How to Choose a Commercial Construction Firm for a High-Rise Project

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose a high-rise construction firm through a documented, project-specific qualification process—not by selecting the lowest fee from a generic bidder list. Compare firms on comparable completed work, current capacity, financial and bonding strength, the actual project team, technical and quality controls, safety planning, and commercial terms. Set the criteria and evaluation method before reviewing proposals, then verify every material claim with owners, sureties, references, and project records.

There is no universal minimum number of towers, required building height, score, or high-rise certification established by the sources used here. Your requirements must reflect the tower’s structural system, systems complexity, delivery method, phasing, jurisdiction, site constraints, and risk allocation.

Start with a project-specific definition of “qualified”

A firm can be excellent for a low-rise warehouse and still be a poor fit for a dense urban tower. Define qualification in terms of the work you are actually procuring before inviting firms to compete.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Describe the project conditions that drive risk

  • Building type and use, approximate size, height, number of levels, and occupancy requirements.
  • Structural system, façade, vertical transportation, life-safety systems, mechanical and electrical infrastructure, and other technically demanding packages.
  • Site access, laydown limits, adjacent buildings, traffic controls, work-hour restrictions, and community requirements.
  • Phasing, early-release packages, long-lead equipment, tenant or owner interfaces, and any work that must continue during construction.
  • Target dates, milestone logic, commissioning expectations, and the consequences of missing a date.
  • Procurement and delivery approach—such as construction manager, design-build, or general contracting—and how design responsibility and cost risk will be allocated.
  • Applicable building, labor, environmental, insurance, licensing, public-procurement, and safety requirements in the project jurisdiction.

Use that brief to define what “comparable” means. Federal responsibility guidance treats capability as a combination of experience, organization, operational controls, technical skills, equipment or facilities, and the ability to perform the proposed schedule. See Federal Acquisition Regulation 9.104-1. Those standards apply directly to federal acquisitions, but they provide a useful checklist for private owners as well.

Separate mandatory gates from scored differences

Some requirements should be pass/fail: required license, insurance, bonding availability, conflicts disclosure, financial statements, safety records, or acceptance of the proposed contract form. Other factors—such as depth of comparable experience, schedule approach, or quality systems—can be scored and discussed. Writing both categories in advance prevents a persuasive presentation from hiding a material deficiency.

Verify genuinely comparable experience

Ask for completed projects that resemble the proposed tower in more than name or height. Relevant experience should cover the combination of building type, scale, systems, complexity, phasing, and constraints that your project presents. The Associated General Contractors’ prequalification guidance identifies experience, past performance, financial and technical capability, quality, and bonding as appropriate qualification subjects.

What to request for each reference project

  • Owner, location, contract type, original and final value, approximate size, and completion date.
  • Scope performed directly by the firm versus work performed by a partner, joint venture, or subcontractor.
  • Structural and building systems, unusual logistics, phasing, occupied-site constraints, and major interfaces.
  • Original and actual substantial-completion dates, with an explanation for every material variance.
  • Original and final cost, approved change orders, claims, and unresolved commercial issues.
  • Key project leaders and the people who will be proposed for your work.
  • Owner and architect references who can discuss quality, coordination, communication, issue resolution, and closeout—not only whether the project opened.

Do not convert a reference list into an unsupported rule such as “at least three towers.” The available sources do not establish a universal minimum number of high-rise projects or a height threshold. Instead, explain why each submitted project is comparable and identify the differences your team will have to manage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Conduct references as performance interviews

Speak directly with the owner and, where appropriate, the architect, lender’s representative, or construction manager. Ask what happened when the schedule slipped, a major trade failed, design information arrived late, or a quality problem was discovered. Confirm whether the listed superintendent and project manager actually worked on the reference project, how long they stayed, and why they left. Request permission to review publicly available project records or closeout evidence when the owner can share it.

Check current capacity, not just historical success

A firm’s past work does not prove it has enough attention or staff for your project at the proposed start date. Federal responsibility standards explicitly consider the proposed schedule in light of a contractor’s existing business commitments. Ask for a current workload disclosure, not a generic statement that the company is “fully staffed.”

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

Capacity evidence to request

  • A list of active and awarded projects, their locations, contract values, delivery stages, and planned completion dates.
  • The percentage of time expected from the proposed executive, project manager, superintendent, safety leader, scheduler, cost manager, and quality manager.
  • Any simultaneous mobilizations or peak-period demands that overlap your critical activities.
  • Recruiting, relocation, or succession plans for named personnel who are not yet available.
  • The firm’s plan for replacing a proposed leader who becomes unavailable.
  • Subcontractor procurement capacity during the period when your major packages must be bought.

Ask the proposed project manager and superintendent the same schedule and staffing questions separately. Inconsistent answers often reveal that the team shown in the proposal is not the team the firm intends to deploy.

Verify financial strength and bonding capacity

Financial capacity matters because a high-rise project can require substantial early procurement, payroll, subcontractor payments, insurance, and correction work before the owner’s payment cycle catches up. Obtain financial information under an appropriate confidentiality agreement and have qualified advisers interpret it.

Bonding questions

  • What performance and payment bond amounts can the surety support for this project?
  • What is the firm’s aggregate program capacity, and how much is currently committed?
  • What single-project limit is available for this contract after considering other awarded work?
  • Who is the surety or bonding contact authorized to confirm those figures?
  • Are there conditions, indemnities, financial covenants, or collateral requirements that could affect issuance?

Confirm required bond amounts with the owner’s advisers and the surety rather than relying on a contractor’s unaudited statement. Connecticut’s Department of Administrative Services, for example, requests documentation concerning aggregate work capacity and single-project limits in its state prequalification process; see its required documentation page. That is a Connecticut program example, not a nationwide requirement.

Financial information to review

  • Recent financial statements prepared at a level appropriate to the project’s risk and contract size.
  • Work-in-progress schedules showing estimated cost to complete and the treatment of losses or underperforming jobs.
  • Current backlog, cash position, credit facilities, payment history, and significant litigation or claims.
  • Insurance limits, exclusions, deductibles, and the ability to maintain coverage through completion and warranty periods.

Use financial findings to set contract protections—such as payment procedures, retainage, joint checks, or additional security—only with legal and financial advice. A strong balance sheet does not excuse weak project controls, and a smaller firm may be viable when its bonding, capitalization, and team are demonstrably adequate for the defined risk.

Evaluate the people who will actually build the tower

Corporate resumes are not a substitute for a credible project organization. Request an organization chart that names the accountable executive, project manager, superintendent, safety professional, scheduler, estimator or cost manager, quality lead, commissioning lead, and document-control support.

Test team continuity and experience together

  • Which named individuals have completed a comparable project together?
  • What decisions can each person make without corporate escalation?
  • How often will senior leadership visit, and who attends owner and design meetings?
  • Which staff are employees, and which are consultants or shared resources?
  • What is the backup plan for turnover, illness, or reassignment?

Interview the proposed leaders using a real project scenario: a late structural drawing, a failed inspection, a delayed elevator package, or a trade contractor in financial distress. Look for specific escalation paths, decision timelines, and documented controls rather than general assurances.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Examine technical, quality, and project controls

High-rise performance depends on interfaces: structure and façade, shafts and building services, fire protection and commissioning, logistics and temporary works, and the work of many specialty trades. Ask the firm to demonstrate how it will control those interfaces from design through closeout.

Minimum control topics

  • Planning and scheduling: baseline schedule development, critical-path analysis, update frequency, recovery planning, and look-ahead coordination.
  • Cost and changes: estimate reconciliation, contingency management, change-event logs, subcontractor pricing, owner approvals, and forecast-to-complete reporting.
  • Design coordination: responsibility matrices, constructability reviews, building-information-model coordination, requests for information, submittal tracking, and design-release milestones.
  • Procurement: long-lead register, approved-equal process, fabrication inspections, expediting, storage, and delivery sequencing.
  • Quality: inspection and test plans, mock-ups, first-work inspections, nonconformance procedures, documentation, commissioning, and turnover requirements.
  • Trade coordination: scope-gap reviews, responsibility matrices, coordination meetings, access rules, and escalation when a subcontractor misses a commitment.
  • Data and reporting: who owns the schedule, cost, document, and issue records; how changes are versioned; and how the owner receives usable closeout data.

Ask for anonymized examples of a schedule recovery plan, quality observation log, change register, and commissioning plan. You are testing whether the firm has repeatable operational controls, not whether it can produce attractive proposal graphics.

Require a project-specific safety plan

Safety should be evaluated before award and then carried into the contract. Ask how the firm will coordinate the owner, general contractor, subcontractors, and other employers on a multi-trade site; who has authority to stop unsafe work; how incidents and near misses are reported; and how corrective actions are tracked.

The OSHA guidance on focused construction inspections describes coordination and planning concepts, including responsibility for implementing and monitoring a site safety program. That interpretation dates to 1994, so verify the current OSHA standards and any state-plan requirements that apply to your project before making a compliance determination.

Safety-plan contents to review

  • Site-specific hazard analysis for excavation, cranes, hoisting, work at height, temporary structures, façade installation, confined spaces, electrical work, and public protection.
  • Subcontractor prequalification, orientation, competent-person assignments, daily planning, and enforcement procedures.
  • Emergency response, rescue, severe-weather, fire-prevention, and medical arrangements.
  • Traffic, pedestrian, neighboring-property, and occupied-building protection.
  • Training, inspections, leading indicators, incident investigation, and corrective-action ownership.
  • Coordination procedures for simultaneous operations and handoffs between employers.

Ask for the name and authority of the person responsible for implementation and monitoring. A safety manual copied from another project is not evidence of a site-specific plan.

Design a documented selection process before proposals arrive

Documented evaluation improves fairness, creates an auditable record, and makes it easier to explain why a firm was selected. Federal defense procurement rules describe prequalification for critical construction projects in DFARS 236.272; that rule applies to its federal context and is not a universal requirement for private owners.

  1. Write the qualification brief. Record scope, constraints, delivery method, schedule, jurisdiction, risk allocation, required licenses, insurance, bonds, and submission instructions.
  2. Set mandatory gates. Decide which deficiencies eliminate a firm before scoring, such as inability to obtain required bonds, unresolved licensing issues, or refusal to accept essential contract terms.
  3. Choose evaluation categories and weights. Use the same categories for every firm: comparable experience and references; current workload and schedule capacity; proposed leadership and staffing; financial and bonding capacity; technical, quality, and project controls; safety planning; and commercial terms. The sources do not establish universal weights or a price-versus-qualifications formula, so set weights that reflect your project and procurement rules.
  4. Issue identical information. Give every invited firm the same drawings, criteria, schedule assumptions, questions deadline, site-access rules, and interview format.
  5. Screen and shortlist. Check mandatory gates, then score the evidence. Record facts, not impressions, and identify missing documents for clarification.
  6. Interview the proposed team. Use the same questions and scenario exercises. Keep a written record of attendees, answers, commitments, and unresolved concerns.
  7. Verify references and surety information. Contact references independently and obtain confirmation from the authorized surety or bonding representative.
  8. Normalize commercial proposals. Compare exclusions, allowances, contingencies, insurance, bonds, general conditions, fees, escalation assumptions, schedule incentives, and change-order markups on an equivalent basis.
  9. Complete a risk review. Have legal, technical, insurance, finance, and safety advisers review the leading firm before award.
  10. Document the decision. Record the scores, evidence, clarifications, risks accepted, and reasons for selection. Preserve the evaluation with the procurement file.

Use the same comparison axes for every firm

A common matrix prevents a polished presentation or a low headline fee from dominating the decision. The table below gives a practical structure; set the final weighting and evidence standard in your procurement plan.

Evaluation axis Evidence to request Questions to resolve Typical warning sign
Comparable experience and past performance Completed-project list, scope descriptions, dates, costs, owner references, claims and closeout history How closely do the systems, scale, phasing and constraints match this tower? Projects are similar only by name, or the proposed team did not perform the cited work
Current workload and schedule capacity Active backlog, staffing commitments, mobilization plan and recovery resources Can the named team start and remain available through critical milestones? Vague workload information or personnel assigned to several peak projects
Proposed leadership and staffing Organization chart, resumes, availability, responsibilities and replacements Who makes daily decisions, and have these people delivered comparable work together? Senior staff appear only during the presentation; key roles are unnamed
Financial and bonding capacity Financial statements, work-in-progress data, insurance certificates and surety confirmation Are required aggregate and single-project limits available after current commitments? Unverified bonding claims, unexplained losses or inadequate insurance
Technical, quality and project controls Sample schedules, cost reports, coordination plans, quality plans and commissioning approach How are interfaces, changes, long-lead items and defects controlled? Generic templates with no project-specific responsibilities or escalation paths
Safety planning and coordination Site-specific plan, hazard analyses, training, emergency procedures and responsible person How will multiple employers coordinate, and who can stop unsafe work? Copied manual, unclear authority or no process for corrective action
Commercial terms Fee, general conditions, allowances, exclusions, contingencies, insurance, bonds and schedule assumptions Are proposals being compared on the same scope and risk allocation? Low price created by exclusions, optimistic assumptions or unpriced owner risk

Questions to ask during interviews and reference checks

Questions for the proposed project team

  • Which completed project best matches this tower’s structure, systems, logistics, and delivery constraints?
  • What is the first design or procurement decision that could threaten our schedule?
  • How will you identify and resolve scope gaps between structural, façade, mechanical, electrical, life-safety, and specialty trades?
  • Show us how a change moves from discovery to pricing, approval, execution, and forecast update.
  • What information will the owner receive each week and each month?
  • Which long-lead packages require release before the design is complete, and how will you control that risk?
  • What quality hold points and mock-ups will be required before work is repeated?
  • Who owns safety coordination among employers, and what happens after a serious near miss?

Questions for owners of reference projects

  • Did the firm meet the contractual milestones and final completion date? If not, what caused the variance?
  • How did final cost compare with the original contract and approved changes?
  • Were quality, commissioning, and closeout documents complete and usable?
  • How quickly did the firm surface problems and provide credible solutions?
  • Did the named project manager and superintendent remain involved?
  • Would you hire the firm for a project with similar risk, and what would you put in the contract differently?

Recognize red flags before award

  • References cannot confirm the firm’s role, the named leaders, or the reported results.
  • The firm refuses to identify current commitments or says staffing will be decided after award.
  • Bonding capacity is described only as a percentage or marketing claim, without surety confirmation of the required limits.
  • Financial statements show material losses, distressed projects, or large claims that the proposal does not explain.
  • The schedule is a single bar chart with no logic, procurement path, milestones, or recovery strategy.
  • Quality and safety plans are generic, undated, or disconnected from the tower’s hazards and interfaces.
  • The lowest fee depends on numerous exclusions, allowances, unpriced design development, or unrealistic productivity assumptions.
  • The firm resists a consistent interview, reference, or document process that other bidders accept.

A red flag is a prompt for documented clarification, not an automatic disqualification. Apply the same rule to every firm and record the answer and resulting risk decision.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Account for jurisdiction and procurement context

Federal acquisition standards, defense procurement rules, state prequalification programs, and private-owner procurement policies are different regimes. Confirm which rules govern your project before copying a form or threshold from another jurisdiction.

State requirements vary. Connecticut’s documentation requirements are one example; Georgia’s Chapter 672-5 rules provide another state example of prequalification factors. Neither should be treated as a universal high-rise standard. Check licensing, registration, public-record, labor, tax, environmental, insurance, and state-plan safety requirements with local counsel and the relevant authorities.

Likewise, the OSHA material cited above describes coordination concepts but is dated 1994. Verify current federal or state OSHA requirements, owner rules, and contract obligations before declaring a proposed plan compliant.

Turn the selection into enforceable contract obligations

The selection process is incomplete until the commitments that influenced the decision are reflected in the contract. Incorporate or reference the accepted staffing plan, schedule milestones, reporting cadence, safety responsibilities, quality procedures, commissioning obligations, and key subcontractor commitments.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Protect continuity after award

  • Require owner approval before replacing key personnel and define equivalent qualifications.
  • Require timely disclosure of material changes in bonding, insurance, ownership, or financial condition.
  • Establish schedule-update, look-ahead, procurement, change-management, and forecast-reporting requirements.
  • Define escalation for safety incidents, quality nonconformances, missed milestones, and unresolved design information.
  • Specify closeout data, commissioning records, training, warranties, and turnover formats at the start.

Do not award solely because a firm scored highest on paper. Confirm that the final scope, price, schedule, risk allocation, bonds, insurance, and staffing commitments are aligned. If negotiations materially change those assumptions, update the evaluation record or reassess the shortlist.

Final owner checklist

  • Project-specific definition of comparable experience is written and issued.
  • Mandatory licensing, insurance, bonding, financial, and conflict requirements are checked.
  • Completed reference projects have been independently verified.
  • Current workload and availability of the actual project team are documented.
  • Surety confirmation covers the required bond amounts, aggregate capacity, and single-project limit.
  • Technical, schedule, cost, quality, coordination, commissioning, and document controls have been tested with examples.
  • Safety plan is specific to the site, hazards, employers, and responsible authority.
  • Every firm was evaluated on the same categories, questions, and commercial assumptions.
  • Jurisdiction-specific rules were confirmed rather than inferred from another state or federal program.
  • Selection reasons, accepted risks, and contractual commitments are recorded.

The right high-rise contractor is the firm that can prove it has the relevant experience, available people, financial and bonding support, operational controls, and safety leadership for your particular project—and can carry those promises into an enforceable delivery plan.
