How to Choose a Fire-Resilient Commercial Roof Assembly

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose a fire-resilient commercial roof by starting with the project’s adopted code and insurer criteria, then verify the fire classification of the complete roof assembly—not just the membrane. If photovoltaic (PV) panels are planned, approve the roof and PV installation as one system. A Class A label describes a roof-covering test exposure; it does not automatically rate every deck, insulation, attachment, penetration, or future modification.

The practical sequence is: identify the required exterior-fire classification, distinguish it from any structural fire-resistance rating, obtain the exact tested or approved assembly, check every component and detail against that listing, and document how future PV work will remain compliant.

Start with the governing project requirements

Fire performance is first a jurisdictional and project-specific question. Identify the building location, the code edition adopted there, local amendments, fire-district rules, the construction type, and any insurer or owner requirements that exceed the code minimum. The 2024 International Building Code (IBC) contains minimum roof-covering classification provisions within its construction-type requirements, but a jurisdiction may enforce a different edition or amend those provisions. Review the adopted text and amendments through the 2024 IBC Chapter 6 reference as a starting point, then confirm what the authority having jurisdiction actually enforces.

Write the requirement into the design brief before comparing products. State the required exterior roof-covering class, the required fire-resistance rating of the roof construction where applicable, wind and structural criteria, planned penetrations, and whether a PV array is part of the initial project or a likely later phase.

Separate two questions that are often confused

  • Roof-covering classification: Class A, B, or C is an exterior-fire exposure classification based on a roof-covering test method.
  • Fire-resistance rating: A rated roof construction addresses how long a specified assembly resists fire under the applicable fire-resistance test. It is a different property from the roof-covering class.

A roof can satisfy an exterior roof-covering classification without satisfying a required fire-resistance rating for the roof construction, and a rated roof construction does not by itself prove a particular exterior roof-covering class. Your drawings and specifications should call for both when both are required.

Understand what Class A, B, and C actually mean

UL 790: Standard Test Methods for Fire Tests of Roof Coverings evaluates roof coverings exposed to simulated fire sources originating outside the building. Its scope states: “These requirements cover the measurement of the relative fire characteristics of roof coverings exposed to simulated fire sources originating from outside a building on which the coverings are installed.” The active listing identifies Edition 9, published February 18, 2022. That publication date describes the standard’s edition; it does not establish which edition a particular jurisdiction has adopted.

The tests include intermittent-flame exposure, spread of flame, burning-brand exposure, flying-brand exposure, and rain. The classes express the severity of the simulated exterior exposure:

Classification UL 790 exposure meaning How to use it in design
Class A Effective against severe fire exposure Use when the adopted code or project criteria require the highest listed roof-covering class.
Class B Effective against moderate fire exposure Use only where the governing code and project criteria permit this class.
Class C Effective against light fire exposure Use only where a light-exposure classification is allowed and appropriate to the site.

These labels are not predictions of performance in every real fire. UL 790 is an exterior-fire test method; it does not establish behavior for every interior fire, neighboring-structure fire, combustible storage condition, maintenance activity, or unusual ignition source. Do not describe Class A as a guarantee of safety.

Verify the complete tested or approved roof assembly

A membrane name is not a complete fire design. The classification belongs to the tested or approved configuration, which can include the structural deck, insulation type and thickness, cover board, membrane or roof covering, adhesives or fasteners, attachment pattern, and edge or perimeter details. A change to one of those elements can create a different build-up from the one evaluated.

Use this verification sequence

  1. Obtain the listing or approval document. Ask the membrane or system manufacturer, roofing contractor, or design professional for the exact test report, listing, or approval that supports the specified assembly. For insurer-driven work, obtain the applicable FM approval documentation.
  2. Mark every layer on the drawings. Show the deck, vapor-control layers when specified, insulation boards, cover board, membrane, adhesives or fasteners, ballast if used, and perimeter and penetration details.
  3. Match the proposed components to the document. Check product names, facer types, thicknesses, number of layers, attachment methods, fastener spacing, and substrate limitations. “Equivalent” should not be accepted without written confirmation that the substitution remains within the listing.
  4. Check details, not only the field area. Review parapets, curbs, drains, expansion joints, equipment supports, roof hatches, pipe penetrations, walk pads, and changes in elevation. The tested field assembly may not cover a modified perimeter or penetration detail.
  5. Record the approval basis. Keep the listing number, revision date, manufacturer letters, installer instructions, and approved shop drawings in the project record so inspectors and future owners can identify the installed configuration.

FM Property Loss Prevention Data Sheet 1-15 reinforces the same system principle: evaluate the roof deck, insulation, and roof cover together rather than treating one component as the rating for the whole roof.

Make rooftop PV part of the fire design

PV adds modules, wiring, inverters, mounting hardware, maintenance paths, and new penetrations or supports above the roof. FM’s guidance states that it “Recognized that the roof cover (membrane/insulation/roof deck) and the photovoltaic panels must be considered one system in a fire event.” Apply the current data sheet to the actual roof, module type, mounting method, attachment, spacing, and electrical layout.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

New PV installations

For relevant new installations, FM guidance calls for an FM Approved roof-PV system. That means the approval must cover the relationship between the roof and the PV installation, not merely an approval for an individual membrane or module. Confirm that the proposed roof, panel, racking, wiring routes, ballast or mechanical attachment, and service clearances are within the approved configuration.

Existing FM Approved roofs

The data sheet provides particular alternatives for some existing FM Approved roof types. Those alternatives are conditional; they are not a universal permission to place PV on any existing roof. Identify the existing roof approval, inspect its condition, and apply the current data sheet and project review to determine whether the proposed array qualifies.

Designing a roof before future PV

If the roof will be installed before a possible future array, FM recommends an FM Approved roof with a noncombustible cover board or noncombustible insulation directly below the membrane. For relevant new PV work, it also recommends noncombustible, compressible insulation—mineral wool is an example—within roof expansion joints or around other penetrations. These are design recommendations, not a substitute for the complete listing and approval review.

Coordinate roof and electrical design early. Reserve equipment zones and pathways without cutting into listed fire details, and require the future PV installer to submit the roof-PV approval and penetration details before work begins. For low-slope roofs with arrays, the IIBEC Technical Advisory 27-2025 is a useful coordination reference for enclosure professionals.

Compare actual systems on evidence, not material labels

When several systems appear to meet the brief, compare the documents and details for the exact proposals. Broad claims such as “noncombustible insulation” or “Class A membrane” do not establish that a complete modified assembly remains compliant.

Protect the details that can invalidate a compliant design

Penetrations and equipment supports

Every curb, pipe, conduit, support, and equipment attachment should be checked against the approved roof detail. A penetration that is acceptable for waterproofing may still fall outside the fire-tested configuration. Require coordinated architectural, structural, mechanical, electrical, and roofing details before installation.

Expansion joints and movement zones

Expansion joints can interrupt insulation continuity and create locations where PV supports or wiring are later routed. Where FM guidance applies, use the specified noncombustible, compressible insulation approach and document the joint detail in the roof-PV review. Do not substitute a generic board because it is described as fire resistant.

Maintenance and later alterations

Walk pads, replacement equipment, added screens, and rerouted wiring can change the approved arrangement. Include a roof- alteration procedure in the owner’s maintenance manual: any new attachment or penetration must be reviewed against the listing before work starts, and damaged fire-resilient layers must be repaired with compatible materials.

A practical selection workflow for the design team

  1. Define the jurisdiction. Confirm the adopted code edition, amendments, construction type, and fire-district requirements.
  2. Set the performance brief. State the exterior roof-covering class, any roof-construction fire-resistance rating, insurer criteria, and whether PV is initial or future work.
  3. Shortlist complete systems. Request assemblies that identify the deck, insulation, cover board, roof covering, attachment, and details—not membrane-only literature.
  4. Screen for PV. Reject systems that cannot document compatibility with the planned array or with the owner’s realistic future-PV scenario.
  5. Coordinate details. Resolve joints, curbs, drains, penetrations, pathways, and equipment supports in one coordinated roof plan.
  6. Obtain approvals before procurement. Secure the current listing or FM approval, manufacturer letters for any permitted substitution, and the authority having jurisdiction’s required submittals.
  7. Inspect installation against the documents. Verify layer order, thickness, fastener patterns, joints, and penetrations during installation; photograph concealed work where practical.
  8. Control future changes. Give the owner the approval record and require design review before adding PV, equipment, or penetrations.

Common mistakes and how to correct them

  • Calling a membrane “Class A.” Correct it by identifying the exact listed roof assembly and its permitted components.
  • Using the roof-covering class as the roof’s fire-resistance rating. Correct it by specifying and documenting the two requirements separately.
  • Adding PV after the roof is installed without a system review. Correct it by evaluating the existing roof approval and the proposed array together under the current FM guidance.
  • Assuming a generic noncombustible board makes any build-up compliant. Correct it by checking the board, location, thickness, attachment, and membrane combination against the listing.
  • Assuming Class A guarantees performance in every fire. Correct it by describing UL 790 as a simulated exterior-fire test and stating its scope limitation.
  • Ignoring local adoption dates. Correct it by confirming the code edition and amendments with the authority having jurisdiction instead of relying on the newest model-code text alone.
  • Allowing undocumented substitutions in the field. Correct it by requiring written listing-based approval before a component or detail changes.

Documentation to require at handover

A durable fire-resilience strategy depends on records that remain available after the original design team leaves. Handover should include the approved assembly identifier, roof plan and details, product data for every layer, installation instructions, PV approval documents where applicable, photographs of concealed layers and penetrations, inspection reports, warranty conditions, and a written process for reviewing future alterations. The record should make it possible to answer one question years later: does the roof as built still match the tested or approved system?
