How to Check Whether a Plot Is Government Land Before Buying or Building in India

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before paying for a plot in India, verify it through the revenue department for the state or union territory where the land is located. Search the parcel with its official survey or plot and subdivision numbers, read the current Record of Rights (RoR) or equivalent, compare the cadastral map with the ground boundaries, and cross-check registration records for restrictions. If the records conflict or the land category is unclear, stop the transaction and obtain written clarification from the local revenue and registration offices. A seller’s deed, a portal screenshot, or a parcel identifier by itself is not a universal guarantee of private title or permission to build.

Land administration is state-specific. The exact portal, document names, classification terms and building authority depend on the parcel’s state or union territory, district and rural or urban status.

Which official records answer the question?

India’s Department of Land Resources (DoLR) says that State and Union Territory revenue departments maintain land records in both textual and spatial formats. Those records are the starting point for checking whether a parcel is recorded as private, government-held or subject to another category or restriction. The department’s citizen-services explanation describes Records of Rights as primary documents showing how rights in land are derived, recording transactions and setting out the nature and limits of those rights.

No single record answers every question. Use the sources together:

Record or service What it helps you check Important limit
Current Record of Rights (RoR) or state equivalent Recorded holder or rights information, parcel identifier, area, and any classification or remarks displayed by that state system. Names and entries can be outdated, incomplete or disputed; a portal entry alone does not establish clear title or construction permission.
Cadastral or geo-referenced map Location, survey boundaries, subdivision shape and the relationship between the written parcel and the land on the ground. A map mismatch needs official survey or revenue clarification; a map does not replace the rights record.
Registration-department records and restrictions Registered deeds, transaction history where available, and restrictions that may block registration of prohibited property. State implementations differ, and an unflagged transaction is not proof that the land is privately owned.
ULPIN, where assigned A 14-digit parcel identifier based on coordinates, detailed surveys and geo-referenced cadastral maps; the associated system may include size, coordinates and ownership details. Coverage and linked information are not universal, and ULPIN is not a stand-alone title certificate.
Local revenue and planning authorities Authoritative clarification of a disputed classification, boundary, government claim or permission requirement. The correct office and procedure depend on the parcel’s location and proposed use.

DoLR describes modernization and integration as programme objectives, not as proof that every parcel already has complete, current and linked records. The Digital India Land Records Modernization Programme and its linkage work explain the intended direction; they do not turn every online entry into conclusive titling.

Why the records must be compared

Each record answers a different question. The RoR is mainly a rights and classification record. The cadastral map identifies the physical parcel and its relationship to neighboring parcels. A registered deed shows what parties purported to transfer, while the registration system may show whether a transaction is blocked or affected by a recorded restriction. A ULPIN can help keep references to the same parcel aligned where it is available. None of these should be treated as a substitute for the others.

Dates matter. Save the date on which an online extract was downloaded and ask whether a newer mutation, subdivision, acquisition notice or correction is pending. An older deed can remain genuine but no longer describe the current area or recorded holder. Conversely, a recent portal entry can still be challenged or awaiting formal updating. The local office must explain which entry is operative when records differ.

Step-by-step: verify a specific plot before you commit money

1. Collect the exact parcel particulars

Ask the seller for the district, taluk, tehsil or equivalent local unit, village or town, survey or plot number, subdivision number where used, claimed area and the plot’s full address. Request copies of the current revenue extract or RoR, cadastral map and the complete chain of registered documents. Record the name of every seller and predecessor shown in those documents.

Also ask for any mutation order, partition or subdivision order, conversion or change-of-use order, acquisition notice, release of mortgage, court order or permission connected with the parcel. These documents are not interchangeable with a deed. If the seller says a document is unnecessary because the land has been inherited, subdivided or converted, ask the revenue or registration office how that event is recorded.

Do not rely on a marketing name such as “Green Valley Phase 2,” a nearby landmark or an informal plot number. The official subdivision identifier is often what distinguishes a private portion from an adjoining government parcel. Note the parcel’s claimed area in the same units used by the official record; do not silently convert or round it.

2. Find the official state or union-territory revenue service

Use the revenue department’s own website or the Government of India’s National Government Services Portal land-services directory to locate the relevant service. Avoid treating a broker’s screenshot or a third-party app as the official record.

Search fields vary materially. For example, the directory’s Tamil Nadu land-record listing describes rural searches by district, taluk, village, survey number and subdivision, while urban searches use town, block, ward, survey number and subdivision. That is an example of one state’s workflow, not a procedure that applies throughout India.

Confirm that the web address belongs to a government department and that the service identifies the responsible state or union territory. Some portals provide a view-only extract, some allow a certified copy to be requested separately, and some divide rural and urban records between different services. If the portal is unavailable, do not substitute a commercial map or broker database; ask the local office for the approved offline process.

3. Search the current RoR or local equivalent

Enter the parcel identifiers exactly as shown in the seller’s documents. Check the recorded rights or holder names, survey and subdivision numbers, area, date or currency of the extract, and every classification or remark displayed. Save the official electronic extract or obtain a certified copy according to the state’s process.

Compare all names, not just the person offering the plot. The chain should explain how the present seller acquired the interest and how every subdivision or inheritance event was recorded. A missing predecessor, unexplained name change or area jump is a reason to pause, not an invitation to rely on a verbal explanation.

There is no all-India list of words that conclusively means “government land.” A state may use terms for government, public, assigned, forest, grazing, waterbody, road, poramboke, nazul, tribal, ceiling, acquisition or other categories, but the legal effect and spelling vary. Treat an unfamiliar or restrictive label as unresolved until the local revenue authority explains it in writing.

4. Match the cadastral map to the land you are being shown

Open the parcel’s cadastral or geo-referenced map and compare the survey number, subdivision, shape, access and adjoining boundaries with the physical site. Measure or have a licensed surveyor check the area rather than assuming that a fence marks the legal boundary.

  • Confirm that the map’s parcel is the same subdivision named in the RoR.
  • Compare the recorded area with the dimensions and usable area on site.
  • Check whether a road, drain, waterbody, public path or adjoining government parcel has been included in the seller’s layout.
  • Identify corner points and access shown on the map; a convenient road or gate may cross another parcel.
  • Pause if the visible fence, corner points or access road fall outside the mapped parcel.

DoLR identifies cadastral maps and geo-referenced spatial records as components of the land-record system. They help locate and compare a parcel; they do not, by themselves, decide ownership. If the map is not geo-referenced or is difficult to interpret, request an official demarcation or survey rather than relying on satellite imagery alone.

5. Cross-check registration information and prohibited-transaction controls

Use the state registration department’s search facility or the applicable state instance of the National Generic Document Registration System (NGDRS). The NGDRS overview describes configurable restrictions for prohibited properties, including government land, tribal land and mortgaged land.

Check whether earlier deeds identify the same survey and subdivision, whether the area remains consistent and whether any restriction, mortgage, acquisition or court-related entry appears. State implementations and available historical data differ. An apparently clean search is an additional check, not proof that no government claim exists.

Registration and revenue records can be held by different offices and may not update at the same time. Ask whether a deed has been registered but the corresponding mutation is pending, or whether a revenue entry has changed without a corresponding registered instrument. A registration clerk’s acceptance of a document does not by itself decide the underlying title.

6. Reconcile every discrepancy before signing or paying

Stop if the RoR, map, deed, registration search and physical site disagree. Common examples include a seller’s deed for one subdivision and a fence on another, an area larger than the recorded parcel, a missing predecessor deed, or a classification that the seller cannot explain.

Take the documents to the local tehsil, taluk, revenue or municipal land-record office and the registration office that has jurisdiction. Ask which record is current, whether a mutation or subdivision is pending, and whether the government has a claim, reservation or acquisition entry. Request a certified extract or written clarification where the procedure permits. Have an independent property lawyer review the title chain and any land-use or building approvals before you execute an agreement.

Keep a written list of questions and copies of every response. If an official directs you to another department, record the office, designation and reference number. Do not regard an oral assurance at the site or a message from an intermediary as resolution of a record conflict.

7. Obtain the state-specific clearance needed for the transaction

If the authority identifies government ownership, a public-use reservation, assigned-land condition, tribal restriction, acquisition or another transfer bar, do not assume a private agreement can cure it. Ask the authority what legal process, if any, applies. Do not pay a “conversion fee” or rely on an informal promise that the record will be changed later.

Where a lawful transfer or release is possible, obtain the formal order and verify that it identifies the same survey and subdivision. A promise that an application has been filed is not the same as an approved order. Make any agreement conditional on satisfactory verification and specify what happens to money paid if the condition is not met.

How to read government-land or restricted-land indicators

The classification field is a warning system, not a universal dictionary. One state’s category may have a different name or consequence in another. Read the full entry, remarks, orders and dates, then ask the jurisdictional revenue office to identify the governing rule.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Government or public ownership: treat the parcel as unavailable for an ordinary private purchase unless the authority confirms a lawful transfer mechanism.
  • Public-purpose land: roads, waterways, drains, tanks, grazing areas, parks and similar categories may be recorded separately from ordinary private holdings. A fence or informal layout cannot convert them into saleable plots.
  • Assigned, tribal or restricted tenure: these entries may limit transfer, require permission or impose conditions that do not appear in a simple seller’s deed.
  • Acquisition, mortgage, court or prohibition remarks: resolve the entry with the responsible office and obtain documentary proof of release or permission before proceeding.
  • Blank or unclear fields: absence of a warning label is not confirmation of private ownership. Ask why the field is blank and whether another register contains the classification.

Because the sources do not establish one national vocabulary, never label land private or government-owned solely because a familiar word appears—or does not appear—in an online extract.

What ULPIN can and cannot do

The Department of Land Resources describes the Unique Land Parcel Identification Number (ULPIN), also called Bhu-Aadhar, as a 14-digit identifier generated from parcel coordinates, detailed surveys and geo-referenced cadastral maps. Its page says the associated information may include ownership details, size and coordinates: Bhu-Aadhar: Unique Land Parcel Identification Number (ULPIN).

Use a ULPIN to keep the same parcel straight across records when the state provides it. Compare it with the survey and subdivision numbers, map and deed. The wording “may include” matters: not every parcel necessarily has a ULPIN, and the identifier alone does not guarantee current ownership, absence of a government claim or permission to build.

If the ULPIN points to a different shape, area or location than the seller’s documents, stop and ask the revenue authority to reconcile the references. Do not assume that a matching number cures a boundary or classification conflict.

Buying land and getting permission to build are separate checks

A private-looking RoR entry does not automatically authorize construction. Before designing or starting work, contact the planning, development, municipal, panchayat or other building-permission authority for the parcel’s location. Confirm the applicable land use, zoning, conversion or change-of-use requirement, setbacks, access, environmental or heritage controls and building-plan approval.

The exact authority cannot be identified without the state, district, rural or urban status and proposed project. Keep the revenue verification and the building-permission file together: approval of a plan does not repair a defective title, and a private-land entry does not substitute for sanctioned plans.

Ask the building authority whether its application requires a certified RoR, cadastral plan, ownership document, conversion order or no-objection certificate. Requirements vary by location and project type. Do not begin site work while an application is pending merely because a seller says approval is routine.

Red flags and the correct response

Warning sign Why it matters Action before proceeding
Seller supplies only a deed or tax receipt. Those papers may not show the current classification, complete chain or mapped subdivision. Obtain the current RoR, cadastral map and registration-side records.
Survey or subdivision number is missing or changes between documents. You may be comparing different parcels. Ask the revenue office for a certified identification and map match.
Fence, road or advertised area does not match the cadastral map. Part of the site may be outside the claimed parcel or on public land. Pause; commission an official or qualified boundary survey.
Classification or remarks are blank, unfamiliar or disputed. Online labels are state-specific and may hide a restriction or pending action. Obtain written interpretation from the jurisdictional revenue authority.
Seller says mutation, conversion or subdivision will be done later. The claimed interest or usable area may not yet be recorded. Verify the pending application and its legal effect before paying.
Seller urges cash, a token advance or immediate construction. Speed can prevent record and title checks from being completed. Make payment conditional on document verification and an independent legal review.
Registration search shows a prohibition, mortgage, acquisition or conflicting deed. The proposed transfer may be blocked or expose you to a competing claim. Resolve it with the registration and revenue offices; do not rely on a private undertaking.

Information you need before asking for plot-specific directions

A general checklist cannot determine the status of an unidentified plot. Gather these facts first:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • State or union territory, district and local administrative unit.
  • Village or town and whether the parcel is rural or urban.
  • Survey, plot and subdivision numbers, plus the claimed area.
  • Current RoR or equivalent extract, cadastral map and every registered deed.
  • Whether the intended use is a house, commercial building, subdivision or another project.
  • Any ULPIN, mutation application, conversion order, acquisition notice, mortgage or court reference.
  • The date of each online extract and whether the seller has supplied certified copies.

With those details, the responsible department can identify the correct portal, local classification vocabulary, registration search and building-approval route. Without them, no national portal checklist can responsibly declare the plot government or private land.

A practical stop-or-proceed decision

  1. Proceed to legal review only when the current RoR, map, registered chain and physical parcel identify the same survey and subdivision, and no unresolved restriction appears.
  2. Pause and obtain authority clarification when a classification, area, boundary, ULPIN or registration entry differs, even if the seller says it is a clerical error.
  3. Do not buy or build while the parcel is recorded as government or public-use land, or while a transfer restriction, acquisition, mortgage or competing claim remains unresolved.
  4. After title verification, obtain building approvals separately from the planning or local building authority before construction.

The safest conclusion comes from the records working together: the revenue entry identifies recorded rights and classification, the cadastral map ties those rights to a physical parcel, registration records expose transaction restrictions, and the local authorities resolve conflicts. None should be treated as a substitute for the others.

Frequently Asked Questions

Is a seller’s registered sale deed enough to prove that a plot is private land?

No. Compare the deed with the current RoR, cadastral map, subdivision number and registration-side restrictions. A deed may describe an outdated area, a different subdivision or an interest affected by a government claim.

Can I check government ownership online?

Often you can view a state or union-territory land record online, but the portal and fields differ. Use the official revenue service, save the current extract and obtain local or certified clarification when the classification is unclear.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What if the portal shows the seller’s name but the map does not match?

Stop. A name match does not identify the physical parcel. Request an official demarcation or qualified survey and ask the revenue office to reconcile the map, area and subdivision before paying.

Does a ULPIN prove title?

No. ULPIN is a 14-digit parcel identifier based on coordinates and detailed cadastral surveys. It can help match records where available, but it is not a stand-alone title certificate or building approval.

What should I do if the record uses an unfamiliar category such as public, assigned or poramboke?

Do not guess its legal effect. Read the complete remarks and dates, then ask the jurisdictional revenue authority for a written explanation and any applicable transfer or use conditions.

Does a clean registration search guarantee that the plot is not government land?

No. Registration systems and revenue records may differ in coverage or update timing. A clean search is an additional check, not proof that no government claim, restriction or boundary problem exists.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can I build once the RoR lists me or the seller as a private holder?

No. Revenue verification and construction permission are separate. Contact the planning, municipal, panchayat or other building authority about land use, conversion, zoning, setbacks and sanctioned plans.

What details are needed for a plot-specific answer?

Provide the state or union territory, district, village or town, rural or urban status, survey and subdivision numbers, claimed area, current RoR, map, registered chain and intended use.

The Bottom Line

Before buying or building, match the current revenue record, cadastral map, registered documents and registration restrictions for the exact survey and subdivision. Resolve every conflict with the local authorities in writing, then obtain separate building approval. Do not treat a deed, screenshot, ULPIN or seller’s assurance as proof on its own.
