Choose the contractor that can prove it will protect people and keep the facility operating, not simply the one with the lowest quote. Shortlist firms with directly comparable occupied-site experience, then require a site-specific construction-phase plan covering segregation, access, sequencing, hazards, communication, emergency response and continuity of operations. Compare prices only after those controls, responsibilities and deliverables are clear.
Appoint the principal contractor early enough to collaborate during pre-construction. Under UK CDM 2015 guidance, the principal contractor leads construction-phase planning, management, monitoring and coordination. Other jurisdictions use different duties; identify your location and facility type before treating any legal requirement as applicable.

Start with the operating constraints, not the contractor’s sales presentation
An occupied project is a shared site. Staff, patients, pupils, visitors, residents, deliveries and emergency responders may be present while demolition, excavation, lifting or fit-out takes place. The first procurement document should therefore describe how the facility operates and what cannot be interrupted.

Give every bidder the same verified information. HSE guidance says tender information should include the site history, surroundings and how the work could affect other people. Issue revisions formally so that one bidder is not pricing a safer or more complete scope than another.

| Constraint to define | Information bidders need | Why it changes the method |
|---|---|---|
| Occupied areas and hours | Rooms in use, peak periods, shift patterns, holidays, quiet periods and areas that can be closed | Determines phasing, noisy-work windows, supervision and temporary relocations |
| People at risk | Patients, children, people with disabilities, visitors, contractors, security staff and anyone needing assisted evacuation | Influences barriers, routes, alarms, communication and emergency assistance |
| Access and egress | Public entrances, staff gates, fire exits, ambulance or service routes, accessible paths and delivery points | Requires physically separated routes and a maintained emergency path |
| Utilities and building systems | Electrical, gas, water, medical gases, data, fire detection, ventilation and isolation points | Prevents uncontrolled shutdowns and identifies permit and testing requirements |
| Environmental limits | Noise, dust, vibration, odour, light and working-hour restrictions | Sets measurable controls, monitoring and escalation thresholds |
| Security and safeguarding | Badging, visitor checks, child or vulnerable-person safeguarding, CCTV, keys and restricted rooms | Defines hoarding, access control, escorting and lost-key procedures |
| Known hazards | Asbestos information, contaminated ground, fragile roofs, live services, hazardous substances and structural surveys | Determines surveys, specialist contractors, exclusion zones and permits |
| Shutdown permissions | Who may authorise an isolation, how much notice is required and acceptable outage duration | Links the programme to operational approval rather than contractor convenience |
Ask bidders to confirm what they have relied on, what they have assumed and what further surveys they require. An omission in the employer’s information should become a priced investigation or a clearly stated pre-start condition, not an unplanned variation after work begins.
Prequalify competence and occupied-site experience
Experience with ordinary building work is not enough. Look for projects where construction took place beside people who continued to use the facility and where the contractor managed similar interfaces, hazards and operating restrictions.
Evidence to request
- At least two comparable project examples, including the facility type, scope, occupied hours, interfaces and the contractor’s actual role.
- Client references who can discuss access control, complaints, incidents, programme changes and handover, rather than only workmanship.
- The proposed project manager, site manager and supervisors, with relevant qualifications, training and continuing professional development records.
- The organisation’s arrangements for planning, supervision, worker consultation, subcontractor selection and monitoring.
- Safety performance and enforcement history where disclosure is lawful and meaningful; ask for context instead of relying on a single headline number.
- Insurance appropriate to the work, evidence of financial and organisational capacity, and confirmation that the named team will be available.
- Membership of a credible third-party pre-qualification service or an SSIP member scheme where relevant. HSE identifies such evidence as one possible way to check capability, not as a substitute for project-specific evaluation.
Verify references yourself. Ask what work was happening, how many people were present, which controls were difficult, whether the contractor stopped work, and how the client knew controls were effective. A generic testimonial or a list of logos is weak evidence.
Red flags at prequalification
- “Our standard method covers everything” without a drawing or sequence for this facility.
- A bid signed by a commercial manager when the proposed site team has not been identified.
- Unexplained dependence on unnamed subcontractors for demolition, temporary works, lifting, asbestos or utilities.
- References limited to vacant sites, new-build plots or projects with no public interface.
- Reluctance to disclose assumptions, exclusions, incidents or who has stop-work authority.
Require a site-specific construction-phase plan
Do not accept a thick safety manual that never mentions your entrances, wards, classrooms, production areas or emergency routes. Require a construction-phase plan or equivalent method statement that maps each control to the actual site, drawings and programme. HSE guidance recommends discussing proposed methods before contracts are let and using risk assessments and method statements to identify practical controls.
Segregation and unauthorised access
The plan should show hoarding, locked gates, anti-climb measures where necessary, visitor arrangements, lighting, inspection frequency and how the boundary changes as the work moves. It should explain how workers, occupants, visitors and vehicles are kept apart, including at shift changes and during deliveries. Require a process for reporting and correcting a damaged barrier immediately.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
Pedestrian, vehicle and delivery management
Look for a scaled logistics plan with one-way routes where feasible, reversing controls, banksmen, delivery booking, laydown areas, lifting zones, waste removal and storage limits. The contractor should state how emergency vehicles retain access and how a delivery is cancelled or held if the route is occupied. “Deliveries as required” is not a usable control.
Dust, noise, vibration and air quality
Demand the work sequence, equipment choices, enclosures, extraction, wet methods, filtration, noise barriers, vibration monitoring and cleaning regime. The plan should identify sensitive rooms, baseline conditions, monitoring locations, trigger levels and who can pause the activity. For a hospital or laboratory, it should address pressure relationships and infection-control requirements through the facility’s competent specialists.

Require permits, service detection, shoring or battering, edge protection, exclusion zones, tool tethering, overhead protection and inspection records. The contractor should identify the temporary works coordinator or equivalent competent role and explain how designs are checked before loading, propping or altering a structure.
Hot works, fire protection and utilities
The method should cover hot-work permits, combustible-material removal, fire watch, extinguishers, alarm isolation and reinstatement. It should map utility isolations, lockout or tagout, test-before-touch arrangements, authorised persons, contingency services and approval for any impairment of fire detection, suppression, medical gas or critical power.
Emergency arrangements
Require a joint emergency plan showing alarm routes, muster points, first aid, rescue arrangements, contact numbers, incident command, out-of-hours escalation and access for the facility’s responders. It must state what happens if a fire exit is blocked, a service is struck, dust enters an occupied area, a person enters the work zone or a structural movement is detected. Include drills or briefings when the risk or layout warrants them.

Coordination with other contractors
The principal contractor should maintain a live interface schedule: who is working where, which permits are open, what areas are handed over, and which operations could conflict. Require coordination meetings, shared risk information and a process for resolving simultaneous operations before work starts.

Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Interview the proposed team before awarding the work
A short, structured interview reveals whether the written plan belongs to the people who will run the site. Include the project manager, site manager and the facility’s operational lead; do not let a tender specialist answer every question.
- Walk through the first two weeks. Ask for the sequence from mobilisation to the first high-risk activity, including surveys, fencing, inductions, temporary services and approvals.
- Explain occupant notification. Ask who receives what notice, through which channel, in what language or accessible format, and how urgent changes are communicated.
- Test a change. Ask what happens if an occupied room cannot be vacated, a delivery is late, or an emergency route becomes unavailable. Look for a stop, reassess, approve and communicate process.
- Identify authority. Ask who can stop work, who can authorise a permit, who accepts a completed isolation and who resolves a disagreement with the facility.
- Probe complaints and incidents. Ask for the reporting route, response time, investigation method and feedback to occupants. A promise to “deal with it promptly” should become a named role and record.
- Challenge subcontractor control. Ask when subcontractors are selected, how they are inducted, who supervises them and how their method statements are integrated.
Use the same questions for every bidder and record answers. OSHA contractor-selection guidance for US process-safety settings emphasises checking safety programmes, informing contractors about hazards and emergency plans before work, controlling entry and exit, and evaluating performance periodically. Those principles are useful prompts, but the cited OSHA framework is not a universal rule for every building project.
Compare credible bids on controls, continuity and value
Score proposals against explicit criteria before looking at the final price. A simple 0–5 scale works if the panel defines it: 0 means absent, 3 means adequate and evidenced, and 5 means detailed, site-specific, tested and easy to verify. Require written reasons for every score.
| Criterion | What a strong response demonstrates | Evidence to retain |
|---|---|---|
| Relevant occupied-facility experience | Comparable users, hazards, hours and interfaces; named role and outcomes | Project sheets and independently checked references |
| Risk and method quality | Controls tied to drawings, sequence, permits, monitoring and hold points | Sample plan, risk assessments and method statements |
| Protection of occupants and public | Robust segregation, accessible routes, safeguarding and complaint response | Logistics plan, barrier details and communication process |
| Continuity and logistics | Realistic phasing, delivery windows, temporary services and shutdown contingencies | Programme, interface schedule and outage plan |
| People and supervision | Named competent manager, sufficient supervision and controlled subcontractors | Organisation chart, CVs and induction arrangements |
| Communication and coordination | Daily control, escalation, change approval and coordination with facility staff | Meeting cadence, contact tree and sample reports |
| Evidence and transparency | Clear assumptions, exclusions, insurance and safety-performance information | Qualifications, references and tender clarifications |
| Programme realism | Allowances for surveys, approvals, restricted hours, weather and contingency | Logic-linked programme and recovery strategy |
| Price and whole-life disruption | Comparable scope including monitoring, temporary works, protection and reinstatement | Priced schedule, options and costed exclusions |
Do not award extra credit for a low price that omits hoarding, out-of-hours supervision, cleaning, monitoring, temporary access or contingency. Ask finalists to reprice a common clarification schedule so the comparison is like-for-like.

Understand the dutyholder and jurisdiction
The cited planning material is UK Health and Safety Executive guidance under the Construction (Design and Management) Regulations 2015. It says the client should appoint the principal contractor early enough for collaboration before construction begins and, in any event, before the construction phase starts. The principal contractor then leads construction-phase planning, management, monitoring and coordination.
CDM duties also make site-specific induction, supervision, prevention of unauthorised access and coordination with other contractors central to the construction phase. Confirm who is the client, principal designer and principal contractor in writing, and make sure the facility’s operational representative has authority to approve access, shutdowns and changes.
US OSHA material cited for contractor selection concerns process-safety management at highly hazardous chemical facilities. It is not a blanket description of US construction law, and it does not replace state, local, fire, healthcare, education or environmental requirements. In the United States, obtain advice for the applicable OSHA standards and authority having jurisdiction; elsewhere, use the local regulator’s framework. Record the governing jurisdiction in the tender and contract so bidders cannot price different legal assumptions.

- Require site-specific induction for every worker and visitor, with records and refresher triggers.
- Set minimum supervision, inspection, housekeeping, barrier and access-control standards.
- Define permit-to-work processes for hot work, excavation, isolations, confined spaces, lifting and any other relevant activity.
- Require daily coordination of work areas, permits, deliveries, emergency routes and simultaneous operations.
- Specify monitoring for noise, dust, vibration, pressure, temperature or other facility-sensitive conditions, including trigger levels and response times.
- Require immediate notification of incidents, near misses, utility strikes, unauthorised entry, route obstruction and control failures.
- Give named people authority to stop work without commercial penalty when an uncontrolled risk or operational conflict appears.
- Set change-control rules for design, sequence, materials, subcontractors, working hours and shutdowns.
- Require records: inductions, permits, inspections, monitoring, toolbox talks, coordination minutes, incidents and corrective actions.
- Define handover, cleaning, testing, reinstatement and removal of temporary protections before an area returns to use.
Mobilise and operate the project as one site
Before physical work starts, hold a mobilisation review with the facility, contractor, designers, security, maintenance, fire or emergency representatives and affected occupants. Walk the routes physically; drawings rarely show a trolley, wheelchair, ambulance or shift change at the same time as a delivery.

During construction, use short daily coordination for changing work fronts and a more detailed weekly look-ahead for occupants, shutdowns and deliveries. Facility staff should be able to report a concern without searching for the contractor’s supervisor. Close the loop by recording the action, owner and completion time.
Common failure modes and how to correct them
The cheapest bid wins, then grows through variations
Cause: The tender omitted protection, temporary access, monitoring or restricted working hours. Correction: issue a common clarification schedule, price exclusions explicitly and evaluate whole-life disruption alongside the tender total.
A generic method statement is approved
Cause: The document describes hazards in general terms but not the facility’s routes, rooms or sequence. Correction: reject it until controls are plotted on current drawings, assigned to named roles and linked to hold points and monitoring.
Recommended Free Tools
Operations and construction use different information
Cause: The contractor’s programme, the facility’s room-booking system and the security team’s delivery list are not reconciled. Correction: maintain one interface schedule and review it at the agreed coordination meeting.
A route is technically available but practically unusable
Cause: Hoarding, materials, mud, noise or a propped door obstructs users or emergency responders. Correction: inspect routes at peak occupancy, assign a daily owner and require immediate stop-and-correct action for blocked or unsafe access.
Critical utilities are isolated without operational approval
Cause: A drawing is treated as proof of the live system, or an approval is assumed because the outage is short. Correction: use authorised isolation, lockout or tagout, test-before-touch, written acceptance and a tested contingency service.
Subcontractors arrive unaware of the rules
Cause: Induction is treated as a one-time formality and language or literacy needs are ignored. Correction: control entry, provide understandable briefings, verify competence and supervise the first task for each new crew.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesDecision checklist for the client
- Have all bidders received the same information about occupants, hours, routes, utilities, hazards, restrictions and shutdowns?
- Can the preferred contractor prove comparable occupied-site work through references and a named team?
- Does its plan show segregation, deliveries, pedestrians, plant, falling objects, dust, noise, vibration, excavation, hot work and utilities?
- Are emergency arrangements, permits, inductions, supervision and communication specific enough to operate tomorrow?
- Has the facility reviewed the sequence and accepted the effects on access, services and vulnerable occupants?
- Are assumptions, exclusions, subcontractors, monitoring and temporary works visible in the price?
- Is the principal contractor appointed early enough to collaborate before construction starts?
- Do contract clauses provide stop-work authority, change control, records and corrective-action deadlines?
- Is the governing jurisdiction and facility-specific regulatory advice confirmed?
If any answer is no, the bid is not ready for award. Ask for the missing evidence or revise the procurement information before committing the facility to a construction team.
