How to choose a licensed waste carrier and check their credentials

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before handing over household, construction or business waste, verify six things in order: the correct regulator, the operator’s legal identity, the carrier/broker/dealer role and registration tier, the current status, the receiving site’s permit or exemption, and the transfer paperwork. A registration search is essential, but it is not a guarantee that the load will be handled lawfully or that the service will be suitable.

This guide explains the checks for England, Wales, Scotland and Northern Ireland, including what to record, how to handle hazardous waste in England, and when to stop a collection until a discrepancy is resolved.

What a licensed waste carrier check actually proves

A public-register result confirms that an organisation or person is registered or authorised within the scope shown by the regulator. It does not independently prove that the operator accepts your particular waste, uses an authorised destination, provides good service, or has no enforcement history.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The England and Wales waste duty-of-care code puts the practical obligation plainly: “You should check whether a person or business is authorised to take waste before you transfer your waste to them.” For a business arranging a collection, that check is one part of a wider duty of care.

  • Ask where the waste will go and check the receiving site separately when required.
  • Complete a waste transfer record and retain evidence of the checks.

Start by identifying the service and the country

Distinguish a carrier, broker and dealer

A carrier transports waste. A broker arranges waste management or transport, and may never take physical possession. A dealer buys and sells waste, sometimes without physically handling it. Registration requirements can apply to each role, so a company that arranges a collection is not automatically covered merely because another company will drive the vehicle.

Ask the supplier to state in writing which role it performs and to provide its registration or authorisation number. If a broker or dealer is the transferor or transferee, the England and Wales transfer information should include its details and registration number as well as the carrier’s details.

Choose the regulator for the place where waste is handled

Use the register operated by the relevant environmental regulator:

  • England: Environment Agency waste carriers, brokers and dealers register.
  • Wales: Natural Resources Wales (NRW) public register.
  • Scotland: Scottish Environment Protection Agency (SEPA) transporter and broker search.
  • Northern Ireland: the DAERA/Northern Ireland Environment Agency (NIEA) carrier register and registration process.

NRW states that registrations with NRW, the Environment Agency and SEPA are valid across Wales, England and Scotland. The published material does not establish the same mutual recognition for Northern Ireland. For a cross-border job involving Northern Ireland, confirm the position with DAERA/NIEA or the regulator where the waste is handled rather than assuming that an English, Welsh or Scottish entry is sufficient.

Step-by-step: verify a prospective operator

  1. Request the exact registered details. Ask for the registration or authorisation number, legal name, trading name, registered address and the name of any broker or dealer involved. Also note the collection address, telephone number and vehicle registration if a vehicle has already been allocated.
  2. Search the official register. Search by the supplied number first, then by the business or trading name and address where the register allows. A number-only search helps detect a business using somebody else’s name.
  3. Match the result to the real-world transaction. Compare the register entry with the quotation, invoice, website, email signature, person attending the site and vehicle details. A different legal entity, unexplained trading name or inconsistent address is a reason to pause and ask for clarification.
  4. Read the activity and tier, not just the word “registered”. Confirm that the entry covers the role being offered and the relevant waste activity. A registration is not a blanket approval for every waste stream, destination or service.
  5. Check that the status is current. Look for active or current wording, expiry information and any renewal note. Treat an expired-looking entry differently from a record that explains a renewal application is being determined.
  6. Ask for the destination. Obtain the name and address of the site that will receive the load. Check that site’s environmental permit or registered exemption with the appropriate regulator when the activity requires one.
  7. Complete the transfer documentation before or at collection. Ensure the description, quantity or estimate, waste code or type where required, parties, destination and date are recorded. Keep a copy with your job file.
  8. Save evidence of the checks. Record the register search date, registration number, operator identity, destination information and vehicle details. Keep copies or photographs of documents supplied by the operator.

How to read the registration and tier

England and Wales: upper-tier registration for private household collections

In England and Wales, lower-tier registration is limited to specified categories. Examples of upper-tier activity include carrying another person’s waste, carrying construction and demolition waste, brokering waste movements and dealing in waste.

For waste collected from a private household by a commercial business, the code says the operator should have up-to-date, valid upper-tier registration. It describes household cases in which a private operator relies on an exemption or lower-tier registration as very rare. If a house-clearance or skip service presents only a lower-tier entry, ask the regulator or operator to explain the legal basis before releasing the waste.

Scotland: inspect renewal information as well as expiry dates

SEPA’s search includes current transporter and broker authorisations and registrations made under previous legislation. If an expiry date appears to have passed, inspect the record’s renewal details. SEPA allows continued carrying where it received a renewal application by the expiry date and the application is being determined. That is different from an expired authorisation for which no renewal application was received.

Northern Ireland: check the three-year registration and current details

DAERA/NIEA guidance describes an upper-tier registration lasting three years, subject to cancellation or revocation, and requires holders to keep their details current. Northern Ireland’s public register contains upper- and lower-tier records. If the listing does not clearly match the work, ask DAERA/NIEA which tier and activity apply.

National register comparison

Nation Official place to check What to inspect Published fee information
England Environment Agency waste carriers, brokers and dealers register Search by business name, registration number or address; confirm activity and current upper-tier status where applicable. The GOV.UK guidance checked on 13 October 2026 lists £191.02 for a non-own-waste initial registration and £130.25 for an upper-tier renewal. Fees can change.
Wales Natural Resources Wales public register Confirm that the collector is registered. Registrations with NRW, the Environment Agency and SEPA are recognised across Wales, England and Scotland. Use the current NRW information when a fee is relevant to the applicant.
Scotland SEPA transporter and broker search Search by authorisation number, previous authorisation number, holder, trading name or business address; read status, expiry and renewal notes. Check SEPA’s current fee information for an application or renewal.
Northern Ireland DAERA/NIEA carrier register and registration guidance Check the upper- or lower-tier listing, registration period and current operator details. Do not assume the England-Wales-Scotland recognition statement extends to Northern Ireland. The guidance checked on 13 October 2026 lists £180 for an upper-tier application and £90 for an upper-tier renewal, each covering a three-year registration. Fees can change.

These are administrative fees, not measures of reliability or service quality. Date-stamp any fee quoted in a contract because regulators can revise charges.

Check the receiving site separately

A carrier’s registration does not show that a particular landfill, transfer station, recycling facility or treatment plant may lawfully receive your load. The England and Wales code says an authorised waste-management operator may need an environmental permit or a registered exemption.

Ask for the destination before collection, then use the relevant regulator’s public register to check the site’s permit or exemption where applicable. Compare the site name and address with the paperwork. A carrier that refuses to identify the destination, gives several conflicting destinations or says its registration alone proves the site is authorised has not answered this part of the duty-of-care check.

Transfer notes, invoices and electronic records

Ordinary waste transfers

Use a waste transfer note or other document containing the required information. In England and Wales, an invoice can serve as alternative documentation if it includes all required transfer details; a separate pre-printed pad is not compulsory.

The free national edoc system can create, share, sign and store waste transfer notes and season tickets electronically. A paper note book is simply an optional way to organise records.

What to retain in your job file

  • The carrier, broker or dealer’s legal and trading names.
  • Registration or authorisation number and the register used.
  • Date of the search and a saved copy, screenshot or written result.
  • Vehicle registration and driver or company contact details where available.
  • Waste description, estimated quantity, collection date and collection address.
  • Receiving site name, address and permit or exemption information where relevant.
  • Signed transfer note, qualifying invoice, edoc record or other required document.
  • Receipts, photographs and correspondence resolving any identity or status question.

The England and Wales code does not impose a legal requirement to keep a separate record of the register search itself. It does say that such records can provide useful evidence that reasonable measures were taken if waste is later fly-tipped and investigated.

Hazardous waste in England needs extra controls

The ordinary carrier-check sequence is not a complete hazardous-waste procedure. For hazardous waste transported in England, the carrier must check the applicable sections of the consignment note and the waste classification before accepting the load.

  1. Confirm the waste has been correctly classified as hazardous and that the consignment note is complete for the load.
  2. Complete the carrier section and leave a copy with the producer or holder.
  3. Keep two copies with the waste while it is in transit until it reaches the destination.
  4. Use the authorised destination identified for that waste.
  5. Keep the carrier’s records for one year.

Brokers and dealers must obtain the producer’s or holder’s records and keep them for three years under the cited England guidance. These periods and instructions are specific to the England hazardous-waste process; they should not be treated as a universal checklist for every waste type or UK nation.

Red flags that justify stopping the collection

One discrepancy does not automatically prove criminal conduct, but it should be resolved before waste changes hands. Pause the job when:

  • The operator will not provide a registration or authorisation number.
  • The number returns a different legal entity and no relationship is explained.
  • The trading name, address, telephone details or vehicle do not match the registered operator.
  • The record is expired, cancelled or outside the relevant activity, with no credible renewal explanation.
  • A household collector relies on lower-tier status without explaining the specific exemption or category.
  • The operator will not name the receiving site.
  • The proposed site cannot be matched to an appropriate permit or exemption.
  • The operator refuses a transfer note, qualifying invoice, edoc record or receipt.
  • The quote changes the waste description or destination after you ask for documentation.

Contact the relevant regulator when the register result is unclear. Do not rely on a certificate photograph that cannot be matched to the live entry.

What the public register does not show

The Environment Agency’s general public-register guidance says enforcement actions do not appear in the ordinary register search and directs users to a separate enforcement-actions register for formal cautions and prosecutions. A clean carrier result is therefore not an endorsement and is not a complete enforcement-history check.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Nor does a register tell you whether the operator will arrive on time, protect a building, segregate materials correctly, provide a weighbridge ticket or charge the quoted amount. Those are commercial and operational questions to settle separately after legal checks.

How to compare two or more compliant operators

Once each option passes the legal checks, compare them in this order:

  1. Identity: Is the contracting entity the same as the registered entity, or is the relationship documented?
  2. Role and scope: Does the registration authorise the relevant carrier, broker or dealer role and the waste activity?
  3. Destination: Is the proposed receiving site identified and appropriately authorised?
  4. Documentation: Will the operator provide a complete transfer record and receipt?
  5. Waste acceptance: Are the accepted materials, contamination limits and exclusions written into the quote?
  6. Collection arrangement: Are date, access, loading responsibility, vehicle type and cancellation terms clear?
  7. Price: Compare cost only after the compliance and scope checks have passed.

Registration is a legal prerequisite, not a quality score. A lower price is not an advantage if it depends on an unidentified destination, incomplete paperwork or a waste type the operator is not authorised to handle.

Practical examples for construction and household work

Construction and demolition clearance

For a renovation site, ask whether the supplier is carrying your waste, brokering the movement, or both. Construction and demolition waste is among the activities associated with upper-tier registration in England and Wales. Record the company collecting each stream, the destination named for it and the transfer documentation issued at pickup.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Private house clearance

For a private household collection in England or Wales, expect an up-to-date upper-tier registration from a commercial operator. Match the person and vehicle at the property to the details you recorded. If the business says it is only an informal collector, do not hand over the waste until its legal status and destination are established.

Cross-border work involving Northern Ireland

Do not carry the England-Wales-Scotland recognition statement across the Irish Sea without confirmation. Identify where the waste is collected, transported and received, then check the appropriate DAERA/NIEA or other regulator records for the transaction.

A one-page collection checklist

  • Regulator identified for the nation and activity.
  • Legal name, trading name, address and registration number obtained.
  • Carrier, broker or dealer role identified.
  • Live register result checked and saved.
  • Tier and authorised activity match the waste and service.
  • Expiry or renewal position understood.
  • Receiving site named and permit or exemption checked where relevant.
  • Waste description and acceptance conditions agreed.
  • Transfer note, qualifying invoice or edoc record arranged.
  • Receipt, vehicle details and correspondence stored.
  • Hazardous-waste consignment controls applied where relevant.

When to contact the regulator

Ask the regulator for clarification when a record uses legacy terminology, shows a renewal in progress, lists a different legal entity from the trading name, or does not clearly identify the activity you need. Provide the registration number, operator name, address, proposed waste type and destination. Keep the answer with the job file. If the operator is already offering to collect, wait for the discrepancy to be resolved rather than relying on verbal assurances.
