Start with the planning register for the development site. Find the local planning authority, search its register by address, postcode or application number, and open the complete case record. Then compare the drawings and reports with your property: the nearest building edge, height and bulk, window positions, access routes, parking and servicing, and the rooms or garden areas facing the site. Concentrate your review on planning matters such as daylight, sunlight, privacy, traffic, parking, noise and visual impact. If you decide to object or support the scheme, use the authority’s stated channel and the deadline on the publicity notice, then keep checking for revised plans and the final decision.
This guide uses England and Wales for the main example. Councils, application types and consultation rules differ elsewhere; a New South Wales route is included separately.

What you can find out from a planning application
A planning file can show what is proposed, where it sits on the site, how high it will be, which way windows face, how vehicles will enter, and what technical effects the applicant has assessed. It cannot, by itself, guarantee the effect on your home. Actual daylight, privacy, noise and traffic consequences depend on the site’s orientation, surrounding buildings, local policy, the submitted evidence and any changes made during the application.

The authority that covers the development site—not necessarily the authority covering your own address—is the body that holds the application and receives comments. In England and Wales, GOV.UK’s planning-register service directs you from a postcode to the relevant council. Development plans that require permission are generally public, although the documents and search functions differ between councils.

1. Identify the correct planning authority
England and Wales
- Open the GOV.UK service for finding a planning register.
- Enter the postcode of the proposed apartment site, not your own postcode if the two differ.
- Follow the result to the council or other planning authority responsible for that land.
Boundary lines matter. A nearby property can be in a different council area, while the application remains with the authority for the development land. If the site crosses a boundary or involves a strategic project, check which authority is named on the site’s notices and application record.
If you are outside England and Wales
Use the municipality, county, state or national planning portal that has jurisdiction over the site. Search terms such as “planning applications,” “development applications” or “permit register” plus the site address usually lead to the official service. Do not assume that an English consultation period, objection process or document list applies in another country.
2. Search the council’s planning register
Use every identifier you have
Council portals commonly offer one or more of these fields:
- the development site’s street address;
- its postcode;
- the planning application reference;
- a project or applicant name; and
- a date range, status or application type.
Start with the exact site address and then try a wider postcode search. Apartment proposals may be recorded under a landowner’s address, a former use, a plot number or a road name that differs from the marketing name. Search nearby streets when the site has more than one frontage.
When no result appears
An empty search does not prove that no proposal exists. Portals index applications differently and some search only after registration. Check the council’s search instructions, look for a site notice on or near the land, and ask the planning service whether an application has been registered under another address or reference. The Planning Portal says most councils publish application details online and that open applications can also be viewed at the council’s planning office; the council’s own record is the controlling source.
3. Open the complete case record
Do not rely on the short description or a press article. Download or inspect the current versions of the documents that are relevant to your concern.

Core drawings and plans
- Location plan: confirms the red-line site and its relationship to your property and surrounding roads.
- Block or site plan: shows building footprints, boundaries, landscaping, parking, cycle storage, refuse areas and access.
- Proposed floor plans: reveal the arrangement and use of rooms, balconies, entrances and circulation.
- Elevations: show external height, materials, roof form and the positions of windows, doors and balconies.
- Sections: show levels, cut-and-fill, storey heights and the relationship to neighbouring ground and buildings.
- Existing-versus-proposed drawings: help identify what is being removed, retained or added.
Statements and technical reports
Read the planning or design statement for the stated amount of development, intended use, policy arguments and proposed mitigation. Depending on the site, the file may include reports on daylight and sunlight, transport and highways, noise, trees, heritage, ecology, drainage, contamination, flood risk, fire access or landscape. Only some applications contain each report; the list is a practical checklist rather than a universal statutory requirement.

A later drawing can replace an earlier one, and an officer report may assess a different version from the one first advertised.
4. Map the proposal against your property
Establish the physical relationship
- Mark your property’s main building, extensions, outbuildings, garden and parking on the location or block plan.
- Identify the closest proposed building edge and estimate the separation shown on the scaled drawing.
- Note the orientation: determine which elevations face your windows and garden, and where the sun moves relative to both sites.
- Compare ground levels, roof heights and storeys in the sections rather than relying on a perspective illustration.
- Trace vehicle entrances, loading, refuse collection and pedestrian routes that could run beside your boundary.
Write down the rooms and outdoor areas that face the site. A north-facing bedroom, a rear garden used in the afternoon and a side-facing kitchen may experience different effects. If the application uses receptor labels such as “neighbouring dwelling 1,” check which address each label represents.
Check the applicant’s assumptions
Look for the baseline survey date, assumed window locations, room uses, surrounding buildings included in the model and any proposed screening. A report may assess a representative property rather than every neighbouring home. If your extension, conservatory or upper-floor window is missing from the drawings, identify that omission specifically in any comment.
5. Assess the planning effects that can affect a home
Daylight and sunlight
Check whether the proposal places a tall or deep block between your windows and the sky or the sun’s path. Read the daylight and sunlight report for the rooms tested, the existing and proposed results, the assessment method and any stated pass or fail criteria. Confirm that your property is included and that the report uses the current scheme. A claim that a building is “within the guideline” is meaningful only alongside the tested rooms, baseline and assumptions.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsPrivacy and overlooking
Compare the direction and height of proposed windows, balconies and terraces with your habitable-room windows and private garden. Consider direct views, oblique views, distances, changes in level and whether planting or obscure glazing is actually secured by a condition. A plan that labels a window as secondary does not by itself explain how often it will be used or what it will overlook.

Height, bulk, massing and appearance
Use elevations and sections to assess the building’s scale at your boundary, not only its maximum storey count. A lower wing close to a boundary can feel more enclosing than a taller element set farther away. Consider roof plant, parapets, retaining walls, balconies, lighting and materials as well as the main façade. Oxford City Council’s neighbour guidance identifies appearance, bulk and height as relevant planning matters; the authority handling your case may apply different local policies.
Traffic, access, parking and servicing
Follow the route from the public highway to resident parking, visitor spaces, delivery bays, refuse stores and emergency access. Note whether vehicles would pass your windows, remove on-street spaces, require a new access or create turning movements near a junction. Read the transport statement for trip assumptions, parking numbers, cycle storage and delivery arrangements. Highway safety and access are planning considerations; a general dislike of construction traffic is not the same as evidence of a lasting highway problem.
Noise and general amenity
Separate construction effects from the completed development. For the finished scheme, check plant, extraction, parking, balconies, refuse collection, deliveries, communal areas and late-night activity. See whether a noise report specifies limits, hours, acoustic treatment or monitoring. Conditions can control equipment or operating hours, but only if the permission actually imposes them.

Depending on the location, inspect tree surveys, heritage assessments, flood or drainage information, ecology, land contamination and fire-service access. Raise a point when it connects to a planning policy or a demonstrable effect on the site or surrounding area, rather than listing every possible concern.
6. Separate planning matters from concerns the authority may not consider
Neighbour comments are strongest when they address the development plan, material impacts and evidence in the file. Oxford City Council’s published guidance gives examples of matters officers cannot consider as planning objections:
- a reduction in your property’s market value;
- loss of a private view;
- a private boundary or ownership dispute; and
- the fact that building work will take place, without a specific planning impact.
That list is an example of one council’s guidance, not a universal rule. Check the authority handling your application. Construction noise, dust, working hours or blocked access may be dealt with through separate environmental-health, highways or construction-management regimes, while a planning condition may address some aspects. State the practical effect and the relevant planning mechanism rather than presenting a private dispute as a planning policy issue.

7. Check status, revisions and the consultation deadline
Read the live status
Confirm whether the case is awaiting consultation, under consideration, decided, withdrawn or on appeal. Look for an “amended plans,” “additional documents,” “re-consultation” or “revised proposal” notice. Applicants can suggest changes before determination, and the authority decides whether those changes require further publicity.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteUse the date on the notice
In England, central guidance says the formal consultation period will normally last 21 days, with exceptions. The publicity notice for the particular application supplies the operative deadline. Treat 21 days as a general rule, not a guarantee: application type, additional consultation, local practice and jurisdiction can change the period. Wales has its own procedures, and other countries use different time limits.
Save a copy or screenshot of the notice showing the closing date, application number and submission instructions. A portal may display an old date on a summary page while a later notice sets a new period for amended plans.
8. Comment effectively on the application
Use the authority’s channel
The Planning Portal does not itself accept comments on individual applications. Submit through the local authority’s online form, email or postal process, or follow instructions for a planning committee representation. The live case page and publicity notice control where and how comments must be sent.
Structure a concise, evidence-based representation
- Put the application reference and site address in the subject line.
- State your address or relationship to the site if the authority asks for it.
- Identify each planning issue under a separate heading, such as privacy, daylight, highways or noise.
- Describe the affected window, room, garden, access or road location precisely.
- Refer to the drawing, report, paragraph or policy that supports your point.
- Explain the effect and, where appropriate, suggest a planning response such as a changed window position, increased separation, screening, access alteration or condition.
- Submit before the stated deadline and keep the confirmation.
A planning officer may publish your representation with personal information removed or redacted. Check the council’s privacy notice before including photographs, telephone numbers or information about vulnerable occupants.

9. Track the case through decision and appeal
Follow later documents
Use the portal’s tracking or notification function where available. Recheck the record for revised drawings, consultee responses, officer reports, committee agendas and a decision notice. The approved plans and conditions—not an illustrative brochure—define what can be built.

Read the decision notice
If permission is granted, identify the approved plan numbers, pre-commencement conditions, landscaping and boundary treatments, window or balcony restrictions, construction-management requirements and any later approval required before work starts. If permission is refused, read the reasons: they show which planning issues the authority accepted and which it did not.
If the applicant appeals
The Planning Inspectorate provides a separate service for searching and commenting on planning appeals in England. An appeal has its own reference, timetable and submission route. Reuse relevant evidence only after checking that it addresses the appeal proposal and deadline; an appeal may concern a refusal, a condition or an application for non-determination.
Comparing an original proposal with revised plans
When a developer submits several versions, compare the same features on the same receptor property. This table is a practical framework; it is not a universal scoring system or a set of statutory thresholds.
| Comparison axis | What to record | Questions to ask |
|---|---|---|
| Location and separation | Nearest edge, boundary distance and levels | Has the building moved closer, or has a lower element been placed beside the boundary? |
| Height and bulk | Storeys, ridge/parapet height, roof plant and depth | Was mass removed, redistributed or merely hidden in a perspective view? |
| Windows and balconies | Orientation, sill/head heights and screening | Do new openings face your rooms or garden, and are controls secured by condition? |
| Daylight and sunlight | Tested rooms, results, baseline and assumptions | Does the latest report assess the same rooms and current design? |
| Access and servicing | Vehicle entrance, parking, loading and refuse route | Have traffic movements or servicing hours shifted toward your property? |
| Noise and amenity | Plant, communal areas, deliveries and operating controls | Are mitigation measures specified, enforceable and shown on the latest plans? |
| Landscape and mitigation | Trees, fences, planting and retained features | Is the screening mature, permanent and protected, or only indicative? |
New South Wales: use the state tracker and council records
New South Wales uses a different system and terminology. The state’s application tracker can search by project, council, address, date, application type and status. If the tracker does not contain the information you need, it directs users to the relevant council tracker. Search the development address, open the application documents, check the current status and follow the listed process for submissions or notifications. Do not transfer England’s 21-day assumption or its planning terms to NSW; the local notice and council instructions govern.
When to obtain professional help
You can usually identify the proposal and submit a focused comment yourself. Consider a qualified local planning consultant, architect or specialist surveyor when the scheme is unusually large, the documents conflict, your property is not represented in the technical assessment, or the consequences are substantial. Ask what qualification and local experience the adviser has, which documents they will review, what deadline they can meet and whether they will provide a written planning representation. Professional advice does not replace checking the authority’s register and deadline.
A printable checking checklist
- Development-site postcode and address confirmed.
- Correct planning authority identified.
- Application reference and live status recorded.
- Location, block, floor, elevation and section drawings downloaded.
- Current revision dates checked.
- Closest building edge, height, levels and orientation noted.
- Windows, balconies, access, parking, refuse and servicing compared with your property.
- Relevant daylight, sunlight, noise, transport, tree, heritage, drainage or other reports reviewed.
- Planning-relevant effects separated from property-value, view, boundary and general-construction complaints.
- Consultation notice and exact deadline saved.
- Comment submitted through the authority’s stated route and confirmation retained.
- Revisions, officer report, decision notice, approved plans and conditions monitored.
What the evidence cannot establish from a register search alone
A public application file can show the proposal and the applicant’s assessment, but it cannot determine the outcome for your particular home without site-specific interpretation. Exact effects on daylight, sunlight, privacy, noise, views and property condition depend on measurements, local policy and the final design. A portal record also cannot settle private rights, ownership boundaries or compensation questions. Where the impact is consequential or the documents are technically difficult, obtain advice from a suitably qualified professional in the relevant jurisdiction.
