The safest way to choose a recycled-plastic packaging supplier is to define the package and use case first, then verify the recycled-content claim, traceability records, certificate scope, application performance and delivery terms. Do not award on a recycled-plastic logo or a percentage printed in marketing copy alone. Require evidence that applies to the exact material, components, site and process supplying your order.
This approach works whether you buy bags, films, wraps, pouches, mailers or protective packaging for construction products. A supplier that is suitable for one polymer, format or market may be unsuitable for another, so a defensible shortlist starts with your own specification.

1. Write the buying brief before contacting suppliers
Suppliers cannot give comparable answers when each receives a different description of the job. Put the following information in a one-page brief and send the same version to every candidate.
Package format and dimensions
- State the format: bag, sack, film, sheet, pouch, mailer, pallet cover, liner or another construction-packaging format.
- Give finished dimensions, thickness or gauge, tolerances, closure method and any printing, perforation or handle requirements.
- List every component that will be supplied: primary film, secondary layers, labels, closures, seals, adhesives, inks, liners and attachments.
- Explain how the package will be filled, sealed, stored, transported and opened. A package that works on a manual line may not run on automated equipment.
Polymer and recycled-content target
Name the required polymer, or identify the polymers you will accept. Ask whether the target applies to the complete package by weight or only to a specified layer. Set the target as a percentage and define whether it means post-consumer recycled (PCR) material, post-industrial recycled (PIR) material, or a permitted split between the two.

PCR is material recovered from products or packaging after consumer use. PIR is material recovered from industrial processes before it reaches a consumer. They are not interchangeable for a procurement claim: a package can contain recycled material while failing a PCR requirement if the supplier has used only factory scrap.
Use, performance and compliance
Describe the load, abrasion, puncture, tear, moisture, temperature, outdoor exposure and storage conditions the package must withstand. State whether it contacts food, cosmetics, chemicals, medicines or another regulated product. Food-contact and other regulated applications require documentation for the target jurisdiction; recycled content alone does not establish legal compliance.
Volume, cadence and delivery geography
Give estimated annual volume, forecast range, order size, required launch date, repeat-order cadence and delivery location. Ask suppliers to separate sample lead time, production lead time and transit time. Include the consequences of a late shipment and your acceptable contingency arrangement.

2. Define exactly what the recycled-content percentage means
Ask for the percentage by weight
Request the recycled-content percentage by weight and the calculation method. A percentage without a denominator is ambiguous: it might describe one film layer, the polymer portion, or the entire finished package. Require the supplier to identify the layers and components included in the calculation.
For each product, ask for a statement in this form: total package weight; recycled input weight; PCR weight; PIR weight; virgin weight; and the components excluded from the calculation. The supplier should explain whether inks, adhesives, closures, labels, seals and other attachments are included.
Use the PCR/PIR split as a procurement criterion
If your brief requires PCR, state a minimum PCR percentage rather than accepting “recycled content” as a substitute. If PIR is acceptable, record the permitted proportion and why it meets the application or procurement rule.
Sweden’s National Agency for Public Procurement publishes an advanced criterion requiring an average of at least 30 percent PCR by weight for specified products and specified packaging layers or wrapping. That is an example of one public-procurement criterion, not a universal legal or technical threshold. Confirm the rule that applies to your contract, country and product category.

Check consistency over time
Ask whether the percentage is a fixed specification, an average over a defined period, or a batch-by-batch value. Request the tolerance, the method used to calculate an average and the process for notifying you if the feedstock changes. A supplier should be able to tie the claim to the product you are buying rather than to a broad corporate average.
3. Follow the material through the chain of custody
Traceability answers a different question from “does the supplier handle recycled material?” It asks whether recycled input can be followed through the relevant transactions and production steps to the finished packaging.
Understand the three chain-of-custody methods
ISCC PLUS recognizes physical segregation, controlled blending and mass balance. Ask the supplier which method is used for your product and what claim that method permits.
| Method | What to ask the supplier | Evidence to request |
|---|---|---|
| Physical segregation | Are certified recycled inputs kept separate from other inputs through storage and production? | Material identification, segregation procedures, production records and batch or transaction references. |
| Controlled blending | Where are different inputs blended, and how is the resulting composition calculated? | Blend calculations, input records, production-batch records and the rule used to allocate recycled content. |
| Mass balance | How is the certified recycled input allocated to the product claim when physical molecules are not segregated? | Input and output accounting, allocation method, transaction identifiers and the certificate covering the operation. |
These methods are not interchangeable from a buyer’s perspective. A mass-balance claim, for example, needs a clear explanation of allocation and the product-level claim you will receive. Do not describe a package as physically made from segregated recycled resin unless the supplier’s evidence supports that wording.
Request records that connect input to finished packaging
- Batch, lot or transaction identification for recycled input.
- Supplier and source identity for the certified recycled material.
- Production records showing when and where the input entered the process.
- Finished-product identification, specification and quantity.
- A reconciliation showing how the recycled-content share was calculated.
- Retention period for records and the process for handling a discrepancy.
RecyClass describes traceability certification as covering chain-of-custody verification and calculation of pre- and post-consumer content shares through the value chain. Its traceability scheme requires certified recycled input from a certified or recognized source. Ask to see the records for the product and production site that will supply your order, not a generic policy document.
4. Read a certificate’s scope, not just its logo
A certificate is useful only when its scope matches the legal entity, site, process, material and product involved in your purchase. Ask for the current certificate and verify it directly with the certification scheme or certification body.
Check the certificate holder and site
- Legal name of the certificate holder.
- Covered manufacturing, recycling and storage sites.
- Processes included in the audit.
- Materials, product families or product codes covered.
- Issue date, expiry date and certificate status.
- Whether the supplier’s role is covered, especially when it is a converter, trader, recycler or contract manufacturer.
RecyClass states that its Recycling Process Certification follows a successful on-site audit and is valid for one year. Confirm that the certificate is still within its validity period and that the audited operation is the one producing your packaging. A certificate for a recycler does not automatically cover a separate converter, warehouse or finished-product line.

Distinguish process certification from traceability certification
RecyClass describes Recycling Process Certification as applying to recyclers with processes and permits to recycle pre-consumer and/or post-consumer plastic waste. Traceability certification focuses on tracing recycled plastics and calculating pre- and post-consumer shares in products. They address related but different controls, so ask which certificate supports each statement in the supplier’s claim.
Review ISCC PLUS coverage
ISCC PLUS covers recycled and bio-based plastics and recognizes physical segregation, controlled blending and mass balance. The certificate should identify the covered operation and the chain-of-custody method used for the product. Ask how the supplier’s certificate, transaction records and product declaration fit together.
5. Keep recycled content separate from recyclability
Packaging can contain recycled plastic and still be difficult to collect, sort or recycle. Recycled-content evidence does not prove that the final design is recyclable.
Assess the complete package
Request an assessment of the package as sold, including labels, closures, seals, adhesives, inks and other attachments. Changing a label adhesive, adding a closure or combining polymers can alter sorting and recycling outcomes even when the main film or container remains unchanged.
RecyClass says its online tool provides only a preliminary indication of a package’s potential recyclability, and that a positive self-assessment is not by itself sufficient to make a recyclability claim. Treat an online result as a screening step, not as final substantiation.

Recyclability depends on the collection, sorting and recycling systems available where the packaging is sold and discarded. The cited RecyClass methodology addresses European infrastructure. Buyers in other markets should request evidence relevant to their own collection and recycling systems rather than transferring a European result without qualification.
Ask the supplier to state which market, version of the assessment method and package configuration the conclusion covers. If you change polymer, thickness, decoration or attachments, request a new assessment.

6. Treat food-contact use as a separate approval track
For food-contact packaging, obtain the regulatory documentation and qualified review required in the target jurisdiction. A recycled-content certificate or recycling-process certificate does not settle food safety.
RecyClass states that Module A of its recycling-process certification does not guarantee compliance with EU Regulation 2022/1616 or the food safety of decontaminated recycled output. Therefore, do not treat a certification mark as evidence that the package is approved for your food-contact application. Request the applicable declarations, process information, migration or other required evidence, and confirmation that the exact recycled input and package use are covered.

Send identical questions to every shortlisted supplier and record documentary answers. A supplier that refuses to identify scope or provide current records should not receive the same score as one that does.
| Decision area | Questions for every supplier | Documents or samples to collect |
|---|---|---|
| Material and claim | What polymer is used? What are the PCR and PIR percentages by weight? Which layers and components are included? | Product specification, recycled-content declaration and calculation method. |
| Traceability | Which chain-of-custody method applies? Can the claim be linked to a batch or transaction? | Input records, batch references, allocation or blending calculations and reconciliation. |
| Certification | Who issued the certificate? Which legal entity, site, process and product family are covered? When does it expire? | Current certificate and verification from the scheme or certification body. |
| Application fit | Does the package meet the required dimensions, strength, sealing, storage and equipment-compatibility needs? | Representative samples, technical data and application-specific test reports. |
| Recyclability | Does the assessment cover the complete final package and the market where it will be sold? | Assessment identifying labels, closures, adhesives, inks, attachments and applicable infrastructure. |
| Regulated use | What documentation applies to food contact or another regulated application in the target jurisdiction? | Declarations, qualified review and jurisdiction-specific compliance records. |
| Supply terms | What are the minimum order, available capacity, sample timing, production lead time, delivery coverage, delivered cost and contingency plan? | Written quotation, capacity statement, delivery assumptions and sample approval record. |
8. Use a staged qualification process
- Freeze the brief. Approve the package drawing, polymer range, recycled-content target, PCR/PIR rule, use conditions, annual volume, order cadence and destination.
- Issue the request for information. Require the same claim definitions, certificate details, chain-of-custody questions and supply terms from every candidate.
- Screen documentary evidence. Reject responses that use an unexplained “eco” percentage, omit the calculation boundary, or provide a certificate that does not cover the supplying site or product.
- Test representative samples. Check dimensions, appearance, sealing, handling, storage and compatibility with your filling or converting process. Record the lot and specification tested.
- Validate the final design. Include all labels, closures, seals, adhesives, inks and attachments in the recyclability and compliance review.
- Confirm commercial execution. Agree minimum order, forecast flexibility, lead times, delivery geography, change-notification rules and the response to a feedstock or certificate change.
- Approve with evidence attached. Keep the accepted specification, certificate, claim calculation, sample result and signed quotation together so purchasing and quality teams use the same version.
- Monitor after award. Check certificate renewal, batch records, incoming documentation and any change to polymer, recycled feedstock, site or process before accepting a substituted product.
9. Common failure modes and how to correct them
A broad “recycled” claim has no PCR percentage
Problem: The supplier states that the package is recycled but does not identify PCR, PIR or the calculation boundary.
Correction: Require percentages by weight for PCR, PIR and virgin material, plus the list of included components. If the supplier cannot provide that breakdown, mark the claim unverified.
The certificate belongs to another operation
Problem: A trader presents a recycler’s certificate, or a certificate covers one site while the order will be made at another.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsCorrection: Match the certificate holder, site, process and product family to the purchase order. Verify status and validity directly with the scheme or certification body.

Mass balance is presented as physical recycled resin
Problem: Marketing language implies physical segregation even though the supplier uses mass balance.
Correction: Ask for the chain-of-custody method and allocation explanation. Use wording that accurately describes the resulting claim.
Recycled content is mistaken for recyclability
Problem: The package contains recycled plastic, but the complete design has not been assessed.
Correction: Review every layer and attachment and request a market-specific assessment. Do not rely on a positive preliminary online indication as the final claim substantiation.
Food-contact approval is assumed from certification
Problem: A process certificate is treated as proof that recycled output is safe for food contact.
Correction: Obtain the documents and qualified review required by the target jurisdiction. Address Regulation 2022/1616 where EU requirements apply and confirm that the exact material and use are covered.
Commercial terms are left until the end
Problem: A technically suitable supplier cannot meet minimum order, capacity, timing or delivery requirements.
Correction: Request samples, minimum order, volume capacity, lead time, geographic coverage, delivered cost and contingency terms in the initial comparison.
10. Make the award decision
Choose the supplier whose evidence survives a document check and whose actual package meets your performance, regulatory and delivery requirements. The strongest file contains a precise product specification, a clearly bounded PCR/PIR calculation, traceability records, a current certificate covering the supplying operation, application-specific samples and a recyclability assessment for the complete package in the target market.
If two suppliers appear equal, prefer the one that gives clearer batch-level records, faster notice of material or site changes and a more credible continuity plan. Keep the approved claim language narrow: state only the recycled-content percentage, components, chain-of-custody method and market scope that the evidence supports.
