How to Choose a General Contractor for a High-Tech Factory

What’s actually slowing this PC down?

Choose a high-tech-factory general contractor through a qualification-based, evidence-heavy process—not a portfolio contest. Shortlist firms with comparable process-utility and controlled-environment experience, verify the financial, safety, quality and staffing capacity of the contractor and key trades, and make commissioning, qualification and handover contractual deliverables. The right choice is the team that can integrate process requirements, construction controls, validation records and startup responsibilities into one accountable plan.

Start with the owner’s basis of design

Do not ask contractors to price a vague “advanced manufacturing building.” Before issuing qualifications or bids, document what the facility must produce, how it must operate and what must be proven before acceptance. This basis of design becomes the common reference for comparing otherwise different proposals.

Define the product and process

  • Product type, batch or continuous process, production volumes and expansion phases.
  • Process steps, equipment list, equipment dimensions and weights, installation sequence and vendor responsibilities.
  • Critical process parameters, allowable downtime, maintenance philosophy and required production start date.
  • Automation architecture, data integrity requirements, cybersecurity boundaries and owner-operated systems.

Define the facility environment

  • Cleanroom classifications or other controlled-environment grades, pressure cascades, temperature and humidity ranges.
  • Material and personnel flows, gowning, airlocks, segregation and contamination-control strategy.
  • Vibration, acoustic, electrostatic-discharge and particulate limits where the process requires them.
  • Utility quality and redundancy: electrical distribution, backup generation, chilled water, HVAC, clean gases, process exhaust, water treatment, fire protection, controls and data/OT networks.

Define compliance and commercial boundaries

  • Permits, inspections, environmental approvals, security clearances and local labor requirements.
  • Good Manufacturing Practice (GMP), occupational-safety, environmental and product-specific obligations.
  • Which party supplies process equipment, utility skids, controls, qualification services, temporary utilities and spare parts.
  • Required turnover date, phased occupancy, owner training, warranty period and post-acceptance support.

Include measurable performance targets and a list of assumptions. If a requirement is still unknown, identify who will resolve it, by what date and with what cost or schedule allowance. Otherwise, bidders will price different facilities and the apparent low bid will not be comparable.

Build a qualification-based shortlist

Federal Acquisition Regulation criteria provide a useful discipline even for private owners: evaluate professional qualifications, specialized experience, capacity, past performance and local knowledge. Apply the same standard to the general contractor and to the subcontractors responsible for clean utilities, mechanical systems, electrical work, controls, equipment setting and testing.

Use a weighted scorecard

Set the weights before reviewing submissions. The following model keeps technical and execution risk ahead of marketing language:

Category Suggested weight What to verify
Relevant high-tech references 20% Comparable facility type, process environment, scale, delivery model and operating outcome.
Technical and process-utility capability 15% Electrical redundancy, HVAC and pressure control, clean gases, process exhaust, water, controls, data/OT and rigging.
Safety and quality systems 15% Written programs, leading indicators, inspection and test plans, nonconformance control and subcontractor oversight.
Commissioning and qualification plan 15% System boundaries, risk-based testing, DQ/IQ/OQ/PQ support, issue tracking, records and training.
Schedule and labor capacity 10% Current backlog, craft availability, supervision ratios, procurement plan and recovery resources.
Financial capacity and bonding 10% Audited or reviewed financial information, bonding, insurance, cash flow and ability to absorb project exposure.
Commercial transparency and change control 10% Open-book assumptions, allowances, escalation treatment, contingency ownership and change-order process.
Local permitting and supply-chain knowledge 5% Authority relationships, inspection sequence, local labor conditions and critical-material logistics.

Weights are a starting point, not a substitute for judgment. A contractor that fails a mandatory safety, integrity, licensing or financial requirement should be removed rather than rescued by strong points elsewhere.

Require comparable project sheets

For every reference, request the client name and permission to contact it, facility type, location, contract value range, delivery model, original and actual dates, scope performed, change-order history, recordable-incident and lost-time history, commissioning result and current operating status. Require the proposed project manager, superintendent, quality lead and commissioning lead to be named on each sheet where they worked on the reference.

Ask for evidence rather than adjectives: sample turnover indexes, redacted inspection and test plans, example schedules, sample system-boundary registers, safety dashboards, quality procedures and a description of unresolved claims. A photograph cannot show whether a contractor delivered reliable utilities, complete records or a clean startup.

Check contractor responsibility, not just experience

Past projects establish relevance; responsibility establishes whether the firm can perform your contract now. Federal Acquisition Regulation 9.104-1 states that a prospective contractor must have adequate financial resources to perform the contract. Apply that principle broadly and document your findings.

Financial and organizational capacity

  • Review current financial statements, backlog, committed bonding capacity, insurance limits and major contingent liabilities under appropriate confidentiality controls.
  • Map the reporting structure from executive sponsor to site superintendent. Confirm who can make decisions when cost, schedule and quality conflict.
  • Identify self-performed work versus subcontracted work, and review the financial and operational health of critical trade partners.
  • Check whether the contractor is staffing several large projects at the same time and whether the proposed leaders are actually available for your start date.

Integrity, safety and quality

  • Request litigation, lien, debarment and regulatory-disclosure information relevant to the project’s jurisdiction.
  • Review safety training, orientation, high-risk-work permits, incident investigations, near-miss reporting and stop-work authority.
  • Examine quality-control organization, document control, inspection hold points, calibration, nonconformance disposition and corrective-action tracking.
  • Confirm that subcontractors are held to the same clean-construction, safety, quality and documentation standards.

Do not accept a generic corporate manual as proof. Ask the site team to explain how those systems will work on your project, who owns each record and how overdue actions are escalated.

Interview the exact project team

The company name on the proposal matters less than the people who will manage interfaces every day. Conduct structured interviews with the proposed project executive, project manager, superintendent, quality manager, safety manager, controls lead and commissioning lead. Do not permit substitutions without owner approval after award.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

Questions that reveal execution ability

  • How will you separate personnel, material and waste flows during clean construction?
  • How will temporary power, water, HVAC and environmental controls be monitored and maintained?
  • How will you receive, store, protect and set process equipment while coordinating vendor technicians?
  • How will late design changes be assessed for contamination, validation, procurement and schedule effects?
  • How will the BIM or digital model be governed so that field conditions, equipment tags and as-built records remain aligned?
  • What is your escalation path for a failed test, damaged cleanroom finish, utility deviation or missing turnover record?

Give every finalist the same scenario—for example, a late process-tool delivery that requires a utility reroute and threatens a qualification milestone. Compare the sequence, decision rights, contingency assumptions and communication plan, not the confidence of the presentation.

Verify references independently

Call references yourself, including at least one owner representative, one architect or engineer and, where possible, a commissioning or validation lead. Speak with people who observed closeout, not only business-development contacts.

Reference questions

  1. Did the contractor meet the contractual milestones? If not, what caused the variance and how was it recovered?
  2. How accurate were the initial estimate, allowances and schedule?
  3. Were change orders timely, well supported and fairly priced, or did scope appear after award?
  4. How did the team manage safety, contamination control, quality deviations and subcontractor performance?
  5. Were utility and environmental tests repeatable, documented and accepted by the owner’s quality organization?
  6. Were as-builts, manuals, training records, spare parts and warranty responses complete and usable?
  7. Would you hire the same project team again?

Verify that the named manager and superintendent actually worked on the cited project. A company may have an impressive portfolio while the proposed team has never delivered a comparable facility together.

Match the delivery model to your risk appetite

No delivery model removes risk; each places design, coordination, price and interface risk in different hands. Compare models against the same criteria before asking for a fee.

Model Strengths Risks and owner questions
Design-bid-build More design completion before pricing; familiar competitive tendering and a defined construction package. Less early constructor input; more interfaces between designer, owner, trades and process-equipment vendors; late design discovery can affect cost and schedule.
Design-build One entity integrates design and construction, enabling overlap and a single contractual point for many interfaces. Confirm that the contractor has genuine design-management and process-engineering depth. Define owner standards, performance criteria, design reviews and independent verification so speed does not reduce technical control.
Construction manager or CM-at-risk Early trade involvement, constructability input and phased packages can help a fast-track project. Requires more owner effort to define packages and manage interfaces. Establish guaranteed-price scope, contingencies, trade-buyout rules and responsibility for gaps between packages.

For each option, score owner control, design maturity at authorization, schedule overlap, price certainty, change exposure, interface responsibility and commissioning accountability. A model that appears faster can be slower if process requirements are unresolved; a model that appears more certain can hide allowances that later become claims.

Test high-tech technical capability

Request a system-by-system execution narrative, not a list of project names. Comparable experience should include the combinations of systems that make the facility difficult to build and start.

Systems to investigate

  • Medium- and low-voltage distribution, grounding, emergency power, redundancy and arc-flash coordination.
  • HVAC zoning, filtration, pressure cascades, humidity control, heat rejection and environmental monitoring.
  • Chilled water, process cooling, compressed air, nitrogen or other clean gases, vacuum and specialty exhaust.
  • Purified or process water, wastewater, chemical distribution, fire protection and spill containment.
  • Building-management, process-control, supervisory-control and data-acquisition, cybersecurity segmentation and data/OT networks.
  • Vibration isolation, structural loading, seismic restraints, equipment-rigging routes, laydown and clean delivery paths.

Ask for design-review checklists, utility-load calculations, commissioning scripts and examples of how the contractor resolved an interface between building systems and process equipment. For semiconductor, biotech, pharmaceutical, battery, aerospace and data-center projects, the ability to coordinate these systems is more predictive than generic square-footage experience.

GMP and contamination-control diligence

For a pharmaceutical or other GMP facility, require a written contamination-control strategy covering material and personnel flows, temporary conditions, cleanable construction, maintenance access and segregation. FDA Q7A requires facilities and equipment to be designed and constructed to support cleaning, maintenance, operations and contamination control.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Map critical systems to the owner’s quality plan from the start. FDA Q7A defines Design Qualification (DQ) as “documented verification that the proposed design of the facilities, equipment, or systems is suitable for the intended purpose.” The contractor should show how design reviews, installation records and test evidence will support DQ and subsequent installation, operational and performance qualification (IQ, OQ and PQ). The owner’s quality unit remains the authority for acceptance; the contractor’s job is to produce complete, traceable evidence.

Separate genuine innovation from sales language

Modular or prefabricated construction, advanced automation and digital integration can shorten pharmaceutical-facility delivery when the design is mature and interfaces are controlled. FDA PreCheck identifies these approaches as potential accelerators. They are not automatic benefits.

Questions for modular and prefabricated proposals

  • Which assemblies are truly repeatable, and which remain site-built?
  • What design freeze, factory inspection and change-control dates are assumed?
  • How will modules be transported, stored, protected and installed without compromising cleanliness or calibration?
  • Which factory acceptance tests will be repeated or supplemented by site acceptance tests?
  • What happens if a module arrives late, fails inspection or does not fit the surveyed space?

For automation and digital tools, require a data dictionary, model ownership, version control, cybersecurity responsibilities, interoperability limits and a plan for operator training. Ask for references where the claimed method affected a measured milestone or reduced rework; reject unsupported percentage savings.

Make commissioning and handover contractual deliverables

Commissioning should be priced and scheduled from pre-design through the warranty period, not added during the last weeks of construction. HHS organizes comprehensive commissioning by project phase: pre-design, design, construction, acceptance and post-acceptance. Use that sequence to assign work early.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bid requirements

  • An integrated commissioning schedule tied to construction activities, equipment delivery, energization, turnover and production milestones.
  • Defined system boundaries, tag conventions, prerequisites, risk-based test scripts, acceptance criteria and retest rules.
  • Inspection and test plans for utilities, clean environments, controls, alarms, interlocks, emergency systems and process-equipment interfaces.
  • Factory and site acceptance testing, calibration records, trend data, alarm histories and controlled issue tracking.
  • Responsibility matrices covering owner, architect/engineer, general contractor, construction manager, process-equipment vendors, commissioning agent and validation team.
  • Operator and maintainer training, systems manuals, spare-parts lists, preventive-maintenance data and warranty contacts.
  • Verified as-built drawings, equipment lists, software backups, network diagrams, certificates and indexed turnover packages.

For pharmaceutical projects, align the contractor’s records with the owner’s quality unit and the International Society for Pharmaceutical Engineering’s science- and risk-based commissioning and qualification approach. The guide states that its methodology supports application of science and risk management. Agree in advance which records are objective evidence, who reviews them and how deviations are closed.

Use milestone payment gates

Link payment and substantial completion to accepted deliverables rather than physical installation alone. Gates can include approved design reviews, factory tests, mechanical completion by system, successful prefunctional checks, functional testing, qualification support, training, indexed turnover and resolution of critical punch-list items. Define what constitutes beneficial use, what remains open, and how warranty obligations begin.

Run a disciplined best-and-final process

After technical interviews and reference checks, invite finalists to a best-and-final stage. Issue the same clarifications, addenda and commercial form to every bidder.

  1. Publish the final basis of design, interface list, schedule milestones, site constraints and owner-furnished equipment list.
  2. Require a responsibility matrix for design, permits, procurement, temporary works, clean construction, testing, qualification, training and warranty.
  3. Require a resource-loaded schedule showing design releases, long-lead procurement, trade mobilization, equipment setting, system turnover and commissioning.
  4. Require a cost breakdown that identifies allowances, exclusions, escalation, contingency, bonds, insurance, taxes and owner-supplied items.
  5. Require a change-control procedure with notice periods, estimate backup, schedule analysis and authority thresholds.
  6. Normalize bids so that a lower price caused by omissions cannot appear artificially competitive.

Score the final submissions using the pre-established weights, then document why the selected team is responsible, technically capable and commercially transparent. Keep the evaluation record; it will help resolve later scope questions.

Write measurable obligations into the contract

Convert the proposal into enforceable requirements. The contract should identify the people, systems, dates and records that determine whether the project is usable.

Essential clauses

  • Named key personnel, minimum site presence and owner consent for substitutions.
  • Milestone dates, reporting cadence, schedule-update rules and recovery-plan requirements.
  • Submittal turnaround times, design-review cycles, inspection hold points and nonconformance response limits.
  • Cleanroom and contamination-control procedures, environmental monitoring and protection of completed work.
  • Procurement tracking for long-lead equipment, approved alternates and escalation treatment.
  • Factory/site acceptance tests, DQ/IQ/OQ/PQ support where applicable, qualification records and deviation closure.
  • Training, systems manuals, verified as-builts, software and configuration backups, spare parts and warranty response times.
  • Insurance, bonding, safety obligations, audit rights, subcontractor flow-downs, indemnities and dispute procedures.

Define objective acceptance criteria for each system. “Complete” should mean installed, inspected, tested, documented and accepted by the designated authority—not merely ready for a walk-through.

Common selection mistakes and recovery actions

Choosing the lowest apparent price

Problem: Exclusions, optimistic allowances or missing qualification work surface as change orders.

Recovery: Normalize scope, demand an assumptions register and compare total cost to accepted startup, not only construction price.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Relying on a famous portfolio

Problem: The advertised projects were led by a different office or team.

Ignoring temporary conditions

Problem: Dust, humidity, traffic, temporary utilities or incomplete segregation damage finished work or invalidate tests.

Recovery: Require a phase-specific contamination and environmental-control plan with monitoring, ownership and stop-work triggers.

Accepting vague digital claims

Problem: “BIM-enabled” or “automated” appears in the proposal without data ownership or field adoption.

Recovery: Specify model uses, exchange formats, tag governance, update frequency, cybersecurity controls and the exact handover dataset.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical final decision test

Before award, ask whether the preferred contractor can answer five questions with documents and named owners:

  1. What exactly will be built, tested and accepted, and what remains the owner’s responsibility?
  2. Which comparable projects prove the proposed team can control process utilities, clean environments and equipment interfaces?
  3. Does the contractor have the financial resources, labor, supervision, safety systems and quality controls to perform now?
  4. How will every critical system move from design review through installation, testing, qualification, training and warranty?
  5. How will the contract expose and control assumptions, changes, delays and incomplete turnover?

If the answers depend on future clarification, an unnamed specialist or a promise to “work it out in the field,” the contractor is not yet ready for award. Select the firm whose evidence, people and contract obligations make successful startup the expected outcome rather than a hope.
