A road can be approved without having construction money, funded without a construction contract, or fully funded and designed while work has not begun. To verify its status, identify the road owner, locate the official project record, and test three separate claims against dated evidence: an agency approval milestone, a funding record that states the money’s stage, and a construction record showing authorization or actual activity.
What you are actually trying to prove
“Approved,” “funded,” and “under construction” describe different events in a transportation project’s life. Treating them as synonyms is the fastest way to misreport a project.

| Claim | Evidence to locate | Evidence that is not enough by itself |
|---|---|---|
| Approved | A project-specific decision or milestone from the responsible agency, with the approving body or process and date identified. | A pin on a map, a general dashboard listing, or inclusion in a federal permitting dashboard. |
| Funded | A record naming the funding source, amount, project phase, and whether money is programmed, awarded, obligated, or spent. | A grant announcement or program allocation described as cash already paid or as complete construction funding. |
| Under construction | A current construction-phase status, construction authorization, contract award, notice to proceed, or dated agency construction update. | A “ready to list,” “funded for construction,” or “advertised” milestone without evidence that physical work has started. |
The method below is designed for U.S. roads because the examples come from federal, state, regional, and local systems. There is no single national tracker containing every project. Each state, county, city, metropolitan planning organization, and federal program may use different names, fields, definitions, and update schedules.
Recommended Free Tools
1. Identify who owns the road
Start with the agency responsible for the facility, not with a generic web search. A state route is usually tracked by a state department of transportation; a city street may be in a public-works or capital-improvement system; and a county road may appear in a county transportation or engineering database. A metropolitan planning organization can provide a regional program or dashboard, but it may summarize projects owned by several agencies.

Gather enough location detail to disambiguate the project
- Road name and route or highway number.
- Nearby intersections, mileposts, city, county, and state.
- The affected mode, such as roadway, bridge, bicycle, pedestrian, or transit, when the tracker offers a mode filter.
- Any project number, corridor name, phase name, legislative district, or grant name already associated with the proposal.
Search the owner’s official site using combinations such as route number + project, intersection + widening, county + project number, or corridor name + construction. PennDOT’s public inventory, for example, supports searches by location, project ID, and mode and exposes descriptions, milestones, legislative information, and funding details. TxDOT and Oregon DOT describe searches by route, project number, location, county, or district.
Record the official identity before interpreting status
Write down the exact project title and identifier shown by the owner. A corridor can contain several projects, and a single improvement may be divided into segments, phases, or separate contracts. Regional systems may report at the program, corridor, ordinance, project, or segment level. If you compare a corridor summary with a segment contract, you may be comparing different scopes while believing they are the same project.
2. Verify approval in a project-specific record
Once you have the official identifier, open the project page and its linked documents. Look for an explicit milestone or decision, rather than inferring approval from the project’s presence in a map or list.

The appropriate record depends on the jurisdiction and project. Useful examples include:
- An action by a city council, county commission, transportation board, or other governing body.
- Adoption into a transportation improvement program, capital-improvement program, or other legally recognized plan.
- A project-development decision or authorization recorded by the owner.
- An environmental review decision identified by the responsible agency.
- A board resolution, ordinance, approval memo, or dated project milestone naming the project.
Capture the record’s title, approving body or process, action date, and the project identifier. “Approved” should mean the specific decision shown in that record, not a general statement that the agency supports transportation improvements.
Do not overread federal dashboard inclusion
The federal Permitting Dashboard states that inclusion does not imply federal endorsement or support and does not create a presumption that a project will be approved or receive federal funding. Use that dashboard to find permitting information, then locate the project-specific decision that establishes approval in the relevant jurisdiction.

Separate planning adoption from every later authorization
A project can be adopted in a plan before design is complete, environmental decisions are final, right-of-way is secured, or construction authority is issued. When an agency record names several milestones, preserve each one and its date. Do not collapse plan adoption, environmental clearance, and construction authorization into one undated “approved” label.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minute3. Determine what “funded” means
Funding is not a single event. Your verification should state where the money comes from and how far it has progressed through the public-finance process.
Use the record’s own financial stage
| Stage | Meaning for your report | Safe wording |
|---|---|---|
| Programmed or budgeted | The project is included in a plan or budget allocation. The money may still depend on later approvals or conditions. | “The project is programmed in [plan or budget], subject to the conditions shown in that record.” |
| Grant selected, announced, or allocated | An agency has announced an award or allocation. This is not the same as payment to the recipient. | “The agency announced or allocated [amount] for the project.” |
| Obligated | A binding financial commitment has been recorded. Obligations can be phased across design, pre-construction, and construction. | “[Amount] is obligated for [phase], according to the dated financial record.” |
| Expended or outlayed | Money has been paid for eligible costs after the recipient requests payment under the applicable rules. | “The report shows [amount] expended or outlayed as of [date].” |
The U.S. Department of Transportation’s IIJA reporting distinguishes enacted budget authority, grants announced or allocated, obligations, and outlays. It explains that obligations may cover design, pre-construction, and construction, while recipients request payment for eligible expenses after obligations. Therefore, an announcement or allocation should not be described as money already spent.
Capture the full funding trail
For each source, record the program or agency, amount, phase, reporting date, and financial stage. A project may combine private, local, state, federal, and dedicated regional revenues. SANDAG’s TransNet Dashboard is an example of a regional system that reports budget, schedule, expenditures, and funding by source. A project can have one source obligated for design and another still being sought for construction; state that split instead of assigning one blanket funding status.
Use program-wide figures only with their scope
For context, the U.S. Department of Transportation reported these IIJA program-wide totals as of July 31, 2026: $545,688,572 in enacted budget authority with adjustments; $510,800,038 in grants announced; $412,832,827 obligated; and $254,288,718 outlayed. Those figures describe the IIJA reporting page as a whole, not any individual road. They illustrate why the four stages cannot be treated as interchangeable.
4. Confirm that construction has actually started
Read both the phase label and the latest dated update. Transportation systems commonly distinguish planning, design, construction-ready, advertised, contract-awarded, and active construction. A project can move through several of these labels without a crew working at the site.

Evidence that supports an “under construction” statement
- A current project record explicitly labeled construction or active construction.
- A construction authorization date tied to the project or contract.
- A contract award followed by a notice to proceed.
- An agency construction update describing work underway, traffic control, closures, or a contractor’s mobilization.
- A dated field or progress report that identifies the construction phase.
If the page says only that the project is funded, ready for bids, or advertised, report that exact stage. Do not upgrade it to “under construction.”
Understand the “ready to list” boundary
Caltrans defines its Ready to List milestone as the point at which a project is fully designed, approved, and funded for construction. Caltrans also states that construction has not started at that milestone. This is a precise example of why “funded for construction” and “construction underway” are separate claims.
Check what a tracker includes and excludes
WSDOT’s local-project search describes projects underway or completed and says projects selected for funding but not yet started are not included. It also explains that cost information depends on whether a construction authorization date exists. If a project is absent from that search, the omission does not by itself prove rejection, cancellation, or lack of funding; it may simply fall outside the tracker’s scope or start-date rule.
5. Reconcile records, dates, and changing statuses
Use the road owner’s current project page for operational status, then compare it with the records that establish money and authorization. Depending on the project, those may include a transportation improvement program, capital budget, board action, grant agreement, contract record, or regional dashboard.
Compare like with like
- Scope: Confirm that the records cover the same corridor, segment, phase, and contract.
- Identifier: Match the project number, not just a similar street name.
- Dates: Note publication date, update date, approval date, obligation date, and construction authorization date separately.
- Costs: Determine whether each figure is an estimate, current project cost, total project cost, or authorized construction amount.
- Definitions: Read the tracker’s explanation of terms before comparing statuses or dollars.
TxDOT reports weekly updates from daily system data and warns that funding and regional priorities can affect status. WSDOT describes its local-project information as real-time. These are agency-specific practices, not a universal update guarantee. Always show the last-updated date beside the status you quote.
Handle conflicting records without forcing a single answer
When records disagree, state what each says and when it was published. A grant announcement may precede an obligation; an obligation may cover design while construction funding remains pending; and a contract award may be followed by a later notice to proceed. Preserve that sequence rather than flattening it into one status.

If the discrepancy affects a decision, contact the project manager or public-information contact named on the owner’s page. Ask which record controls the current status and whether the project identifier or phase has changed. Keep the response and date with your notes.

Approval test
- Does a responsible agency identify the project by name or number?
- Does the record name the approving body, decision, or milestone?
- Is there an action or effective date?
- Does the decision apply to the same segment and phase you are checking?
Funding test
- Is the source identified, such as a state program, federal grant, local revenue, or regional measure?
- Is the amount tied to a phase and reporting date?
- Does the record say programmed, selected, awarded, obligated, or expended?
- Are you avoiding the claim that announced money has already been paid?
Construction test
- Does the latest record use a construction-phase label or show construction authorization?
- Is there a contract award, notice to proceed, or dated construction update?
- Could the status instead mean design complete, advertised, or ready to list?
- Does the tracker include projects that have not started, or does it exclude them?
How to compare two road projects accurately
If you need to decide which of two projects is further along, use the same fields for both. A side-by-side comparison prevents a large announced grant from appearing stronger than a smaller but already obligated construction contract.
| Comparison field | Project A | Project B |
|---|---|---|
| Official title and identifier | Record exact values | Record exact values |
| Road owner and jurisdiction | State, county, city, or regional agency | State, county, city, or regional agency |
| Approval milestone and date | Name the decision and date | Name the decision and date |
| Funding source and amount | Identify source, amount, phase, and stage | Identify source, amount, phase, and stage |
| Construction evidence | Authorization, contract, notice to proceed, or dated update | Authorization, contract, notice to proceed, or dated update |
| Schedule and last update | Use the owner’s stated dates | Use the owner’s stated dates |
| Cost definition | Estimate, total cost, current cost, or authorized construction amount | Estimate, total cost, current cost, or authorized construction amount |
Mark a field “not stated” when the agency does not publish it. Do not fill a gap with an estimate from another project or with a number that uses a different cost definition.
Common mistakes and the corrective move
“It appears on a dashboard, so it is approved”
Why it fails: Dashboards can be inventories, planning tools, or permitting summaries. Corrective move: Find the project-specific decision, approving body, and date.
“The grant was announced, so construction is funded and paid”
Why it fails: Announcement, obligation, and outlay are separate financial events. Corrective move: Quote the exact stage and identify which phase the money covers.

“Ready to list means crews are working”
Why it fails: Caltrans says construction has not started at Ready to List. Corrective move: Look for construction authorization, contract, notice to proceed, or an active-work update.
“The project is missing from a search, so it was rejected”
Why it fails: Trackers may exclude projects that have not started or cover only selected programs and phases. Corrective move: Read the tracker’s scope statement and check the owner’s underlying record.
“The newest-looking dollar figure is the total cost”
Why it fails: Agencies may show estimates, current costs, total costs, or authorized construction amounts. Corrective move: Preserve the field label and compare only equivalent figures.

Why it fails: Pages may reflect different update dates or different project phases. Corrective move: State each page’s date and definition, then ask the named contact which record is current.
A record-keeping checklist
Save the following before concluding that a road is approved, funded, or under construction:
- Exact project title, number, route, segment, and owner.
- URL or document location of the owner’s project page and each underlying record.
- Approval decision, approving body or process, and action date.
- Funding source, amount, phase, financial stage, and reporting date.
- Construction phase, authorization or contract evidence, and notice-to-proceed information when available.
- Last-updated date shown by each tracker.
- Definitions or scope notes explaining what the tracker includes and excludes.
- Names and contact details for the project manager or public-information office if clarification is needed.
When you publish or share the result, attach the date to every status statement. A defensible conclusion may be narrower than “the project is approved, funded, and under construction”: for example, the records may show approval and a construction grant obligation, while no notice to proceed or active-construction update has yet been posted.
