials, or equipment.

The FHWA’s FY 2010 budget discussion names dynamic message signs, 511, in-vehicle devices, and websites as real-time-information channels. Those channels can be useful, but the historical document’s 2008 availability figures should not be presented as current coverage. Confirm that a service covers your state or locality and that its update time is recent.
A navigation app can provide a helpful estimate, but the cited materials do not establish that an app’s automatic reroute is always better. Compare its suggestion with official closure information, road signs, and vehicle restrictions. If the sources disagree, favor the most current authoritative closure or safety direction and avoid an unsafe maneuver while resolving the difference.

Mistake: choosing by distance alone
Fix: Compare door-to-door time, reliability, tolls or fares, and conditions. A shorter line on a map says little about signals, closures, or access.

Mistake: assuming local roads are a secret fast lane
Fix: Look for current evidence that the local network is moving and suitable. Otherwise, remain on the verified route or use a confirmed diversion.
Mistake: treating a historical statistic as a live update
Fix: Check the date and purpose of the source. The FHWA figures discussed above are historical, and the 2014 incident-management page is background information, not a current incident report.
Mistake: waiting without a safety plan
Fix: Keep moving to a legal safe location if necessary, follow police or road-worker directions, and never stop in a live travel lane to study a map.
Mistake: ignoring the destination’s deadline
Fix: Tell the site, customer, or supervisor about the disruption when possible, then choose the option with an arrival pattern you can realistically meet.
What the available evidence can—and cannot—prove
The route-choice concepts in the U.S. Department of Transportation’s Expert Forum on Road Pricing and Travel Demand Modeling, held November 14–15, 2005, describe generalized cost, including time, tolls or fares, reliability, and comfort. Applying those dimensions to a live consumer decision is a practical synthesis, not a tested route-selection score.
The UC Davis closure account is a historical Sacramento case, not a randomized comparison of waiting, local roads, and detours for all drivers. No cited source establishes a current time threshold at which waiting becomes better than rerouting, or identifies a particular road that is fastest today. Conditions change continuously, so the responsible answer is a current, local comparison rather than a universal promise.
A practical final check before moving
- Do you know what is causing the delay and whether it is changing?
- Was the information checked recently through a current local or official channel?
- Did you compare the same destination and complete trip for all three options?
- Did you include reliability, tolls or fares, fuel, road conditions, and vehicle suitability?
- Is the arrival commitment important enough to favor the narrower arrival range?
- Can you make the move legally and safely without an abrupt maneuver?
If those questions cannot be answered, avoid presenting a guess as a time-saving strategy. Stay with the safest lawful option, continue monitoring, and update the plan when better information becomes available.
