Do not rely on a sales brochure, a nearby utility main, or a service-area map to decide whether a new community can be served. Verify the exact project with the planning authority and every provider, then obtain written, project-specific confirmation that states the service area, connection point, capacity review, remaining approvals, extension work, cost responsibility, and timing.
Water, wastewater, electricity, gas, and communications follow separate approval and construction paths. A provider may have infrastructure near a subdivision yet still require plan review, an agreement, easements, fees, a main extension, or a new service lateral before a lot can be connected.

What “utility access” actually has to prove
For a proposed subdivision, “utilities available” can describe several different conditions. Treat them as separate questions rather than one yes-or-no claim.

| Question | What adequate evidence should address |
|---|---|
| Is the property in the provider’s service area? | The provider identifies the parcel, subdivision, or phase as being within its authorized service boundary. |
| Is infrastructure physically nearby? | The location of a main, line, plant, or network and the proposed point of connection are identified. |
| Is there capacity for this development? | The provider states whether it reviewed demand for the planned number of homes and whether treatment, storage, transmission, or distribution capacity is adequate. |
| Can the developer connect? | Required design review, agreements, allocations, easements, permits, fees, and other conditions are listed, with the responsible party identified. |
| Will service be constructed and activated? | Extension or installation work, dependencies, and an expected schedule are documented. |
A nearby main answers only the physical-proximity question. DC Water expressly warns that its availability letter is not permission to connect and does not certify adequate capacity for the proposed development. Its guidance states: “This is not an approval to connect to these facilities or a certification that there is adequate capacity in these mains to serve the proposed development.”

Start with a precise project identity
Providers cannot give a dependable answer if they cannot tell which land, phase, and demand you mean. Assemble the following before making requests:
- Street address, if assigned, and every parcel or tax-identification number.
- Recorded or proposed subdivision name, plat number, and development phase.
- Site plan or location plan showing the boundaries, roads, lots, and proposed connection points.
- Number of planned homes, buildings, or equivalent units in the phase and the ultimate build-out.
- Expected use, such as single-family residences, multifamily buildings, mixed use, or commercial space.
- Anticipated occupancy or construction sequence when the provider asks for demand timing.
- Developer, owner, engineer, or applicant contact information.
Project size matters. A letter for one existing house does not establish that a utility can serve 120 lots. Citizens Energy Group, for example, uses different availability request forms for a single property and for multi-building or multi-lot developments. Use the form and information level appropriate to the project.
Identify the authorities and every serving provider
Begin with the local planning, building, or subdivision-permitting office. Ask which entities handle:
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches- Public water and wastewater service boundaries.
- Subdivision utility review and plat approval.
- Private-well permits, potable-source approval, and testing.
- Onsite wastewater or septic site evaluation and permits.
- Electric, natural-gas, district-energy, and communications service.
Request the provider’s development, engineering, growth-management, or new-service staff—not only a residential customer-service representative. Confirm the answer with the provider because a county map or a developer’s statement may not reflect a recent boundary change, a phase-specific limitation, or a capacity reservation.
For each utility, record the representative, date, reference number, documents requested, and promised response. Keep the written response with the purchase, construction, or financing file.
Get a project-specific water and sewer determination
Ask for the right document
Use the local terms “will-serve letter,” “letter of availability,” “service availability request,” or “utility availability request.” Ask the water district and wastewater provider for a response that names the subdivision or parcels and states the planned unit count. A generic map or verbal assurance is not equivalent.

Salt Lake County’s subdivision review illustrates the type of evidence an authority may require: a water-district letter for public water, a sewer-district assurance that the treatment plant will not be overloaded for public sewer, or compliance documentation for an individual well or septic system. Those are Salt Lake County requirements, not a nationwide form.
Questions to put in the request
- Is the identified parcel or phase inside your service area?
- Which water and sewer mains, facilities, or connection points would serve it?
- Does your response cover the stated number of homes and the ultimate build-out, or only an existing parcel?
- Has your utility reviewed projected water demand and wastewater flow for this development?
- Are capacity allocation, hydraulic analysis, treatment-plant review, or concurrency findings required?
- What design plans, technical standards, plan reviews, agreements, permits, easements, and inspections remain?
- Is a sewer lateral, pump station, lift station, pressure system, meter vault, or other on-site facility required?
- Are a main extension, upsizing, off-site improvement, or reimbursement agreement required?
- Which party pays application charges, connection fees, impact or system-development charges, construction, inspection, and ongoing service costs?
- What event allows the provider to issue final connection approval, and what schedule is realistic once conditions are met?
Ask the provider to label the response as informational availability, a conditional commitment, a capacity allocation, or approval to connect. Those statuses have different legal and practical weight.
Separate availability, capacity, connection, and construction
Read every letter for limiting language. A useful response distinguishes the following stages:
| Stage | What it may mean | What it does not necessarily mean |
|---|---|---|
| Service-area confirmation | The parcel lies within the provider’s boundary. | A main is built at the lot, capacity is reserved, or connection is approved. |
| Availability or will-serve letter | The provider identifies potential service and conditions based on submitted information. | Final design acceptance, guaranteed construction, or adequate capacity unless expressly stated. |
| Capacity review or allocation | Demand has been evaluated and capacity may be reserved under stated terms. | Physical infrastructure, easements, permits, or funding are complete. |
| Connection approval | Plans and prerequisites permit a specified connection. | Construction has occurred or service is energized and billed. |
| Completed installation | Required extensions, laterals, meters, and inspections are finished. | Every future lot automatically has service if activation documents remain outstanding. |
Miami-Dade Water and Sewer Department demonstrates why these stages should not be collapsed: it provides separate availability and mapping information, infrastructure-information requests, agreements for certain work, and service-installation processes. The document names differ elsewhere, but the sequence is common.
Check infrastructure records, easements, and construction responsibility
After receiving an availability response, ask for the records needed to understand how service reaches each lot:
- Proposed and existing main locations, sizes, elevations, and connection points.
- Approved or pending utility plans, profiles, and standard details.
- Required easements, rights-of-way, access agreements, and recording status.
- Hydraulic, flow, or demand assumptions used for the phase and build-out.
- Required booster pumps, storage, lift stations, fire-flow improvements, or pressure zones.
- Main-extension, relocation, upsizing, or off-site improvement obligations.
- Construction sequencing, inspection hold points, testing, acceptance, and ownership transfer.
- Connection, capacity, impact, inspection, and tap fees, including when each becomes due.
Ask who designs, finances, permits, constructs, inspects, owns, and maintains each improvement. A provider may condition service on work that the developer must complete before any lot can be occupied. A recorded easement that has not been obtained, or an unfunded extension, can delay a project even when the provider’s main is close by.

Verify electricity, gas, and communications separately
Never infer electric, gas, broadband, telephone, or cable availability from a water or sewer letter. Contact each serving company for the exact development and phase. Request written answers covering:
- Whether the parcels are inside the service territory.
- Nearest distribution facilities and the proposed connection or equipment location.
- Transformer, regulator, meter, cabinet, conduit, or network requirements.
- New poles, underground construction, trenching, crossing, or easement needs.
- Extension, contribution-in-aid, design, inspection, and connection charges.
- Who coordinates road-opening, utility-joint-trench, and restoration work.
- Dependencies on completed roads, grading, dry utilities, water, sewer, or final platting.
- Conditions and timing for energizing or activating each lot.
JEA’s Service Availability Request illustrates a provider-specific approach: its inquiry can address water, wastewater, reclaimed water, and electric service in a Jacksonville-area project. It is not a national service-boundary lookup. Other providers may require separate forms for single-lot and multi-lot work, as Citizens Energy Group does.
If the community uses a well or septic system
Private systems are not evidence of public utility access. They require their own site, design, health, and construction approvals.

Ask the health or environmental authority what constitutes an approved potable source. Request the well permit or approval, well location and construction records, required setbacks, pump or storage assumptions, water-quality testing, and any source-capacity or shared-well requirements. Confirm whether the approval covers one residence or the proposed number of homes. A seller’s statement that “the area is on wells” does not establish that a new community can obtain permits or that the aquifer and system design meet local standards.
Onsite wastewater
Obtain the septic site evaluation, soil or limiting-layer findings, approved system type, design flow, reserve or replacement area, and construction permit requirements. Ask whether each lot has an approved area or whether a shared or community system is proposed. Confirm operation, maintenance, monitoring, and ownership obligations, especially for pressure or clustered systems.
Snohomish County guidance, for example, says a new residence needs an approved water source and an approved septic system or sewer availability; a supplier letter is needed when public water or sewer serves the parcel. Its rural well and onsite-septic procedures are county and state-specific examples, not universal rules. Local health departments may impose different testing, spacing, reserve-area, or management requirements.

Use maps and national tools only for screening
Online maps can help identify likely providers and nearby infrastructure, but they cannot replace a parcel-level determination. EPA’s Water Infrastructure and Capacity Assessment Tool (Water ICAT) is intended to screen drinking-water and wastewater utilities for possible technical-assistance needs. EPA describes its most common use as: “The most common use for Water ICAT is to identify water utilities that may need technical assistance.” It is not a will-serve database.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Compare proposed communities on the same evidence
When evaluating two developments, use identical questions and save the supporting documents. This comparison framework prevents a polished marketing package from being weighed against a detailed provider commitment.
| Comparison axis | Stronger position | Risk requiring follow-up |
|---|---|---|
| Water and wastewater source | Named public providers with written project confirmation, or fully approved private systems. | “Available nearby,” proposed wells, or septic described without permits and design records. |
| Capacity | Provider states the review basis and covers the phase and planned unit count. | Letter discusses mains only or omits demand and treatment capacity. |
| Connection status | Connection point, approved plans, agreements, and prerequisites are identified. | Connection remains subject to unspecified review, allocation, or approval. |
| Construction | Extensions, easements, funding, contractor responsibility, and acceptance steps are documented. | Infrastructure is “planned” with no funded scope or schedule. |
| Cost responsibility | Fees and improvement obligations are itemized by responsible party. | “Buyer pays utilities” or similar wording leaves major extension costs undefined. |
| Timing | Milestones tie service activation to roads, platting, inspections, and occupancy. | Only a target move-in date is supplied. |
Red flags and how to resolve them
“There is a main across the road.”
Ask the provider for the permitted connection point, required crossing or extension, hydraulic capacity, easement, and cost. A physical main may not have the size, pressure, treatment allocation, or legal access needed for the project.
“The developer has a will-serve letter.”
Read the addressee, date, expiration, unit count, phase, conditions, and disclaimers. Ask the provider whether it is still valid and whether it covers your intended lot and build-out. Confirm whether it is informational or a binding commitment.
Recommended Free Tools
“Utilities will be installed before closing.”
Define “installed.” Require evidence of construction completion, inspection, acceptance, meter or service release, and the provider’s account-opening or activation procedure. A conduit or stub in the street is not an energized service.

“The lot is rural, so it will use a well and septic system.”
Obtain written health-authority confirmation that the lot has an approved water source and wastewater design. Check reserve areas, setbacks, testing, shared-system management, and the conditions for a building permit.
The provider will only answer by phone.
Send a written summary of the call and ask the representative to correct it or issue the formal response. If the provider will not confirm a material condition, treat that condition as unresolved rather than assuming approval.
A practical request checklist
Send each provider a consistent package and ask for a written response. Your request can include:

- A request to identify whether the response is availability information, a will-serve commitment, a capacity allocation, or connection approval.

Local procedures illustrate why jurisdiction matters
- JEA: Its Service Availability Request is used by developers and builders to determine whether it provides water, wastewater, reclaimed water, and/or electric service in the Jacksonville area.
- Salt Lake County Health Department: Its subdivision review describes evidence for public water, public sewer, individual wells, and septic systems, including assurances concerning treatment-plant loading.
- Snohomish County: Its guidance addresses approved water sources, septic or sewer availability, supplier letters, and rural well and onsite-septic approvals.
- DC Water: Its availability-letter process distinguishes the presence of water and sewer mains from connection approval and capacity certification; its application instructions also require project details and a location plan.
- Miami-Dade Water and Sewer Department: Its processes distinguish availability letters and maps, infrastructure information, agreements, and service installation for certain connections and extensions.
- Citizens Energy Group: Its separate forms for single properties and multi-building or multi-lot developments show why the project’s scale must be stated.
These examples demonstrate the kinds of records to seek. They do not establish uniform U.S. rules, fees, distances, deadlines, or service obligations.
Before you rely on the answer
Do not make a purchase, construction, or financing decision until every material condition has an identified owner and documented path to completion. Have the planning authority and providers confirm unresolved items in writing. Where the project involves major extensions, shared private systems, unusual capacity constraints, or disputed easements, a local land-use attorney, civil engineer, or well/septic professional can interpret the documents and verify design assumptions.
The dependable standard is project-specific written evidence—not proximity. A complete file should show who serves each parcel, what capacity was considered, which approvals and easements remain, who pays for extensions and connections, and when service can actually be activated.
