A blank map is not proof that no development is planned, and a map’s projected timing is not a guaranteed construction or completion date.
What each official service can tell you
No single portal answers every version of “Is a new apartment complex planned near me?” The services have different purposes and levels of detail.

| Service | Best question to ask | Useful evidence | How to treat the result |
|---|---|---|---|
| Land E-um urban-planning lookup | What planning designations, urban plans or notices apply to this address or parcel? | Address or map search, urban-planning information, public-inspection functions, notices and notice history | Use it to identify the responsible plan and notice. For parcel-specific confirmation, follow up with the local government. |
| LH My Home Where (내집어디) | Where does the map show planned housing supply near this location? | Filters for public sale, public rental and private construction; size bands; supply-timing categories | A discovery map for supply planning. Open the identified district or block and verify the underlying project record. |
| LH Cheongyak Plus project-district map | What project is this, who operates it and which milestones are recorded? | Location, operator, project stage, households, area, notice and approval dates, expected completion where populated | Compare the stage fields and read the project notice for operative details. |
| Korea Land Site Information System | Where are housing-site boundaries and what stage does the map display? | Housing-site boundaries, land-use plans and stage labels such as designation, development plan, implementation plan, partial completion and completion | Use as a second map view; confirm the current legal or administrative record with the responsible authority. |
These services are useful for finding a project name, block or notice to investigate. They are not a substitute for a certified land-use-plan document or a current response from the municipality when the decision has financial, legal or housing consequences.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Step 1: Search the address or parcel in Land E-um
Open the urban-planning lookup
- Go to Land E-um’s urban-planning lookup.
- Search by the road address, lot address or map. If you are checking land beside your home, search the neighboring parcel rather than only your own address.
- Record the exact parcel, administrative district and any named plan, district or block shown in the result.
- Open the available urban-planning information, public-inspection material, notices and notice-history entries. Save the notice title, issuing authority and date so you can match the same project on another service.
A result can indicate a planning designation without proving that homes will be built immediately. Conversely, an apparently empty result does not establish that no proposal, private project or newer notice exists. Land E-um directs users with parcel-specific questions to the relevant local government, so treat the portal as the first evidence-gathering step, not the final determination.

What to capture from the record
- Named area or block: This is the identifier you will use when searching project pages and notices.
- Plan or district type: Note whether the entry concerns a housing site, an urban-development plan or another designation; do not assume every designation is a residential construction approval.
- Notice and inspection dates: A public-inspection notice can represent a proposal or review stage rather than an approved implementation plan.
- Issuing authority: The city, county or district named in the record is the office to contact when the map is incomplete or unclear.
Step 2: Look for housing supply on LH My Home Where
Filter the map for the kind of housing you care about
- Open LH My Home Where (내집어디).
- Move the map to your neighborhood or search the location if the interface offers an address search.
- Apply the supply-type filter that matches your question: public sale, public rental or private construction.
- Use the available size-band filters if apartment size matters to your search.
- Check the supply-timing category displayed for each result, then open the district or block details.
The map’s timing categories are indicators of planned housing supply, not promises that a release, move-in or completion will occur on that date. Timing values can change as a project moves through approvals. Use the result to identify a project and then confirm its stage and notice.
How to interpret a nearby marker
Measure “nearby” from the project’s named district or block, not merely from the center of a broad map marker. A marker may cover a large housing site or several parcels. Write down the project name, supply type, size category and displayed timing, then compare those details with the project-district information on LH Cheongyak Plus and the municipality’s records.
Step 3: Check project milestones in LH Cheongyak Plus
Open the real-estate project map
- Go to the LH Cheongyak Plus real-estate map.
- Search or navigate to the district identified in Land E-um or My Home Where.
- Open the project-district entry and record its location, operator, project stage, household field and area field.
- Review the dates shown for district designation, development-plan approval and implementation-plan approval. Record an expected-completion field only when one is populated.
- Open the linked notice or approval material and read the operative document rather than relying only on the map summary.
Why the stage fields matter
“District designation,” “development plan,” “implementation plan,” “partial completion” and “completion” are different milestones. A project can have a designated district without an approved implementation plan, and an implementation-plan entry does not by itself show that construction is underway. An expected-completion date is a project field subject to change, not a guaranteed handover date.
| Field or label | What it establishes | What it does not establish by itself |
|---|---|---|
| District designation | The area has been identified or designated under the relevant planning process. | That building permits have been issued or work has started. |
| Development-plan approval | A development plan has a recorded approval milestone. | That detailed implementation, financing or construction is complete. |
| Implementation-plan approval | A later plan-approval milestone is recorded. | That homes are occupied or that every parcel is under construction. |
| Expected completion | The project record contains a projected completion field when populated. | A fixed, legally guaranteed completion date. |
| Partial completion or completion | The land-information map labels a corresponding completion stage. | That every building, infrastructure item or neighboring parcel is finished; check the project notice for scope. |
Step 4: Cross-check boundaries and stages on the Korea Land Site Information System
- Open the Korea Land Site Information System.
- Locate the same district or block and inspect the housing-site boundary and land-use-plan layers.
- Read the displayed stage label. The system can show stages including district designation, development plan, implementation plan, partial completion and completion.
- Compare the boundary, stage and project name with the LH record and the notice found through Land E-um.
Different interfaces can present the same project at different levels of generality or update timing. If the boundary or stage conflicts with another record, do not choose the more favorable interpretation. Note the discrepancy and ask the responsible authority which current document controls.
How to verify that a project is really near your home
Match the named area, not just the visual location
Maps are designed for discovery and can use broad markers or district polygons. Confirm that the project’s named area or block contains the neighboring parcel you care about. If the project spans several administrative areas, list each one before contacting an office.
Match the notice and approval dates
Use the dates shown for district designation, development-plan approval and implementation-plan approval to place the project in sequence. A public-inspection notice, an approval notice and an expected-completion field answer different questions. Keep the date attached to the specific milestone; never present one date as the project’s overall construction date.

Check the operator and project scope
LH Cheongyak Plus can show an operator, household field and area field where data are populated. Those details help distinguish similarly named districts. They do not replace the notice, which defines the approved area, conditions and scope.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsWhen an online search is not enough
Ask the responsible city, county or district office when any of the following applies:
- The parcel is absent from one portal but appears in another.
- The project name, boundary, operator or stage differs between services.
- You need to know whether a specific neighboring lot is included.
- You are deciding whether to buy, sell, lend against or develop property.
- You need the current status of a private proposal, a recent notice or a restriction that may not be displayed online.
Give the office the road or lot address, parcel number if available, project name, map screenshots and notice dates. Ask which department maintains the current housing-site or urban-planning record and request the relevant notice or certified land-use-plan document.
Seoul’s explicit map caution
Seoul’s land-use-plan lookup guidance says its online map is a reference, may not display every restriction or designation, has no legal effect and is not suitable for surveying. For an important matter, it recommends obtaining a certified land-use-plan document from the relevant local office. That warning is a useful standard for interpreting map services elsewhere: treat online layers as evidence to investigate, not as a legal certificate.
Common mistakes and how to avoid them
“Nothing appeared, so nothing is planned.”
Portal coverage is not established as exhaustive for every municipality, private proposal or notice type. Search the neighboring parcels, try both address formats and ask the local planning or housing department about current or recently issued notices.
“The map says a supply window, so move-in is fixed.”
My Home Where displays supply-timing categories, while project records can show expected completion. Both are planning information that can be updated. Treat the date as a current indication and verify the latest notice before making a commitment.

“A district designation means construction has begun.”
Designation, development-plan approval, implementation-plan approval, partial completion and completion are separate milestones. Read the field name and date exactly as displayed; do not collapse them into “under construction.”
“A colored land-use layer grants development rights.”
A reference map does not itself grant permission or prove that all restrictions have been considered. Use the responsible authority’s current records and certified documents for legal or financial decisions.
“The nearest marker is definitely the site beside my building.”
Check the project’s named block and boundary against the parcel number. Broad polygons and map scale can make a project look closer or farther away than its actual included land.

A project record often contains several documents and dates. Start with the earliest item that identifies the district or area, then follow later development-plan and implementation-plan entries. A notice placed in a public-inspection area may show that a proposal or plan is being presented for review. It is not interchangeable with a later approval notice. Likewise, an expected-completion field belongs to the project record at the time it was published and can be revised.
For each item, save the exact Korean project or district name, the issuing city, county or district, the notice title and the date. If the same project has multiple blocks, preserve the block identifier rather than shortening the name in your notes. This prevents a nearby but different project from being mistaken for the one affecting your parcel.
Compare housing-supply categories with planning records
My Home Where is useful when your main question is what kind of housing supply is shown near you. Public sale, public rental and private construction are separate filters, and size bands help narrow the displayed results. Those categories describe the supply view; they do not replace the planning-stage evidence in Land E-um or Cheongyak Plus.

For example, a private-construction marker may identify a housing-supply project even when you need the municipality’s record to confirm the district boundary. A public-sale marker may be useful for discovering a project name, while the Cheongyak Plus entry supplies the operator and milestone fields. Keep the category and timing you saw, but treat them as discovery details that must be matched to a named district and notice.
Questions to put to the local office
A precise question usually produces a more useful answer than asking whether “anything is being built.” Provide the parcel number and ask:
- Is this parcel inside the named housing-site, urban-development district or block?
- Which notice or approval currently controls the boundary and stage?
- Are the dates shown online current, and has a later notice replaced them?
- Which authority or operator is responsible for the next recorded step?
- Can the office issue a certified land-use-plan document for the parcel?
If the project crosses administrative boundaries, ask each relevant office to confirm the portion under its jurisdiction. Keep the response with the map screenshots and notice copies so you can see which information was current on the date you checked.
Keep an evidence record when the decision matters
Online maps can change, so record the access date along with each result. Save the project name, parcel or block, operator, stage, household and area fields, supply category, timing category and every displayed milestone date. Note whether a field was blank; a blank expected-completion field is different from a completed project.
Then compare the saved details across Land E-um, My Home Where, Cheongyak Plus and the Korea Land Site Information System. A difference is a reason to verify, not evidence that one portal is automatically correct. For a purchase, sale, loan or development decision, use the current notice or certified document supplied by the responsible local office as the final reference.

Does a blank result prove that no apartment project is planned?
No. Portal coverage is not guaranteed to include every municipality, private proposal or recent notice. Try both address formats, search adjacent parcels and ask the local planning or housing office.
What is the difference between a district designation and an implementation plan?
They are separate milestones. A designation identifies an area in the planning process; an implementation-plan approval is a later recorded approval. Neither field alone proves that construction has started or that homes are occupied.
Can I rely on the completion date shown on a map?
Treat it as a project-specific projection. Supply-timing categories and expected-completion fields can change, so check the latest notice and confirm the current status with the responsible authority.
Recommended Free Tools
How can I tell whether the project really includes a nearby parcel?
Match the parcel number and named block to the project boundary and notice. Broad markers can cover several parcels. If the boundary is unclear, ask the relevant city, county or district office.
Which document is best for a property purchase or other legal decision?
Use a current notice and, when precision matters, a certified land-use-plan document from the relevant local office. Online maps are discovery and reference tools and may omit restrictions or designations.
The Bottom Line
Check the neighboring parcel in Land E-um, use LH My Home Where to identify housing-supply categories and timing, and use LH Cheongyak Plus plus the Korea Land Site Information System to compare project boundaries and milestones. Confirm any conflict, blank result or consequential decision with the responsible local office and a current notice or certified land-use-plan document.
