You cannot establish zoning compliance from a project sketch alone. First identify the city, county, or other authority that regulates the parcel; then verify the parcel’s zoning district and mapped overlays, read the current ordinance and any specific plan, classify every proposed use, and test the plans against the applicable site standards. Finish by asking the planning authority to confirm the required review path, preferably in writing when the use, boundary, or prior approvals are unclear.
That sequence gives you a defensible feasibility screen. It does not replace the local authority’s decision, a permit review, or an entitlement. Without an address, jurisdiction, project description, and plans, no one can give a reliable yes-or-no answer for a particular development.

What a zoning-compliance check actually has to prove
A development can fail one zoning test while passing another. Treat the review as two separate questions:
- Is the activity allowed? The ordinance’s use table determines whether the proposed activity is permitted by right, allowed only after discretionary approval, or prohibited.
- Does the physical proposal fit? Even an allowed use must meet height, setbacks, lot size, density, lot coverage, parking, landscaping, access, and site-plan requirements.
Overlays, historic or coastal controls, a specific plan, recorded conditions, and an existing variance can add requirements or change the result. A zoning map helps you find the relevant rules; it is not a substitute for reading them. The controlling answer comes from the current ordinance and parcel-specific controls administered by the local authority.

Step 1: Confirm who has land-use authority
Start with the government that actually regulates the parcel. It may be a city, a county, or a town with an extraterritorial jurisdiction (ETJ). A mailing address or ZIP code is not enough: a property that appears to be outside a town may still lie inside its planning or zoning jurisdiction.
Use the parcel, not a nearby landmark
Obtain the street address and, if available, the assessor’s parcel number. Search the official property, GIS, or zoning portal rather than relying on a third-party map. Record the parcel number, the map date or update date shown by the authority, and the jurisdiction identified for the property.
Check boundary situations
Ask the planning office when a parcel touches a city limit, ETJ line, county boundary, shoreline, or another mapped jurisdiction. Wake Forest, for example, states that properties inside its limits or ETJ are subject to the town’s zoning rules. A boundary error at this stage can send the entire review to the wrong ordinance.
Step 2: Find the zoning district and every mapped overlay
Search the official zoning map by address or parcel number. Save or print the result and note the base zoning district exactly as shown. Then turn on each relevant map layer; a base district alone rarely tells the whole story.
Layers to examine
- Base zoning district and any split-zoned portion of the parcel
- Historic district or historic-resource boundary
- Coastal-zone, shoreline, flood, or other environmental overlay identified by the local code
- Specific-plan or special-plan area
- Design, corridor, neighborhood, or area-guideline overlay
- Combining or conditional districts and mapped approval areas
Long Beach’s mapping workflow illustrates why this matters: its map can display the zoning district, general-plan place type, historic district, and coastal-zone layers together. Nashville likewise directs applicants to check overlays and area guidelines in addition to the underlying district. The names differ by jurisdiction, but the principle is the same: an overlay may impose stricter standards, an additional review, or a different list of allowed uses.
Resolve a line or split-parcel problem before designing
If a zoning line appears to cross the parcel, do not assume which side controls a proposed building. Determine whether the code applies districts by lot, by the portion of the lot, or by another rule. Ask zoning administration how to treat a split parcel or an unclear boundary. Anne Arundel County’s guidance specifically recommends contacting zoning administration when multiple districts overlap.
Step 3: Read the current controlling documents
Collect the current zoning ordinance, district chapter, use table, definitions, development standards, overlay provisions, and any adopted specific plan that covers the parcel. Check the ordinance’s effective date, amendment notes, and transition provisions. A PDF found through a search engine may be superseded; use the version maintained by the local authority.

Do not substitute a comprehensive plan for zoning
A general plan or future-land-use map can show policy direction, but it normally does not grant permission to build a use today. The ordinance, an applicable specific plan, and parcel-specific approvals provide the operative standards. San Clemente notes that a specific plan may supply the rules for a site, so read it alongside—not instead of—the base ordinance.

Read definitions before the use table
Terms such as “retail,” “office,” “warehouse,” “restaurant,” “group living,” “short-term rental,” or “assembly” can have technical meanings. Describe the actual operation, not just the marketing label. Identify occupants, hours, deliveries, equipment, outdoor activity, customer visits, and each phase of the proposal. Then use the ordinance’s definitions to select the closest regulated use category.
Step 4: Classify the proposed use and identify the permission level
Match the real activity to the district’s use table. Record the exact row, footnotes, and cross-referenced sections. The result generally falls into one of these categories:
| Permission route | What it means | What to verify next |
|---|---|---|
| Permitted by right | The use is allowed in the district without a discretionary use entitlement, subject to all applicable standards and permits. | Confirm site-plan, building, fire, access, parking, landscaping, and other required reviews. |
| Administrative or site-plan review | Staff reviews a compliant proposal under an administrative procedure; the use itself may be allowed, but the plan must be approved. | Check submittal documents, design standards, decision-maker, timelines, and appeal rules. |
| Conditional or discretionary use | The use is listed but requires an additional approval under stated findings or conditions. | Read the findings, hearing requirements, noticing, operating conditions, and expiration rules. |
| Variance or exception | A limited relief process may address a dimensional or site constraint when the code’s criteria are met. | Confirm the exact authority and findings. A variance generally is not a way to authorize a use the code prohibits. |
| Rezoning or another legislative change | The existing district does not provide the needed permission, so a district or plan amendment may be required. | Review eligibility, consistency findings, public hearings, notice, and the possibility that approval is denied. |
Long Beach distinguishes uses permitted by right from entitlements such as administrative or conditional-use permits and site-plan review. Salt Lake City’s workflow likewise directs applicants to use the ordinance and use table, then consult staff when the classification is uncertain. The exact names and standards vary, so do not assume that a process called “conditional use” in one jurisdiction works the same way in another.
Test all components, not just the headline use
A mixed project may contain several regulated activities: for example, a shop, a café, residential units, loading, outdoor storage, and an accessory structure. Check each component and each phase. An accessory use may have its own size, location, or operating limits, and a temporary construction or event use may require separate approval.
Step 5: Compare the physical proposal with site and dimensional standards
Once the use route is known, create a written comparison between the plans and every applicable standard. Anne Arundel County directs applicants to consult bulk regulations after identifying the use chart; San Clemente lists lot size, height, setbacks, parking, and site improvements among typical checks.
Core measurements to calculate
- Lot area and width: Confirm the zoning lot, minimum area, frontage, and any lot-configuration rule.
- Setbacks: Measure front, side, rear, street-side, shoreline, and any overlay setback from the code’s defined points, not from an assumed property line.
- Height: Use the ordinance’s measurement method, including rules for grade, roof forms, mechanical equipment, parapets, and stories.
- Density and intensity: Calculate dwelling units, floor-area ratio, occupants, seats, rooms, or another district-specific metric as applicable.
- Lot coverage and floor area: Include the structures and site elements the code counts; do not rely on a drawing’s gross area without checking definitions.
- Parking and loading: Apply the correct use category, unit of measure, accessible-space rules, loading requirements, bicycle standards, and any shared-parking provisions.
- Landscaping and open space: Check planting areas, screening, tree retention, usable open space, buffers, and irrigation or maintenance obligations.
- Access and circulation: Verify driveway location, sight distance, emergency access, sidewalks, fire lanes, loading movements, and cross-access requirements.
- Site-plan and design rules: Check building placement, façade, frontage, lighting, signage, service areas, trash enclosures, fencing, and outdoor operations.
Keep the permission question separate from these measurements. A use can be permitted by right but fail a setback or parking standard; a project that meets every dimension can still need a conditional-use approval if its activity is listed that way.
Step 6: Check prior approvals, conditions, and private constraints
Search the planning and building records for the parcel. Look for recorded conditions, prior site-plan or development approvals, variances, special exceptions, conditional-use decisions, subdivision maps, and certificates or permits that limit the property. A prior approval may still govern a new phase or an alteration.

Read conditions as operative requirements
Conditions can restrict hours, access points, landscaping, parking, tenant mix, signage, outdoor storage, construction phasing, or the number of units. Compare the proposed plan with the approved plan and every condition, not just the approval title.

Separate zoning from other approvals
Zoning compliance does not prove compliance with building, fire, accessibility, health, environmental, utility, subdivision, or stormwater requirements. Those reviews may run in parallel and can impose additional changes. Include them in the project schedule without treating them as substitutes for the zoning analysis.
Step 7: Ask planning staff to confirm the interpretation
Use staff assistance after you have assembled the parcel information, map result, ordinance sections, and a concise project description. Ask which review is required and what documents the authority expects. A clear question is more useful than “Can I build this?”
What to provide
- Address and parcel number
- Site plan or concept plan showing property lines, dimensions, access, parking, and building footprint
- Written description of each use, occupants, operating hours, deliveries, outdoor activity, and project phases
- Base district, overlays, and specific-plan designation from the official map
- Relevant use-table row and dimensional calculations
- Known prior approvals, variances, or conditions
Choose the right level of confirmation
Some jurisdictions offer a preliminary concept or development-review meeting. Carlsbad describes preliminary review for a concept proposal. This can expose missing information before a formal filing, but it is not necessarily a final entitlement.
When the classification, zone boundary, unlisted use, or approval condition is material, request a written zoning interpretation or determination. Prince George’s County provides written interpretations for matters such as zone boundaries, approval conditions, and unlisted uses. Ask what the letter decides, what documents it relies on, whether it can be appealed, and how long it remains applicable.
Step 8: Follow the jurisdiction’s application route
After staff confirms the route, use the authority’s current application checklist. Depending on the code and project, the next filing may be a building permit, site-plan or development-plan review, conditional-use application, variance, exception, rezoning, subdivision, or another entitlement.
Permit or site-plan review
Use this route when the activity is allowed and the proposal can meet objective standards. Submit the required plans and supporting studies; do not assume that “by right” means no planning review.
Conditional or discretionary approval
Prepare the findings and operating details required by the ordinance. Expect conditions, public notice, and possibly a hearing. Approval is not automatic merely because the use appears in the table.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsVariance or exception
Read the jurisdiction’s criteria before redesigning around a variance request. These procedures usually address a narrowly defined hardship or dimensional issue. They do not ordinarily legalize a prohibited use, rewrite the district’s purpose, or guarantee approval.

Rezoning or plan amendment
If the code does not allow the use or intensity, ask whether rezoning or a specific-plan amendment is available. This is a policy and public-process decision, not a technical permit shortcut. Confirm consistency requirements, hearing bodies, notice, and expected evidence with the planning authority.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to document your zoning review
Create a review file that another professional can audit. Include:
- The address, parcel number, jurisdiction, and date checked.
- A saved official map showing the base district and overlays.
- The ordinance edition or effective date and links or file names for each controlling section.
- The use description, definitions consulted, use-table row, footnotes, and permission route.
- A standards matrix listing each required measurement and the corresponding plan value.
- Prior approvals, conditions, variances, and unresolved questions.
- Staff emails, meeting notes, preliminary-review comments, or a written interpretation.
- The next application, required findings, fees, hearing steps, and expiration dates identified by the authority.
Mark assumptions explicitly. If a measurement depends on a survey, title boundary, grade calculation, parking count, or interpretation that staff has not confirmed, label it as a question rather than a conclusion.

A practical example of the sequence
Suppose a developer proposes a small building with ground-floor customer service, upper-floor housing, delivery activity, and outdoor seating. The correct first move is not to compare the building to a generic “commercial” checklist.
- Confirm whether the parcel is governed by the city, county, or an ETJ and record its parcel number.
- Use the official map to identify the base district, then check historic, coastal, design, and specific-plan layers.
- Read the district’s definitions and determine whether customer service, housing, deliveries, and outdoor seating are separate uses or accessory activities.
- Check the use table for each component and note whether any requires a conditional or administrative approval.
- Measure setbacks, height, density, lot coverage, parking, loading, landscaping, access, and outdoor-area standards under the code’s definitions.
- Review prior approvals and conditions for the parcel and ask staff how a split district or overlay affects the plan.
- Submit the concept for preliminary review or request a written interpretation if the use classification or boundary is uncertain.
The example demonstrates the method, not a conclusion for any particular property. Only the applicable local authority can decide how its code applies to an actual plan.
Common mistakes and how to correct them
Relying on a real-estate listing or generic map
Listings can carry an outdated or simplified zoning label. Correct the error by checking the official GIS and confirming the designation with planning staff.
Stopping at the base district
Historic, coastal, design, specific-plan, and other overlays can add standards or review. Turn on every relevant layer and read the overlay text.

Calling a project “retail” without describing its operation
Hours, deliveries, seating, equipment, outdoor activity, and occupants can move a proposal into another defined use. Write the operational description before selecting the use-table row.
Checking parking but not access or loading
A numerical parking count does not resolve driveway, fire access, loading, sight-distance, or circulation rules. Include each site standard in the matrix.
Treating a variance as a cure for a prohibited use
Verify the variance’s statutory purpose and findings. If the use is not allowed, ask staff whether a conditional-use route, exception, rezoning, or another procedure exists.

Assuming a staff conversation is a final approval
Preliminary comments can guide a concept but may not bind the agency. Ask whether a written determination, formal entitlement, or permit is required and rely on the decision identified by the authority.
When to bring in a land-use professional
Consider a local land-use planner, zoning attorney, surveyor, or feasibility consultant when the parcel is split-zoned, the use is unusual or unlisted, several overlays apply, prior conditions are extensive, or a variance, exception, rezoning, or public hearing is likely. Give the professional the same map, ordinance sections, plans, and questions you would give staff. A consultation can improve classification and filing strategy, but it cannot guarantee approval.
Limits of a preliminary zoning check
Local maps and codes change. A feasibility screen cannot establish the current designation for an unspecified parcel, and some buildability questions cannot be resolved until a development or building-permit application is reviewed. Anne Arundel County cautions that buildability may not be assessable before an application is made.
