Choose an alternative fuel or raw material by matching a verified supply stream to your kiln, permit, feed systems and product chemistry—not by choosing the material with the most attractive name or headline substitution rate. The right option is the one that can be delivered consistently, prepared to the required specification, burned or incorporated safely, documented for compliance and sustainability, and supplied at an acceptable total cost without destabilising clinker production.
Start with the plant’s technical envelope, then qualify candidates for energy or mineral value, variability, contaminants, handling, emissions, quality effects, supply resilience and lifecycle evidence. Introduce the selected material through a controlled trial with clear stop criteria and continuous monitoring.

What makes an alternative fuel or raw material suitable?
Cement plants can co-process materials that provide heat, mineral constituents, or both. Documented categories include refuse-derived fuel (RDF) and solid recovered fuel (SRF), biomass and wood, non-hazardous industrial and commercial wastes, used tyres, sewage-sludge pellets, meat-and-bone meal and glycerine. These are categories, not automatic approvals. Local supply, kiln design, permits and laboratory results determine whether any particular stream is acceptable.

The European Commission Joint Research Centre (JRC) BAT reference identifies consistency as a fundamental qualification. Waste-derived fuel quality needs an adequate calorific value, controlled metals and halogens such as chlorine, known ash behaviour and compatibility with the burner. The fuel label alone proves none of those properties. Use the JRC BAT Reference Document for the Production of Cement, Lime and Magnesium Oxide for durable process principles, then confirm the current legal requirements in the plant’s jurisdiction.

Physical properties can be just as important as chemistry. A 12 June 2024 industry article quotes Natalya Duarte, STADLER Sales Manager for Mexico and Central America: “The most important requirement for the cement industry is a homogeneous material with a specific granulometry, without impurities such as PVC or metal, and a specific humidity”. The same article states that high-quality RDF or SRF should provide constant calorific power and limited chlorine to support kiln operation and reduce maintenance. Read the full discussion of sorting and preparation in World Cement’s report on the RDF sorting challenge.
Step 1: Define the plant-specific acceptance envelope
Before asking suppliers for samples, write down what the plant can physically and legally accept. A specification copied from another kiln can cause blockages, unstable combustion, emissions excursions or an unusable ash contribution.
Record the process configuration
- Kiln type, capacity, condition and current operating constraints.
- Main-burner and calciner arrangements, including available fuel entry points.
- Storage volume, conveying routes, dosing equipment and dust or odour controls.
- Current fuel mix, target clinker output and cement-performance requirements.
- Existing emissions controls and the monitoring instruments available during a trial.
- Raw-mix chemistry, clinker mineral targets and the permitted range for ash-bearing inputs.
Ask operators what limited previous trials: bridging in a hopper, difficult metering, poor burnout, cyclone build-up, ring formation, high chlorine circulation, volatile metals, ash-related chemistry shifts or maintenance on feeding equipment. Those observations often define the practical envelope more accurately than a generic supplier brochure.
Set the intended substitution carefully
Define whether the goal is a small trial, a regular partial replacement or a high thermal-substitution programme. A target percentage is not proof that a fuel is suitable. Higher substitution can require new storage, dosing, drying, fire protection, laboratory capacity, burner changes or bypass systems. A 2023 World Cement article on substitution stresses that the decision must protect production and emissions performance while accounting for capital requirements and the plant’s decarbonisation plan; see Selecting the right substitution.
Separate the fuel decision from the raw-material decision
Fuel qualification and raw-material qualification overlap, but they answer different questions.

For alternative fuels, measure usable heat and combustion behaviour
Compare lower or net calorific value and its variation between loads, moisture, ash, particle size and shape, bulk density, flowability, chlorine and other halogens, sulphur, metals and unwanted contaminants. Establish where the material can enter the process and whether its ignition, burnout and residence time suit that location. A material that performs at a main burner may behave differently when introduced through a calciner or another feed point.
For RDF and SRF, assess homogeneity, particle-size distribution, moisture, stable calorific value and contaminants such as PVC and metals. Preprocessing can include preshredding, screening, ballistic separation, near-infrared sorting, magnetic and eddy-current metal separation, and final size reduction to the customer’s required specification. The equipment sequence described by World Cement is an example of a tailored line, not a universal prescription.

Compare chemical and mineralogical composition with the plant’s raw mix and finished-cement targets. Identify calcium, silicon, aluminium and iron contributions, as well as alkalis, sulphur, chlorine, phosphorous and trace metals that could affect kiln cycles, emissions or cement performance. If residual fuel ash is counted as a mineral input, include it in the raw-mix calculation rather than treating the fuel and raw-material streams as unrelated.
Co-processing can therefore deliver heat and place useful ash minerals into clinker. It can also introduce toxic elements or shift final chemistry. The available technical sources establish the need for analysis but do not provide universal acceptance limits; limits must come from the plant’s recipe, permit and applicable standards.
Use one scorecard for every candidate
Evaluate each stream on the same axes. A simple pass/fail gate for legal and safety requirements should sit above a weighted score for technical and economic preferences.

RDF and SRF
These fuels are produced from residual waste and can offer useful calorific value when contaminants and moisture are controlled. The critical qualification variables are homogeneity, particle size, moisture, chlorine, PVC, metals and stable calorific value. A preprocessing chain may improve those properties, but every extra operation adds capital, energy use, rejects and maintenance. Confirm that the final particle size and bulk behaviour match the actual feeder and conveying system.
Biomass and wood
Biomass can reduce fossil-fuel demand, but “biomass” is not a complete sustainability claim. The applicable rules depend on the fuel, scheme and jurisdiction. The European Commission describes voluntary certification schemes covering traceability, documentation, auditing, land and biodiversity safeguards and greenhouse-gas savings. Review the current requirements at the Commission’s voluntary-schemes guidance and verify which scheme and legal criteria apply to the proposed feedstock.
Check moisture, ash, particle size, storage fire risk, seasonal availability and competing uses. Keep fossil and biogenic fractions separate in the carbon accounting and document the boundary used for any emissions claim.
Industrial and commercial non-hazardous wastes
These streams can be chemically useful or provide energy, but composition may change when a supplier changes its process or combines sources. Require advance notification of process changes, a rejected-load procedure and a sampling frequency proportionate to the risk. Do not assume that a non-hazardous classification guarantees suitable chlorine, metals, ash or calorific value.

Used tyres
Tyres are a documented alternative-fuel category with high energy content and mineral components, but feeding whole or shredded tyres requires equipment designed for their size, shape and steel content. Verify handling, metal management, combustion location, emissions controls and permit conditions before accepting deliveries.
Sewage-sludge pellets, meat-and-bone meal and glycerine
A 2024 account of UK trials discusses these materials, along with wood chips, as options considered under local geographic and seasonal constraints. Their moisture, ash, nitrogen, phosphorus, sulphur, odour, storage and supply profiles differ substantially. Treat the UK examples as evidence that availability and regulation are location-specific, not as a global approval list. See Switching to greener fuels.
Qualify suppliers and incoming loads
Require a written specification before commercial negotiations. It should state the accepted ranges, test methods, sampling point, reporting frequency, packaging or bulk-delivery requirements, and the action taken when a value falls outside the range.
Request a complete evidence package
- Representative historical analyses, not a single favourable sample.
- Origin, chain-of-custody and upstream-process information.
- Contaminant controls, sorting yields and disposal routes for rejects.
- Storage and transport conditions, including moisture ingress and fire controls.
- Process-change notification and supplier corrective-action procedures.
- Delivery history, seasonal patterns and a plan for missed or rejected loads.
Build a risk-based sampling plan
Use composite samples that represent the delivered lot and increase laboratory frequency when variability or consequence is high. Test calorific value, moisture, ash, chlorine and relevant metals for fuels; test the full mineral and trace-element profile for raw materials and ash-bearing fuels. Handheld XRF can provide rapid screening of incoming solid wastes. The 2022 article Assisting Alternative Fuel Adoption describes it as a screening aid. It does not replace representative sampling, validated laboratory methods or a regulatory determination.
Check permits, emissions and sustainability evidence
Determine the material’s legal classification and the permit route before a plant trial. Confirm storage, transport, waste-acceptance, emissions-monitoring and recordkeeping obligations with the competent authority. A technical fit cannot override a permit condition.

For biomass, retain traceability and sustainability records for the exact feedstock and scheme. Certification may address land use, biodiversity, greenhouse-gas savings, auditing and documentation, but the applicable criteria vary. Do not transfer European requirements to a United States project or vice versa. In the United States, the American Cement Association reported in February 2026 on collaboration with the U.S. Environmental Protection Agency and referenced an EPA fact sheet issued in September 2024 concerning clean cellulosic biomass and non-hazardous secondary-material determinations. The association article is context, not the legal determination; consult the EPA material and the plant’s regulators for the applicable status. Read the account at the American Cement Association.
Run a controlled plant trial
A trial should test both the material and the operating system that receives it. Define the trial owner, maximum feed rate, duration, data intervals, laboratory responsibilities and stop criteria in writing.
- Approve the trial specification. Set limits for calorific value, moisture, particle size, chlorine, ash, metals and any raw-mix constituents that could affect clinker or emissions.
- Confirm the delivery and storage route. Inspect unloading, fire protection, dust control, conveyors, feeders and weighing systems before the first load.
- Establish a baseline. Record normal fuel mix, kiln output, temperatures, oxygen, carbon monoxide, pressure profile, emissions, clinker quality, cement performance and maintenance indicators.
- Start below the intended rate. Introduce the material at a conservative rate suited to the feed point, then increase only when combustion, process stability and emissions remain within agreed limits.
- Sample continuously enough to see variation. Compare delivered-load analyses with feeder behaviour and actual kiln response; investigate discrepancies rather than averaging them away.
- Monitor the complete system. Track kiln and calciner stability, fuel substitution, emissions, build-up or rings, ash chemistry, clinker phases, free lime, cement performance and equipment wear.
- Apply stop criteria immediately. Stop or reduce the feed for unsafe storage conditions, uncontrolled emissions, severe process instability, out-of-specification material or a loss of measurement capability.
- Review the result against the business case. Include rejected loads, extra testing, maintenance, preparation energy, production losses, capital modifications and compliance work—not just the quoted fuel price.
After the trial, revise the supplier specification and operating procedures using the observed variability. Repeat qualification when the supplier, preprocessing line, source mix or delivery route changes.

Compare fuels on delivered usable heat rather than price per tonne. A practical calculation includes purchase or gate fees, transport, preprocessing, drying, storage, dosing, laboratory testing, rejected loads, additional maintenance and any lost production. For raw materials, compare the delivered cost per unit of useful mineral contribution and include corrections to the raw mix.
Carbon accounting should identify fossil and biogenic fractions, transport, preprocessing energy and the lifecycle boundary. Avoided-disposal benefits require evidence about the counterfactual disposal route. Do not present a plant-specific reduction based on an industry-wide statistic.
World Cement reported in 2023 that the cement industry had achieved more than a 30% reduction in CO2 emissions over the preceding 30 years compared with a 1990 baseline, attributing the change to improved energy efficiency and greater use of alternative fuels and raw materials. This is an industry-reported figure, not a measurement of any particular plant or fuel, and the cited excerpt does not provide a methodology.
Common selection mistakes and their fixes
- Choosing by fuel name. Fix: require composition, variability and burner-compatibility data.
- Accepting a single laboratory sample. Fix: use representative historical data and a risk-based composite-sampling plan.
- Ignoring physical handling. Fix: test particle size, bulk density, flowability, moisture and feeder performance under realistic conditions.
- Counting ash without recalculating the raw mix. Fix: include fuel ash in the chemistry model and verify clinker and cement targets.
- Assuming “biomass” automatically means sustainable. Fix: document feedstock origin, traceability, applicable certification and greenhouse-gas accounting.
- Copying another plant’s substitution rate. Fix: requalify for the local kiln, permit, feed point, climate, supply chain and emissions controls.
- Ignoring supply interruptions. Fix: assess seasonality, supplier diversity, competing demand and a contingency fuel or raw-material plan.
- Using screening equipment as the final compliance test. Fix: treat handheld XRF and similar tools as rapid aids, backed by representative laboratory methods and regulatory review.
A decision rule for the final choice
Select a candidate only when it passes all mandatory gates: legal acceptance, safe storage and handling, feed-system compatibility, controlled chemistry, reliable supply and a monitoring plan. Among the passing candidates, rank total delivered cost, usable energy or mineral value, emissions and quality effects, capital needs, carbon evidence and resilience. If no stream passes every gate, change the preparation or receiving system, renegotiate the specification, or defer the substitution rather than forcing an unsuitable material into the kiln.
Recommended Free Tools
There is no universally best alternative fuel or raw material. The defensible choice is the stream that your plant can specify, verify, receive, process and monitor consistently while preserving permit compliance, clinker quality and production stability.
