How to choose a fire-safe replacement cladding system for a building

Choose the complete wall system for the specific building, not a cladding product in isolation. A sound decision starts with a competent assessment of the existing external wall, identifies the life-safety risk, then verifies that the proposed cladding, insulation, cavity, fixings, joints, substrate and interfaces have evidence for the exact intended use. In England, the applicable requirements depend on the building’s use, height, construction, work scope and the statutory guidance in force when the work is designed and commenced.

This guide explains that decision process for projects in England. Buildings elsewhere must be checked against the laws, standards and funding arrangements in their own jurisdiction.

What makes a replacement cladding system fire-safe?

“Fire-safe” is not a property that can be assigned reliably to a sheet, panel or insulation product by itself. External-wall fire performance depends on the installed build-up and how it is used. The relevant combination can include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • the cladding material and its form;
  • insulation and any filler or backing materials;
  • the substrate behind the cladding;
  • cavity depth, ventilation and cavity barriers;
  • fixings, rails and support arrangements;
  • joints, edges, penetrations and interfaces with windows, doors, balconies and roofs;
  • the dimensions, orientation and height of the tested arrangement; and
  • the workmanship and maintenance that keep the system in its assessed condition.

Approved Document B warns that apparently small changes, including fixings, joints, dimensions, insulation and air gaps, can significantly change performance. Its official FAQ puts the principle plainly: “The reaction to fire performance which uses an apparatus such as the SBI test is not only a function of the material or product used, but also a function of the system tested in that configuration.” Read the current guidance and FAQ at GOV.UK’s Approved Document B publication page and Approved Document B: Fire safety – frequently asked questions.

Accordingly, the safest choice is the option for which competent professionals can demonstrate an appropriate risk reduction and evidence-backed application in the actual wall, not necessarily the option with the most favourable headline classification on a product datasheet.

Start with the building, not the replacement panel

Before asking suppliers for prices, record the facts that control the assessment and regulatory route. At minimum, establish:

  • Jurisdiction: confirm that the project is in England if you are using the guidance and schemes discussed here.
  • Use and occupancy: identify whether the building is residential, commercial, institutional or mixed-use, and who may need to evacuate.
  • Height and form: record the relevant building height, storeys, roof arrangement and any unusual massing.
  • Existing wall construction: document every layer that can be established, including cladding, insulation, sheathing, framing, cavity, barriers and substrate.
  • Project purpose: distinguish remediation of an identified defect from new work, alteration, maintenance or improvement.
  • Openings and interfaces: map windows, doors, balconies, service penetrations, parapets, roof edges and adjoining structures.
  • Responsible parties: identify the building owner, accountable or responsible entity, design team and proposed contractor.
  • Programme and funding: note whether an application to a government scheme is contemplated and what stage the design has reached.

In England, use the edition and amendments of Approved Document B applicable to the work. The publication page currently lists a dwelling volume incorporating the 2020, 2022 and 2025 amendments and collated with 2026 and 2029 amendments. A collated document can show future commencement amendments; that does not mean every future provision is already in force. Confirm commencement dates and the edition applicable at design freeze and when work starts.

Commission the right external-wall assessment

If the wall’s construction or materials create a known or suspected route for fire spread, obtain advice from a suitably competent fire-risk assessor or facade fire engineer. The assessment should identify the wall systems, explain the life-safety risk and recommend proportionate action. Depending on the findings, the answer may be mitigation, partial replacement or full replacement.

When a FRAEW may be appropriate

A Fire Risk Appraisal of External Wall (FRAEW) is a building-specific appraisal of the external wall and its risks. It is not an automatic requirement for every building. Competent assessment may find the risk sufficiently low in some cases, including certain masonry or concrete walls, so a detailed FRAEW is not always needed. The decision must follow the actual construction and circumstances rather than a blanket rule.

For a Cladding Safety Scheme (CSS) application, Homes England says the FRAEW must be completed by a firm on its panel. The appraisal should state the assessor’s competence, follow the scheme methodology, reach a clear risk conclusion and propose a solution that reduces the risk to a tolerable level. See the Cladding Safety Scheme overview for the scheme’s current requirements.

What to give the assessor

Provide drawings, surveys, previous fire assessments, product data, test reports, installation records, photographs, intrusive-opening results and information about alterations. If records conflict with what is found on site, the physical construction and representative investigation must be resolved before a system is selected. Ask the assessor to identify assumptions, inaccessible areas and any conditions that must be verified during opening-up or construction.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

What the assessment should deliver

A useful appraisal should leave the project team with:

  • a description of each external-wall build-up and where it occurs;
  • the credible fire-spread mechanisms and life-safety implications;
  • the evidence relied upon and its limitations;
  • the risk conclusion for the building, not merely a product classification;
  • the recommended intervention, with reasons for its scope; and
  • verification, inspection and maintenance requirements that must be retained after completion.

Check evidence for the exact proposed system

Once the risk and scope are understood, define the proposed wall as a complete system. Request evidence that matches the intended use rather than a generic certificate for one component.

Evidence questions for every option

  • What exact cladding product, profile, thickness, finish and fixing arrangement were tested or assessed?
  • What insulation type, thickness, density and orientation were included?
  • What substrate, sheathing, backing board or frame was used?
  • What cavity width, ventilation arrangement and cavity barriers were present?
  • How were joints, corners, openings, penetrations, parapets and roof interfaces formed?
  • What dimensions, height, orientation and support spacing were covered?
  • Does the report’s field of application cover the proposed variation, or is a separate assessment or test required?
  • Are there installation tolerances, sequencing requirements or workmanship controls that affect the result?
  • Does any coating or fire-retardant treatment require inspection, renewal or other maintenance?

Approved Document B says test evidence must be checked for applicability to the intended use. It also cautions that an assessment should not be used to avoid a necessary test and must be based on sufficient, relevant evidence. Have a competent professional review any difference between the tested arrangement and the design before procurement.

Reaction-to-fire classification is not a universal passport

A reaction-to-fire classification attached to a product or one configuration does not establish the performance of every facade that uses it. The same material can receive different classifications when its form, fixings, orientation, substrate or combination with other materials changes. The official FAQ answers the question “Is my reaction to fire classification for a product relevant to all situations?” by explaining that the classification relates to the system configuration tested. Treat the report’s field of application as a boundary, not as permission to substitute components freely.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Compare viable remedies against the building’s real risk

If the appraisal leaves more than one acceptable approach, compare options using the same criteria. Do not rank named products or assume that one material is universally safest; the available official sources do not establish such a ranking.

Decision axis Questions to answer Evidence to retain
Evidence fit Does the test or assessment cover the complete proposed build-up, intended height, orientation, dimensions and interfaces? Reports, fields of application, engineering assessments and marked-up design details.
Risk reduction How does the option address the fire-spread mechanism identified in the appraisal? FRAEW conclusion, risk-reduction statement and drawings showing the affected areas.
Regulatory fit Does the design satisfy the requirements applicable to this building, use, location and project stage? Approved Document B references, compliance strategy and building-control records.
Buildability and interfaces Can installers form cavity barriers, fire stopping, joints, openings, balconies and connections as designed? Construction details, sequencing, tolerances, inspection and hold-point plans.
Funding and responsibility Is the work potentially eligible for the intended route, and who is responsible for the application and building? Eligibility information, ownership records, scope and cost breakdown.
Operation and maintenance Will coatings, treatments, barriers or access arrangements need inspection or renewal? Operation-and-maintenance manual, inspection intervals and accessible records.

The option with the lowest initial price may create greater risk if its evidence does not cover the actual wall or if its interfaces are difficult to install and inspect. Conversely, a more extensive replacement is not automatically required when a proportionate mitigation can reduce the identified risk to a tolerable level.

Design the interfaces that commonly defeat a good system

Fire performance can be undermined at discontinuities even when the main cladding field is well documented. Require the design team to resolve, draw and inspect:

Procure and install with evidence controls

Before ordering materials

  1. Freeze the wall build-up, including component names, dimensions, finishes, cavity arrangements and fixing schedules.
  2. Match each component and junction to the relevant test report or assessment and record any permitted variation.
  3. Obtain professional confirmation where the design differs from tested construction.
  4. Put substitution controls in the contract. A visually similar panel, insulation product, fastener or sealant is not automatically equivalent.
  5. Agree inspection and hold points for opening-up, substrate condition, cavity barriers, fire stopping, fixings, joints and concealed work.

During installation

  1. Verify delivered products against the approved schedule, batch or identification information and storage requirements.
  2. Check the substrate and supporting frame before closing the wall; record deviations and obtain design-team decisions.
  3. Inspect cavity barriers, fire stopping, brackets, fixings and penetrations before they become inaccessible.
  4. Photograph representative details and every non-standard junction, with location references that can be understood later.
  5. Record changes, damaged materials, repairs and any approved departure from the design.
  6. Do not conceal work where the evidence or inspection requirement has not been satisfied.

At handover

Compile an as-built wall record containing drawings, product and system evidence, installer information, inspection results, photographs, approvals, deviations and maintenance instructions. The record should identify where each build-up occurs and explain what must be checked after occupation.

Plan maintenance and future alterations

Fire safety does not end at completion. Some fire-retardant treatments have maintenance requirements; the official guidance says these should be recorded. Include treatment identity, inspection method, interval, access requirement, acceptance criteria and action if deterioration is found. Keep records with the building’s fire-safety information.

Control later works such as replacement windows, signage, solar equipment, satellite dishes, vents, balcony enclosures and service installations. A later penetration or substituted sealant can change the configuration on which the evidence depends. Require a competent review before altering the external wall and update the as-built record after approved work.

Separate the technical remedy from funding eligibility

Funding can influence the feasible programme, but it must not be used to choose a system before the risk is understood. The CSS overview says the scheme may cover reasonable eligible costs for works recommended by a FRAEW, including removal and replacement of cladding, mitigation, access, replacement materials, labour and professional fees. It also says the scheme assesses eligibility and whether costs are reasonable, and that funding addresses cladding-related life-safety fire risks rather than every defect or general maintenance item.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Eligibility is building-specific. Check the building’s height, use, responsible entity, appraisal, proposed works and the current scheme rules rather than relying on a general funding summary. The scheme has specific expectations for unsafe ACM on certain residential buildings over 18 metres; cases below 18 metres follow the FRAEW recommendation under the scheme’s stated policy. These are scheme rules, not a universal prescription for every building or country.

For buildings under 11 metres, consult the current Buildings under 11 metres fund overview and verify its live conditions. Leaseholder protections and liabilities also depend on the building, leaseholder status and the owner’s relationship to a developer. The GOV.UK cladding remediation guidance explains that different rules can apply to qualifying and non-qualifying leaseholders and associated owners; an individual conclusion requires the facts of that case.

Keep current with Approved Document B changes

The Building Safety Regulator and the Ministry of Housing, Communities and Local Government published a review consultation on 25 March 2026. It proposed changes including revisions to external-wall and balcony guidance, and the page recorded an extension of the consultation to 1 July 2026. Those proposals are consultation material, not automatically law. Check the live Review of Approved Document B: Fire safety guidance, the final government response and commencement information before procurement and design freeze.

When a project spans a change in guidance or amendment, ask building control and the fire engineer which edition and transitional provisions apply. Do not describe a future commencement amendment shown in a collated publication as already enforceable.

A practical decision sequence

  1. Define the building: record jurisdiction, use, height, occupancy, wall construction, interfaces, ownership and project purpose.
  2. Investigate the existing wall: reconcile drawings and records with representative surveys and opening-up.
  3. Obtain competent fire advice: decide whether a FRAEW or another assessment is proportionate and document the risk conclusion.
  4. Set the performance brief: state the required risk reduction, regulatory constraints, durability and maintenance obligations.
  5. Develop complete options: describe each full build-up and every critical junction, not just the visible cladding.
  6. Verify evidence: check test reports and assessments against materials, dimensions, orientation, cavity, fixings, joints and intended use.
  7. Compare options: assess evidence fit, risk reduction, regulatory fit, buildability, funding, cost reasonableness and maintenance.
  8. Secure approvals and funding: confirm the responsible parties, current scheme eligibility and building-control route.
  9. Procure with substitution controls: make the approved system and evidence part of the contract requirements.
  10. Inspect and record installation: hold points, photographs, deviations and as-built information must be completed before close-up.
  11. Maintain the record: provide inspection instructions and require competent review of future alterations.

Common mistakes and how to correct them

Choosing by a product classification alone

Why it fails: the classification may apply to a different form, substrate, cavity or fixing arrangement.

Correction: obtain the full report and field of application, then have the complete proposed configuration checked by a competent professional.

Assuming full replacement is always necessary

Why it fails: the appropriate response depends on the identified risk and building circumstances.

Correction: follow the appraisal’s reasoning and compare mitigation, partial replacement and full replacement against the required risk reduction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assuming an FRAEW is mandatory for every building

Why it fails: some walls may present sufficiently low risk after competent assessment.

Correction: ask a suitably competent assessor what level of assessment is proportionate and retain the rationale.

Treating funding guidance as a design approval

Why it fails: a scheme may fund eligible works but does not make an unverified wall configuration safe or compliant.

Correction: establish the technical remedy first, then test eligibility, reasonable costs and responsibility under the current scheme rules.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring concealed interfaces

Why it fails: barriers, fire stopping, openings and penetrations can control fire spread even when the cladding field is unchanged.

Correction: make junction details, inspection hold points and photographic records contractual deliverables.

Failing to control substitutions

Why it fails: a different insulation, fastener, sealant, coating or joint arrangement can move the wall outside the evidence.

Correction: require written technical review and approval before any substitution or site change.

What a robust project file should contain

  • building description, surveys and opening-up records;
  • the FRAEW or other competent external-wall assessment and assessor competence information;
  • the risk conclusion and selected remedy;
  • complete wall build-up drawings and interface details;
  • test reports, classifications, assessments and fields of application;
  • Approved Document B edition and project compliance information;
  • specification, approved product schedule and substitution procedure;
  • inspection and test plan, hold-point records and photographs;
  • records of non-conformities, decisions and approved changes;
  • as-built drawings and location of each wall build-up;
  • maintenance, inspection and treatment-renewal requirements; and
  • funding, ownership and responsibility records where a government scheme is involved.

Use this file to show not only what was installed, but why that arrangement was appropriate for the building and how it must be kept in that condition.

Bottom-line decision rule

Select a replacement cladding system only after a competent, building-specific assessment has established the risk and the required outcome. Then choose the complete wall build-up whose evidence covers the actual materials, cavities, fixings, joints, dimensions, orientation and interfaces; whose installation can be inspected; whose maintenance can be managed; and whose proposed scope fits the current regulatory and funding rules. No generic product classification or universal “safest material” can replace that project-specific chain of evidence.
