Choose the contractor who is authorized for your exact trade and location, can show comparable completed work, and offers a written bid and contract that you can compare line by line. In a changing Gulf market, do not select on the lowest headline price or on a directory listing alone. Define the job, obtain equivalent proposals, verify credentials with the authority where the work occurs, confirm insurance and permits, and tie payments to documented stages.
“Gulf” here means the GCC—Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates. Licensing, permits, cancellation rights, payment rules and dispute routes differ by country, emirate, municipality and project type. Use the process below as a due-diligence framework, then confirm the legal details with the relevant local authority before signing.

What shifting construction demand means for a homeowner
Large-project statistics can explain why contractors mention fuller order books, longer lead times or changing material prices, but they cannot tell you whether a particular household renovation is fairly priced. MEED reported initial GCC contract awards of $213.2 billion in 2025, down from $313.9 billion in 2024, in its 7 January 2026 report. MEED said the 2025 figure could rise as additional awards were identified and attributed most of the decrease to Saudi Arabia. Those are major-project awards, not a count of home renovations.

It forecast 2026 tender-price inflation of 5–8% in the UAE and 4–7% in Saudi Arabia. A Saudi Capital Market Authority prospectus reproduced a MEED and Kearney projection of SAR 16,445 billion in total GCC project value for 2025–2030. That is a projected market value in an issuer document, not realized spending or a household price forecast.

Use those figures only as context. For your project, the useful questions are whether the quoted price has a validity period, which imported or long-lead items could move the price, when the contractor can actually start, and how a change in scope will be priced and approved.
Start by fixing the scope before you seek prices
A contractor cannot produce comparable bids from “renovate my villa” or “repair the bathroom.” Create a short project brief that every bidder receives unchanged.
Record the work and site conditions
- List each room, exterior area or building system involved, with dimensions where they affect quantities.
- Describe the desired finish, colours, fixtures, equipment and performance requirements.
- State the materials you want, or define an acceptable grade and approved alternatives.
- Note known defects such as leaks, cracks, damp, faulty wiring, drainage problems or structural movement.
- Explain access constraints: occupied rooms, parking limits, lift restrictions, working hours, security procedures and neighbour protections.
- Attach photos, drawings, appliance schedules or manufacturer data when they remove ambiguity.
- Separate essential work from optional items so each bidder prices the same base scope.
Ask each contractor to confirm what is included, excluded and allowed for. An allowance is a budget placeholder for an item not yet selected; it is not the same as a fixed supply price. If a bid contains an allowance, require the assumed quantity, quality and adjustment method.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesSet the questions you want every bid to answer
Give bidders a response sheet asking for the proposed start date, estimated duration, working hours, crew or subcontractors, permit assumptions, payment stages, quote-validity period, warranty terms, exclusions and the process for variations. A common format prevents a low bid from winning simply because it omits demolition, disposal, protection, testing or final cleaning.
Build a local, verifiable shortlist
Use referrals as leads, not proof
Ask neighbours, building managers, architects, engineers and suppliers for names that have completed work similar in type and scale. Referrals help you find candidates, but still verify the business identity, authorization and insurance yourself. An online listing or commercial registration does not prove that a firm is licensed for your specific trade, municipality or project value.
Check the authority that covers the work
Before discussing a final price, ask for the contractor’s legal name, registration details, license number, permitted activities and office contact details. Confirm those details through the official national or municipal authority for the property’s location. Requirements can differ between a general builder, electrical contractor, plumbing specialist, air-conditioning installer, structural contractor and design professional.
In Saudi Arabia, the Saudi Contractors Authority provides the Muqawil service, which lets users search contracting establishments registered with the Authority. The Authority also describes contractor licensing and readiness services and dispute-resolution services. A membership search is a useful identity and registration check; it is not a guarantee of workmanship, insurance, financial capacity or suitability for your project. Confirm that the listing covers the right activity, city and scale, then check references and documents independently.

In the UAE, the federal government’s consumer-protection guidance describes rights related to service quality and declared prices and says suppliers should provide a dated invoice and settle disputes promptly. It also contains information requirements for e-commerce transactions. Do not assume every point applies identically to an offline building contract, or that a federal page replaces emirate and municipality rules. Ask the relevant building authority what applies to your property.
Do not transfer US rules to a Gulf contract
Guidance from the Georgia Attorney General’s Consumer Protection Division and Miami-Dade County is useful for general habits—written estimates, references, insurance, permits and documented payment—but it is not Gulf law. Georgia’s examples about obtaining at least three estimates, cancellation periods or deposit practices, Florida license rules and US lien procedures must not be treated as requirements in Bahrain, Kuwait, Oman, Qatar, Saudi Arabia or the UAE. Check local consumer and construction rules before relying on any right or deadline.
Request and compare equivalent written bids
Send the identical brief to several qualified candidates. Georgia consumer guidance uses three written estimates as a practical comparison method; treat that as a benchmark for shopping carefully, not as a GCC legal minimum. More bids are not automatically better if they come from firms that cannot perform the work.
| Comparison point | What to require in each proposal | Why it matters when demand is shifting |
|---|---|---|
| Scope | Room-by-room tasks, quantities, preparation, protection, removal and cleanup | Prevents an apparently cheap bid from omitting labour or disposal |
| Materials | Brand or performance specification, grade, quantities, source and approved alternatives | Shows which imported or scarce items could affect price or timing |
| Price | Tax treatment, allowances, exclusions and the method for pricing variations | Makes changes auditable instead of turning volatility into an open-ended bill |
| Schedule | Earliest start, estimated duration, working hours and key dependencies | Lets you compare stated capacity rather than promises of an immediate start |
| Validity | Date through which the quoted price and material assumptions remain valid | Protects you from an undocumented repricing after approval |
| Payments | Amounts or percentages linked to defined deliverables and evidence of completion | Aligns cash flow with progress without assuming a universal deposit rule |
| Permits | Permit names, application responsibility, fees and inspection coordination | Clarifies who owns approval risk and avoids work being stopped for missing permissions |
| People | Named project lead, principal subcontractors and supervision arrangements | Shows who will answer when labour or subcontractor availability changes |
| Defects and warranty | Handover inspection, response times, workmanship and product warranty terms | Creates a practical remedy if rushed work leaves defects |
Compare the total only after normalizing these items. Ask the bidder to reissue an amended proposal if an assumption changes; do not rely on a verbal promise that an omitted item is “included.” Keep every version with its date.
Verify delivery evidence, insurance and supervision
Call references for comparable jobs
Request references from projects with a similar trade mix, size, finish level and occupancy situation. With the owner’s permission, ask to see the finished work or dated photographs. Speak directly with the reference rather than relying only on testimonials.
Ask the reference:
- Did the final scope and price match the signed agreement?
- How were variations, delays and damaged materials handled?
- Who supervised the site and how quickly did the contractor respond?
- Were permits, inspections, testing and utility coordination completed?
- What defects appeared after handover, and were they corrected?
- Was the site protected and cleaned as promised?
Two highly relevant references are more useful than a long list of unrelated projects. A contractor who refuses reasonable reference checks or cannot identify the people responsible for your site deserves extra caution.
Confirm insurance in writing
Ask for current evidence of the insurance required for the work and jurisdiction, and check the insured legal entity and validity dates. Depending on the project, relevant cover may include third-party liability, employee or worker cover, vehicle cover and professional liability for design services. The exact requirements vary; ask the local authority or your adviser what is mandatory. Insurance evidence does not replace a license check, and a license does not prove that insurance is current.

Identify subcontractors and the site supervisor
Clarify which work will be subcontracted, who employs the workers, who coordinates trades and who can approve a change. Make one named person responsible for daily decisions and written updates. If the contractor intends to substitute a subcontractor, require notice and confirmation that the replacement has the necessary authorization and insurance.

Resolve permits and technical approvals before work starts
Ask in writing whether the work needs a building permit, alteration approval, utility authorization, landlord consent, community approval or specialist inspection. Responsibility should be explicit: who prepares drawings, submits applications, pays fees, attends inspections and supplies completion documents?
If a contractor says no permit is needed, verify that statement with the municipality or building authority yourself. Permit requirements can change with location, building type, structural alteration, façade work, electrical capacity, plumbing rerouting, gas systems, fire protection and heritage restrictions. Do not let demolition or concealed work begin while an approval question is unresolved; exposing a defect can make later approval more difficult and expensive.
Sign a contract that can survive a change in circumstances
Use a signed contract in the legal names of the homeowner and contractor. Attach the final scope, drawings, schedules, material specifications, bid clarifications and any approved allowances so the contract does not depend on a sales conversation.
Essential contract terms
- Parties and contacts: legal names, addresses, license details, project address and authorized representatives.
- Scope and quality: exact tasks, quantities, tolerances, preparation, protection, testing, cleanup and exclusions.
- Materials: specified products or performance standards, samples, substitutions, procurement responsibility and ownership of owner-supplied items.
- Price: fixed components, allowances, taxes, fees, provisional items and the calculation for any adjustment.
- Schedule: commencement trigger, milestones, estimated completion, working hours and treatment of delays caused by approvals, access, weather or unavailable materials.
- Permits: each application, inspection, fee and completion certificate, with a named responsible party.
- Payments: invoices, evidence required for each milestone, retention or holdback only where lawful and the records each party must keep.
- Variations: no extra work without a written description, price and schedule impact approved by authorized people.
- Defects and warranties: inspection at handover, notification method, response time, correction method and separate manufacturer warranties.
- Termination and disputes: locally valid notice, payment for accepted work, removal of materials, escalation contacts and the competent dispute forum.
- Closeout: as-built information where relevant, invoices, test results, warranties, approvals, keys, manuals and a list of outstanding items.
The cited US consumer guidance supports clear written terms, but enforceability, cancellation rights, deposit limits and remedies depend on the Gulf jurisdiction. Have a locally qualified adviser review a large, structural or unusually complex project.

Manage price and lead-time volatility without losing control
Ask for a validity period and escalation rule
Every bid should state how long its price remains open. If a supplier price may change, identify the specific item, evidence required, notice period and formula for adjustment. A vague clause allowing the entire contract to rise with “market conditions” is difficult to audit. Require the contractor to tell you when an assumption changes and obtain written approval before ordering a more expensive substitute.
Separate owner choices from genuine supply events
Choose finishes and fixtures early for items with long lead times. Ask whether the quoted programme depends on imported tile, sanitaryware, windows, controls, specialist equipment or custom fabrication. The contractor should distinguish a delay caused by your late selection from one caused by a supplier, approval or labour constraint, and record the effect on the critical path.

Protect the budget through scope discipline
Keep a variation log showing request date, description, reason, price, schedule effect and approval. Do not authorize a site instruction by text message alone if it changes cost or completion. If a cheaper substitute is proposed, compare performance, warranty, colour, dimensions and installation implications before accepting it.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Pay against documented progress
Link each payment to a deliverable that you can inspect: approved mobilization, completed preparation, installed and tested systems, delivered owner-approved materials, practical completion and final closeout. The contract should state what invoice records and photographs support a claim.
Do not assume that a particular deposit percentage, right to withhold payment or cancellation period is lawful throughout the GCC. Follow the signed contract and local rules. Keep bank records, receipts, invoices, variation approvals, inspection reports and correspondence in one project file. Never treat an unfinished stage as complete merely because a payment date has arrived.
Close out the work and preserve your remedies
Use a practical-completion inspection
Walk the property with the contractor against the scope and record unfinished or defective items by room. Note the agreed correction date and who will provide access. Test equipment, drainage, water pressure, electrical circuits, controls, doors, windows, seals and finishes as appropriate to the project.
Collect the handover file
- Final invoice and proof of payments
- Permit approvals, inspection records and completion certificates
- Product manuals, serial numbers and manufacturer warranties
- Workmanship warranty and the process for reporting defects
- Test results, balancing reports or certificates for specialist systems
- As-built drawings or marked-up plans where services were rerouted
- Keys, access cards, spare materials and maintenance instructions
Keep the signed contract and closeout file for the period required by local law and any warranty. If a dispute develops, notify the contractor in the contractually specified way, describe the defect or missed obligation, attach evidence and give the stated opportunity to correct it. Use the competent municipal, consumer-protection, professional or dispute-resolution route for your jurisdiction; Saudi Arabia’s Contractors Authority, for example, describes dispute-resolution services, but its membership search is not a universal quality guarantee.
A decision framework for choosing between finalists
After removing any candidate who cannot demonstrate the required authorization, insurance or comparable experience, score the remaining bids against the same evidence. A slightly higher price can be rational when it buys a clearer scope, realistic lead time, stronger supervision, better references or fewer unpriced allowances. A low bid that depends on substitutions, an undefined start date or large exclusions is not directly comparable.

Red flags that warrant a pause
- The legal name on the quote differs from the entity receiving payment.
- The contractor will not provide a license number, insurance evidence or comparable references.
- The proposal is a single total with no scope, materials, exclusions or validity date.
- You are pressured to pay a large amount before a written contract or before a defined deliverable.
- The contractor says permits are unnecessary but will not let you verify that with the authority.
- Verbal promises about finish, timing or warranty are missing from the contract.
- A price changes after you ask basic questions, or a substitute is offered without a written technical comparison.
- The proposed start date depends on unnamed labour or subcontractors and no realistic programme is supplied.
- You are asked to sign blank pages, backdate documents or approve work that you cannot inspect.
Pause, request clarification in writing and compare the response with another qualified bid. If the contractor cannot provide a coherent explanation before work starts, the risk generally increases after you have paid.
Frequently Asked Questions
Is obtaining three bids a legal requirement in every Gulf country?
No universal GCC rule is established here. Three written estimates are a practical comparison example in Georgia consumer guidance, not a Gulf-wide requirement. Follow the tender or procurement rules that apply to your country, municipality, building and project.
Does registration in an official contractor directory guarantee good workmanship?
No. A registration or membership search helps verify identity and listed activity. You still need project-specific authorization, current insurance, comparable references, a clear contract and documented inspections.
Can I use GCC-wide construction-award figures to judge my renovation quote?
No. MEED’s award totals, AESG’s tender-price forecasts and the SAR 16,445 billion project-value projection describe large-market activity or forecasts. They do not establish a fair household price, a contractor’s availability or your project’s completion date.
What should I do if a contractor says a permit is unnecessary?
Ask for the statement in writing, then confirm it with the municipality or building authority for your property and scope. Do not rely solely on the contractor’s interpretation.
What is the safest way to approve extra work?
Use a written variation describing the changed scope, materials, price, schedule effect and approval date. Keep it with the contract and do not rely on an informal site instruction for chargeable work.
