The reliable way to judge a proposed retail project is to obtain its planning application and traffic impact analysis (TIA), confirm the study scope with the agencies that control the affected roads, audit the study’s assumptions, and compare future conditions with and without the development. Then inspect individual junctions, driveways, queues, safety conditions and non-car impacts, and check that every mitigation measure has a responsible party, funding and a delivery date.
What a retail traffic assessment actually tells you
A traffic impact analysis estimates how much travel a proposal is likely to create, which entrances and routes people will use, and how the surrounding transportation system will operate under forecast conditions. A transport assessment is the term used in some jurisdictions for a similar exercise. The purpose is not simply to produce one pass/fail number. It is to show the chain from the development’s size and land uses to trip generation, route assignment, intersection performance, safety and proposed improvements.

Texas Department of Transportation (TxDOT) describes the purpose in Chapter 16 of its Traffic and Safety Analysis Procedures Manual as determining “the ability of the surrounding transportation system to handle the change in demand of traffic introduced by a project.” That is a description of the analysis, not a finding about any particular store or site.

Start with the planning file and the agency-approved scope
Find the complete application record
Search the local planning authority’s application portal or public-records system for the planning application, site plan, landscape and access drawings, transport or traffic report, appendices, public comments, agency reviews and draft or final approval conditions. A summary posted on a planning website may omit the worksheets and junction diagrams that contain the important assumptions.
Ask the planning agency which documents are part of the current application and whether a revised plan has replaced an earlier version. Retail schemes often change floor area, tenant mix, parking supply, delivery arrangements or the location of a driveway during review. A traffic conclusion tied to an earlier plan should not be treated as applying automatically to the revised one.
Identify every road authority
List the owner or controlling authority for each proposed entrance, nearby intersection and road segment. A municipal planning department may be reviewing the land-use application while a state, county or regional transportation agency controls the road that would receive the traffic. The relevant road authority may impose access, sight-distance, driveway-spacing or turn-lane requirements that are not visible in the planning report.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsAsk both the planning agency and each road authority whether a TIA or transport assessment is required, who approved its scope, and whether the submitted report follows that scope. Portland’s local guidance, for example, calls for the scope to be approved before the study is prepared. That is a local administrative practice, not a universal rule; your agency may use a different process.
Check whether the study area is large enough
The approved scope should identify the intersections, driveways, road sections, peak periods and forecast years to be analysed. Compare those limits with the site plan and likely travel paths. A boundary that ends at the site entrance may miss a downstream signal, school crossing, narrow bridge, roundabout or residential street that receives diverted traffic.
Ask the reviewing agency why any apparently relevant location was excluded. The explanation should relate to a documented screening method or traffic assignment, not merely to convenience.
Verify what is actually being built
Check land uses, size and phasing
Match the study’s project description to the latest site plan. Confirm the retail categories, gross floor area or other size measure, number and type of parking spaces, loading bays, drive-through elements, restaurant or entertainment components, opening hours and delivery schedule. Different uses can produce very different peaks and vehicle patterns even when their total floor areas are similar.

Check whether the report analyses a single completed phase, an interim opening year or both. If later phases, pad sites or alternative tenants are possible, the study should state which scenario it assumes. A vague phrase such as “retail development” is not enough to reproduce the trip estimate.
Trace every access point
Use the access plan to identify all site entrances, service access, emergency access, pedestrian connections and internal circulation. Confirm which entrance serves customers, employees, deliveries and refuse vehicles. A traffic volume assigned to one driveway is not credible if the drawing shows a second entrance that could attract the same movement.

Look for turn restrictions, median openings, right-in/right-out operation, signalisation, internal queuing and the distance between the proposed driveway and nearby junctions. These details determine whether traffic can enter and leave safely without blocking through lanes.
Audit the existing-condition data
Check count dates and locations
The report should list the dates, times, weather or unusual-event conditions where relevant, and exact locations of turning-movement, pedestrian, bicycle and other counts. It should identify the morning, evening, weekend or seasonal peaks selected for analysis and explain why those periods represent the proposal’s busiest effects.
Ask whether construction, road works, school holidays, a closure, a special event or abnormal weather affected the counts. Retail sites may have a stronger weekend or holiday peak than the traditional weekday commute peak. If the data are several years old, compare them with more recent agency counts or known network changes and ask whether the report has been updated.
Reconstruct the road network
Review lane numbers, lane widths where material, turn pockets, signal phasing, stop controls, speed environment, grades, parking, bus stops, crossings and pedestrian or bicycle facilities. The model or calculation should represent the geometry and controls that existed during the counts and the changes expected in each forecast scenario.
Look for safety evidence
Where appropriate, the assessment should examine crash history, collision patterns, sight distance, turning conflicts and the safety of people crossing the access. A capacity calculation cannot show whether a left-turn queue blocks a crossing or whether a driveway is too close to a crest, curve or another junction.
Test the trip-generation method
Confirm the land-use category and source
Inspect the trip-generation worksheets, not just the final daily or peak-hour total. The analyst should state the land-use category, size input, rate or equation, directional split and any adjustment. TxDOT and Wisconsin Department of Transportation guidance identify the Institute of Transportation Engineers (ITE) Trip Generation Manual as a typical source. The locally accepted current edition and any required local calibration should be confirmed with the reviewing agency.

A neighbourhood convenience store, a regional shopping centre and a mixed retail-and-restaurant project can have different trip patterns. The report should explain why the selected category matches the actual proposal and operating context.
Examine pass-by, linked and internal trips
Retail studies sometimes reduce new external trips for pass-by trips, linked trips between several destinations, or trips made entirely within a mixed-use site. Check the percentage used, the evidence supporting it and whether the adjustment is applied to the correct movements. A pass-by vehicle still uses an approach road and a driveway, even if it was already travelling along the corridor; it should not disappear from every access or safety calculation.
Ask how employee trips, deliveries, taxi or ride-hail activity and internal circulation were treated. A report that removes trips from the network but does not show where the vehicles enter, queue or turn is incomplete.

Check walking, cycling and transit assumptions
Any adjustment for walking, cycling, transit or internal trips should be supported by local conditions, not used merely to lower the vehicle total. Review whether safe footways, crossings, bicycle routes and transit stops actually connect to the site. If those connections do not exist, a nominal non-car percentage may understate vehicle demand and overstate the benefits of the adjustment.
Follow the distribution and assignment logic
The study should show what percentage of project trips is expected to use each approach road, entrance and turning movement. Compare those percentages with the catchment, nearby population and employment, competing destinations, route directness, traffic controls, planned access restrictions and the location of parking and loading.
Check that assigned volumes add up to the generated trips after documented pass-by, linked and non-car adjustments. The route diagram should agree with the site plan: traffic assigned to an entrance must be able to reach that entrance under the proposed turn restrictions and internal layout.
Pay particular attention to residential streets and routes that offer a shorter or less congested alternative. If the study assumes that all traffic stays on a principal road despite a nearby cut-through, ask what evidence supports that assumption and whether sensitivity testing was performed.
Separate existing traffic, background growth and project traffic
A useful study distinguishes at least four conditions. Keeping them separate shows how much change is attributable to the retail proposal rather than to general growth or other schemes.

| Scenario | What it represents | Why it matters |
|---|---|---|
| Existing base year | Observed traffic and network conditions at the count date | Provides the starting point for checking whether the model reflects reality |
| Future no-build | Forecast conditions without the proposed retail project | Shows background growth and other committed changes |
| Future build | Future conditions with the project and its assigned trips | Shows the incremental effect before proposed mitigation |
| Future build with mitigation | Future project conditions after specified improvements | Tests whether the promised measures address the identified impacts |
Check background growth
Review the growth factor or method used to move counts into each forecast year. The report should list nearby approved or committed developments and planned road improvements included in the background. Verify that a major nearby project has not been counted twice, omitted, or treated as committed when it is only speculative.
Check forecast years and phasing
Compare the opening-year and build-out analyses where the project is phased. A junction may operate acceptably when the first store opens but fail after later phases or adjacent development. The forecast year should be stated beside every operational result so that figures from different scenarios are not mixed.
Read results at individual junctions, movements and driveways
Do not rely on one overall level-of-service label
Level of service (LOS), where the local agency uses it, is a summary measure for a specified intersection movement or road segment and time period. Ask which approach, lane group and scenario each LOS result describes and which local standard is being applied. A favourable intersection average can conceal a poor side-street approach or a long left-turn delay.
Read LOS alongside actual delay, turning volumes and queues. A letter grade without those details does not show whether a queue blocks an upstream crossing, a neighbouring driveway or a through lane.

Inspect queues and storage
Compare forecast queue lengths with the available turn-lane and approach storage. Check whether the report uses an appropriate percentile or design queue measure and whether queues spill back through a signal, roundabout, crossing or adjacent entrance. For a retail site, examine internal parking and drive-through queues as well as queues on the public highway.
Check road segments and bottlenecks
Intersections are not the only locations that matter. Review changes on narrow road sections, bridges, lane drops, merge areas, roundabouts and streets with on-street parking. Ask whether the study area captures the point where a queue or diverted route would affect a sensitive location.
Evaluate access, safety and every travel mode
Driveway operation
Check sight distance, driveway spacing, corner clearance, turning radii, grades and the interaction between customer, delivery and emergency vehicles. Confirm that proposed turn lanes have enough storage and that a queue at one entrance will not block another.
Crash and conflict risk
Where crash data are available, look for patterns involving rear-end collisions, turning movements, pedestrians, cyclists or heavy vehicles. A proposal that adds only modest volume can still worsen risk if it introduces a difficult left turn, removes a crossing or concentrates movements at a known conflict point.
Walking and cycling
Review continuous footways, crossing locations, refuge or signal facilities, bicycle access, lighting and the treatment of vehicle crossings. Ask whether people can reach the store without crossing a high-volume driveway or walking through a loading area. The assessment should address both the construction layout and the completed site.
Transit and freight
Check bus-stop access, stop relocation, pedestrian paths to transit and the effect of delivery vehicles on lanes or loading areas. Freight vehicles may need wider turning paths and different delivery hours from customer traffic. A vehicle-capacity result does not describe these operational effects, so they should be assessed separately.
Judge whether mitigation is real and deliverable
Every proposed improvement should be traceable to a documented impact. Examples include a turn lane, signal or timing change, access restriction, crossing, footway connection, bicycle facility, queue-storage change or delivery-management measure. The report should state the expected post-mitigation result at the same location, time period and forecast year used for the unmitigated result.
For each measure, look for four commitments:
- Responsibility: identify whether the developer, road authority or another party will design, approve and build it.
- Funding: state the secured contribution, agreement or other mechanism rather than assuming that a recommendation is a commitment.
- Timing: specify whether the work is required before opening, before a later phase, or only after a monitoring trigger.
- Approval condition: show how the measure appears in the planning decision, highway agreement or permit.
Read the agency’s post-mitigation findings and approval conditions. Local standards control whether the residual impact is acceptable; there is no universal pass/fail criterion that overrides them.

Understand thresholds without treating them as universal rules
Study requirements and acceptability criteria vary with jurisdiction, road ownership, project scale, existing deficiencies and local policy. UK planning guidance leaves the significance decision to the local planning authority case by case, considering the development’s scale and potential trips, planning context, study scope, road and other-mode capacity, safety and mitigation.
One frequently quoted figure is limited to a specific Texas context:
| Source and setting | Stated approach | Qualification |
|---|---|---|
| TxDOT guidance for development accessing a TxDOT facility | A TIA is typically performed at 100 vehicle trips in a given peak hour | A TxDOT district may request a study below that level when local safety or capacity deficiencies warrant it; the figure is not a nationwide rule |
| UK planning guidance | No single national trip threshold determines significance | The local planning authority decides case by case using scale, context, capacity, safety and mitigation |
Ask your own agency for its current trigger, accepted methods and submission checklist. A small project below a numerical threshold can still create a serious access or safety problem at a constrained location.
Use a practical records-and-questions checklist
Before commenting on the application or commissioning a review, assemble these records:
- Traffic impact analysis or transport assessment, including appendices and worksheets
- Current site, access, circulation, parking and loading plans
- Agency-approved scope and written agency comments
- Traffic-count dates, locations and turning-movement figures
- Trip-generation sources, calculations and adjustment assumptions
- Distribution and assignment diagrams
- Background-growth calculations and the list of committed developments
- Operations tables showing delay, queues and any LOS results
- Crash, sight-distance and other safety material
- Mitigation drawings, funding commitments and approval conditions
Use these questions when speaking with the planner, highway agency or applicant:
- Which road authority controls each entrance and nearby road, and did that authority approve the study scope?
- Which uses, sizes, phases, peak periods and forecast years were assumed?
- What count dates and locations were used, and were walking, cycling, transit and freight considered?
- How were pass-by, linked, internal and non-car trips treated, and what source supports those assumptions?
- Which nearby approved projects and planned road improvements appear in the background forecast?
- Which intersections, driveways and road segments have the largest forecast changes in delay or queues?
- What access, safety, pedestrian, bicycle, transit and freight effects were reviewed?
- Which mitigations are required, who is responsible, how are they funded and when must they be completed?
When an independent traffic review is worthwhile
Consider a local traffic engineer or transportation-planning consultant when the project is large, the study boundary appears too narrow, the count data are stale, the assumptions about pass-by or route choice are disputed, or a proposed mitigation affects a road controlled by another agency. An independent reviewer can reproduce the trip calculations, test alternative distributions, inspect queue and storage calculations, and compare the report with the adopted local standards.
Ask any consultant to define the exact scope, data to be reviewed, applicable agency criteria, deliverables and fee before work begins. The technical method is inherently site- and agency-specific, so a generic national conclusion is less useful than a documented review of this application.

The ITE Trip Generation Manual is a commonly cited technical reference because TxDOT and Wisconsin DOT guidance identify ITE material as a typical or accepted source for estimating development trips. Confirm the current edition and whether your local authority accepts it before relying on any rate or equation. A manual supplies methods; it does not replace local counts, agency scope approval or professional judgment about a particular site.
Likewise, a reported LOS grade, trip threshold or mitigation practice should always be read with its jurisdiction, road owner, forecast year and scenario. Those qualifications are what make the number meaningful.
What a sound conclusion looks like
A defensible conclusion will identify the locations and movements affected, quantify the change against a no-build forecast, explain the assumptions that produced the result, address safety and non-car travel, and tie each mitigation measure to a responsible party and delivery condition. If the report only says that the network can accommodate the project without showing its scope, counts, assignments, queues and post-mitigation conditions, it has not answered whether this retail development will affect local traffic in the places that matter.
